Bus Routes Out of District

Runs are combined when possible to reduce costs.

When planning bus routes, program start and release times are the biggest obstacle in attempting to combine runs – a fifteen minute window in many cases is not enough travel time to get from one program to another.

Time spent on the bus is also a huge factor. What may seem like a reasonable amount of time to be on a bus for most students can be very difficult for a student with disabilities.

Some of our students require medical personnel on the bus during transport due to the severity of their disabilities.

Bus Routes Private Schools

School districts must provide transportation services to non-public school students within a 15 mile radius of the student’s home or established stop and the school of choice.

Parents must submit a transportation request form by April 1st of the preceding year to ensure transportation for their student in the upcoming school year.

2008-2009 forms were sent out by the transportation office to all the private schools during the 2nd week of January for distribution to parents.

Bus Routes Sports - Extra Curricular

After School Programs Transportation is provided for

academically based field trips with prior approval from the Building Administrators and the Superintendent for all students in the HCSD.

21st Century grants provide afterschool programming at both the High School and Middle School.

HHS bus runs Monday-Thursday.

HMS bus runs Monday-Friday / one city run and one covering outlying areas.

We transport students to sporting events in Columbia-Green-Dutchess Counties, the Capital District and surrounding areas. These include regularly scheduled games, scrimmages, tournaments and Patroon Conference Finals.

Crosswinds The Crosswinds housing development is located next to the

Hudson Middle School.

There are 70 one, two and three-bedroom townhouse units.

Occupancy will be staged in three phases. The first units are set to come online in April. Twenty-five more units will be added in May and the remaining units will be occupied in June.

Of the applications that have already been received, we are told that 80-90% of them are existing Hudson residents. We will be updated monthly as to the numbers and ages of the students moving into the district.

Given that the High School and Middle School are in walking distance, bus stops will only have to be added for the Greenport and John L Edwards Elementary Schools. The stops for the elementary schools will be added to existing bus runs at no expense to the district.

Transportation Finances – C.P.I.

C.P.I. - Consumer Price Index The Consumer Price Indexes (CPI) program produces

monthly data on changes in the prices paid by urban consumers for a representative basket of goods and services – 200 categories arranged into eight major groups.

CPI is a solution that was adopted by the Bureau of Labor Statistics as a way to measure general inflation while taking into consideration the fluctuation of individual prices.

The increase allowable for the yearly cost of a transportation contract that is extended for another year is calculated by multiplying the total cost -or- per attendance day cost by the CPI for May of that year.

Rising Fuel Costs The cost of diesel fuel is the number one contributing factor

in the rising cost of transportation. Although it can be said the cost of gasoline has risen at the

same time, we are as individuals capable of making the conscious choice to conserve fuel by carpooling, making only needed trips or walking when our destination is in close proximity. School buses must run the same routes everyday without variation whether one or twenty students ride.

Diesel fuel engines power 95% of all transit buses in the United States.

The effects of high diesel costs are having a profound impact across the budgetary spectrum not only for school districts but in every area of commerce.

The average U.S. price for a gallon of diesel reached $3.42 in December 2007, nearly 80 cents higher than the previous year.

Contract Expenditures

Bus drivers and monitors are in demand in every school district, in every state in this country.

Since the HCSD does not have its own fleet, the contractors absorb the costs of daily operations, for example: salaries, health insurance, drug testing, fingerprinting, physical performance testing, bi-annual driver meetings, re-certification training for drivers and monitors, vehicle maintenance, inspections, and the upkeep of 19A files.

Along with the cost of fuel, any expenses associated with daily operating costs are calculated into the price when bidding on a bus run.
