Winter is the period of October 1st to May 31st*Planning Time Index represents how much total time a traveler should allow to ensure on-time arrival for 95 percent of tripsFor example, a planning time index of 1.50 means that for a trip that takes 60 minutes in light traffic a traveler should budget
a total of 90 minutes to ensure on-time arrival 95 percent of trips taken during the time measured.
