The aim of this project is to enable Refugees First to make the transition from avoluntary organisation to an effective and sustainable social enterprise; and tomodel the process of transition for use by other organisations. Men may make the Hajj alone, or in the company of friends andfamily. Women who travel alone while making the Hajj often musthave permission from a male family member for the journey. Womenare further encouraged to travel with a family member, or may bepermitted to make the Hajj with an exclusively female group.

All pilgrims who make the Hajj wear a simple white garment andsandals. Women may wear a simple white or black dress, but mostmen dress in an unhemmed wrapped garment called the Ihram. TheIhram, being worn by all signifies the equality of all people makingthe Hajj, and stands for one’s sins being wiped clean by the Hajj.

The first step after changing into the Ihram and saying a prayer praisinbegins in Mecca with all pilgrims circling the Ka’aba, a great black stoby Mohammed. Many people then walk between the hills of Safa and M

Once the Umrah is completed, pilgrims making the Hajj spend a day inNext, they progress to Muzdalifah where they will collect 21 pebbles forepresent Satan.

Since 2006, Kurdish leaders have faced many challenges and have met thosechallenges as well as the leaders of any people could in similar circumstances.

Q) Kurds continuously explore the reasons they don't have a state. What do you think the reasons are?

A) The local empires--Ottoman, Savafid-Qajar, and Russian--did not want a Kurdish state and neither did Great Britain.Also, for the past 30 years the U.S. has not had a policy of supporting Kurdish independence. The reason is that theseempires and states were more beholden to other empires and states than the Kurds. Plus, the Kurds up until the past quarter ofthe 20th century have not been nationalistic enough to develop the institutions necessary for a state.

Q) Their tragic history in the near past has left Kurds feeling permanently victimized. What are the political and social effectsof such feelings?

A) It results in a kind of nebulous and opacity of determination that mitigates the strong possibility of assertive and collectiveaction and organization.

Q) How do you evaluate the political leadership of the Kurds in the past?

A) I do not evaluate the political leadership of the Kurds prior to 1976 as being strong and determined. But since the lastquarter of the 20th century it has been much better. Since 2006, Kurdish leaders have faced many challenges and have metthose challenges as well as the leaders of any people could in similar circumstances.

Q) Some people look at religion (Islam) as damning for the Kurdish issue. Do you agree with this argument?

A) No. Most peoples, cultures, societies, and civilizations need religion as a guiding force. It is not religion, but rather themanner in which people use religion that is important and crucial.

Q) Can Kurdish nationalist feelings survive during an era of globalization?

A) Yes, but it will be difficult--more difficult than it was in the past for people in similar situations. The reason for this it thatthe attraction of capital is too great. Many people who fall into the category of bourgeoisie would rather opt for capital andthe good life it provides rather than emphasizing nationalism and the unity and protection it provides.

Q) What do you think of the current situation in Turkey? Is the growing hope for a solution for the Kurdish problemrealistic?

A) Yes. Of course this means that there will be no independence for Kurds in Turkey. Indeed, Kurdish leaders in Turkey saythey do not want independence. Neither will there be democratic decentralization, which implies political autonomy for theKurds. The biggest challenge for the Kurds will be to achieve "education in the mother tongue" (anadil'de egitim). The Turksand Turkish government only want to offer "mother tongue education" (anadil egitim), which means that Kurdish will be aselective (tercih) language much like English, German, French, or Arabic. The war of the languages has already started inTurkey.

Q) What do you think of the Iraqi Kurdish region model? Do you think it is the last thing Kurds can get?

A) Probably, for the time being. But in the end there will be and must be stronger cooperation between the Kurds of Iran andthe Kurds of Turkey. When the Sunni and Shi'a Arabs of Iraq settle their differences in 10 or so years, the Kurds of Iraq willhave to rely on the Kurds of Turkey for protection, support, and sustainment.

Dr. Robert Olson is a professor of the Middle East politics at the University of Kentucky. He is among the few experts whohave dedicated most of their research to the Kurdish issue. He has authored many books on issues related to Islamic history,the Ottoman Empire, and the Kurds. He was a member of the committee assigned by the Central Intelligence Agency to

Part of Plymouth cleared after unexploded bomb found

Part of Plymouth has been evacuated following the discovery of an unexploded bomb.

Workmen discovered the partially buried device at a building site on Notte Street, at

about 1540 GMT.

Neighbouring buildings have been evacuated and a 300m cordon has been put in

place while the Ministry of Defence (MoD) assesses the situation.

The MoD said the device was 18ins (45cm) long and thought to be a bomb from World War II.

The Holiday Inn hotel has been evacuated and there are estimated to be about 300 people in the Plymouth

Pavilions sports centre who have been unable to return home.

The area near where the bomb was found is on the edge of the city centre and there are some apartment blocks

nearby.

Robert Maltby, from the Pavilions, said: "We've got the use of our 4,000 capacity arena, meeting rooms, and our

catering staff are staying behind to open up our catering facilities.

"We're basically going to be on standby until the authorities say we're no longer needed."

Police said that they were considering closing off Royal Parade to enable more police and military vehicles to

access the area.

A police command centre has been set up in the Guildhall car park.

The MoD said that it planned to immobilise the device and make it safe before moving it elsewhere to be

detonated.

Kurdistan plans for studies abroadAKNEWSFrom the 2010 budget, the KRG allocated $100 million U.S. dollars for highereducation abroad.

As part of the Kurdistan capacity building development program, the Kurdistan Regional Government (KRG) willarrange for the employees from the Kurdish ministries to continue higher education abroad.

At a press conference Tuesday, Abdul-Razzaq Mustafa, the director for KRG's human development project said theministry plans to identify the number of the MA and Ph.D applicants and their desired specialty so as to arrange fortheir scholarships.

The Kurdistan planning ministry has requested all the other ministries to form committees for deciding on thespecializations they request and the candidates for them. The final decision regarding the number of the seats to bedevoted to each ministry will be made by a committee of professionals from the planning ministry, Mustafa added.
