Statewide Summary – The removal of downed trees and debris from roads has finished and crews have transitioned to repair activities. There are 5 maintenance crews from the upstate and midlands assisting District 5 with road repair activities. Twelve sign crews from the upstate and midlands have been dispatched to the hardest hit areas of District Five and District Six to begin replacing damaged and missing signs. While most signals are operational, SCDOT and contract signal crews continue to make repairs on remaining damaged signals and flashers. SCDOT bridge inspectors are also working to assess support structures for damage, and other conditions such as scour. The chart below represents the number of road and bridge closures recorded each day.

Engineering District 1 (Kershaw, Lee, Lexington, Richland, and Sumter Counties) All county offices are back to normal operations with the exception of crews deployed to coastal counties. The field offices are working five 10-hr days as previously arranged before the storm. Most are accomplishing Work Request goals, while still other crews are performing cleanup operations in their respective Counties. Conditions: Normal Staffing: 148 employees are actively working on cleanup items due to the storm. 1 two-person sign crew (Richland) deployed to Marion County through Saturday. 1 five-person crew with 1 trackhoe and two 8-yard tandem trucks deployed to Beaufort County will return today. 1 two-person sweeping crew from Lexington is prepared to deploy to Beaufort. 2 two-person vacuum truck crews have prepared to deploy to Beaufort on or about Monday 10/24. Road Closures: All roads are opened in District One that were closed due to Hurricane Matthew. Engineering District 2 (Abbeville, Anderson, Edgefield, Greenwood, Laurens, McCormick, Newberry, and Saluda Counties) There are 2, 2-Man, sign crews in District 5 working in Horry County that will complete their work today. The 2 crews from Anderson County in District 6, working on roadway repair locations in

Beaufort County completed their work yesterday. All Counties in District 2 are on On-Call Status at this time. Conditions: Normal

Staffing: All counties on On-call Status in District 2, we have Maint. Crews and Signal Shop employees in the District ready to deploy if necessary for hurricane assistance. Road Closures: None due to Hurricane Matthew.

Engineering District 3 (Greenville, Oconee, Pickens, and Spartanburg Counties)

District 3 is currently at normal operations. Six 2-man sign crews have been deployed to District 5 to assist with the repair of damaged signs and the installation of missing signs.

Conditions: Normal Staffing: All counties are at normal operations with on-call crews handling issues as normal. Road Closures: None due to Hurricane Matthew

Engineering District 4 (Cherokee, Chester, Chesterfield, Fairfield, Lancaster, Union, and York Counties) All county offices are conducting normal operations with the exception of deployment crews. There are currently 8 crews (total personnel 48 employees) assisting in recovery and repair activities in District 5. They will return home today. Four relief crews consisting of 24 employees will return to the hardest hit counties in District Five on Monday, October 24, 2016 to assist with road repairs.

Conditions: Normal

Staffing: All counties and district office under normal operations. No afterhours staffing.

Road Closures: One closure in Chesterfield County due to washout. Repairs will be made with in-house crews. Estimated completion date of November 11, 2016.

Engineering District 5 (Darlington, Dillon, Florence, Georgetown, Horry, Marion, Marlboro, and Williamsburg Counties) Maintenance Units in District 5 continue work on road and bridge repairs at damaged locations with the help of assistance crews. Darlington, Florence and Marlboro have completed in-house storm related repairs and are assisting Dillon, Marion and Williamsburg with repairs. Construction personnel are continuing to perform assessments of routes for damages and are preparing road and bridge repair contracts for complex repairs. Maintenance crews from multiple Districts are assisting with recovery operations. Contractors have started debris removal operations in Darlington, Florence, Georgetown, Horry, Marion, and Williamsburg Counties. Debris removal operations are expected to begin in Dillon and Marlboro next week.

Conditions: Work is progressing on road and bridge repairs.

Staffing: At this time, there are 552 maintenance employees and 38 construction employees working

12-hour shifts and engaged in storm response activities. Road Closures: There are currently 76 road and bridge closures in District 5, which is a 55% reduction since the peak number of closures occurred on October 10th. Of the 76 closures, 25 (33%) are closed due to dam failures and flooding. Eight closures remain on primary routes and are listed below. Dillon: US-301, US-501, SC-9 Horry: US-701, SC-905 Marion: US-501, SC-41

Engineering District 6 (Beaufort, Berkeley, Charleston, Colleton, Dorchester, and Jasper Counties) All crews are working diligently to clear roadway and roadway shoulders of debris, and repair earth shoulders. A few specific updates are as follows:

1. All available crews performed road maintenance from hurricane issues. 2. Beaufort, Berkeley and Jasper have completed the road closed list and are repairing

infrastructure. 3. One Bridge closure in D6 – Sullivan’s Landing Road (S-137) Approach wash out and repairs

have commenced. 4. Remaining cleanup on SC 174 right of way will be conducted by contact forces from Town of

Edisto Beach. 5. SCDOT debris contractors active in Dorchester County, debris contractor expected to start in

Jasper today. 6. Debris in Beaufort and Charleston Counties on SCDOT rights-of-way is being removed by

County contractors. Conditions: Normal. Staffing: 192 employees working today. 12 Assistance personnel from 2 districts working in Beaufort County today on infrastructure repairs along with county personnel. Road Closures: There are currently 4 reported road closures in District 6 due to Hurricane Matthew. There is currently 1 closure on a primary route

• Colleton – SC 174 (Palmetto Blvd) ROW cleanup work being performed by contractor.

Engineering District 7 (Aiken, Allendale, Bamberg, Barnwell, Calhoun, Clarendon, Hampton, and Orangeburg Counties) Debris contractors have arrived in Clarendon, Hampton, Orangeburg and Holly Hill areas. Maintenance Crews in Allendale, Bamberg, Barnwell, and Calhoun counties are removing hurricane debris from the right of way. Crews from Aiken, Hampton and Orangeburg Maintenance are assisting these counties. Two of District 7 sign crews are currently working in Williamsburg County assisting with sign repairs.

Conditions: Normal Staffing: 199 employees are actively working today. Shifts for Maintenance units are from 7 am to 5pm. District Office staff is back on normal hours. Road Closures: 4 road closures due to Hurricane Matthew at this time. Traffic Management Center – The State Traffic Management Center is staffed and operational 24 hours a day. Regional Traffic Management Centers are also operational in Greenville and Rock Hill. The State Highway Emergency Patrol (SHEP) has returned to normal operations. Customer Service Center – The call center had 302 calls Thursday, Oct. 20. The center will be open 7am-7pm Friday. Other Modes of Transportation

Public Transit All public transit systems are now operating normally, and all roads previously impacting full transit service have now been cleared and opened.

Freight Rail status: CSX (Class I) All CSX routes in South Carolina are restored and operating normally. R.J. Corman (Shortline - Marion and Horry Counties) R. J. Corman is continuing repairs/clearing to address 30 washouts and 12 miles of flooded rail and resume operations. The railroad has moved equipment in perform the work, and the estimated return to service remains four weeks.

Passenger Rail status: All Amtrak routes in South Carolina impacted by Hurricane Matthew have resumed operations. The Palmetto, serving Dillon, Florence, Kingstree, North Charleston, and Yemassee, is not operating due to unrelated, previously-scheduled maintenance. The Silver Meteor service that also runs on this same route is operating normally and serving the same stations.

Services using the Norfolk Southern mainline with stations in Spartanburg, Greenville and Clemson are not impacted and are operating.
