Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body
representing the urban water industry. Our members provide water and sewerage services
to over 20 million customers in Australia and New Zealand and many of Australia's largest
industrial and commercial enterprises.
Based around our vision of 'customer driven, enriching life', WSAA facilitates collaboration,
knowledge sharing, networking and cooperation within the urban water industry. We are
proud of the collegiate attitude of our members which has led to industry-wide approaches
to national water issues.
WSAA can demonstrate success in the standardisation of industry performance monitoring
and benchmarking, as well as many research outcomes of national significance. The

WSAA was formed in 1995 as a non-profit organisation to foster the exchange of

1 EXECUTIVE SUMMARY
Plastitalia supplies PLAST polyethylene fittings to the international market. It is based in
Sicily and the comprehensive range of products is available globally through licensees and
distributors. The products are distributed in Australia by Hydrof low.
This appraisal applies to electrofusion fittings comprising couplers, elbows, tees, reducers,
endcaps and saddles together with spigot fittings comprising tees, elbows, junctions and
reducers.
Saddles are supplied with NBR seals.
Plastitalia electrofusion and spigot fittings are manufactured from black PE100 compound.
The PE100 materials used are BorSafe HE3490-LS-H, BorSafe HE3490-IM, Sabic
Vestolen A6060R 1000 or Sabic Vestolen A RELY 5922R 1000. The electrofusion range is
produced in SDR11. Note that SDR11 pipe made with PE100 equates to PN 16 for water
applications. Some EF couplings are also produced in other SDRs. The spigot fittings are
available in SDR9, SDR11 and SDR17, equating to PN 20, PN 16 and PN 10 respectively.
The manufacturing site has a management system third party certified to ISO 9001. The
company also has a third party certified environmental management system to ISO 14001
and occupational health and safety system to ISO 18001.
Notes: 1 -The following Plastitalia fittings are not included in this appraisal:
a. Transition fittings – metal to polyethylene.
b. Fabricated fittings.
A summary of the appraised product range is shown in Section 3 below. The full Product
Certification Schedules that include the appraised product range are available at the
members only section of the WSAA Product Appraisal Technical Advisory Groups website
in the Products Guide and the Plastitalia web site www.plastitalia.spa.com.
The appraisal concludes that:
The nominated Plastitalia fittings are ‘fit for purpose’ and suitable for use in water supply and sewer gravity, pressure and vacuum systems.
The Plastitalia electrofusion and spigot fittings are suitable for use with PE pipe conforming to AS/NZS 4130.
ISO Type 5 product certification of the appraised range of Plastitalia electrofusion and spigot fittings has been adequately addressed to the satisfaction of WSAA Appraisal Network.
Electrofusion and butt fusion techniques are established practices in polyethylene pipeline
installations. However, it is important that installers and supervisors are trained and
experienced. In particular, they need to be experienced in the installation of the diameter
range of interest to the Water Agency.
Tapping tees are supplied with NBR seals complying with EN 631.1. This Standard has
been cloned as AS 681.1 Elastomeric seals—Material requirements for pipe joint seals
used in water and drainage applications Part 1: Vulcanized rubber.
1.1 Recommendations
It is recommended that WSAA members, subject to any specific requirements of the
member, accept or authorise the Plastitalia range of PLAST electrofusion and spigot
fittings as detailed in this report for use in applications including water supply, gravity,
vacuum and pressure sewers provided only appropriately trained and qualified operators
are permitted to perform the welding and the design, installation, acceptance testing and
operation are in accordance with the appropriate WSAA Codes, including WSAA member
integrated Codes, nominated Standards and manufacturer’s requirements.

2 THE APPLICANT

2.1 The Supplier
Hydroflow Distributors (Aus) Pty Ltd.
Hydroflow Distributors Australia was established in 2013 and operates out of a distribution
centre located at Altona, Melbourne.
The company’s stated objective is to distribute leading industrial brands selected on the
basis of product innovation and quality whilst providing quality, industry leading, technical
support. The focus is on water and gas and on sourcing the world’s most innovative
products for safe control, quality and conservation.
Hydroflow is also the exclusive distributor of the Watts/Ames range of backflow devices.
Watts is part of the Watts Water Technologies family with operations in North America,
Europe and Asia. Hydroflow provides technical specialists have extensive knowledge of
the Watts backflow range and backflow issues in general.
Hydroflow supplies product into the HVAC, Fire Protection and infrastructure markets with
brands such as Victaulic and Erico.
In addition Hydroflow Australia stocks the Italian SAB range of metric pipe fittings, Bugatti
ball valve range and Plastitalia electrofusion fittings.
2.2 The Manufacturer
Plastitalia S.p.A
In 1975, N. Lenzo, commenced the business Eurocondotte on the eastern coast of Sicily
utilising his family’s experience of the construction and operation of water supply facilities.
In 1988 the production division of Plastitalia was created and progressively equipped with
modern production equipment in order to make an increasingly specialized range of
products. The growth of Plastitalia was rapid, prompting the creation of a separate
company Plastitalia S.r.l. (similar to a Limited Liability Company) in 1993.
Since that time Plastitalia has further established itself on the international market. For
example, on January 1, 1995, Plastitalia products became certified by the Italian national
plastics institute - Istituto Italiano dei Plastici S.r.l. (IIP-UNI) to strengthen consumer
confidence, distinguish itself from competitors, and increase brand recognition. Every new
product is made in accordance with the certification requirements of IIP-UNI, covering the
entire range of production. In order to satisfy clients, Plastitalia works to ensure consistent
quality of product and services by obtaining the latest certifications from major institutes.
In 2005, Plastitalia obtained an Environmental Declaration indicating endorsement by the
Italian national environmental regulatory agency – Eco-Management and Audit Scheme
(EMAS) according to Regulations put into place by the EU.
In 2010, Plastitalia also received Certification by the Italian national standardization
organization – Unificazione Nazionale Italiano (UNI) for “mixed metal/polyethylene
fittings for the conduction of combustible gas, as well as water and other fluids under
pressure.” Today, Plastitalia has obtained 60 international certifications and three major
systems certifications.
In the late 1990’s, Plastitalia positioned itself as a leader in the polyethylene fittings sector
via an expansion in the world market and made a significant organizational transformation:
Plastitalia changed its company name to Plastitalia S.p.A. This was an important milestone
for the company.

At the beginning of this century new technologies were adopted, the production of moulds
was perfected thereby making them more sophisticated, all with the aim of creating better
products.
Production of electrofusion fittings commenced in 2000. The first product was the
electrofusion coupler DN 110. Other diameters were added to the range, reaching up to DN
1200. Shortly after, other configurations were added up to DN 315. The wide range of
electrofusion products brought about a requirement for a new way to install the fittings.
Constant research and growth in technology led Plastitalia to create a new monovalent
welding machine in 2003 – PLAST 100.
In 2012, a series of new welding machines, Iplast 105 and Iplast 30, was introduced to the
market. These two machines are technically sophisticated, allowing the welding to be done
safely.
Research and continued improvement continues today allowing the frequent creation of
new, reliable products at a competitive price.
3 THE PRODUCT
The product range applicable to this appraisal, summarised in Table 1, comprises a wide
range of PE100 electrofusion and long spigot pressure fittings in SDR11 which equates to
PN 16 for water and sewerage applications. The electrofusion couplings are also available
in other SDRs whilst spigot fittings are additionally offered in SDR9 (equivalent to PN 20
for water applications) and SDR17 (equivalent to PN 10 for water applications).
The manufacturer produces other fittings that are not included in this appraisal. The
manufacturer also advises they have the capability of producing special items designed to
customer requirements.

4 SCOPE OF THE APPRAISAL
This product appraisal applies to PE100 PLAST pressure fittings manufactured by
Plastitalia S.p.A. The appraised range includes spigot and electrofusion fittings. The
products are manufactured under ISO 9001 quality systems accreditation. The fittings are
certified as complying with AS/NZS 4129 by Australian Certification Services (Certification
based on ISO Guide 67 (system 5)). They are also certified for compliance with AS/NZS
4129 by Australian Certification Services to WaterMark Level 1. The products are produced
using the following PE100 materials
(a) BorSafe HE3490-LS-H,
(b) BorSafe HE3490-IM,
(c) Sabic Vestolen A6060R 1000 or
(d) Sabic Vestolen A RELY 5922R 1000.

5 APPRAISAL CRITERIA
5.1 Quality Assurance Requirements
The WSAA Product Appraisal Technical Advisory Group accepts polyethylene electrofusion
and spigot fittings for pressure applications manufactured in compliance with AS/NZS
4129:2008 Fittings for polyethylene (PE) pipes for pressure applications and duly certified
by means of an ISO Type 5 product certification scheme undertaken by a JAS-ANZ
accredited Certification Assessment Body (CAB) or by an international accreditation
system recognised by JAS-ANZ.
The manufacturer is generally expected to have a production management and control
system that has been duly accredited in accordance with (AS/NZS) ISO 9001 as a
prerequisite to undergoing a product certification audit.
5.2 Performance Requirements
Plastitalia S.p.A PLAST electrofusion and spigot PE100 fittings have been appraised for
compliance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure
applications. Test reports have been provided confirming compliance with relevant ISO and
EN Standards which encompass the same performance requirements as AS/NZS 4129. In
particular, ISO 4427 (water), ISO 4437 (gas), EN 1555 (gas) and EN 12201 (water).
Appraisal criteria are also determined by the WSAA Product Appraisal Technical Advisory
Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members.
The following Product Specifications are also relevant to this application:

6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Plastitalia S.p.A is a “Quality Endorsed Company” certified to ISO 9001:2008 Certificate of
Registration No. 179 for the “Planning and production through injection moulding, welding
and mechanical working of PE80 and PE100 fittings for the transport of water, gas and
under pressure fluids”. The ISO 9001 certificate is issued by the accredited Istituto Italiano
Dei Plastics (IIP). Note the certification procedure in Italy is that IIP is a member of CISQ
(Certifying Bodies Italian Association) which is the official Italian partner recognised by
IQNET which receives the accreditation certificate from IIP and releases it internationally.
6.2 Compliance with Performance Requirements
Plastitalia electrofusion and spigot fittings are required to comply with AS/NZS 4129.
Compliance has been confirmed by viewing the Australian Certification Services ISO Type
5 product certification certificate as listed below and sighting test reports confirming
satisfactory performance to the relevant tests in the Standard. Australian Certification
Services has also issued Plastitalia with a Level 1 WaterMark Certificate No. AMI 23238 for
compliance with AS/NZS 4129:2008.
ISO Type 5 Certificate of Conformity for product compliance with AS/NZS 4129 provides
confidence that the Plastitalia electrofusion fittings are manufactured for compliance with
the nominated standards and requirements.

“Declaration No 0001/2013” for the elastomeric seal compound TEC N41-70 has been
provided. The test results, detailed in the DVGW test report dated 2007 show compliance
with UNI EN 681.1. A certificate issued by DVGW for the seal manufacturer’s Quality
Assurance System (Expiry date 2012) has been provided as has KIWA product certificate
K55481/04 issued to Tecnogomma International SPA for Vulcanised rubber products for
cold and hot drinking water applications (Issued 2016). Finally a NSF certificate declaring
compliance with ANSI NSF61 (Drinking Water System Components – Health Effects) has
been provided for the seals.
AMS Laboratories test certificate demonstrating compliance with AS/NZS 4020:2005 –
Products for use in contact with drinking water - has been provided. The certificate is dated
27/6/2012 and has just become due for renewal.
7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
Welding instructions are provided in a technical manual, pages 18 to 23 available to
registered users on the Plastitalia website www.plastitalia.spa.com.
Polyethylene pipe systems have been commonly used in the Australian urban water
industry for many years. PE pipe manufactured in compliance with AS/NZS 4130
Polyethylene pipes for pressure applications is compatible with fittings manufactured in
accordance with AS/NZS 4129:2008 Fittings for polyethylene (PE) pipes for pressure
applications. It is recommended that reference be made to the suppliers or manufacturers
of the fittings for the installation instructions as the method may be specific to the fitting
geometry.
Electrofusion welding and butt fusion processes may be used for joining pipe-to-pipe or
fitting-to-pipe. All welding shall be performed by welders who have successfully completed
training by a Registered Training Organisation, endorsed by the Plastics Industry Pipe
Association for the relevant welding method(s).
The Plastics Industry Pipe Association provides technical guidelines for electrofusion and
butt welding in the following documents.
(a) POP001 Electrofusion Jointing of Pipe and fittings for Pressure Applications
(b) POP003 Butt Fusion Jointing of PE Pipes and Fittings – Recommended Parameters.
POP001 contains recommendations for equipment required, for jointing, maintenance,
servicing and calibration procedures, records to be kept and the training program to be
respected to produce good fusion joints in polyethylene pipes.
POP003 is a guide to the butt fusion of polyethylene pipe using AS/NZS 4130 material as a
basis, recommending the butt fusion procedures and parameters as specified in ISO
21307.

Polyethylene pipe systems should be installed in accordance with AS/NZS 2033:2008
Installation of polyethylene pipe systems and AS/NZS 2566.2 Buried flexible pipelines Part
2 Installation.
PE pipe shall be stored in accordance with the storage requirements of POP005
Packaging, handling and storage of polyethylene pipe and fittings .
8 PRODUCT MARKING
All Plastitalia electrofusion and spigot fittings are marked in accordance with the
requirements of AS/NZS 4129 and includes:
(a) Manufacturers Name or registered trademark:
(b) Identification, including grade and type of material, of the plastics material used for
the body of the fitting, abbreviated in accordance with ISO 1043-1, ASTM D1600 or
AS/NZS 4131.

(c) Nominal size (DN) of the pipe to which the fitting is suited.
(d) Classification in accordance with the pipe classification for which the fitting is to be
used. Note for water applications the classification is PN.

9 PACKAGING AND TRANSPORTATION
All EF fittings are packed in individual bags then collectively in cartons. The number of
fittings per carton being dependent upon the size and type of fitting. EF fittings should be
kept in their individual plastics bag up to immediately before installation. Spigot fittings are
packaged in cartons.
10 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of the
Competition and Consumer Act 2010 (Cth), which covers manufacture to the relevant
standard, and details of Plastitalia warranty, is included in their terms and conditions of
sale.
11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING
REPORT
A field testing report of the Plastitalia electrofusion and spigot fittings has not been
submitted.
12 DISCUSSION
The appraisal concludes that:
The Plastitalia electrofusion and spigot fittings are ‘fit for purpose’ and suitable for use in
water supply and sewer gravity, pressure and vacuum systems.
The Plastitalia electrofusion and spigot fittings spigot fittings are suitable for use with PE
pipe conforming to AS/NZS 4130.
The Australian Certification Services ISO Type 5 product certification certificate for the
Plastitalia electrofusion and spigot fittings is accepted as meeting the additional conformity
assessment requirements specified in WSAA TN-08..
13 OUTCOMES OF EXPERT PANEL PRODUCT REVIEW
Comments received by members of the Expert Panel during the peer review period have
been addressed in this version of the Report.
14 LIFE EXPECTANCY
Plastitalia declares the electrofusion spigot end fittings comply “with the requirements of
EN 12201-1 for which is secured a useful life cycle of 50 years, at a temperature of 20°C
and with a maximum circumferential stress of 8.0 MPa”. For correctly manufactured and
installed systems, the actual life cannot be predicted, but can reasonably be expected to
be well in excess of 100 years before major rehabilitation is required. This rating is only a
general guide to life expectancy and may vary with the quality of installation workmanship,
system operating conditions, operating environment and other site specific factors.
