TOWN OF HARPSWELL
REQUEST FOR PROPOSALS TIDE MILL LANDING IMPROVEMENTS
(Bids Due by September 14th
at 4:30 PM)
I. INTRODUCTION
The Town of Harpswell, Maine, is requesting proposals for the construction, additions and
improvements to Tide Mill Landing located at the end of Grist Mill Lane, Harpswell.
II. SCOPE OF WORK - SUMMARY
This section lists the required specifications of the project to be included in this proposal per the
attached Site Layout Plan.
1. Submit schedule of work for approval by the Town.
2. Submit traffic control plan for approval by the Town.
3. Verify on site limits of work and material staging.
4. Perform “Dig-Safe” utility location.
5. Install erosion control measures.
6. Removed debris and organic material to excavation depths for boat launch per drawings.
7. Construct riprap stabilization, granite steps and wooden boat rail/slide handrail.
8. Place and stake coir logs at bottom of slope.
9. Install split rail fence and/or plantings between town property and east abutter. (negotiable)
10. Install geotextile and soil layers (not to exceed 2 inches of material).
11. Install new plantings.
12. Cover revegetated shoreline stabilization areas with erosion control mulch mix.
13. Remove excess material from site as necessary.
14. Restore all remaining disturbed areas.
15. Mow all lawn areas three times after grass has reached initial establishment.
16. Remove erosion control measures.
III. GENERAL NOTES
1. The contractor shall comply with federal, state and local regulatory requirements.
2. The contractor shall be governed by the construction safety rules as adopted by the state
board of construction safety, Augusta, Maine and the safety and health regulations of the
Occupational Safety and Healthy Act (OSHA) as promulgated by the US Department of
Labor.
3. The owner is responsible for obtaining necessary permits, right of way and easements.
The contractor is responsible for familiarizing himself/herself with each permit and rights
of ownership/access prior to bidding the work, and shall abide by the provisions of each
for the duration of construction. Copies of such permits and ownership/access rights are
available for review from the owner.
4. The contractor shall include in their bid costs for compliance with federal, state and local
regulatory requirements.
5. The contractor is responsible for traffic flow at all times. The contractor is required to
submit a traffic control plan to the owner prior to construction. The owner and Harpswell
Harbormaster are to be notified at least 48 hours in advance of any street closing and/or
detours.
6. The contractor shall install and maintain traffic control devices as necessary, in a manner
consistent with the manual on Uniform Traffic Control Devices (M.U.T.C.D.)
7. The contractor shall take pre-construction photographs and provide copies to the owner
prior to construction. This work should include all private property that may be impacted
by the project.
8. All areas and site features (including but not limited to buildings, retaining walls, fences,
vegetation, etc.) that are disturbed by the contractor which are not to be paved, shall be
restored to pre-construction condition or better. This work is considered incidental to the
contract and shall be at no additional expense to the owner.
9. Locations and limits of all on-site work and staging areas shall be reviewed by,
coordinate with and found acceptable to the owner and engineer. Prior to construction the
contractor shall coordinate with the owner for all off-site staging and storage of materials.
10. Topsoil stripped in areas of construction that is suitable for reuse as loam shall be
stockpiled at a location to be designated by the owner. Unsuitable soil shall be separated,
removed and disposed of at an approved disposal location offsite.

V. TERMS AND CONDITIONS
A. Proposals must be submitted in a sealed envelope labeled “Tide Mill Landing Improvements”
and received by the Town, at 263 Mountain Road, Harpswell or by mail at PO Box 39,
Harpswell, ME 04079, no later than
4:30 PM on September 14, 2020. A SITE VISIT IS RECOMMENDED.
B. Proposals must include all costs to complete the project, including, but not limited to, all site
work, material and labor.
C. Withdrawals: You may withdraw your proposal at any time prior to the deadline.
D. Award. The award shall be made to the company whose proposal is determined to be the most
advantageous to the Town based on the price, value, project understanding.
E. The Town has received permits from the Department of Environmental Protection and Army
Corps of Engineers.
F. The Town expects to enter into a contract for the work with the selected company. Said
company must provide certificate of insurance showing general liability in at least $400,000,
worker’s compensation and motor vehicle liability insurance.
VI. GENERAL INFORMATION
There is no expressed or implied obligation for the Town of Harpswell, Maine to reimburse
responding firms for any expenses incurred in preparing proposals in response to this request.
During the evaluation process, the Town of Harpswell reserves the right, where it may serve the
Town’s best interest, to request additional information or clarification from responders, or to
allow correction of errors or omissions. Unless otherwise modified by the Town of Harpswell
with an Addendum, the terms and conditions in this RFP shall prevail. The Town of Harpswell
reserves the right to reject, in whole or part, any proposal that does not comply with such terms
and conditions or when it is in the best interest of the Town. The Town of Harpswell reserves the
right to retain all proposals submitted and to use any ideas in a proposal regardless of whether
that proposal is selected. Submission of a proposal indicates acceptance by the firm of the
conditions contained in the Request for Proposals, unless clearly and specifically noted in the
proposal submitted and confirmed in any resulting contract between the Town of Harpswell and
the firm selected.
