and a highly competent and dedicated staff of approximately 165 employees. The administration offices include the following departments: general manager’s office, general counsel, finance, human resources, information services & technology, public affairs, visitor services, land & facilities services, real property, planning, engineering & construction and natural resources. Midpen’s two field offices and south area outpost, located on the preserves, include approximately 60 staff members who provide patrol, maintenance, and visitor services. Midpen has an annual 2016/17 budget of approximately $58 million, with the primary revenue source a share of the annual total property tax collected within its district. As Midpen looks to the future, our Strategic Plan provides a vision of accomplishing all elements of the mission in a balanced, fiscally prudent, and sustainable manner. After focusing on land acquisition for nearly forty years, Midpen is purposefully elevating the other two key parts of the mission –protecting and restoring the lands, and providing public access and education– to provide a better balance in the delivery of services to the public.

Midpen’s administrative offices are located in an area that enjoys a very high standard of living. Los Altos is a residential community with a population of just over 30,000, in the heart of Silicon Valley. Shopping, parks and community centers are part of the small town aura of the City. Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:A Bachelor’s degree in public or business administration, human resources, labor or industrial relations, or a related field. A Master’s degree is highly desirable. Five or more years of progressively responsible experience in the following areas: recruitment and selection, employee relations, labor relations (including contract negotiations), pay and classification, and benefits administration. Additionally, at least three years of supervisory/management experience is required.Licenses and Certifications: Possession of a valid California Driver’s License.Possession of a Human Resources professional certification is highly desirable, such as through the International Public Management Association for Human Resources, the Society for Human Resources Management, the California Public Employers Labor Relations Association – Labor Relations Academy, or a certificate in HR Management from a university program.

The salary range for the HR Manager is $116,443 - $145,427.

T H e P o s I T I o n

Under general direction, the Human Resources (HR) Manager plans, manages, develops, implements and directs Midpen’s human resources services and functions, including recruitment, examination and selection, classification and compensation, employer compliance, employment data and records, employee relations, labor relations, grievance administration and oversight, benefits administration, workers’ compensation, occupational health and safety programs, equal employment opportunity, workforce planning/succession planning, and employee training and development. The HR Manager serves as Midpen’s primary negotiator in meet and confer sessions and manages all aspects of labor negotiations. Reporting to the CFO/Director of Administrative Services, the HR Manager will serve as a working manager while concurrently overseeing a staff of five dedicated, skilled professionals. This newly created position’s key responsibilities will be labor relations including negotiations, organizational development and training, policies and procedures, and special projects. Management and Midpen’s Field Employees Association (FEA) have a positive working relationship based on mutual respect and a common organizational mission. Midpen is currently in a growth mode so recruitment activities will continue to be a focus as well as staff training and professional development. This position will be actively involved in Midpen’s Leadership Academy and succession planning. Assessing areas for improvement and implementing HR best practices will be key in this role. The HR Manager will work closely with internal and outside Counsel and labor negotiators.This position is a member of Midpen’s Management team and participates on various committees, as well as participating in organizational, operational and budgetary planning meetings related to the human resource functions at Midpen. As a manager, this position will have broad responsibility, independence, and accountability while serving on an at-will basis.
