As the head of the local chapter of Project Linus, Allison is giving the Atlantic City Medical Center, City Division (ACMC), hand- made blankets to comfort seriously ill and trauma- tized children. Operation Linus began in December 1995 when Karen Loucks of Parker, CO, read an article in Parade Magazine about a little girl receiving chemotherapy treatments. The article mentioned the comfort she received from her blanket. Karen recruited some of her friends and began supplying blankets to children at a local cancer care center. To date, the all-volunteer Project Linus has delivered more than 265,000 securi- ty blankets to children around the world and has more than 250 chapters in the United States, with affiliate chapters in Canada and England. Allison started the local chapter last year after reading an article about the project, which is named after the blanket-toting character in Charles Schultz's Peanuts comic strip. "There were no chapters at all in southern New Jersey, so I went on the Internet, found the 800 number for the national chapter headquarters in Colorado, and before I knew it I was starting a chapter," Allison explained. She is currently trying to cover not only Atlantic County, but also three other southern NJ counties. As Allison explains, “There are so many children, and I want to reach as many of the children as I can!” Since she began her chapter, another was formed in Collingswood, NJ. There are now eight Project Linus chapters located in NJ. She recruits "blanketeers" to make blankets through word of mouth and over the Internet. Allison explained that "Seven people helped me make the blankets for ACMC, most of whom I have never met face to face. There was an absolutely wonderful 90- year-old woman who mailed me seven blankets. A 15-year-old girl made a blanket with her mother and donated it." She said that her own mother, who lives in Vineland, NJ, helps with the loving project as well. "My mother crochets her blankets. I quilt mine." Allison decided to give the first batch of blankets to ACMC City Division because it is home to the region's only Level II Trauma Center and to the region's only Neonatal Intensive Care Unit (NICU). The group donated 18 blankets, ranging from tiny covers for premature babies to bed-sized blankets for older children. "Because children who come to these units are often critically ill, ACMC was the most fit- ting place for us to begin our donations," Allison said. "In addition to me, my mother, sister, and my niece were all born at City Division, so we also had a per- sonal connection to the hospital." "Our patients and their families are so thankful for these gifts," said Margaret Belfield, administrator of ACMC City Division. "When a child is seriously injured or ill, it can be traumatizing not only for the child, but for the family as well. This compassionate gesture is helpful to the children and their families," said Belfield, who added that even the very youngest patients receive the handcrafted donations. the Atlantic City community. As the head of the localchapter of Project Linus, Allison is giving the AtlanticCity Medical Center, City Division (ACMC), hand-made blankets to comfort seriously ill and trauma-tized children.

Operation Linus began in December 1995 whenKaren Loucks of Parker, CO, read an article in ParadeMagazine about a little girl receiving chemotherapytreatments. Project Linus is so spe-cial because each blanket really is a handmade giftthat reflects the care and concern of the blanketeerwho crafts it. We want the child who receives it toknow that someone made it especially for him or her."

On January 30, the SouthJersey Chapter of the InternationalTest and Evaluation Association(ITEA) presented its firstTechnical Interchange Program.On the bill for the day were twotopics: Using Java in Test andEvaluation and National AirspaceSystem (NAS) Data ExtractionTools. The meeting was quite asuccess with a large turnout,including guests from NASAAmes. This newly reactivatedorganization is doing a good job ofpresenting a forum for theexchange of technical ideas on top-ics of interest to people involvedwith operational and independenttest and evaluation and thoseworking in research and develop-ment evaluation. The material pre-sented for the day's topics scannedboth those areas.

Java. It's hot, it's all over theweb and it's here at the TechCenter too. Four people spokeabout areas within the Center thathave used Java. Some commonthreads that came through on theuse of Java emphasized its porta-bility, its applicability for use indistributed environments, itsobject-oriented aspect and the useof the CORBA standard, and theability to generate web-based apps.

Mark Hanlon, who supportsAOS-320 with JSA, led the Javatopic. He used Java for a RadarStatus Assessment Tool (RSAT),which was developed for AOS-320. This PC-based tool takes rawradar data as input from an opera-tional LAN, performs user

specified filtering andanalysis, and provides vari-ous graphical views of theresulting information.Mark also referenced aEurocontrol website thatuses Java to provide a train-ing course and an onlinesimulations of an interac-tive radar display. Hepointed out the applicabilityof using Java apps over theNet to allow for easy distri-bution and evaluation of ComputerHuman Interface (CHI) formats.

Mark discussed how thisprocess could facilitate the earlyinvolvement of people in an evalu-ation process without the need forcostly travel. He also pointed outthe ease of establishing a desktopdevelopment and testing environ-ment for TCP/IP-based Java appli-cations. Interface emulation viarecording and play devices areeasy to accomplish in a JavaTCP/IP environment. Mark con-cluded his speech by offering theCenter a suggestion to establish anInternet-based source code reposi-tory with time stamping servicesand recognition to contributors.

John Richards , of MiTech,was next up for Java with a pres-entation of the Aviation IntegratedReasoning Modeling Matrix(AIRMM). This system modelsmany different aspects of the NASand builds a knowledge databaseon the modeling results. This sys-tem incorporates Java and C++applications on multiple platformsand makes use of High Level Ar-

chitecture design methods.Wolf Pacheco, of Kinematica,supporting ACT-250 and SIGNALn

Corporation, presented a successstory about the Java-based systeminterface, the Translator InterfaceAdapter (TIA), for the FAA/NASASurface Movement Advisor (SMA)prototype currently in operation atAtlanta's Hartsfield InternationalAirport. TIA system is a productof the Free Flight Phase 1 (FFP1)Program. This interface willensure that SMA continues receiv-ing filter RADAR tracks andInterFacility data from the ARTSIIIE over secured and dedicatedtelephone circuitry. This interfacemay be the model for future SMAsystem interfacing with StandardTerminal Automation ReplacementSystem (STARS). The TIA hassuccessfully been in operation 24/7for the past 3 months and success-fully passed the FAA conductedSite Acceptance Tests (SAT).

System Replacement (DSR) mes-sages obtained from a sniffer onthe DSR token ring, parses andreformats them, and then broad-casts them to any subscribed lis-teners. It also records all theparsed messages in XML formatfor Data Reduction and Analysis(DR&A) purposes.

This software was originallydeveloped for a human factorsresearch study to evaluate con-troller situational awareness on theDSR displays. It is now a free-ware product of the TargetGeneration Facility (TGF)/ACT-510. The source code repository isavailable free to all at the Center.

Rich Goelz and RichZielinski of TITAN, spoke of atool to provide NAS data extrac-tion and analysis for multiple sys-tems, e.g. En-route Host, STARS,TGF, and weather. The tool is PC-based and makes use of MicrosoftAccess as its database engine. Ittakes as input data, the output of

current operational DR&A tools,such as DART. The tool had itsbasis in the Y2K testing done atthe Center, and was developed as ameans to correlate data recordedon the many systems involved inthe test to ensure consistency andcorrectness.

Once the tool reads the dataand stores it in its database, infor-mation can be presented to the useras graphical plots, reports, or userspecified composite files. The dataof most interest is radar and track-ing data. The output plots let theuser see in a 2D or 3D graphicalformat the path of an aircraft. Itprovides, in a concise graphicalformat, information on an aircraft'saltitude and movement on the X/Yplane of the system.

An enhancement that is in theworks is to be able to overlay thegeographical maps onto the X/Yplane. This would then allow see-ing the path of the aircraft alongwith the fixes and vectors being

followed. The potential of thistype of output to facilitate analysisof track data is enormous. This isdefinitely a concept that should becarried into the operational DR&Atool environment.

The evolution of the DR&Atools to take advantage of today'swork environment with a worksta-tion on every desk is somethingthat should happen sooner thanlater. Not only is the technologyavailable but the knowledge baseexists right here and right now tomake it happen.

The main message of this presentation was that softwaredevelopment has a place in the testand evaluation community and isnot just the domain of systemdevelopers. Tools for simulationand to aid in data collection,reduction, and analysis are veryimportant, if not critical, to themission of the test and evaluationcommunity and the environmentsof Java and desktop applicationslike Access provide a means toquickly develop them. A lot ofpeople at the Center are involvedin this aspect of test and evaluationworking to improve on how thingscan be done and willing to trysomething new. So, if you have anidea on how to improve your testand evaluation environment,remember, the Center has the tools,the technology, and the people tomake it happen.

Administrator Jane Garveyrecently traveled to the Universityof North Dakota's (UND) John D.Odegard School of AerospaceSciences to congratulate the schoolon their selection as one of thecore universities participating inthe FAA's new Air TransportationCenter of Excellence for GeneralAviation (COE-GA). U.S. SenatorByron Dorgan said that the selec-tion of the Odegard School "putsthe school at the top of the list forfederal research projects that willimprove aviation safety. It alsoprovides an opportunity to sharethe expertise of the talented facultyat UND."

Dorgan explained, that "Iinvited Jane Garvey to GrandForks because I want to expand theopportunities that exist for theUND aerospace school to beengaged with the FAA totrain air traffic controllersand be involved in a rangeof other FAA operations."

While at the school, Garveytoured the Odegard School ofAerospace Sciences and met withcity and airport officials about arange of transportation issues. With a looming pilot shortage inthe U.S., as well as airport infra-structure and air traffic control sys-tems strained to the limits, UNDcan play a significant and increas-ing role in helping the FAA resolvesome of these issues.

"We feel that we are the pre-mier flight training school in thecountry, and it is nice when some-one else, especially the FAA, rec-ognizes that we are the best," saidDr. Bruce Smith, Dean of theOdegard School. "This is avery significant award." As aCenter of Excellence, theOdegard School joins anationwide pool of profes-sionals trained in aviation-related research who work toimprove the national airspacesystem. Centers performbasic research as well asengineering development andprototyping for the FAA.

OOPS!

CoolingOff theHeat

The clockstrikes 1p.m., the

thermometer reads 98 degrees andyou're steaming mad that you'vespent 20 minutes working underthe hood of your car with no suc-cess. The problem is that thestarter quit (now there’s an oxy-moron) and the reality is that yourgoing to be late for your 2 p.m.doctor's appointment which tookyou 2 weeks to get. As you con-template the situation you begin tofeel light headed, fatigued, andsomewhat nauseated. You begin towonder what's wrong?

What's wrong is you are feel-ing the effects of being under stress, in very warm temperatures.

And, that is causing you to displaysigns of heat exhaustion or possi-bly heat stroke. With the summerseason almost upon us it is veryimportant that you focus yourattention on "cooling off the heat."To assist you in beating the heatwe have listed a few simple butkey points to follow:

· Pace yourself when first exposed to high external tem-peratures, to give the regulating system of your body a chance towork properly.

· Take regular breaks, in areas cooler than the area you are working in.

· Drink larger than usual amountsof fluids (not alcohol) to assist the normal body process of sweating and to replace lost flu-ids.

· Wear loose-fitting clothing unless you are working around

rotating equipment, i.e., a fan belts.

In the scenario above, the factthat one is working in heated con-ditions, under the hood of a car, inthe heat of the day, and with a highstress level increases the chancesof being overwhelmed by the heat.Such a scenario is not unheard of.I'm sure you have heard of suchsituations in and around your com-munity each summer. To that end,the Safety Office wishes to remindall employees to take heat stressseriously. By following some sim-ple safety precautions, cooling offthe heat will be a breeze!

The eagle eyes of Louis Berman (ACT-370) found a few errors of omission inlast month's Intercom. He accurately points out that in the story on page 7,International Safe Skies For Africa, "It is indicated that the visitors were given aflight demonstration. However, in the list of individuals being thanked the pilotsof the Convair 580 were not mentioned. They were Keith Biehl and MarkEhrhart of ACT-370. Also, our chief aircraft engineer Armando Gaetano, ACT-370, assisted in the flight demo." Our apologies to Keith, Mark, and Armando.

Louis also clarifies that on page 15, in the story A Boeing 747SP Is Acquired, we should have stated thatthis is a NON-FLYING aircraft. He explains that "In reality it was flown to the Center on a 'ferry permit,' de-registered as an aircraft, and is now a ground based test vehicle, not an aircraft (it just looks like one)."

(ACT-200) recently discussed NAS modernizationduring the Senator's first-ever visit to the Center.Corzine was briefed on the Center's mission and onthe wide range of work being done at Center and byits many tenant organizations.

Apologies to Judy Huggard-Gallagher (AAR-530)and her husband Chris Gallagher (ACT-51). Lastmonth we congratulated Judy and her husband on thebirth of their new daughter, and regrettably we hadboth Chris’s name and routing symbol incorrect.

Jaimi, daughter of Kaye Jackson (ACT-4) will beattending Drexel University in the fall. Jaimi's focuswill be on Fashion Design and Merchandising - keepa look out for JJs designs.

Baby Beth Anne is proud of her daddy, PeteCastellano (ACT-4). Pete was recently elected to theEgg Harbor Township School Board. Those whoknow him tell us he has displayed, since childhood, akeen interest in U.S. history and the elected officialswho have and continue to serve this country.

Buzz Cerino's (AAR-510) daughter Stephanie justreceived the Union League of PhiladelphiaCitizenship Award. She got straight A's this semester(but that's normal for her). She was also the onlyfreshman in her school to receive a letter in'Academic challenge' (the high school equivalent ofGE college bowl).

Sheldon Brunk's (AAR-520) daughter Jennifer, asenior at Egg Harbor Twp. High School, has beenaccepted into the Honors Program at West ChesterUniversity, PA, for the fall term. Jen has been a real

trooper transferring to a new school for her senioryear. Her parents, Sheldon and Pam, are very proudof her!

Around the Agency: The FAA is undergoing a peri-od of transition and sometimes it's hard to keep trackof who's where. Just to keep you in the loop -- LynneOsmus, who recently served as the Director of theEurope, Africa and Middle East Office in Brussels,has been named as the new ACS-2. Paul Feldman,the FAA Senior Representative has been selected asLynne’s replacement. Maureen Woods, DeputyDirector of Air Traffic Service (AAT-2) is moving tothe Great Lakes Region Airway as the FacilitiesDivision Manager (AGL-400). Scott Brenner hasbeen named Assistant Administrator for Public Affairs(APA-1). Brenner served as Director of Communi-cations and Chief Spokesperson for the HouseCommittee on Transportation and Infrastructure. TomZoeller replaced Carl Burleson as the Administrator'snew Chief of Staff. Zoeller was the Deputy, AssistantChief Counsel for the Legislative Staff, and Burlesonis now Director of FAA's Office of Environment andEnergy (AEE-1). Nick Lacey, Director, FlightStandards Service (AFS-1) has been reassigned. Inhis new position, he will help advance the FAA's 10-year plan for improving capacity, certifying newequipment, and will work on international safety ini-tiatives. Nick Sabatini, Eastern Region FlightStandards Division will be acting AFS-1. Richard"Dick" Rodine, Deputy Director of the MonroneyAeronautical Center in Oklahoma City will be com-ing to Washington to serve as Acting DeputyAssistant Administrator for Policy, Planning andInternational Aviation (API-2) for the next severalmonths.

THE WEATHER SYSTEMS

PROCESSOR (WSP) DEDICATION

A WSP dedication ceremonywas held at the AlbuquerqueInternational Airport (ABQ) onApril 25, 2001. The WSP had itsbeginning 20 years ago when theaviation community was lookingfor the technology to provide criti-cal data about hazardous windshear events. This dedication cele-brated many years of effort by dif-ferent organizations.

The WSP means many thingsto many people. To the technicalpeople it's a modification to theAirport Surveillance Radar-9(ASR-9), to the functional expertsit's an aviation safety feature, andto the prudent economist it's a costeffective system that provides tothe medium sized airports the samehazardous weather protection theTerminal Doppler Weather Radar(TDWR) provides to the larger air-ports.

The Albuquerque Dedicationis the beginning of a larger planfor the WSP. Besides ABQ, theWSP has been deployed to Austin,TX; Norfolk, VA; the OklahomaCity Academy; and the TechCenter. The System will spreadout over the United States to 31more medium density airportswhich have an ASR-9 and whichare not serviced by the TDWR.These 34 sites will be ready todetect wind shear, predict winddirection and speed, and manageaircraft arrivals and departures. Inother words, "turn the airportaround" when it becomes threat-ened by nature's hazardous weath-er.

In 1986, the FAA fundedMassachusetts Institute ofTechnology/Lincoln Lab (MIT/LL)to develop algorithms to automati-cally detect low altitude windshear phenomena such asmicrobursts and gust fronts. In1987 MIT/LL began to establishedtest-beds in Huntsville, AL;Kansas City, KS; Orlando, FL; andin 1993 in Albuquerque, NM.Data from these sites was used torefine the weather algorithms bycomparing the WSP processed testbed weather returns to thosereceived from a "truthing" weatherradar.

In 1998, the FAA awarded acontract to Northrop Grumman totake a prototype WSP and bringthe government design to a pro-duction configuration. A prototypeWSP was also added to the opera-tional ASR-9 at the ABQ andAustin, TX (AUS) test-beds in1998. These prototypes allowedMIT/LL to obtain more data forfurther algorithm refinement toalso demonstrate the ASR-9/WSPsystem in an operational air trafficcontrol environment.

The WSP was upgraded to alimited production configuration atABQ and AUS in 2000 and anoth-er limited production WSP wasinstalled in Norfolk at this time.ACT-320 is currently at the end ofthe operational testing (OT) phase.From developmental test throughoperational testing, the testingcommunity has included the FAA,MIT/LL and Northrop-Grummanto ensure a thorough test and eval-

uation of the system.Operationally, the WSP

receives radio frequency (RF) sig-nals from the ASR-9. The WSPthen processes these signals andsends them to the WSP Geograph-ical Situation Displays (GSD) andRibbon Display Terminals (RDT)for use by Air Traffic Controllers.The displays provide the processedupdated weather scenarios to theAT controllers and supervisors.

The processed updated weath-er scenarios consist of microburst,gust front and storm motion closein to the airport. Six level weatherprecipitation is also provided forthe entire 60 nautical mile (nmi)range of the radar, free of falseweather reports generated byanomalous propagation. TheGSDs show an updated and color-ful two-dimensional picture ofweather conditions, movement,and future position of weather cellsrelative to the airport runways,while the RDTs provides theweather information relating to therunways as text. The controllersrelay this information to the pilotswho can then take action to avoidany hazardous weather.

The WSP also includes moni-toring capability to make it easierfor Airway Facilities personnel todetect and correct problems withthe WSP, should they arise. It alsohas an external user capability forgroups outside the AT controltower (for example the airportauthority or a shipping company)to access the graphical features ofthe GSD only. A Terminal

WHAT’S A DEWK?

Weather for Pilots (TWIP) capability sends WSP weather messages inthe form of text and character graphics through a service, such asARINC, directly to the pilot. It also has a port for future NASInfrastructure Maintenance System (NIMS) connectivity and the abilityto record, archive, and playback weather data.

Because the WSP is able to depict a real time weather picture forontrollers and provide a short term prediction of where hazardous windshear will occur in regards to departure and landing zones, the risk ofaccidents are reduced. Being able to observe and predict hazardouswind shear and other adverse weather conditions also decreases flightdelays by the controllers being able to switch the approach and depar-ture paths. The WSP is therefore a cost effective means of determininghazardous wind shear and other adverse weather conditions that mayimpact an airport.

First there were yuppies—young upwardly mobile profession-als. Then there were dinks—dualincome, no kids. Now it’sdewks—dual employed with kids.

And dewks are here to stay. In fact, the majority offamilies are dewks, according to recent statistics bythe U.S. Census Bureau. Here are some of the char-acteristics of dewks:

Researchers call dewks “neotraditional,” meaningthey’re less worried about a lack of money, butthey’re constantly short of time.

Dewks tend to make a little less money thandinks, but they’re more likely to own a home.

The women in dewk households earn on averagethree times as much as unmarried women.

While both parents in a dewk household want towork fewer hours, that kind of cutback can meanjeopardizing advancement. So usually one partnerworks to maintain a career—usually the man. The

other scales back the career to provide child care—usually the woman.

While women are still doing more of the house-work, men are pitching in with the kids. But fatherstend to do more of the fun things, like taking the kidsto the park.

A Helping HandHow

flew in the early days of aviationand World War II? That was thequestioned posed a few weeks agoto Barbara Harris-Para (ACT-510). This is a broad subject, butBarbara quickly offered a helpinghand and managed to develop ashort script about some of thesepioneering women so she couldtalk with her two interviewers --Heather Roeske and Lily Lin ofthe Wm. Davies Middle School inMays Landing. Heather's dad BillRoeske served as the cameraman.

The girls had to develop afinal project for their social studiesclass, which will later be presentedin school during the month ofMay. Heather and Lily had theirscript all ready with challengingquestions and thought provokingideas. The Tech Center hangarwas used as a backdrop with anAero Commander aircraft as aprop. Unfortunately, filming hadto be stopped numerous timesbecause of aircraft noise in thevicinity. What would a story aboutaviation be without the noise ofjets and propeller planes?

Once the interview ended,editing began on the film. The twogirls added some clips of WWIIand women ferry pilots. A powerpoint presentation with 26 slideswill also accompany the video.Carleen Genna-Stoltzfus

(ACT-70) and Barbara will be vis-iting Heather and Lily's classroomin the next few weeks to discussthis eye-catching presentation withother students at the school.

Pilot Career DayTech Center employees recent-

ly went to "Pilot Career Day" atthe Sooy School in Hammonton totalk about aviation careers withfirst and fifth grade students. Theday began with MSGT Sabatointroducing the guests and partici-pants. Capt. Martin Ryan, whoflies a KC-135E, then spoke to thestudents about his aircraft and hisexperiences as a military pilot.Aerial refueler MSGT BrianKilpatrick talked about how theboom works on the KC-135 andwhat happens when airplanes arerefueled in the sky.

Keith Biehl (ACT-370), aTech Center pilot, explained thetype of flying that he does workingfor the FAA. Captain DavidMorland from Spirit Airlines,based in Atlantic City InternationalAirport, talked about commercialflying careers. Dan Chiofalo, aresident of Hammonton, and fatherof two Sooy students, told the stu-dents of his experiences first as amilitary pilot and later about hisjob with American Airlines. The

students heard about a wide varietyof other aviation from CarleenGenna-Stoltzfus (ACT-70).

The students later saw a filmabout the 108th Air RefuelingWing. They then had the opportu-nity to ask the speakers questions.The first graders each got a balsawood glider to assemble and flyafter the program was completed.

A great big thanks goes out toall the individuals who made thisproject possible, including AirBear for her guest appearance.

Delaware ValleyScience Fair

Remember when you startedexperimenting with science, proba-bly in the 5th grade! Your teacherhad you develop a project for yourschool's science fair. Science Fair in Philadelphia. This is the 22nd year, sixth, seventh, and eighth

graders participated in the Delaware Valley ScienceFair, and the 53rd year for high school students.Participants can win a gold, silver, or bronze medal, aswell as U.S. Savings Bonds ranging from $100 to$200. The medal winners from each grade receive anall-expense paid trip to the 52nd International Science& Engineering Fair in San Jose, CA. Student can alsowin scholarships to the colleges and universitiesthroughout the Delaware Valley.

The Tech Center waswell represented at thisworthwhile event. Carleenorganized the Center's par-ticipation. Dr. FredSnyder (AAR-200),Anthony (Buzz) Cerino(AAR-500), Dr. SehchangHah (ACT-530), and

Carleen all served as judges. According to Carleen,each year the fair gets bigger and better with the stu-dents showing more imagination and ingenuity intheir projects. A few of the local entries included:"Effects of Liquids on Metals" from MillvilleMemorial H.S.; "Feet for Thought" and "Solar Cells"from Arthur Rann Elementary; and "What GeologicMaterial Holds the Most Thermal Energy" from thePilgrim Academy. A student from Belhaven School inLinwood entered an engineering project called "ABridge Too Far." The local schools did well in thecompetition. A student at the Smithville School inGalloway Twp received an honorable mention in thesix through eight grade group, a Pilgrim Academy stu-
