WATER UTILITIES DEPARTMENT

COMMERCIAL PLAN REVIEW CHECK LIST

All plans submitted for review and approval shall show the following:

A. GENERAL

1. IF ALL ITEMS ON THIS CHECK LIST THAT PERTAIN TO YOUR JOB ARE NOT ADDRESSED WHEN PLANS ARE SUBMITTED FOR REVIEW, THEN PLANS WILL AUTOMATICALLY BE REJECTED.

2. ALL PLANS WITH WATER OR SANITARY SEWER LINE EXTENSIONS SUBMITTED TO WATER UTILmES FOR REVIEW MUST BE SIGNED AND STAMPED BY A PROFESSIONAL ENGINEER REGISTERED IN THE STATE OF TEXAS. AS-BUILT DRAWINGS WITH TIE DOWN MEASUREMENTS MUST BE TURNED INTO THE CITY OF BEAUMONT WATER UTILmES DEPARTMENT UPON COMPLETION OF THE JOB.

3. ALL PLANS MUST BE SUBMITTED AND PROCESSED THRU BUILDING CODES AT 801 MAIN ST, ROOM 215 FOR WATER UTILITIES TO REVIEW. ALL PLANS HAND DELIVERED TO WATER UTILmES WILL BE SENT BACK TO BUILDING CODES FOR PROCESSING.

4. ALL PLANS MUST HAVE THE CITY OF BEAUMONT WATER UTILITIES STANDARD DETAILS ATTACHED.

5. ALL WATER AND SANITARY SEWER LINES AND APPURTENANCES MUST BE INSTALLED TO CITY SPECIFICATIONS.

6. IN ORDER TO MINIMIZE FUTURE DAMAGES TO UNDERGROUND UTILmES, ALL PROPOSED OR REPLACEMENT OF UNDERGROUND UTILmES, ie, CABLE, TELEPHONE, ELECTRIC, GAS ... , IN THE RIGHT­OF-WAY MUST BE INSTALLED A MINIMUM HORIZONTAL DISTANCE OF 36" AND A VERTICAL DISTANCE OF 24" FROM EXISTING WATER AND SANITARY SEWER LINES.

7. THE CONTRACTOR MUST POTHOLE AND VISUALLY LOCATE ALL WATER AND SANITARY SEWER LINES 6" AND LARGER, PRIOR TO CONSTRUCTION.

8. IT WILL BE THE RESPONSIBILITY OF THE CONTRACTOR AWARDED THE BID TO CONTACT WATER UTILffiES PRIOR TO CONSTRUCTION TO VERIFY THAT YOU HAVE RECEIVED THE FINAL APPROVED SET OF PLANS.

9. ANY LINES WHICH ARE INSTALLED FROM PLANS NOT APPROVED BY THE WATER UTILffiES DEPARTMENT WILL HAVE TO BE REMOVED AND REPLACED AT THE CONTRACTOR'S EXPENSE AND BE INSTALLED IN ACCORDANCE WITH THE APPROVED PLANS.

B. WATER

1. ALL EXISTING WATER MAINS MUST BE FIELD VERIFIED AND SHOWN ON THE PLANS, INCLUDING THE SIZE OF THE WATER MAIN.

2. ALL PROPOSED ON SITE WATER LINES MUST BE SHOWN ON THE PLANS.

3. PROVIDE ALL INFORMATION NECESSARY FOR THE DESIGN OF WATER LINES ON THE PLANS, SUCH AS:

a. THE SIZE OF THE PROPOSED WATER LINES.

b. ON SITE WATER MAINS TO BE MAINTAINED BY THE CITY SHALL NOT BE PLACED UNDER CONCRETE AREAS (UNLESS ABSOLUTELY NECESSARY).

c. HOW PROPOSED LINES WILL TIE INTO THE EXISTING LINES.

d. ANY FIRE LINES (SHOW VALVE AT TAKE OFF AND SIZE OF FIRE LINE). A SEPARATE VALVE FOR PRIVATE FIRE LINES LEAVING ALL CITY MAINS IS REQUIRED.

e. LOCATION OF DOMESTIC METER AND SIZE.

f. LOCATION OF IRRIGATION METER & SIZE (IF REQUIRED) (SHOW NEAR DOMESTIC METER IF AT ALL POSSIBLE)

g. FLUSH-OUTS, FIRE HYDRANTS AND VALVES (TAKE OFF VALVES AND ISOLATION VALVES WILL BE REQUIRED ON ALL WATER LINES AND FIRE HYDRANT LEADS).

h. APPROPRIATE BACKFLOW PREVENTERS, IF REQUIRED.

i. APPROPRIATE REDUCED PRESSURE ZONE APPARATUS (RPZ), IF REQUIRED, EXAMPLE: MEDICAL FACILffiES OR INDUSTRIAL TYPE FACILffiES. EACH RPZ LOCATION WILL BE DETERMINED ON A CASE BY CASE BASIS, DEPENDING ON TYPE OF FACILITY. ORDINANCE STATES THAT IT SHALL BE SHOWN DOWNSTREAM FROM THE METER ON PRIVATE PROPERTY AT THE PROPERTY LINE. (NOT IN RIGHT-OF-WAY OR IN CITY EASEMENTS). HOWEVER, THE WATER UTILffiES DEPARTMENT MAY REQUIRE SOME FACILffiES TO INSTALL THE RPZ WITHIN 12" OF THE METER.

j. WHEN CROSSING A DRAINAGE DITCH, THE WATER LINE MUST BE CASED THE FULL WIDTH OF THE RIGHT-OF-WAY. IN CERTAIN SITUATIONS WHEN THE PIPE CAN NOT BE BORED THEN THE USE OF 45° BENDS WILL BE REQUIRED.

k. WATER MAINS CROSSING DRAINAGE DITCHES MUST HAVE 4' OF COVER AT POINT OF CROSSING OR IF CROSSING ANOTHER ENTITIES DITCH/CANAL; ie: LNVA, DD#6, .... , THE COVER SHALL BE 4' OR AS REQUIRED BY ENTITY, WHICHEVER IS GREATER.

I. IF PRO RATA FEES APPLY TO EXISTING PRO-RATA WATER MAINS, THEN THIS FEE MUST BE PAID BY THE OWNER BEFORE WATER TAPS OR TESTING WILL BE MADE BY THE CITY. IT WILL BE THE RESPONSIBILITY OF THE INDIVIDUAL PICKING UP THE APPROVED SET OF PLANS AND PERMIT TO NOTIFY THE OWNER OF THE PRO-RATA FEE.

m. THE CONTRACTOR WILL BE RESPONSIBLE FOR BORING ANY NEW WATER LINES OR FIRE LINES UNDER THE ROADWAY. CITY FORCES WILL MAKE TAP AT CONTRACTORS EXPENSE.

n. UTILITY CONTRACTOR SHALL COORDINATE BORE WITH THE CITY OF BEAUMONT SO THAT TAPS AND METERS CAN BE SET WHILE BORE PITS ARE STILL OPEN.

(1) IT SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR TO BACKFILL ALL BORE PITS.

o. SHOW ALL DESIGN CALCULATIONS FOR THE WATER MAINS ON THE PLANS WITH ASSUMPTIONS AS NEEDED.

4. IF A WATER LINE EXTENSION IS REQUIRED:

a. PLAN AND PROFILE OF LINE EXTENSION MUST BE SUBMITTED FOR REVIEW (SIGNED AND STAMPED BY A PROFESSIONAL ENGINEER REGISTERED IN THE STATE OF TEXAS).

b. WATER MAINS SHALL BE SHOWN IN THE PROFILE (3' COVER) FROM FINISHED GRADE.

c. MUST SHOW TYPE OF PIPE TO BE USED AND SIZE OF PROPOSED WATER LINE

d. DESIGN ENGINEER IS TO VERIFY THAT LOCATION OF EXTENSION WILL NOT CONFLICT WITH OTHER ENTITIES.

e. MUST MAINTAIN A SEPARATION DISTANCE BETWEEN WATER AND SANITARY SEWER MAINS IN ACCORDANCE WITH STATE AND FEDERAL REGULATIONS. SHOW THE REGULATION (CHAPTER AND ARTICLE NUMBER) FOR WHICH THE MAINS WERE DESIGNED ON THE PLAN AND PROFILE SHEETS.

f. LOCATION TO BE APPROVED BY WATER UTILIDES DIRECTOR.

g. SHOW ALL NECESSARY FLUSH-OUTS, FIRE HYDRANTS AND VALVES

5. THE DESIGN ENGINEER MUST FIELD VERIFY ELEVATION OF WATER LINES AT TIE-IN POINTS OF EXISTING CITY FACILIDES.

6. THE DESIGN ENGINEER AND/OR SURVEYOR MUST STAKE OUT THE PROPOSED TIE-IN LOCATION(S) FOR THE WATER LINE AND EASEMENT (IF REQUIRED) PRIOR TO TAPS BEING MADE BY THE CITY OF BEAUMONT WATER UTILIDES DEPARTMENT.

6. PERMITS REQUIRED FOR THE INSTALLATION OF WATER LINES.

a. TXDOT: ONLY THE PLAN AND PROFILE DRAWING NO LARGER THAN 11 x 17 WILL BE REQUIRED BY THE ENGINEER. THE WATER UTILIDES DEPARTMENT WILL PREPARE THE TXDOT APPLICATION. A COPY OF WHICH WILL BE PROVIDED TO THE DESIGN ENGINEER.

OTHERWISE, WATER UTILIDES WILL NEED A COPY OF ANY OTHER PERMITS WHICH ARE OBTAINED FOR THE PROJECT, ie: LNVA, DD#6, ...

c. PLANS MUST REFLECT THE FOLLOWING:

(1) THE LOCATION, THE SIZE OF PIPE, TYPE OF PIPE TO BE USED, SIZE OF CASING, TYPE OF CASING, A TIE DOWN TO EITHER THE RIGHT-OF-WAY OR EDGE OF PAVEMENT, VALVES, FLUSHOUTS, FIRE HYDRANTS, ...

7. WATER UTILITIES DEPARTMENT SHALL NOT BE HELD RESPONSIBLE FOR ELEVATION DISCREPANCIES OR CONFLICTS.

8. FIRE FLOW REQUIREMENTS SHALL BE INVESTIGATED BY A PROFESSIONAL ENGINEER REGISTERED IN THE STATE OF TEXAS. (WHEN REQUIRED BY THE FIRE MARSHALL).

9. LOCATION OF FIRE HYDRANTS AND FIRE DEPARTMENT CONNECTIONS TO BE DETERMINED BY CITY FIRE MARSHALL IN COORDINATION WITH THE WATER UTILIDES DEPARTMENT.

10. NOTES TO BE INCLUDED ON THE PLANS FOR WATER:

a. CITY FORCES WILL MAKE TAPS AND INSTALL WATER METER(S) AT THE EXPENSE OF THE CONTRACTOR.

b. 24 HOURS NOTICE IS REQUIRED PRIOR TO CONSTRUCTION OF WATER AND SANITARY SEWER LINES, INSPECTIONS AND TESTING (if applicable), CALL THE WATER UTILIDES PROJECT MANAGER:

PRESSURE TESTING AND STERILIZATION OF WATER LINES SHALL BE PERFORMED IN ACCORDANCE WITH CITY OF BEAUMONT WATER UTILffiES SPECIFICATION ITEM 809 AND STATE AND FEDERAL REGULATIONS, UNDER THE SUPERVISION OF THE WATER UTILffiES PROJECT MANAGER, 24 HOUR NOTIFICATION REQUIRED. THE WATER UTILITIES PROJECT MANAGER WILL CONDUCT THE BACTERIOLOGICAL SAMPLES AND TESTING.

(1) WATER: BLAIN DISHMAN - 409-785-3001

e. ALL APARTMENT COMPLEXES MUST BE SUB-METERED FOR EACH UNIT, AS PER STATE REGULATIONS.

f. ALL COMMERCIAL PROPERTY MUST HAVE INDIVIDUAL METERS PER TENANT.

g. A TESTABLE DOUBLE CHECK VALVE ASSEMBLY OR RPZ WILL NEED TO BE INSTALLED FOR FIRE SPRINKLER SYSTEMS.

C. BACKFLOW PREVENTERS

1. ORDINANCE STATES THAT BACKFLOW PREVENTERS SHALL BE SHOWN DOWNSTREAM FROM THE METER ON PRIVATE PROPERTY AT THE PROPERTY LINE. (NOT IN RIGHT-OF-WAY OR IN CITY EASEMENTS). HOWEVER, THE WATER UTILffiES DEPARTMENT MAY REQUIRE SOME FACILffiES TO INSTALL THE RPZ WITHIN 1211 OF THE METER.

D. SANITARY SEWER

1. ALL EXISTING SANITARY SEWER MAINS MUST BE FIELD VERIFIED AND SHOWN ON THE PLANS, INCLUDING SIZE OF THE SANITARY SEWER MAIN.

2. ALL PROPOSED ON SITE SANITARY SEWER LINES MUST BE SHOWN ON THE PLANS. (PROVIDE ALL INFORMATION NECESSARY FOR THE DESIGN OF THE SANITARY SEWER ON THE PLANS), SUCH AS:

e. ALL ON SITE SANITARY SEWER LINES SHALL BE LABELED AS PRIVATE.

f. ALL FOOD PREPARATION AND INDUSTRIAL FACILITIES WILL BE REQUIRED TO TIE INTO THE SANITARY SEWER SYSTEM EITHER AT AN EXISTING MANHOLE OR AT A PROPOSED MANHOLE.

g. IF PRO RATA FEES APPLY TO EXISTING PRO-RATA SANITARY SEWER MAINS, THEN THIS FEE MUST BE PAID BY THE OWNER BEFORE WATER TAPS OR TESTING WILL BE MADE BY THE CITY. IT WILL BE THE RESPONSIBILITY OF THE INDIVIDUAL PICKING UP THE APPROVED SET OF PLANS AND PERMIT TO NOTIFY THE OWNER OF THE PRO-RATA FEE.

(1) PLAN AND PROFILE OF LINE EXTENSION MUST BE SUBMITTED FOR REVIEW.

(2) SHOW PERCENT OF GRADE

(3) MUST SHOW TYPE OF PIPE TO BE USED AND SIZE OF PROPOSED SANITARY SEWER LINE.

2. PLANS MUST REFLECT THE FOLLOWING:

6. MUST MAINTAIN A SEPARATION DISTANCE BETWEEN WATER AND SANITARY SEWER MAINS IN ACCORDANCE WITH STATE AND FEDERAL REGULATIONS. SHOW THE REGULATION (CHAPTER AND ARTICLE NUMBER) FOR WHICH THE MAINS WERE DESIGNED ON THE PLAN AND PROFILE SHEET(S).

7. TRACER WIRES WILL BE REQUIRED TO BE INSTALLED IN TxDOT RIGHT-OF-WAY.

8. WATER AND SANITARY SEWER MAINS SHALL BE INSTALLED IN ACCORDANCE WITH CITY OF BEAUMONT STANDARDS AND SPECIFICATIONS.

3. GREASE OR GRIT TRAP/INTERCEPTOR MUST BE SIZED IN ACCORDANCE TO PLUMBING CODE OR ENGINEER DESIGN AND THE MINIMUM SHALL BE 750 GALLONS, WHICH EVER IS GREATER.

4. SECONDARY INTERCEPTORS FOR CAR WASHES WITH A PRESSURE WASHER MUST BE SIZED IN ACCORDANCE TO PLUMBING CODE OR ENGINEER DESIGN AND THE MINIMUM SHALL BE 750 GALLONS, WHICH EVER IS GREATER.

5. SECONDARY INTERCEPTORS FOR CARWASHES WITHOUT A PRESSURE WASHER MUST BE SIZED IN ACCORDANCE TO PLUMBING CODE OR ENGINEER DESIGN AND THE MINIMUM SHALL BE 500 GALLONS, WHICH EVER IS GREATER.

6. PRIMARY AND/OR SECONDARY TRAPS SHALL BE INTERCEPTOR STYLE, SUCH AS RECTANGULAR WITH A BAFFLING SYSTEM. NO SEPTIC TANK CONFIGURATION OR ROUND TANKS WILL BE ALLOWED.

7. TRAPS SHALL BE DESIGNED AND CONSTRUCTED TO PREVENT FATS, OILS, OR GREASE FROM ENTERING THE SANITARY SEWER IN CONCENTRATIONS GREATER THAN 200 mg/L (ORAS LOCAL LIMITS ARE AMENDED).

8. TRAPS SHALL BE EASILY ACCESSIBLE FOR CLEANING, MAINTENANCE, AND INSPECTION.

9. SAMPLE PORT/WELL WILL BE REQUIRED FOR ALL GREASE AND GRIT TRAPS/INTERCEPTORS ON THE DISCHARGE SIDE AND BE ACCESSIBLE FOR SAMPLING.

10. PLUMBING PLAN MUST SHOW HOW THE INTERIOR BUILDING LINES WILL BE ROUTED TO THE GREASE TRAP/INTERCEPTOR.

11. SITE PLAN MUST SHOW HOW GREASE OR GRIT TRAP/INTERCEPTOR WILL CONNECT TO THE EXISTING SANITARY SEWER SYSTEM.

12. DETAIL OF GREASE AND GRIT TRAP/INTERCEPTOR MUST BE SHOWN ON PLANS, PROVIDE MODEL TYPE AND SIZE.

15. DISCHARGE OF STORM WATER, ETC. TO SANITARY SEWER PROHIBITED

* NOTE:

a. NO PERSON SHALL DISCHARGE OR CAUSE TO BE DISCHARGED ANY STORM SEWER, SURFACE WATER, GROUND WATER, ROOF RUNOFF, SUBSURFACE DRAINAGE OR UNPOLLUTED INDUSTRIAL PROCESS WATER TO ANY SANITARY SEWER WITHOUT PRIOR WRITTEN APPROVAL OF THE WATER UTILITTES DIRECTOR.

b. NO OUTSIDE OPEN DRAINS TO SANITARY SEWER ARE ALLOWED. DRAIN MUST BE ADEQUATELY COVERED TO PREVENT RAIN WATER FROM ENTERING INTO THE SANITARY SEWER SYSTEM.

c. ANY OUTSIDE MOPSINK, CANWASH, OR DUMPSTER DRAIN MUST BE COVERED ON THREE SIDES AND A TOP.

G. EXCLUSIVE WATER UTILITY EASEMENTS

1. ALL WATER LINES WHICH HAVE FIRE HYDRANTS ON PRIVATE PROPERTY MUST HAVE AN EASEMENT IN ORDER FOR THE CITY TO MAINTAIN AND OPERATE THE WATER LINE.

2. IN SOME CASES AN EXCLUSIVE SANITARY SEWER LINE EASEMENT MAY BE REQUIRED AND THIS WILL BE DETERMINED ON A CASE BY CASE BASIS.

3. EXCLUSIVE WATER LINE AND/OR SANITARY SEWER LINE EASEMENT DOCUMENTS WILL BE REQUIRED TO BE SIGNED BY THE OWNER BEFORE WATER AND/OR SANITARY SEWER TAPS WILL BE MADE BY THE CITY. NO EXCEPTIONS. THE GUIDELINE SHEET FOR EASEMENT PROCESSING MAY BE PICKED UP FROM THE REAL
