MISSION STATEMENT
Health Volunteers Overseas is a private, non-profit, non-sectarian voluntary organizationheadquartered in the United States. HVO is dedicated to improving the availability andquality of health care in developing countries through training and education.
Programs vary according to the needs of the countries in which they are located. However,there are certain principles that apply across all programs:
� Training focuses on local pathologies and health problems;
� Practices and procedures taught are both relevant and realistic;
� Trainees are encouraged to make maximumuse of locally available equipment and supplies; and
� The ultimate goal of all programs is to identifyand train local personnel who can, in time,assume the roles of health care educator andprovider, thus continuing the process.
HVO volunteers will demonstrate the highest standards of professional and personal conductat all times. Sensitivity to cultural and social beliefs and practices of the host country shouldguide professional and personal behavior.

A MESSAGE FROM THE CHAIRAND THE EXECUTIVE DIRECTOR
All parents, no matter where they live, want the same things fortheir children — a better life. You want your children to be bornhealthy and to grow up with the opportunity to have a full andhappy life. If you live in Africa today, however, your chances of having access to health care are severely diminished by themassive shortage of health care workers on that continent.
This massive shortage, which affects the whole world, is a resultof many factors that have converged over time and a solutionwill not come quickly. And yet, we know that strengthening and supporting the education of health care professionals indeveloping countries is a critical and essential activity whichmust be at the center of addressing this problem.
For nearly twenty years now, HVO has been a leader in thiseffort. We remain firmly committed to the concept that healthcare professionals are the foundation upon which health caredelivery systems are built. They are key not only to improving thehealth and well-being of this generation, but also of generationsto come. Hence investing in their education, expanding theirprofessional opportunities, and providing them with access toeducational resources are central to all that we do here at HVO.
Over the years, HVO has been fortunate to attract and retainan outstanding group of health care professionals who havevolunteered their time and expertise at HVO program sites. Tothe more than 4,800 individuals who have served over the years,we say “thank you”. These volunteers — teachers, colleaguesand ambassadors all – are the heart of HVO.
And to our donors and members, we also extend our deepestthanks. Your financial support provides the foundation thatallows HVO to address one of the most important problems we face in today’s world.

INVESTING IN PEOPLE THROUGH PARTNERSHIPS
From clinics in rural Asia to state-of-the-art medical centers in the West, human beings are at theheart of the world’s health systems. Yet in nearly every nation (rich and poor alike) there is a short-age of trained health providers – severely limiting access to care and imperiling the sickest and morefragile among us. Research shows that Africa, alone, lacks an estimated one million health workers.
Since 1986, Health Volunteers Overseas has responded to this shortage of health workers by part-nering with health care institutions in developing countries. In 2005, HVO had the greatest numberof volunteer placements ever – 411. The typical volunteer served for a month and had out-of-pocketexpenses averaging $2,300.
Over the years, HVO volunteers have partnered, befriended and worked with literally tens of thou-sands of health care professionals around the world. Many of these colleagues have now risen to newpositions within the health system – some are running hospitals, others are working for multinationalorganizations such the World Health Organization, while others have been appointed to positions ofresponsibility within the educational system. It is a source of delight and pride to witness theadvancement of so many professionals with whom HVO has interacted over the years.
What HVO volunteers bring to the sites are “fresh eyes, new knowledge and best practices” accord-ing to one Ugandan health care professional. HVO volunteers don’t come with all the answers, butthey do come with a desire to collaborate, to support and to offer professional networking opportuni-ties. Volunteers can and do foster a spirit of “life long learning.” Knowledge is never static. New the-ories are constantly being developed, and new techniques developed. Medical research leads to newconclusions and new standards of care.
The key to our success is the many productive partnerships HVO has forged – both in the UnitedStates and abroad. 2005 was a year marked by new partnerships with three new sponsoring organi-zations, as well as new collaborative relationships with the World Health Organization and theInternational Society for Prosthetics and Orthotics. We initiated new programs at teaching facilitiesin Cambodia, China, India, Moldova, and South Africa. We continue to be involved in the placementof Pfizer Global Health Fellows. Thanks to the continued support of the Orthopaedic Research andEducation Foundation and the Society for Education in Anesthesia, HVO has been able to offer fel-lowships to senior residents in orthopaedics and anesthesia, thereby providing these newly trainedprofessionals with a glimpse of the realities and constraints of delivering health care in resource-scarce countries.
Through these partnerships, both at the organizational level and at the personal level, HVO is work-ing to educate health providers and to expand the availability and quality of appropriate care. HVOvolunteers return home and, in turn, educate their colleagues about the health needs and concernsabroad thus expanding the circle of knowledge and care.

In August of 2005, Virginia Lockett, PT began her first volunteer assignment with HVO at the DaNang RehabilitationCenter. From the beginning, Ms. Lockett exhibited the creative and energetic spirit that characterizes HVO volunteers.
Every HVO therapist who has come to DaNang has been appalled at the tremendous number of traumaticbrain injuries (TBI’s), almost all of which are a result of motorbike accidents. They are doubly appalled tonote that nearly no one, including the therapists, wears a helmet. They have speculated that the Vietnameseare fatalists or that they have the same resistant attitude to wearing safety gear as do American teenagers. I decided to test that theory.
After my lecture, I talked about the fact that we worked every day with patients whoselives have been destroyed by TBI due to motorbike accidents. Yet, even though weknow about TBI, therapists do not wear helmets. I suggested that perhaps this wasbecause helmets are expensive and that nobody wants to be the only one wearing ahelmet. (Rueful smiles, all around.) I then asked: what if you could have a free helmetand all your co-workers were wearing one, too? (Everyone brightened up.)
I passed out copies of a booklet I had compiled from the Internet, full of articles relating to head injuries and helmet use in Vietnam. I showed them locally available,Vietnamese-produced, specially designed, well-ventilated helmets, available in threesizes. I said that anyone who worked in the Center who wanted a helmet should write their name and size on a list and that I would buy them a helmet. Do you knowthat every single employee of the Center requested a helmet, as did our PT studentsand the four therapists from the General Hospital? As the HVO manual advises:Assume nothing!
And so, I got to be Bill Gates here in DaNang…I provided head protection for every member of the Center.Many of them are now motivated to stretch their own finances to get helmets for the rest of their family.Additionally, these helmeted Center employees have also been armed with booklets written in Vietnamese to help them explain to curious people why they are wearing helmets.

HVO IN UGANDA — THE IMPACT
Since 1989, HVO has been serving as a professional training resource at Mulago Hospital, the largepublic training hospital of the internationally renowned Makerere University in Kampala,Uganda. The following highlights were provided by Ugandan health workers commenting on theimpact of HVO in Uganda.
HVO’s orthopaedic volunteers are credited with:� establishing East Africa’s first specialty training program� instituting a triage and urgent care system for orthopaedic trauma victims� developing, upgrading and helping to sustain the capacity for arthroscopic surgery
HVO nursing volunteers havebeen instrumental in helpingstaff and students to achieve:
� a 25% overall reductionin the death rates ofpremature infants inthe NICU
� a 45% reduction indeaths due to asphyxiain the NICU
� an expansion of thenursing baccalaureateprogram
� an upgrade of the nurs-ing and midwiferyschool from certificateto diploma level
HVO pediatric volunteersare credited with:
� developing the departments’ information technology capacity� supporting the efforts of staff to obtain international recognition for their research –
resulting in four prestigious international awards
HVO internists are recognized for:� initiating important blood screening procedures� updating stroke care practices� reducing mortalities on the wards through daily rounds� assisting the hospital to develop a team of lung specialists

A PARTNERSHIP BETWEEN PFIZER,
THE CHRISTIAN MEDICAL COLLEGE AND HVO
Excerpt from a letter by Dr. Sujith J. Chandy, Head, Pharmacy
The Christian Medical College in Vellore, India is 106 years old. Started as a one bed dispensary byDr. Ida Scudder, an American medical missionary, it is now a 2200 bed tertiary care hospital withvarious peripheral outreach programmes and primary care centers. Approximately 4000 patients visitthe outpatient department every day. Currently, it is a department with approximately 170 staff,more than 2000 medicines and four major sections. The sheer size, diversity and complexity of thepharmacy department leads to innumerable challenges in the management and administrative areas.
In 2004 I received a letter from HVO describing the Pfizer Global Health Fellow program andoffering the services of Dr. Lobeck. I was initially a bit hesitant with various inhibitions such aswhat will the role of the fellow be in the pharmacy, and should an industry person be inside a hospi-tal pharmacy. I decided to accept and take the risk and I must honestly say that I have had noregrets whatsoever. That was the beginning of the relationship with HVO and the Pfizer GlobalHealth Fellowship program. Since then, the department has been fortunate to have two more fel-lows, Drs. Robles and Atallah.
The Fellows have played an extremely important role in the diverse functions of our departmentsuch as: rationalizing management processes for purchase and stores, strategizing selection policies,formulating a new pricing policy for drugs, initiating and implementing various projects with thegraduate pharmacists to look at promotional policies, transfer policies, job descriptions, standardoperating procedures, staff acknowledgments, and most recently collaborating the hospital adminis-tration on securing ISO certification for the department. Many of these changes took place with agreat deal of thought, effort and facilitation on the part of the Fellows. Various changes were initiat-ed at the dispensing outlets, allowing a much smoother patient flow. This has been greatly appreciat-ed by the patients.
The Fellows have had a major impact on our staff. Many of our staff have been exposed to anentirely new way of thinking by interacting with the Fellows. This interaction has spawned newideas among the staff and a renewed enthusiasm for their work in spite of acute staff shortage anddemanding work atmosphere. The changes introduced by the Fellows have been highly appreciatedby our staff and the administration. �

We have audited the accompanying combined statement of financial position of Health Volunteers Overseas, Inc. as ofDecember 31, 2005, and the related combined statements of activities, functional expenses, and cash flows for the yearthen ended. These combined financial statements are the responsibility of Health Volunteers Overseas, Inc.’s manage-ment. Our responsibility is to express an opinion on these combined financial statements based on our audit.
We conducted our audit in accordance with auditing standards generally accepted in the United States of America, andthe standards applicable to financial audits contained in Government Auditing Standards issued by the Comptroller General of the United States. Those standards require that we plan and perform the audit to obtain rea-sonable assurance about whether the combined financial statements are free of material misstatement. An audit includesexamining, on a test basis, evidence supporting the amounts and disclosures in the combined financial statements. Anaudit also includes assessing the accounting principles used and significant estimates made by management, as well asevaluating the overall financial statement presentation. We believe that our audit provides a reasonable basis for ouropinion.
In our opinion, the combined financial statements referred to above present fairly, in all material respects, the financialposition of Health Volunteers Overseas, Inc. as of December 31, 2005, and the changes in its net assets and its cash flowsfor the year then ended, in conformity with accounting principles generally accepted in the United States of America.
In accordance with Government Auditing Standards, we have also issued our report dated May 2, 2006 on our consideration of Health Volunteers Overseas, Inc.’s internal control over financial reporting and on our tests of its compliance with certain provisions of laws, regulations, contracts, and grant agreements and other matters. The purpose of that report is to describe the scope of our testing of internal control over financial reporting andcompliance and the results of that testing, and not to provide an opinion on the internal control over financial reportingor on compliance. That report is an integral part of an audit performed in accordance with Government Auditing Standardsand should be considered in assessing the results of our audit.
