you said that you wished i ntormation 1n regard to

Japanese aotiYities in tbeaa regi ons . I reaohad Bana­

kok at the end or Sept ember, treaty negotiations took

up aost or October and lioYecber, and it ia only now

that I reel autticiently f amiliar with conditione here

t o jus tify an aetimate.

The Japanese trade with Siam amounted to OYer

•16, 000 , 000 last year, or wbioh oyer $1,,000,000 r epr e­

sented Siamese purchases of Japane ee products , mostly

textiles--cotton, silk or fabri c--but also a wide range

ot cheap manufactures. The Japanese heYe two l inea or

ships running direot t o Bangkok rrom Ja~an (Mitsui & Co. ,

and Osaka Shosen Kaisba), and t here is a branoh or the

Tokohaaa specie Banlc 1n Banakok. TWo ot the larse

Japanese mercantile houses, lli t sui and )ti taub1sb1, haYs

ot t ices

otfioes hore and engage in a wide r ange or i mport,

export end insurance bueineaa. There are a number or

ameller Japanese business concerns bu~ ~hey do not

amount t o much, eo tar as I know. I have been unable

to find evidence or Japanese est abliahments or any

importance at all outside t he ci t y or Bangkok. The

Japanese in Siam number about s ix hundred .

The SiQ.Ciese have considerable admirat i on end sym­

pathy t or Japan, pri ncipally tor two reasons: (1) the

successful manner in whi ch Japan dealt wi th the problem

or extr aterritoriality and t hat country's political and

economi c achievements since , and (2) because J apan is

t he only independent nation other than Si am in which the

Buddhist r eligion i s a potent r ector i n t he lite or the

people. The Japanese are well aware or these consider a­

tions and make what capital t hey can of t hem. I have

been unable t o discover, however, tha t t he Japanese have

anything in view here other than commercial objectives

a t the preeent time .

So t ar ea the Sino- Japanese contliot is concerned,

I beli eve t hat the Siamese are determined to pursue a

complet el y neutr al course . They are afraid ot bot h the

J a panese and the Chi nese: ot the r ormer because t hey

tear

rear exploitation, either economic or political; and

or the latter beca use they fear Chinese i mmigration and

t he aommeroia l and socia l abaorptive powers of the

Chinese race . 7hey are determi ned to preserve their

independence and will do so to the ext ent of their

ability; they will not willingly come into any Power's

sphere of influence.

I am reporting somewhat more in detail to the

Department or State and shall continue to do so; I venture

to write thus briefly to you to assure you that I have not

forgotten your oral instructions.

The Legation staff join me in thanking you far the

Christmas message, which we heartily reciprocate , wishing

you every success in t he coming year, with health and

strength to meet the heavy responsibilities that devolve

upon you.
