WelcometotheHumbersideFireAuthority’sAnnualPerformanceReportwhichprovidesanoverviewofServiceperformanceduring2019/20.Iampleasedthatthisreporthighlightsthecontinuedimprovementtowardsoureffectiveness,efficiencyandhowwelookafterourpeople.
Asweconcludethisreportingperiod,itisimportanttoreferencetheofficialannouncementmadebythe‘WorldHealthOrganisation’(WHO)onthe11.03.2020declaringtheCoronavirusCovid-19outbreakasapandemic,withtransmissionintheUKfirstdocumentedonthe28.02.2020.TheServicehastakenquickanddecisiveactionalignedwithGovernmentguidelinestoprotectthewelfareofstaff,withoutinterruptiontoouremergencyresponsefunction.Asweenterinto2020/21moreinformationanddatadetailingourjourneythroughtheresponse,transitionandrecoverystagesofthepandemicwillbeincorporatedintoourreportingdocuments.
Aswereflecton2019/20theServicecontinuestoexceedourtargetsforrespondingtoincidentsincludingthetimeittakestomobiliseafireenginefromtheoriginalreceiptofanemergencycallintoour999ControlRoom.
Wehaveseentheoverallnumberofemergencyincidentsattendeddecreaseby3.78%,attending13754incidentsduring2019/20comparedto14294during2018/19.
TherehasbeenadecreaseinthenumberofSecondary(small/external)Firesfrom2958in2018/19to2534in19/20,adecreaseof14.33%,andanincreaseinthenumberofSpecialServicesattended,from2589in2018/19,to2804in19/20,anincreaseof7.67%.Wecontinuetoworkcloselywithourpartnerorganisationstoidentifyandaddressunderlyingcauses.
OverthesameperiodtherehasbeenasmalldecreaseinthenumberofEmergencyMedicalResponseincidentsattendedfrom2849in2018/19,to2731in2019/20,a4.14%reduction.
During2020/21andbeyondwewillcontinuetoworkcloselywithHerMajesty’sInspectorateofConstabularyandFire&RescueServices(HMICFRS)whoassesstheeffectiveness,efficiencyandpeoplefunctionsoffireandrescueservices.Wecontinuetowelcomethisindependentassessmentoftheworkweundertakeforandonbehalfofthecommunitiesweserve.
Ouraimwillalwaysbetodeliverefficientandeffectiverisk-basedpreventionandprotectionservicestargetedatthemostvulnerableinourcommunitiesandahighlyeffectiveresponseservicetodealwithemergencieswhentheydooccur.
WithinthisannualreportwehaveincludeddetailsofourperformanceintheareasofPublicSafety(whichincludesCommunityandBusinessSafety)EmergencyResponseandinrelationtothepeopleweemploy.Wewelcomeyourquestionsandcommentsregardingthisreport,oranyotherareasofyourFireandRescueService.

HumbersideFireAuthoritycoversthefourUnitaryAuthorityareasofKingstonuponHull,theEastRidingofYorkshire,NorthLincolnshireandNorthEastLincolnshire.Theareahasatotalpopulationofapproximately925000andcoversageographicalareaof1358squaremiles.
Acrossthearea,6.5%ofourcommunityarefromablackorminorityethnicbackground(BAME).Thefollowingtableshowsthepopulation,area,genderandethnicityofeachoftheUnitaryAuthoritiesaccordingtotheirrespectivepublisheddata.

HumbersideFireandRescueServiceasatMarch2020employed1124staffofwhich80.78%weremaleand19.22%werefemale.Ofthe1124staff93.6%declarethemselvesaswhite(British/other),1.42%(BAME/mixed)and4.98%prefernottosayorunstated.Ofthe1124staff2%havedeclaredtheyhaveadisability,afurther8%prefernottosayorunstated.
Wehave31FireStations,12arecrewedbyFull-Timefirefightersand19byOn-Callfirefighters.3oftheFull-TimestationshavemixedcrewingofbothFull-TimeandOn-Callfirefighters.OurFirstResponder(MedicalResponse)teamsrespondtoimmediatelife-threateningcallsreceivedbytheambulanceservicetoprovideearlyintervention.IntheHullareawehaveaFallsInterventionResponseandSafetyTeam(HullFirst),establishedtodealwithnon-life-threateningfallincidents,andasemergencyfirstresponders.
OurControlRoomislocatedatServiceHeadquartersinHull.Itoperates365daysayear,24hoursaday.Supportservices,includingFinance,HumanResources,ICT,CorporateAssuranceandOperationalTrainingarealsobasedatServiceHeadquarters.
EmergencyServicesFleetManagement(Humberside)LtdisaJointlyControlledCompanystaffedfrombothHumbersidePoliceandHumbersideFireandRescueService(HFRS).TheCompanyprovidesallvehiclemaintenanceandoperationalequipmentmaintenanceforbothorganisations.
Aswellasrespondingtoemergencies,weprovidepreventativeservicesforthepublictohelpthemprepareforemergencies,reducethelikelihoodofemergencieshappeningandreducetheirimpactiftheydohappen.ThisworkincludesSafeandWellvisitstovulnerablepeopleandthefittingofsafetyequipmentwhereneeded.WorkisundertakenwithpartnerstoreducethenumberofRoadTrafficCollisionsinourarea.Wehavealegalresponsibilitytoenforcefiresafetylegislationandweprovideadvicetobusinessestohelpthemcomplywiththelaw.
Aswithmanyotherpublicservices,wearefacingchallengingfinancialtimeswhichmayimpactuponthewayservicesaredelivered.Despitethis,fireenginesroutinelygettoincidentsquickerthanourtargettimesandwecontinuetostrivetomakecommunitiessaferfromtheriskoffire.Inadditiontoourexcellentresponsecapabilitywecontinuetodeliverefficientandeffectivepreventionandprotectionservicestargetedatthemostvulnerableinthecommunityandahighlyeffectiveresponseservicetodealwithemergencieswhentheydooccur.
As with many other public services, we are facing challenging financial times which will impact upon the way services are delivered. Despite this, fire engines routinely get to incidents quicker than our target times and we continue to strive to make communities safer from the risk of fire.

b.OurEqualityandInclusionCommitmentStatement
Weaimtocontinuouslyimprovethestandardsofserviceweprovidetothecommunitiesweserve.Werecognisetheimportanceof,andarecommittedto,promotingequalityandinclusionintheprovisionofourservicesandtoouremployees.Wearecommittedtoencouragingequalityanddiversityamongstourworkforceandtoeliminatingunlawfuldiscrimination.Wecontinuetoaimforourworkforcetoberepresentativeofthecommunitiesweserveandforeachofouremployeestofeelrespectedandtobeabletogivetheirbest.
WerecogniseourlegalresponsibilitiesundertheEqualityAct2010.Specifically,thepublicsectorequalitydutytoeliminateunlawfuldiscrimination,harassmentandvictimisation,advanceequalityofopportunityandfostergoodcommunityrelationsandhaveanengaged,fairlytreatedandmotivatedworkforce.Inparticular,weopposeandarecommittedtoeliminatingallformsofunfairtreatmentatworkbasedonage,disability,sex,raceornationalorigin,religionandbelief,sexualorientation,genderreassignment,maritalorcivilpartnershipstatus,pregnancyormaternity,politicalopinions,tradeunionactivityormembership,lackoftradeunionactivityormembershiporspentcriminalconvictionsnotrelevanttothepost.
Weaimtopromoteequality,fairnessandrespectforallofouremployees.Inworkingtoprotectandkeepcommunitiesandindividualssafefromfireandotheremergencies,werecognisethatpeople’sneedsmaybedifferentandthatsomepeoplewillbemoreatriskoffireandemergenciesthanothers.Weaimtotargetourservicesandresourcestoprotectthewholecommunityandtoreducetheadditionalrisksfacedbysome.Indevelopingappropriateservices,wewillworktoengageandinvolveourcommunities.

TheServiceoperatesundera Service Delivery Structurewith4districtsthataredividedbythephysicalboundaryoftheHumberEstuaryandriverintoNorth(HullandEastRiding)andSouth(NorthLincolnshireandNorthEastLincolnshire).TherespectiveServiceDeliveryTeamshavetheresponsibilityforalloperationalandsafetymattersintheirarea.

Response Standards-TwofireengineswillbemobilisedtoDwellingFiresandRoadTrafficCollisions.Thefirstaimstobeinattendancewithinthefollowingtimes,onaminimumof90%ofoccasions.
ThesecondfireenginemobilisedtoaDwellingFireoraRoadTrafficCollisionaimstobeinattendancewithinfiveminutesofthefirstfireenginearrivingattheincident,onaminimumof80%ofoccasions.Weareproudtosaythat,despitethestandardswesetforattendingincidentsacrosstheServiceAreabeingsomeofthemostchallenginginGreatBritain,weconsistentlyexceedthem.

OurresponsetoanemergencystartswithourControlRoom;thisiswhereouremergencycallsarereceivedandassessedbeforeanappropriateinitialresponseismobilised.Ourperformancestandardrequiresthatemergencycallstoallincidentshavearesponsemobilisedwithin90secondson75%ofoccasions.MobilisationstoRoadTrafficCollisionincidentsaregenerallyslowerduetotheneedtoestablishaccuratelocationdetails.Thisisparticularlyrelevantinourruralcommunities,wherestreetnamesandhousenumbersarenotalwaysaseasilyavailableoridentifiabletothecaller.
Ensuringthatthefastestandmostappropriateresponseismobilisedtoanincidentisourkeypriorityduringemergencycallhandling.WehaveacceptedthatitmaytakeourControlRoomstaffalittlelongertoextractqualityinformationfrom999callers,however,thisfurtherassistsourdynamicapproachtomobilisingandprovidesourrespondingcrewswithfurtherinsighttotheincidenttheyareattending.
Duringeventssuchasextremefloodingandlargeincidents,emergencycontrolroomscanbecomeinundatedwithahighvolumeofemergencycalls.InaconsortiumarrangementwithLincolnshire,HertfordshireandNorfolkFireandRescueServices(FRS),investmentisbeingmadetoimproveresilienceincallhandlingandmobilising.TheEastCoast&HertfordshireControlRoomConsortium(ECHCRC)officiallywentliveinHertfordshireFRSonthe28.11.2017,followedbyHumbersideFRSonthe26.11.2019,NorfolkFRS12.02.20andLincolnshireFRS19.2.2020.CollectivelyServicescannowdeliveranintegratedcallhandlingandmobilisingsolution,withsignificantlyimprovedresilienceandpartnershipworking.

Wecontinuetoevaluateandmonitorourperformancetolookforsmarterandmoreefficientwaystoensureourcommunitiesaresaferplacestoliveandwork.Dataplaysabigpartinourriskprofiling.Weuseourowndatainconjunctionwithsocialsegmentation,NHSandLocalAuthoritydatatobuildupamatrixofrisk.Thisallowsustoaccessthepeopleandbusinesseswhoaremostvulnerabletotheriskoffire.
Referralsfrompartnersarealsoanimportantpartofbeingabletoaccessthemostvulnerablehomesandbusinessesandwecultivatethoserelationships,trainingotheragenciestorecognisefirerisk.
Wehavecommissionedworkwithatechnologyprovidertodevelopfurthermobilecapabilityfortheefficientdeliveryofsafetyactivities.WeworkwithintheNationalFireChiefsCouncil(NFCC)frameworkandareinvolvednationallyandregionallywithhealthpartners,includingPublicHealthEnglandandNHSEngland,instigatingseveralactivitiesinpartnershiptoimprovehealthandqualityoflifeoutcomesforthosemostatriskinourcommunities.WeprovideSafeandWellservicestoourcommunitiesasanimportantelementofthepreventativeworkcarriedoutacrossourarea.Thisserviceprovidespeoplewithguidanceandsupporttokeepthemsafefromfireandotheremergenciesandbroadlyfollowstheprinciplesbelow:

SMOKEALARMS
Youarefourtimesmorelikelytodieinafireathomeifyouhaven’tgotaworkingsmokealarmandescapeplan(www.gov.uk/firekills).Forthisveryreasonweinvestalargeamountofourresourcesinensuringresidentshaveaworkingsmokealarmandanescapeplan.During2019/20wefoundthat85.71%(330)homeshavinghadanAccidentalDwellingFirehadasmokealarmfittedand66.67%ofthesmokealarmsactivatedduringthefire.Typicalreasonsfornotactivatingincludedmissingordefectivebatteriesandthesmokealarmsbeinginadifferentroomtowherethefirestarted.
During2019/20atotalof4737alarmswerefittedintheServiceareabyouremployees.Thisfigureisacombinationofsmoke,heat,deafandinterlinkedalarms.HFRSonlyfitbatterypoweredalarms.4062ofthesealarmswerefittedatSafeandWellvisits,baseduponoccupantriskandvulnerability.
DOMESTICSPRINKLERS
Sprinklersarerecognisednationallyasthemostappropriateformofprotectionforthemostvulnerableor‘atrisk’membersofourcommunities.HFRShaveutilisedsuchdomesticsystemstoprotectthemostvulnerableandcontinuetoworkwiththeNFCCtoidentifythemostappropriatemeansofprovidingthis.

Thetop5reasonsforabsenceacrosstheorganisationduring2019/20were,MentalHealthAnxiety/Depression,MusculoSkeletalLowerLimb,MusculoSkeletalKnee,MusculoSkeletalBackandRespiratoryOther. ShorttermabsencecontinuestobeaddressedlocallyviamanagerssupportedbyHRServicePartnersandhasrecentlybeensubjecttoincreasedfocustoprovidemorerobustandtimelyinterventionandsupport.Itisnotablethatwhilstlongtermabsencehasincreased,shorttermabsencehasreducedacrosstheboardby6.44%(134dutydays).
Theincreaseinabsencesattributedtomentalhealthissues,whilstconcerning,indicatesthatwehavebeensuccessfulasaServiceinbreakingdownthestigmaattachedtothisimportanthealthissue,withmorestaffbeingpreparedtodeclareandseekhelpfortheirissues.
TheprofileandimportanceofmentalhealthhasalsobeenraisedwithintheServicepromptingmorestafftoseekhelpthroughtheBlueLightMentalHealthChampionsschemeandwiththelaunchoftheZeroTolerancetoBullyingcampaignwhichaimstoaddressthesourceofsomestressfulworkplaceissues.
Giventhelevelofabsenceattributedtomentalhealthissues,thisimportantissuewillremainahigh-profilematterandwillbesubjecttofurtherreviewviaourHealthandWellbeingSteeringGroupandviatargetedservicesprovidedbyOccupationalHealth.TheOccupationalHealthandWellbeingTeamrecognisetheimportanceofpromotingwellbeingandsupportingstaffduringperiodsofsicknessabsenceandontheirreturntowork.
Inordertoensurecontinued,appropriateandtimelymanagementofbothlongtermandshorttermabsences,theServicecontinuestoutiliseamulti-partyapproachvialocal/lineManagers,HumanResources,OccupationalHealthandSeniorManagement,allofwhomhaveasignificantparttoplayinthesupportofstaffandresolutionofabsenceissues.Thisapproachensuresfocusandconsistencyaremaintainedandprovidesclarityforallpartiesonthewayforwardfortheirindividualcasesortrendsthatmayoccur.
b.Ourhealthandsafetyrecord
AlthoughweprovideaFireandRescueServiceandsometimesmustoperateinhazardousenvironments,ourincidentsandinjuriestypicallyreflectmostotherindustries.Asmaybeexpected,wealsohaveotherlesscommoninjury/incidenttypesduetothenatureofsomeoftheemergencyworkundertaken;suchasexposuretofireorheat.Everyreportedaccidentisappropriatelyinvestigatedtoallowlessonstobelearntforfutureimprovementtowardsasaferworkingenvironmentforallstaff.
INJURIESANDNEARMISSES
Injuriessustainedat,orwhilerespondingto,emergencyincidents,arelessfrequentthanthosesustainedduringtrainingandotherroutineactivities.Thisindicatesthatsafetyandsupervisionontheincidentgroundareeffective.
Mostinjuriesduring2019/20occurredduringtrainingactivities.Wearecommittedtotrainingourstaffatanappropriateleveltotheunpredictableemergencysituationstheyarelikelytoencounter.Itismoreimportantthanevertoensurethatthistrainingisasrealisticaspossible.

However,theproportionaterisksstaffareexposedtomustbecontrolledandjustifiedintermsofequippingthemwiththeskillstobecomesaferfirefighters.Thesafetyofallouremployeesisofparamountimportanceduringanyactivitiesundertaken.Wemustcontinuetoensurethatallourduties,includingthoseoutsideofincidentresponse,areadequatelysupervisedandresourcedtopreventevenslightinjuries.
Nearmissesarelowerthanlastyearandwedoactivelyencourageouremployeestoreportallsuchoccurrences.Ideally,wewouldliketoseeNearMissesincreaseevenfurtherinproportiontoreportedaccidentsandincidents.

OURVEHICLEFLEET
Ourfleetofvehiclesisusedforawidevarietyofpurposes,notjustrespondingtoemergencyincidents,butforawiderangeofotheractivitiessuchaspublicsafety,training,generaltransportetc.
Currentlythefleetis100%dieselpowered.Wecontinuetomaintainourownstocksofdieselfuelatstrategiclocations,thisisprimarilytoensureahighlevelofresilience.Astheyarefuelledlocallythisalsohastheeffectofreducingourcarbonfootprint,andensureswearealwaysreadyandabletorespond,whilethebulkbuyingoffuelisalsosignificantlymoreeconomical.
OurServiceisheavilyreliantonvehicles,fromsmalleconomicalcars,tospecialistrescuevehiclesandtraditionalfireengines.Weremainactiveinencouragingandmonitoringtheefficientuseofourfleet,usingavehicletelematicssystemtosupportthisapproach.Thisalsoensuresallvehiclesareusedmoreeffectivelyandinadditiontothis,anyvehiclesprocuredbytheServicenowcomewithbluetechnology(AdBlue),tohelpreducedamagetotheenvironmentfromNitrogenOxide(NOx)includingNitrogenDioxide(NO2).
WehaverecentlystartedworkingwiththeEnergySavingTrustandLeasePlanwhoareprovidingadviceandguidanceinhelpingusmovesomeofthefleettomoreenvironmentallyfriendlyfuelsources,electricvehiclesandprovidethenecessaryassociatedinfrastructure.Totalfuelusagethisyearsawafallfrom306,781litresin2018/19to288,667-adecreasein18,114litresused.
Thetotalmileageforallvehicleswithinthefleethasalsodecreasedinlinewithfuelusage,fallingtojustunder1.05millionmiles,fromthe1.32millionrecordedin2018/19,areductionof270,000miles.

AtfirstglancetheHumbersideFireandRescueServiceenergyusagehasincreasedslightlyoverlastyear,thisbeingthefirstincreaseinthepastthreeyears,whichmaywellbeduetoacolderwinterormildersummeroverthisreportingperiod.Furthermore,withtheintroductionofautomaticmeterreadingbeinginstalledinourpremiseswecanmoreaccuratelydetermineourusage.AlthoughfiguresareupslightlyitremainsapriorityforHumbersideFireandRescueServicestodrivedownenergyusage.OverthepastyeartheServicehasundertakenseveralrefurbishmentprojects.

Since2011/12theAuthorityhassufferedacirca40%reductioninexternalfundingwhichequatestoapproximately£11.5m.DespitethesesignificantchallengestheAuthoritycontinuestotakeaveryprudentapproachtoitsfinances.Tothisend,£11.5mofefficiencieshavebeenimplementedovertheyears2011to2019.
Historically,theAuthorityhaslivedwithinitsmeansanddeliveredamodestunderspendinrecentyears.The2019/20financialyearhasseentheAuthoritydeliverasmalloverspendwhichsignifiesatighteningofavailablefinancialresourcescoupledwithanincreaseincostpressures,e.g.thecostsassociatedwiththerecruitmentandtrainingoffirefightersandpressurefromannualpayawardsforstaff.
TheAuthority’spositionoverthemedium-termissound,butcarefulattentionwillneedtobepaidtoanycostpressuresarisingandanychangestothefundingmechanismthatisusedbyGovernmentforFireandRescueServices.Themedium-termpositionwillbekeptundercontinuousreviewparticularlyinthecontextoftheService’sresponsetothecurrentCovid-19pandemic.Limitedcostswereincurredinthe2019/20financialyearbuttheexpenditureismoresignificantmovingintothe2020/21financialyear.
GovernmenthasallocatedfundingtoLocalAuthoritiesandFireandRescueServicestohelpmeetthesecosts(£919kallocatedtoHumbersideFireAuthority).TheimpactsbeyondtheimmediatefuturemayalsobeontheAuthority’sprecept/counciltaxincomeifcollectionratesareadverselyimpactedbytheCovid-19pandemic.Thiswillbemonitoredcarefullyduring2020/21.
In2019/20,theAuthorityreceivedRevenueSupportGrantandanallocationofpooledNationalNon-DomesticRatesdirectlyfromCentralGovernment.ItalsosetsaPrecept(counciltax)throughouttheHumbersideareaforthebalanceofitsexpenditurerequirements.ThePreceptsetfor2019/20was£23.99m(2018/19was£21.97m)whichequatedtoaCouncilTaxBandDEquivalentof£84.94(2018/19was£82.51).
