REVISIONS Discussion with Dy.Director, UTTIPEC, DDA REMARK R1 SL NO 12/05/2017 DATE AS PER Recommendation/suggestion of Working group UTTIPEC, DDA R2 28/09/2017 KEY PLAN STUDY STRETCH A P P R O V A L O F U T T I P E C The 64th meeting of the UTTIPEC working group ll-B was held under the chairmanship of pr.Secretary, PDW on 20.06.2017 OBSERVATIONS : The above objection / suggestion were presented by PWD, GNCTD, in the Working Group-II-B meeting and the observations are as follows: i). The flyover at Malviya Nagar intersection has been proposed to provide signal free movement for the traffic moving straight on Outer Ring Road.Once the proposed flyover is in place the intersection will be signalized to allow the right turns for the traffic coming from Malviya Nagar side and moving towards Chirag Delhi as well as the traffic turning right from IIT side to Malvya Nagar side alongwith signalized pedestrian crossing. It is also understood that there will be significant increase in traffic volume (especially the local traffic comprising of feeder services) around this intersection onc Panchsheel Park Metro station becomes operational. The provision of flyover at this intersection will significantly reduce the congestion at lower level as the majority of straight moving traffic will be catered by the proposed flyover. ii). The distance between the Chirag Delhi intersection and Malviya Nagar Intersection is 1186m while the distance between Khel Gaon Marg Intersection and Malviya Nagar Intersection is 1085 m meaning thereby that Malviya Nagar Intersection is placed almost centrally between these two. It is to be noted that the distance between the toe of existing Chirag Delhi flyover and the toe of the proposed flyover would be 540 m whereas the distance between the toe of existing Panchsheel Flyover and proposed flyover at Malviya Nagar would be 485 m meaning thereby the weaving lengths on either end of proposed flyover will be adequate as per the codal provision. iii). The assumption of reduction in width of carriageway from existing 12 m to 9 m on Outer Ring Road as stated in objection/suggestion is not correct. In fact 9 + 9 m carriageway on flyover would take care of the traffic moving straight across the intersection on Outer Road as uninterrupted movement. At surface level, 9 m and 10.5 m widths of carriageways have been proposed towards southern and northern side of proposed flyover respectively which will take care of the turning traffic at the intersection. iv). The entry to / exit from the petrol pumps existing on either side of Oute Ring Road near Malviya Nagar intersection has been proposed through the surface level road proposed on either side of flyover and therefore, access to the petrol pumps are not affected with the provision of the flyover. v). Closure of median at Malviya Nagar intersection after completion of DMRC work around this place would warrant detour of approximately 2 km (both ways) for both the right turning traffic at Malviya Nagar intersection. This would also continue to load both the carriageways of Outer Ring Road between Panchsheel and Chirag Delhi flyovers, which is not desirable from the point of view of level of service and high economic cost. Present closure of median is only temporary feature to regulate the traffic in view of ongoing DMRC work. RECOMMENDATION : Based on the above observation Working Group recommended the proposal for consideration of the Governing Body. Presented in the 54th UTTIPEC Governing Body meeting, held on 22.06 2017 at under the chairmanship of the hon'ble Lt. Governor of Delhi. DECISION OF THE GOVERNING BODY: The proposal was approved. NOTE: MINUTES OF 64th WORKING GROUP II-B MEETING : MINUTES OF 54th GOVERNING BODY MEETING : MINUTES OF 62nd WORKING GROUP II-B MEETING : Minutes of the 62nd meeting of the UTTIPEC Working Group II-B (Retrofitting of Existing Corridor), held under the Chairmanship of Secretary, PWD, on Wednesday, 03.05.2017 at 11.00 AM. in the Conference Room of Secretary, PWD, 5th level, 'B' Wing, Delhi Secretariat, New Delhi. i). It was observed that between the existing Chirag Delhi and Savitri Cinema flyover (Northern side) near LPG gas godown, there is a reduction of carriageway lanes, which is creating bottleneck leading to severe traffic congestion. It was decided that PWD, GNCTD will take up widening in consultation with other Stakeholders for smooth flow of traffic. OBSERVATIONS : ii). The approved multi modal integration of Greater Kailash and Panchsheel Park metro stations needs may be integrated with this project. iii). The doubling of Sarai Kale Khan grade separator will be integrated with NHAI's proposal of NH-24- Ring road 'T'-junction. iv). PWD, GNCTD in consultation with Delhi Traffic Police will make suitable provision of traffic signal phasing and signages to ensure optimum utilization of grade separators for smooth flow of traffic which should be submitted to UTTIPEC. v). PWD, GNCTD to take necessary clearances from the land owning agencies and stakeholders for the proposed widening, wherever required. vi). Representatives of Delhi Traffic Police (SR) and DMRC agreed with the proposals. RECOMMENDATION : Based on the above observations, Working Group recommended the proposal of above all four intersection for uploading on UTTIPEC website for community feedback and accordingly for consideration and approval of Governing Body. The 64th meeting of the UTTIPEC working group ll-B was held under the chairmanship of pr.Secretary, PDW on20.06.2017

OBSERVATIONS :

The above objection / suggestion were presented by PWD, GNCTD, in the Working Group-II-B meeting and theobservations are as follows:

i). The flyover at Malviya Nagar intersection has been proposed to provide signal free movement for the traffic movingstraight on Outer Ring Road.Once the proposed flyover is in place the intersection will be signalized to allow the rightturns for the traffic coming from Malviya Nagar side and moving towards Chirag Delhi as well as the traffic turning rightfrom IIT side to Malvya Nagar side alongwith signalized pedestrian crossing. It is also understood that there will besignificant increase in traffic volume (especially the local traffic comprising of feeder services) around this intersectiononc Panchsheel Park Metro station becomes operational. The provision of flyover at this intersection will significantlyreduce the congestion at lower level as the majority of straight moving traffic will be catered by the proposed flyover.

ii). The distance between the Chirag Delhi intersection and Malviya Nagar Intersection is 1186m while the distancebetween Khel Gaon Marg Intersection and Malviya Nagar Intersection is 1085 m meaning thereby that Malviya NagarIntersection is placed almost centrally between these two. It is to be noted that the distance between the toe of existingChirag Delhi flyover and the toe of the proposed flyover would be 540 m whereas the distance between the toe of existingPanchsheel Flyover and proposed flyover at Malviya Nagar would be 485 m meaning thereby the weaving lengths oneither end of proposed flyover will be adequate as per the codal provision.

iii). The assumption of reduction in width of carriageway from existing 12 m to 9 m on Outer Ring Road as stated inobjection/suggestion is not correct. In fact 9 + 9 m carriageway on flyover would take care of the traffic moving straightacross the intersection on Outer Road as uninterrupted movement. At surface level, 9 m and 10.5 m widths ofcarriageways have been proposed towards southern and northern side of proposed flyover respectively which will takecare of the turning traffic at the intersection.

iv). The entry to / exit from the petrol pumps existing on either side of Oute Ring Road near Malviya Nagar intersectionhas been proposed through the surface level road proposed on either side of flyover and therefore, access to the petrolpumps are not affected with the provision of the flyover.

v). Closure of median at Malviya Nagar intersection after completion of DMRC work around this place would warrantdetour of approximately 2 km (both ways) for both the right turning traffic at Malviya Nagar intersection. This would alsocontinue to load both the carriageways of Outer Ring Road between Panchsheel and Chirag Delhi flyovers, which is notdesirable from the point of view of level of service and high economic cost. Present closure of median is only temporaryfeature to regulate the traffic in view of ongoing DMRC work.

RECOMMENDATION :

Based on the above observation Working Group recommended the proposal for consideration of the Governing Body.

Presented in the 54th UTTIPEC Governing Body meeting, held on 22.06 2017 at underthe chairmanship of the hon'ble Lt. Governor of Delhi.

DECISION OF THE GOVERNING BODY:

The proposal was approved.

NOTE:

MINUTES OF 64th WORKING GROUP II-B MEETING : MINUTES OF 54th GOVERNING BODY MEETING :MINUTES OF 62nd WORKING GROUP II-B MEETING :Minutes of the 62nd meeting of the UTTIPEC Working Group II-B (Retrofitting ofExisting Corridor), held under the Chairmanship of Secretary, PWD, on Wednesday,03.05.2017 at 11.00 AM. in the Conference Room of Secretary, PWD, 5th level, 'B'Wing, Delhi Secretariat, New Delhi.

i). It was observed that between the existing Chirag Delhi and Savitri Cinema flyover(Northern side) near LPG gas godown, there is a reduction of carriageway lanes,which is creating bottleneck leading to severe traffic congestion. It was decidedthat PWD, GNCTD will take up widening in consultation with other Stakeholdersfor smooth flow of traffic.

OBSERVATIONS :

ii). The approved multi modal integration of Greater Kailash and Panchsheel Park metrostations needs may be integrated with this project.

iii). The doubling of Sarai Kale Khan grade separator will be integrated with NHAI'sproposal of NH-24- Ring road 'T'-junction.

iv). PWD, GNCTD in consultation with Delhi Traffic Police will make suitable provisionof traffic signal phasing and signages to ensure optimum utilization of grade separatorsfor smooth flow of traffic which should be submitted to UTTIPEC.

v). PWD, GNCTD to take necessary clearances from the land owning agencies andstakeholders for the proposed widening, wherever required.

vi). Representatives of Delhi Traffic Police (SR) and DMRC agreed with the proposals.

RECOMMENDATION :

Based on the above observations, Working Group recommended the proposal of aboveall four intersection for uploading on UTTIPEC website for community feedback andaccordingly for consideration and approval of Governing Body.
