THE CONTRACTOR WILL BE REQUIRED TO POST A CASH, CHECK, SURETY BOND, OR LETTER OF CREDIT TOEXCAVATE IN THE RIGHT-OF-WAY.
AS PART OF THE CONTRACTOR'S PERMIT APPLICATION TO WORK IN THE RIGHT-OF-WAY, THE CONTRACTORMUST SUBMIT A MAP IDENTIFYING THE PROJECTS STORAGE AND LAY DOWN AREA. THE CITY DOES NOTALLOW STORAGE, STAGING, OR LAY DOWN AREAS WITHIN THE RIGHT-OF-WAY. CONTRACTORS AREENCOURAGED TO MAKE ARRANGEMENTS TO STORE MATERIALS AND LAY DOWN ON PRIVATE PROPERTY,OR THEY MUST BE STORED WITHIN THE CONSTRUCTION SITE.
ALL MISS UTILITY MARKINGS IN THE RIGHT-OF-WAY ARE REQUIRED TO BE ERADICATED AT THE COMPLETIONOF THE PROJECT.
PLEASE CONTACT RIGHT OF WAYS OR THE APPROPRIATE CONTACT IF ANY PART OF THE ROAD IS BLOCKEDOR CLOSED THAT COULD PREVENT EMERGENCY VEHICLE ACCESS AND IF OR WHEN ANY FIRE HYDRANTSMIGHT HAVE TO BE PLACE OUT OF SERVICE FOR WHATEVER REASON. THAT WAY FIRE-RESCUE COULD BEADVISED.
DURING THE DEMOLITION OF BUILDINGS, HAVE A WATER SUPPLY READY TO SPRAY WATER TO PROTECTHOMES AND RESIDENTS FROM DUST, DIRT, POLLUTANTS AND CONTAMINATES FROM BLOWING INTOOCCUPIED BUILDINGS.
DURING THE DEMOLITION OF BUILDINGS, THE CONTRACTOR / DEMOLITION CREWS SHALL FOLLOW THECODES IN THE VIRGINIA STATE FIRE PREVENTION CODE BOOK, 2012; CHAPTER 33 FIRE SAFETY DURINGCONSTRUCTION AND DEMOLITION.

SITE
1. ALL UTILITIES WITHIN OR SERVING THIS DEVELOPMENT SHALL BE LOCATED UNDERGROUND IN ACCORDANCE WITHSECTION 32‐155 OF THE CITY CODE.
2. ALL ROOF VENTS, PIPES, ANTENNAS, SATELLITE DISHES, AND OTHER ROOF PENETRATIONS AND EQUIPMENT(EXCEPT CHIMNEYS) SHALL BE LOCATED ON THE REAR ELEVATIONS OR OTHERWISE BE CONFIGURED TO THEDEGREE PRACTICABLE, TO HAVE A MINIMAL VISUAL IMPACT AS SEEN FROM THE STREET.
3. REFLECTIVE OR TINTED GLASS THAT OBSTRUCTS VIEWS INTO THE BUILDING SHALL NOT BE USED.
4. PUBLIC AND INSTITUTIONAL USES, COMMERCIAL USES, AND INDUSTRIAL USES THAT ARE ADJACENT TO EXISTINGRESIDENTIAL DEVELOPMENT OR VACANT LAND IN RESIDENTIAL DISTRICTS, SHALL TURN OFF ALL EXTERIORLIGHTING ‐ EXCEPT LIGHTING NECESSARY FOR SECURITY OR EMERGENCY PURPOSES ‐ WITHIN ONE HOUR OFCLOSING.
5. NO INTERIOR LIGHT SOURCE SHALL BE POSITIONED, AIMED, OR CONFIGURED SO AS TO RESULT IN THE LIGHTSOURCE BEING VISIBLE FROM LAND OCCUPIED BY EXISTING RESIDENTIAL DEVELOPMENT.
6. BARBED OR RAZOR WIRE IS PROHIBITED, UNLESS OTHER SPECIALLY ALLOWED IN WRITING FROM THE CITY.
7. WETLANDS AND LAND WITHIN RESOURCE PROTECTION AREAS AND ASSOCIATED BUFFERS SHALL REMAIN IN ANATURAL UNDISTURBED STATE EXCEPT FOR THOSE ACTIVITIES PERMITTED BY CHAPTER 9.1 OF THE CITY OFPORTSMOUTH CITY CODE.
GENERAL
1. ALL MATERIAL AND METHODS SHALL CONFORM TO THE 4TH EDITION OF THE HAMPTON ROADS REGIONALSTANDARDS AND SPECIFICATIONS AS AMENDED BY THE CITY OF PORTSMOUTH'S SPECIAL PROVISIONS.
2. ELEVATIONS SHOWN HEREON ARE BASED ON CITY OF PORTSMOUTH DATUM.
3. ALL CONCRETE SHALL BE CLASS “A4” AIR‐ENTRAINED (4,000 P.S.I.).
4. TEMPORARY DRAINAGE DURING CONSTRUCTION SHALL BE PROVIDED BY THE CONTRACTOR TO RELIEVE AREASTHAT MAY CAUSE DAMAGE TO ROADWAYS.
5. PRIOR TO CONSTRUCTION OR EXCAVATION, THE CONTRACTOR SHALL ASSUME THE RESPONSIBILITY OF LOCATINGANY UNDERGROUND UTILITIES (PUBLIC OR PRIVATE) THAT MAY EXIST AND CROSS THROUGH THE AREA OFCONSTRUCTION THAT ARE NOT SHOWN ON THESE PLANS. UTILITY COMPANIES SHALL BE NOTIFIED 48 HOURS INADVANCE OF ANY EXCAVATION IN THE PROXIMITY OF THEIR UTILITIES. THE CONTRACTOR SHALL BE RESPONSIBLEFOR REPAIRING, AT HIS EXPENSE, ANY EXISTING UTILITIES DAMAGED DURING CONSTRUCTION.
6. PRIOR TO CONSTRUCTION WITHIN ANY EXISTING PUBLIC RIGHT‐OF‐WAY, THE CONTRACTOR SHALL OBTAIN ALLNECESSARY PERMITS FROM THE CITY OF PORTSMOUTH, VIRGINIA.
7. THE CONTRACTOR SHALL BE RESPONSIBLE FOR REPLACING WITH MATCHING MATERIALS ANY PAVEMENT,DRIVEWAYS, WALKS, CURBS, ETC. THAT MUST BE CUT OR THAT ARE DAMAGED DURING CONSTRUCTION.
8. ALL STORM SEWER PIPES, DROP INLETS, AND CURB INLETS SHALL BE CLEANED OF DEBRIS AND ERODEDMATERIALS AT LAST STAGES OF CONSTRUCTION.
9. ALL SLOPES WITHIN RIGHT‐OF‐WAY OR IN CITY EASEMENTS SHALL BE TOPSOILED AND SEEDED IN ACCORDANCEWITH CITY OF PORTSMOUTH SPECIFICATIONS.
10. PAVEMENT REPLACEMENT WITHIN THE CITY RIGHT‐OF‐WAY SHALL MATCH THE EXISTING PAVEMENT.
11. BEFORE YOU DIG, TO MISS THE UTILITIES, CALL “MISS UTILITY” OF VIRGINIA AT 1‐800‐552‐7001, OR 811.
12. ALL CRACKED CONCRETE IN THE RIGHT‐OF‐WAY SHALL BE REMOVED AND REPLACED TO THE NEARESTACCEPTABLE JOINT. PATCHING IS NOT ACCEPTABLE.
13. ALL STORM DRAIN JOINTS IN THE RIGHT‐OF‐WAY SHALL BE DOUBLE WRAPPED WITH 24” WIDE GEOTEXTILE FABRICPER CITY/REGIONAL STANDARDS.
14. SEWER LATERAL AND CLEANOUT TO BE INSTALLED BY OWNER/DEVELOPER AT HIS/HER OWN EXPENSE.
15. TREE PROTECTION SHALL BE INSTALLED PRIOR TO CONSTRUCTION AND SHALL REMAIN IN PLACE, UNDISTURBED,UNTIL PROJECT COMPLETION.

GENERAL
1. CONTRACTOR SHALL CONTACT MISS UTILITY AND PRHA AT LEAST 3 WORKING DAYS INADVANCE OF THE PLANNED WORK IN THE RIGHT OF WAYS TO ALLOW TIME FOR MARKING.UTILITIES NOT IN THE PUBLIC RIGHT OF WAY ARE OWNED BY PRHA AND AS SUCH WILL NOT BEMARKED BY MISS UTILITY. THE CONTRACTOR IS RESPONSIBLE FOR HIRING A THIRD PARTYUTILITY MARKING COMPANY TO MARK THOSE UTILITIES AND ALL ASSOCIATED EXPENSES. ALLMARKS MUST BE RESPECTED AND PROTECTED. CONTRACTOR SHALL EXHIBIT CARE WHILEEXCAVATING. UTILITY MARKINGS SHALL BE PAID FOR BY THE CONTRACTOR.
2. CONTRACTOR SHALL BE RESPONSIBLE FOR SITE SECURITY AND JOB SAFETY. CONSTRUCTIONACTIVITIES SHALL BE IN ACCORDANCE WITH OSHA STANDARDS AND LOCAL REQUIREMENTS.
3. AREAS DISTURBED DURING CONSTRUCTION AND NOT RESTORED WITH IMPERVIOUS SURFACES(BUILDINGS, PAVEMENTS, WALKS, ETC.) SHALL FOLLOW DETAIL PROVIDED BY VIRGINIA EROSIONAND SEDIMENT CONTROL HANDBOOK FOR SITE SPECIFIC SEEDING MIXTURES IN ACCORDANCEWITH STANDARD & SPECIFICATION 3.32.
4. WORK WITHIN THE LOCAL RIGHT-OF-WAY SHALL CONFORM TO LOCAL MUNICIPAL STANDARDS.WORK WITHIN STATE RIGHT-OF-WAY SHALL CONFORM TO THE LATEST EDITION OF THE STATEHIGHWAY DEPARTMENTS STANDARD SPECIFICATIONS FOR HIGHWAYS AND BRIDGES.
5. UPON AWARD OF CONTRACT, CONTRACTOR SHALL MAKE NECESSARY CONSTRUCTIONNOTIFICATIONS AND APPLY FOR AND OBTAIN NECESSARY PERMITS, PAY FEES, AND POSTBONDS ASSOCIATED WITH THE WORK INDICATED ON THE DRAWINGS, IN THE SPECIFICATIONS,AND IN THE CONTRACT DOCUMENTS. DO NOT CLOSE OR OBSTRUCT ROADWAYS, SIDEWALKS,AND FIRE HYDRANTS, WITHOUT APPROPRIATE PERMITS.
6. TRAFFIC SIGNAGE AND PAVEMENT MARKINGS SHALL CONFORM TO THE MANUAL OF UNIFORMTRAFFIC CONTROL DEVICES.
7. AREAS OUTSIDE THE LIMITS OF PROPOSED WORK DISTURBED BY THE CONTRACTOR'SOPERATIONS SHALL BE RESTORED BY THE CONTRACTOR TO THEIR ORIGINAL CONDITION ATTHE CONTRACTOR'S EXPENSE.
8. IN THE EVENT THAT SUSPECTED CONTAMINATED SOIL, GROUNDWATER, OR OTHER MEDIA AREENCOUNTERED DURING EXCAVATION AND CONSTRUCTION ACTIVITIES BASED ON VISUAL,OLFACTORY, OR OTHER EVIDENCE, THE CONTRACTOR SHALL STOP WORK IN THE VICINITY OFTHE SUSPECT MATERIAL TO AVOID FURTHER SPREADING OF THE MATERIAL, AND SHALL NOTIFYTHE OWNER IMMEDIATELY SO THAT THE APPROPRIATE TESTING AND SUBSEQUENT ACTION CANBE TAKEN.
9. CONTRACTOR SHALL PREVENT DUST, SEDIMENT, AND DEBRIS FROM EXITING THE SITE ANDSHALL BE RESPONSIBLE FOR CLEANUP, REPAIRS AND CORRECTIVE ACTION IF SUCH OCCURS.
10. DAMAGE RESULTING FROM CONSTRUCTION LOADS SHALL BE REPAIRED BY THE CONTRACTORAT NO ADDITIONAL COST TO OWNER.
11. CONTRACTOR SHALL CONTROL STORMWATER RUNOFF DURING CONSTRUCTION TO PREVENTADVERSE IMPACTS TO OFF SITE AREAS, AND SHALL BE RESPONSIBLE TO REPAIR RESULTINGDAMAGES, IF ANY, AT NO COST TO OWNER.

EROSION CONTROL
1. PRIOR TO STARTING ANY OTHER WORK ON THE SITE, THE CONTRACTOR SHALL NOTIFYAPPROPRIATE AGENCIES AND SHALL INSTALL EROSION CONTROL MEASURES AS SHOWN ONTHE PLANS AND AS IDENTIFIED IN FEDERAL, STATE AND LOCAL APPROVAL DOCUMENTSPERTAINING TO THIS PROJECT.
2. CONTRACTOR SHALL INSPECT AND MAINTAIN EROSION CONTROL MEASURES, AND REMOVESEDIMENT THEREFROM ON A WEEKLY BASIS AND WITHIN TWELVE HOURS AFTER EACH STORMEVENT AND DISPOSE OF SEDIMENTS IN AN UPLAND AREA SUCH THAT THEY DO NOT ENCUMBEROTHER DRAINAGE STRUCTURES AND PROTECTED AREAS.
3. CONTRACTOR SHALL BE FULLY RESPONSIBLE TO CONTROL CONSTRUCTION SUCH THATSEDIMENTATION SHALL NOT AFFECT REGULATORY PROTECTED AREAS, WHETHER SUCHSEDIMENTATION IS CAUSED BY WATER, WIND OR DIRECT DEPOSIT.

1. ALL CONCRETE SHALL BE CLASS "A-4" AIR ENTRAINED (4,000 PSI) IN ACCORDANCE WITHSECTION 217 OF THE 2016 VIRGINIA DEPARTMENT OF TRANSPORTATION ROADS AND BRIDGESPECIFICATIONS UNLESS OTHERWISE SPECIFIED.
TRAFFIC CONTROL
1. TEMPORARY PAINT STRIPES SHALL BE 4" WIDE, WHITE, NON-REFLECTIVE TRAFFIC TYPE.PERMANENT MARKINGS SHALL BE THERMOPLASTIC MATERIAL TYPE B, CLASS I. STANDARDSTO BE IN ACCORDANCE WITH MANUAL ON UNIFORM TRAFFIC CONTROL DEVICES (MUTCD) &VDOT SPECIFICATIONS.
NOTES1. ALL MATERIALS AND CONSTRUCTION METHODS SHALL CONFORM TO THE HAMPTON ROADS
PLANNING DISTRICT COMMISSION (HRPDC) REGIONAL STANDARDS, CURRENT EDITION, ASAMENDED BY THE CITY OF PORTSMOUTH SPECIAL PROVISIONS AND ANY OTHER APPLICABLECITY ORDINANCE OR CODE.
2. THE CONTRACTOR IS RESPONSIBLE FOR LOCATING ALL PUBLIC OR PRIVATE UTILITIES, WHICHLIE IN THE CONSTRUCTION AREA PRIOR TO ANY EXCAVATION OR CONSTRUCTION. ANYCHANGES TO THE PROPOSED UTILITY ALIGNMENTS SHALL BE SUBMITTED BY THE PROJECTENGINEER AS A PLAN REVISION TO THE ENGINEERING DEPARTMENT FOR APPROVAL ASREQUIRED. THE CONTRACTOR SHALL BE RESPONSIBLE FOR THE REPAIR, AT HIS EXPENSE, OFALL EXISTING UTILITIES DAMAGED DURING CONSTRUCTION.

4. ALL UTILITY TRENCHES SHALL BE BACKFILLED AND COMPACTED TO WITHIN 0.33' OF FINALSUBGRADE ELEVATION AND GRADED TO DRAIN. EXCESS MATERIAL SHALL BE REMOVED AT THECONTRACTOR'S EXPENSE. ALL FINISHED SLOPES IN UTILITY EASEMENTS OR IN RIGHT-OF-WAYNOT SUBJECT TO PAVING SHALL BE RESTORED WITH TOPSOIL AND SEED IN ACCORDANCEWITH THE CURRENT HRPDC AND CITY OF PORTSMOUTH SPECIFICATIONS AND SHALL NOTEXCEED THE MAXIMUM AS FOLLOWS - CUT SLOPE 4:1, FILL SLOPE 4:1.
5. THE CONTRACTOR SHALL PROVIDE TEMPORARY DRAINAGE TO RELIEVE AREAS THAT MAYCAUSE DAMAGE TO ROADWAYS. ADDITIONAL EROSION PROTECTION AND SEDIMENT CONTROLSHALL ALSO BE SET IN PLACE DURING CONSTRUCTION AS DIRECTED BY THE CITY OFPORTSMOUTH, THE HRPDC REGIONAL STANDARDS, AND VIRGINIA EROSION AND SEDIMENTCONTROL HANDBOOK.

8. ALL STORM DRAIN PIPE JOINTS SHALL BE DOUBLE-WRAPPED WITH 24” WIDE GEOTEXTILEFABRIC PER CITY STANDARDS.
9. PRIOR TO CONSTRUCTION OR EXCAVATION, THE CONTRACTOR SHALL CALL “MISS UTILITY” AT1-800-552- 7001 OR 811. IN ADDITION, THE CONTRACTOR SHALL CALL THE OFFICES OF ANY ANDALL PUBLIC OR PRIVATE UTILITIES AND REQUEST MARKING THE LOCATION OF UTILITIES THATMAY EXIST AND CROSS THROUGH THE CONSTRUCTION AREA, WHETHER OR NOT SAIDUTILITIES ARE SHOWN ON THESE PLANS. UTILITY COMPANIES SHALL BE NOTIFIED 48 HOURS INADVANCE OF ANY EXCAVATION IN THE PROXIMITY OF THEIR UTILITIES. THE CONTRACTOR ISRESPONSIBLE FOR THE REPAIR, AT HIS EXPENSE, FOR ANY DAMAGE CAUSED TO UTILITIESDURING CONSTRUCTION.
10. ALL STORM SEWER PIPES, DROP INLETS AND CATCH BASINS SHALL BE CLEANED OF DEBRISAND ERODING MATERIAL DURING THE LAST STAGE OF CONSTRUCTION.
11. AN APPROVED INLET FILTER SHALL BE PLACED AROUND ALL EXISTING AND PROPOSEDDRAINAGE INLETS.
12. ANY DEFECTIVE, FAULTY, CRACKED, OR BROKEN WALKS, DRIVEWAYS, HANDICAPPED RAMPSOR CURB AND GUTTER, AS DETERMINED BY THE ENGINEER, SHALL BE REMOVED ANDREPLACED TO THE NEAREST JOINT PRIOR TO FINAL ACCEPTANCE AT NO ADDITIONAL EXPENSETO THE CITY. PATCHING IS NOT ACCEPTABLE.
13. FRAMES AND COVERS FOR SEWER MANHOLES AND DRAINAGE STRUCTURES SHALL BE MADEBY CAPITAL FOUNDRY, DEWEY BROTHERS, OR APPROVED EQUAL.
14. ALL CURB AND WALKS TO BE REMOVED SHALL BE TAKEN OUT TO THE NEAREST JOINT.PATCHING IS NOT ACCEPTABLE.
15. RELOCATION, REMOVAL AND/OR REPLACEMENT OF ALL PERMANENT SIGNS SHALL BECOORDINATED WITH THE DEPARTMENT OF TRAFFIC ENGINEERING.
16. ALL CONCRETE DRIVES SHALL BE 7” THICK MINIMUM FROM ROADWAY TO THE RIGHT-OF-WAY.
17. THE CONTRACTOR SHALL BE RESPONSIBLE FOR REMOVING TO THE NEAREST JOINT ANDREPLACING WITH MATCHING MATERIALS ANY PAVEMENT, DRIVEWAYS, WALKS, CURBS, ETC.,THAT MUST BE CUT OR THAT ARE DAMAGED DURING CONSTRUCTION.
18. WHEN MATERIALS WHICH ARE UNSUITABLE FOR FOUNDATIONS, SUBGRADES, OR OTHERROADWAY PURPOSES OCCUR WITHIN THE LIMITS OF STREET CONSTRUCTION, THECONTRACTOR SHALL BE REQUIRED TO EXCAVATE SUCH MATERIALS BELOW THE GRADESHOWN ON PLANS. THE EXCAVATED AREAS SHALL BE BACK FILLED WITH APPROVED SUITABLEMATERIALS. THE EXTENT OF UNDERCUTTING AND BACKFILLING SHALL BE APPROVED BY THEENGINEERING DEPARTMENT, CITY OF PORTSMOUTH, VIRGINIA.
19. REPLACEMENT OF PAVEMENT SHALL BE IN ACCORDANCE WITH THE APPROVED PLAN. ANYDEVIATION FROM THE APPROVED PLAN SHALL BE APPROVED BY THE ENGINEERINGDEPARTMENT, CITY OF PORTSMOUTH, VIRGINIA.

ANY CRACKED SIDEWALK AND CURBING IN THE RIGHT-OF-WAY ADJACENTTO THE SITE SHALL BE REMOVED AND REPLACED TO THE NEAREST JOINT PRIOR TO THE ACCEPTANCE OFNEW CONSTRUCTION. THIS INCLUDES PRE-EXISTING DAMAGE.
8. BRICK AND MORTAR SHALL BE UTILIZED FOR PLUGGING OF EXISTING UTILITIES. IF A WATER MAIN IS TO BECUT AND PLUGGED WHICH WILL REMAIN UNDER PRESSURE, A RESTRAINED CAP SHALL BE INSTALLED ANDRODDED TO THE CLOSEST FITTING.

THERE ARE NO CRITICAL EROSION AREAS IDENTIFIED ON THE PROJECT SITE WITH RESPECT TO HIGHLYERODIBLE SOILS OR STEEP SLOPES WITHIN THE PROPOSED LIMITS OF CONSTRUCTION.

ALL STRUCTURAL AND VEGETATIVE EROSION AND SEDIMENT CONTROL PRACTICES SHALL BECONSTRUCTED AND MAINTAINED ACCORDING TO MINIMUM STANDARDS AND SPECIFICATIONS OF THEVIRGINIA EROSION AND SEDIMENT CONTROL HANDBOOK, 1992. THE FOLLOWING EROSION ANDSEDIMENTATION CONTROLS SHALL BE EMPLOYED DURING THE EARTHWORK AND DEMOLITION PHASE OFTHE PROJECT.

TEMPORARY CONSTRUCTION ENTRANCE/EXIT (STD. 3.02)A TEMPORARY CRUSHED-STONE CONSTRUCTION ENTRANCE/EXIT SHALL BE CONSTRUCTED. A CROSSSLOPE SHALL BE PLACED IN THE ENTRANCE TO DIRECT RUNOFF TO A PROTECTED CATCH BASIN INLET ORSETTLING AREA. 1. THE CONTRACTOR OR SUBCONTRACTOR SHALL BE RESPONSIBLE FOR IMPLEMENTING EACH CONTROLMEASURE SHOWN ON THE EROSION AND SEDIMENT CONTROL PLAN.
2. THE CONTRACTOR SHALL INSPECT ALL SEDIMENT AND EROSION CONTROL STRUCTURESPERIODICALLY AND AFTER EACH RAINFALL EVENT. RECORDS OF THE INSPECTIONS SHALL BEPREPARED AND MAINTAINED ON-SITE BY THE CONTRACTOR.
3. SILT SHALL BE REMOVED FROM BEHIND BARRIERS IF GREATER THAN 6-INCHES DEEP OR AS NEEDED.
4. DAMAGED OR DETERIORATED ITEMS SHALL BE REPAIRED IMMEDIATELY AFTER IDENTIFICATION.
5. SEDIMENT THAT IS COLLECTED IN STRUCTURES SHALL BE DISPOSED OF PROPERLY AND COVERED IFSTORED ON-SITE.
6. EROSION CONTROL STRUCTURES SHALL REMAIN IN PLACE UNTIL ALL DISTURBED EARTH HAS BEENSECURELY STABILIZED. AFTER REMOVAL OF STRUCTURES, DISTURBED AREAS SHALL BE REGRADEDAND STABILIZED AS NECESSARY.
7. ALL SEEDED AREAS SHALL BE CHECKED TO INSURE A GOOD STAND OF GRASS IS MAINTAINED. SEEDEDAREAS DEFICIENT SHALL BE RESEEDED AS NECESSARY.
