PREFACE

This publication contains a summary of the traffic volumes taken in British Columbia during the years 1959, 1960, 1961 and 1962. A good coverage of all numbered highways in the Province is presented. The data obtained has been compiled as Average Daily Traffic Volumes for certain periods of the year as follows:

(a) Vancouver Island for month of June (b) Fraser Valley for month of July (c) Central and Southern Interior for month of August (d) Northern Interior for month of September.

(a) Vancouver Island for months of May and June (b) Fraser Valley for months of July, August and September (c) Central and Southern Interior for months of May. June and July (d) Northern Interior for months of July and August.

Section I contains an explanation of the methods used in obtaining data and includes tables of hourly variation of 24 hour traffic, and of daily variation of traffic during the week. In addition, a numerical example of the conversion of short counts to average long time counts is included.

Section II contains a tabulation of vehicular trafflc volumes taken on main highways and feeder roads to those highways throughout the Province. The tabulation is by numbered highways. Each count is identified by a station number. the first part of which indicates the Electoral District in which the ,count was obtained, the second part identifies it from other stations in the district, and the third part identifies the highway number. For example: "12-25-1" is in Esquimalt Electoral District, count number 25 and on Highway Number 1.

Note that the Permanent Counter Installations are identified in a different manner. For example "P-12-11f means Pennanent Counter in Esquiroalt Electoral District and counter number one.

Also please note that the Classified Highv.jay Reference Number refers to the classified road or highway on which the traffic count is located.

Section III contains a summary of vehicular traffic volumes taken at Permanent Counters located at strategi- points throughout the Province. These have been correlated as A.D .. T., A.W.T., and A.D.1v.T. for the month concerned.

Section IV contains traffic flow maps. These traffic flow maps show traffic volumes in red. The areas covered by the maps are: Southern Vancouver Island, Northern Vancouver Island, Fraser Valley, Central and Southern Interior of the Province and Northern Interior of the Province.

Traffic count terminology used is as follows:

I1Automatic Traffic Recorder" is the term applied to the automatic recording counters used during the survey. These counters record ever.y 15 minutes and total on the hour.

Is the term applied to the non-recording or cumulative type of counter used during the survey_ These counters have no timing devices.

"Permanent Counter" consists of automatic traffic recorder similar to the A.T.R. It operates on 110 volt A.C. power and uses a magnetic type vehicle detection system. It totals hourly and records continuously ..

"Control Stations" are traffic counts taken at strategically located control pOints for a minimum period of 14 days. The location of these control stations is such that the count could be assumed to have a fluctuation pattern common to all roads in the area.

"Short Counts" are traffic counts taken with A.T.R. counters or Junior counters for a period of not less than 24 hours. Majority of counts recorded are of this type.

"Average Daily Traffic lt includes Sunday to Saturday inclusive.

"Average Heekday Traffic" includes Monday to Friday inclusive.

A.D.W.T.: "Average Daily \veekend Traffic" includes Saturday and Sunday only.

* Indicates a new station or location this year.

** Indicates a station on a Feeder Road or Highway.

Indicates no cO"Jnt obtained due to machine failure or some other cause.

Vehicular Volumes:

Include all motorized vehicles with the exception of some of the lighter ones such as motorcycles. Eve~ two axles passing over a counter detector is recorded as one vehicle. No reduction was made to allow for the overcount made by vehicles with more than two axles.

It must be emphasized that these counts should not be interpreted too freely as some counts may be too heavy or too light due to vagaries of mechanical and electrical tabulating equipment and vandalism to the detectorso Another factor giving results which could be misleading: is the exact location at which the count was taken. It was sometimes impossible to avoid obtaining a count which was greatly influenced by a purely local condition. However, inaccuracies have been eliminated as far as possible. The reader is urged to get in touch with the Senior Traffic Engineer should help be needed for interpreting or comparing counts.

SECTION I

HETHODS AND PROCEDURES OF COHPILING DATA

The Average Daily Traffic volumes listed in Section II have been computed by means of the short count method. The short count method is based on the theory that the percentage of traffic in any given period of the day is a reasonably constant value at all points along the same route or for route" having the same characteristics in the same or similar districts. This theor.y is sometimes extended to include all fluctuations, including seasonal, daily and hourly variatiol

In order to expand a short count by means of the short count method, the period during which the short count was taken must be compared to a count taken during the same period at a control station. Although the 24 hour volume may vary widely at different locations, the hourly traffic distribution, as shown by the percentage of total daily traffic occurring in any hour, for the highways in a given area, is ver.y nearly the same provided the highways have the same characteristics.

Conversion of short counts to average daily traffic volumes may be carried out as follows:

Is the known Average Daily Traffic at Cont,rol Station for the same monthly period during which Short Time Count was taken.

The reliability of results of the aoove method depends upon the location of the Control Station in relation to Short Count Stations and the correlation of defined traffic patterns.

The total volume of traffic does not var.y materially on normal weekdays, Monday to Thursday inclusive. Friday, Saturday and Sunday traffic generally shows somewhat different characteristics than a typical weekday, both with respect to classification of vehicles and volume.
