Huawei's Self-Improving OSS
Introduction: At the MWC 2014, Huawei announced that it would provide customers with its commercial OSS solution, an act widely interpreted by industry analysts as Huawei Carrier BG's shifting focus to software and service. Faced with fierce competition, what differentiated solution can Huawei offer to telcos? And what unique value can Huawei bring for them?
As a managed services (MS) solution, Huawei's operations support
system (OSS) solution has long been serving the telecom industry.
Huawei has developed a set of mature products and telecom value
assets thanks to network O&M experience gained from hundreds of
global MS projects. Huawei's OSS asset library is completely decoupled
from products. It is independently developed, offered, and deployed, and
can interoperate with OSS products from other vendors.
Huawei's OSS solution matches customers' business process, offering
the following key benefits:

Resource Management Facilitates Service Provisioning
Huawei has over 500 service and resource model templates that
can manage network elements (NEs) on RAN, core/IP/transmission
networks. These model templates create physical and logical models
to realize time-based resource management, providing detailed
information on sites, areas, and links. The model templates can
also work in collaboration with the resource management system to
coordinate E2E network activities, including real-time planning, accurate
project implementation, automatic network service provisioning and
maintenance, network standards support, and evolution to the IP-based
network. Huawei's service and resource model templates can help
customers align resource planning with service provisioning and realize
automatic service provisioning.

Fault Management Improves Customer Service Efficiency
Huawei's OSS solution includes service packages encapsulated
with over 700 rules, including the intermittent alarm rule, parent-child
associate rule, delayed alarm rule, and automatic ticket dispatch rule,
enabling automatic cross-vendor and cross-field alarm processing. With
a unified interface and window, the fault processing system can realize
unified alarm management. Integrated with the resource management
system, the fault processing system can also conduct topology-based
root cause analysis. Huawei's rich alarm-related asset packages ensure
an E2E alarm consolidation rate of 99.9%.
Automatic TT Management
Huawei is in possession of over 30 types of network O&M process
assets. The Managed Service Unified Platform (MSUP) covers
10 processes including preventive maintenance, troubleshooting,
network change, and site handover, while event management, change
management, problem management, and request management are
processes of the Information Technology Infrastructure Library (ITIL).
Huawei's network O&M process assets drive all TT processing activities,
achieving automatic and visualized network O&M, as well as unified
ICT O&M. So far, Huawei has successfully helped carrier X of Indonesia
improve customer service efficiency by 46%, saving US$ 300,000 each
year.

Test and Diagnosis Accelerate Fault Location and Troubleshooting
Huawei summarized experience from many trouble tickets and
established corresponding knowledge and experience model. 16 types of
test and diagnosis assets are summarized and integrated into Huawei's
OSS solution. For example, in case of Internet connection failure,
low Internet access rate, and slow IPTV switching, the OSS solution
provides comprehensive diagnosis policies and processing logic, and
supports diagnosis execution, helping service personnel improve
troubleshooting success rate and reducing customer complaints. The
solution enables problems to be solved at the call center without being
transferred to the network operations center (NOC) or left for onsite
troubleshooting, minimizing troubleshooting time and cost and reducing
customer complaints. Huawei has successfully helped carrier P improve
one-time troubleshooting success rate from 50% to 80% and reduce
onsite troubleshooting activities from 30% to 18%. US$-3 million in
savings per year achieved as a result.

Field Management: Right Personnel at Right Place and at Right Time
Field maintenance contributes to 70% of carriers' network O&M cost, so
field maintenance efficiency is crucial. Learning from global MS projects,
Huawei has summarized over 10 types of typical field maintenance
service models. Based on big data analytics, Huawei's OSS predicts
project requirements, network capacity, air conditions, the lifecycle of
network elements (NEs), and develops corresponding plans to realize
visualized management of field tasks, personnel, sites, and vehicles. As
a result, appropriate personnel will be sent to the "right place at the right
time". With the latest mobile apps and terminals, Huawei's OSS equips
field personnel with remote access to apps in real time thus, improving
their work efficiency by 20%.

Active Performance Management and Assurance
Huawei has developed over 200 rules for network performance analysis.
These rules are compatible with multi-vendor devices and cover many
fields, including the KPI calculation rule, performance alarm threshold-
crossing rule, and the topic analysis rule. Huawei's OSS solution helps
carriers conduct rule-based semi-automatic network performance
analysis and realize automatic and centralized network performance
management. The OSS supports real-time network performance
monitoring to quickly identify root causes and trouble shoot problems
thereby, actively protecting carriers' network. Successful project
practices showed an efficiency increase of 24.8%.
As Huawei's OSS solution is applied in more and more projects,
Huawei's OSS asset library will further be enriched and optimized,
helping global carriers improve network O&M efficiency.
