TITLE I COMMUNITY DEVELOPMENT Findings … 1980 Congress recognized:
Sec. 101(a)… (3) increasing energy costs which have seriously undermined the quality and overall effectiveness of local community and housing development activities.

Community Development Findings and Purposes
-”the conservation of the Nation's scarce energy resources”,
-”improvement of energy efficiency”, and
-”the provision of alternative and renewable energy sources of supply. “

How to put Energy Star into CDBG & HOME
Add the following text to your RFP:
“ All new buildings and gut rehab shall be designed to meet the National Energy Five Star efficiency
performance standard of 86. All procedures used for this rating (86) shall comply with National Home Energy Rating System guidelines.”
and “Should also select Energy Star appliances.”

What makes a building a good candidate for CHP?
