Beyond the Boundaries

Canada’s Model Forest Program was createdin 1992 as a federal government initiativeunder Canada’s Green Plan. Each of the elevenModel Forests that comprise the CanadianModel Forest Network is governed by aunique partnership of local stakeholders, andconcentrates on local issues and challenges.Yet all are similar in their common goal ofdeveloping and sharing innovative solutionsfor managing Canada’s forests in a sustain-able manner.

What is a Model Forest?

A Model Forest is a place where sustainableforest management practices are developed,tested and shared. Each Model Forest is anot-for-profit organization and, except for asmall administrative staff, all those involved inthe Model Forest not only donate their timeand expertise, but often also bring financialsupport.

At the heart of each Model Forest is a groupof partners who have different perspectiveson the social, economic and environmentaldynamics within their forest — perspectivesthat are necessary to make more informedand fair decisions about how to manage theforest.The real “model” in these forests is theway the different partners have integratedtheir own interests into their common goalof developing approaches to sustainable for-est management that do not sacrifice oneinterest for another.

Although the Model Forest organizationitself does not have jurisdiction over the landit uses as a testing ground, those who dohave jurisdiction are participants. By beinginvolved from the outset in developing new,on-the-ground approaches and solutions forsustainable forest management, those withland management responsibilities are adopt-ing many Model Forest innovations.

What is the Canadian Model Forest Network?

The Canadian Model Forest Network(CMFN) comprises all of Canada’s elevenModel Forests and three Special ProjectAreas, including the partner organizationsassociated with these sites. The CMFN pro-vides a forum for individual sites to sharetheir knowledge and experience, collaborateon projects of shared interest, and communi-cate results to a national and internationalaudience.

Who is involved?

The eleven Canadian Model Forests bringdiverse groups of individuals and organiza-tions into working partnerships that include:

Government — Natural Resources Canada,through the Canadian Forest Service, is a keyfunding partner in Canada’s Model ForestProgram. Other federal departments and agen-cies are also actively involved, as are provin-cial natural resources agencies and regional,municipal and First Nation governments.

Forest industry — Each Canadian Model Foresthas at least one industry partner who sits onthe board of directors and offers significantcontributions to Model Forest operations.Smaller companies, as well as forestry contrac-tors and consultants, are also represented.

Aboriginal communities — Aboriginal commu-nities, including First Nations and Metis com-munities and organizations, are supportersof, and active participants in, the CanadianModel Forest Network.

Non-governmental organizations — ModelForests have representatives from a varietyof non-governmental organizations that providesignificant input and insight. Some examplesinclude environmental organizations, eco-nomic development councils, recreation andtourism associations and labour groups.

Academia — Significant linkages occurbetween universities, colleges and ModelForests. This includes board representation,research projects and student internshipswith almost 90 educational and researchinstitutions across North America.

Communities — Representatives from localcommunities, such as members of recre-ational, youth and outdoors associations,business people and local politicians, offervaluable viewpoints in decision-making atModel Forests. Local involvement and sup-port is critical for the success of ModelForests and the advancement of sustainableforest management.

Others — There are also a variety of otherparticipants in the Canadian Model ForestNetwork. Individual woodlot owners, unaffil-iated environmentalists and naturalists, andsmall business owners support the work ofCanada’s Model Forests. Model Forests arealso at the forefront of involving industrialplayers from other resource sectors, such asmining and energy, in discussions on sustain-able forest management.

Passing the mid-point of its third five-year phase, the Canadian Model Forest Network (CMFN)continues to offer and implement innovative solutions promoting healthy forest stewardshipand a strong Canadian forest sector. This report presents an overview of some of the keyachievements of Canada’s Model Forests from 2002–2005. Activities are reported along tenimportant themes and highlight projects related to:

• involvement of Aboriginal peoples in sustainable forest management;• climate change awareness and carbon budget modeling;• stewardship on privately-owned lands;• watershed-based planning and water quality;• wildlife research, with a focus on species at risk;• engaging and working with communities;• work in Canada’s boreal forest;• indicators and forest certification;• incorporating natural disturbance and biogeoclimatic information in forest management planning; and• international partnerships.

Projects undertaken within individual Model Forests and associated special project areas are described, along with the collaborative activitiesthat have occurred through the CMFN’s national initiatives and in cooperation with the International Model Forest Network. The report concludes with an overview of program finances and provides a list of the CMFN’s partner organizations.

At this mid-point of the program’s thirdphase of operation (2002-2007), we cele-brate the achievements of the CanadianModel Forest Network (CMFN).This reportis a sampling of Model Forest projects andinitiatives that are making a difference. Theycover ten contemporary issues that are keyto innovative sustainable forest managementin Canada, ranging from watershed manage-ment to Aboriginal community engagementto managing climate change and wildlife habi-tat disturbance.

In Phase III, the CMFN has welcomed theNova Forest Alliance Model Forest to thefold, and has expanded its membershipthrough the inclusion of special project areasin Prince Edward Island, Labrador and BritishColumbia. As a Network of eleven ModelForests and three special project areas, theCMFN reaches communities and partnersacross the country and continues to work

with them to answer challenges and developsolutions that can benefit those within andbeyond the boundaries of Model Forests.

The success of the program can be creditedto the commitment, vision and synergy ofthe over 500 Model Forest partners acrossCanada. The cumulative contributions offunding partners, researchers and activists inthe Network, drawn from industry, local,provincial and federal governments, NGOs,Aboriginal and non-Aboriginal communities,academia and research institutes, is bothunique and inspiring. Over the past threeyears, for example, for each dollar con-tributed by the Government of Canada,Model Forests have received one dollar incash contributions plus one dollar in servicesfrom partners and other sources.

As we take stock of the Network’s successes,we are mindful that Canada’s forest sector is

in transition, and that forest-based communi-ties in rural Canada face serious adjustmentchallenges. Innovation in forest management,processing and new product development iskey to meeting this challenge. As a provencommunity level tool, through its researchand outreach activities, the Model Forests willhave an important ongoing role in influencingthe policies and best practices needed toeffectively manage forest landscapes in theinterests of all Canadians.

Message from the Canadian Forest Service

Since its inception in 1992, Canada’s Model Forest Program has been instrumental in advancingknowledge, innovation and best practice in forest management, both in Canada and abroad.Inclusion and engagement of diverse forest stakeholders is a central tenet of the Model Forestconcept, which is now being applied by 40 Model Forests in some 19 countries around theworld. It continues to be a growing success.

The Canadian Model Forest Network hasalways been committed to strong workingpartnerships with Aboriginal communities.Model Forests continue to work with thesecommunities on a variety of projects, including:

• generating Aboriginal Community Develop-ment Impact models in northern Ontario;

• identifying new eco-tourism opportunitieswith Brokenhead Ojibway First Nation ineastern Manitoba;

• improving relationships with the forestindustry in western Alberta;

• preserving and regenerating black ash inthe forests of eastern Ontario; and

• establishing Canada’s first Aboriginal-ledModel Forest, the Waswanipi Cree ModelForest in northern Québec.

Aboriginal Strategic Initiative

The CMFN’s Aboriginal Strategic Initiativehas provided leadership in cross-cultural andcollaborative learning opportunities regard-ing sustainable forest management in anAboriginal context.

The Aboriginal Strategic Initiative, along withthe First Nations Forestry Program of theCanadian Forest Service, hosted workshopsin 2004 and 2005, entitled How to MeasureGood Forest Management: An AboriginalPerspective. These workshops broughttogether more than 150 participants fromacross Canada to share experiences relatedto the measurement of sustainable forestmanagement from the perspective ofAboriginal people. Discussions addressedcultural research, indicator development,monitoring and certification within the con-text of sustainable forest management, andhow indicators can be a unifying theme forcommunities working on these issues.

Foothills Aboriginal Involvement Initiative

Sustainable forest management involvesAboriginal communities and respects theirtraditional use of the land. Foothills ModelForest’s Aboriginal Involvement Initiative rec-ognizes the importance of the Model Forestlandbase for 17 Aboriginal communities.Thesame landbase includes areas that are activewith forestry, recreation and oil and gasexploration, as well as large protected areas(including Jasper National Park and WillmoreWilderness Park). Since 2002, the FoothillsModel Forest and its partners have beendeveloping a process to conduct TraditionalCultural Knowledge Studies that will culmi-nate in a referral process. By linking both ofthese elements, industry, government andAboriginal communities will be more effec-tive at respecting traditional uses of the land.

Prince Albert Aboriginal-based tourism

Prince Albert Model Forest’s TourismDiversification project is undertaking aninventory and feasibility assessment ofAboriginal-based tourism and recreationpotential with a number of Aboriginal com-munities connected to the Prince AlbertModel Forest area.

Sustaining Nitassinan

The Western Newfoundland Model Forest(WNMF) facilitated the development of aSpecial Project Area involving the Innu Nationand the Government of Newfoundland andLabrador. Labrador’s forests have beenhome to the Innu people for thousands ofyears. Drawing on this wealth of knowledge,the Innu are now actively involved in a uniquepartnership with the province, one that isfacilated by WNMF, to provide tools forimplementing the Strategic Forest Manage-ment Plan for District 19, known to the Innupeople as Nitassinan, or “our home”.

Canada’s commitment to the Kyoto Protocolhas put climate change at the forefront ofthe national policy agenda. Canada’s ModelForest Program, itself created in response toan international commitment following theRio Earth Summit in 1992, recognizes theglobal importance of climate change and hasdirected substantial efforts to understandingit, as well as educating and acting on thistimely topic at the local level.

Climate Change Strategic Initiative

In 2004, the Canadian Model ForestNetwork launched its Climate ChangeStrategic Initiative, which focuses on helpingCanadian forest communities understandand prepare for the effects of climatechange. Forest communities, due to theirproximity and dependence on local ecosys-tems, may be adversely affected by changesin climate. A changing climate will affectwildlife habitat, invasive pests and fire behav-iour, tree distribution and regeneration, andcause fluctuations in international wood mar-kets.All these factors may affect the health ofsmaller forest-based communities. TheClimate Change Strategic Initiative is helpingto establish a dialogue within forest depend-ent communities around climate changeissues. A web-based guidebook is beingdeveloped that will allow these communitiesto conduct a self-assessment of their vulner-ability to current climate and climate change,as well as determine some adaptationoptions.

Community Workshops

In 2004, the Manitoba, Prince Albert andMcGregor Model Forests held communityand regional workshops to create awarenessand educate local communities on climatechange. Presentations were made on climatevariability and change, vulnerability assess-ment, wildland/urban interfaces, social andeconomic impacts, and “FireSmarting” prop-erty (see page 13).Two video/DVD productsthat highlight the speakers at these work-shops were produced and are available forfuture educational purposes.

Carbon Budget Model

One major Canadian Model Forest Networkproject that adds to the understanding of climate change effects on local landscapes isthe Carbon Budget Accounting project.

In 2002, the Network identified a need forthe development of a carbon accountingtool at the operational scale to help forest

managers incorporate carbon dynamics intostand management decisions. The Networkteamed up with the Canadian ForestService’s Carbon Accounting Team to develop,test and implement an operational-scale carbon accounting model that enables forestmanagers to assess alternative managementstrategies based on carbon indicators.

Western Newfoundland and Lake AbitibiModel Forests became pilot sites for testingthe development of the Carbon BudgetModel. During 2003, Model Forest partnersacross the network participated in testingthe beta version of the model. Version 1.0 of the completed tool was launched in fall2005.

The Carbon Budget Accounting project is anexcellent example of how the Network’scollaborative research environment andbroad partnership turns ideas into on-the-ground solutions for the Canadian forestindustry.

Private woodlots are an important part of thenational wood supply, particularly in easternCanada. There are approximately 450,000woodlot owners in Canada who produceabout 20 percent of the national commercialtimber harvest. Private woodlot ownersthrough their land stewardship activities alsomaintain and provide wildlife habitat, biodiver-sity, clean water and recreational opportunities.

Four of Canada’s Model Forests — Fundy,Nova Forest Alliance, Bas-Saint-Laurent andEastern Ontario — have significant privateownership within their landbases and haveundertaken comprehensive projects andprograms, which integrate and accentuatesustainable forest management initiatives onprivate lands.

Private Woodlot Strategic Initiative

In 2002, the Canadian Model ForestNetwork created the Private WoodlotStrategic Initiative to assist individuals andwoodlot organizations across Canada withthe challenge of achieving sustainable forestmanagement on private woodlots. Participa-tion of woodlot owners in sustainable forestmanagement is being enhanced through

electronic and printed material, as well asworkshops that allow sharing of ideas andinnovative practices. In addition, the PrivateWoodlot Strategic Initiative supportednational private woodlot conferences in2004 and 2005. An important focus of thePrivate Woodlot Strategic Initiative is theintegration of woodlot values in landscape-level forest management planning and thevaluation of non-timber benefits that accruefrom woodlots – such as clean water, wildlifehabitat and recreational opportunities.

A made-to-measure strategy for privateforests in Bas-Saint-Laurent Model Forest

The Bas-Saint-Laurent Model Forest hastaken a unique approach to private landmanagement decisions for wildlife habitat.The Model Forest, with the support of theFondation de la Faune du Québec (QuebecWildlife Foundation) and others, has beentesting a novel approach to wildlife manage-ment on private lands. The purpose is toeducate private landowners about theimportance of incorporating habitat protec-tion and management strategies into themanagement plan for their properties.

The Bas-Saint-Laurent Model Forest projectis being conducted in seven sub-watersheds.For a given woodlot within any of these sub-watersheds, a kit is produced which includestext, photographs and maps providing theowner with a detailed portrait of their prop-erty and associated wildlife habitats. The kitalso highlights the main issues facing wildlifeand proposes a series of recommendations

consistent with these observations. A num-ber of regional stakeholder groups are apply-ing this new approach in their areas.

Stewardship on Prince Edward Island

The PEI Model Forest Network PartnershipLtd., launched in Prince Edward Island in July2003, is associated with the Nova ForestAlliance Model Forest. The Partnership hasundertaken a number of projects designed toencourage better forest stewardship on privatelands, including developing a booklet entitledVoluntary Sustainable Management Practicesfor PEI Forest Contractors, demonstratingmanagement options for riparian zones,exploring the potential for a Forest LearningCentre, and offering educational opportunities.

Beyond timber

The Canadian Model Forest Network’sVancouver Island Special Project Area is sup-porting a remarkable network of organiza-tions, researchers, educators, small-scaleentrepreneurs and First Nations whoseobjective is to raise the profile and under-standing of non-timber forest products. It isestimated that more than 200 non-timberforest products, such as wild mushrooms andfloral greens, are harvested commercially inCanada and that the total annual value of the industry could be as high as one billiondollars. The partnership has developed acompendium of law and policy governingnon-timber forest products for all regions ofCanada, a directory of “who’s who” in thissector and is organizing regional workshops.

Private Woodland Owners: Meeting the Stewardship Challenge

Published in 2004 by the Canadian Model Forest Network,Meeting the Stewardship Challenge highlights the contribu-tions woodlot owners have made to stewardship in Canadaand provides background information to enhance discus-sion within the woodlot community. The CMFN’s PrivateWoodlot Strategic Initiative is working to help foster newpartnerships that improve landowners’ capacity to carryout stewardship activities. The sustainability of the quality and quantityof the country’s supply of fresh water is ofparamount importance to Canadians.Because forests play an important role in fil-tering and storing water, sustainable forestmanagement must integrate approaches thatensure the sustainability of water resources.Watershed management is an importanttopic in many Model Forests across thecountry.

Hardisty Creek Restoration Project

The Foothills Model Forest’s Hardisty CreekRestoration Project is a multi-stakeholder initiative with a mandate to restore the fish,wildlife, vegetation and overall health of theHardisty Creek watershed. A wide range ofstakeholder groups is participating, frommunicipalities to forest industry and not-for-profit organizations.

The goals of this project are to restore fishhabitat and extend fish passage connectivity.Restoration efforts began in 2003 and amajor milestone was reached in 2004 whenthe Canadian National Railway completedrestoration and remediation work on theHardisty Creek culvert. The culvert, installedin 1927, had been an absolute barrier toupstream fish passage. An additional smallvictory was experienced when, in the springof 2005, a young bull trout was found in thecreek as part of the Model Forest’s monitor-ing efforts. Equally important is that the proj-ect provides many opportunities for the

public to become involved in restorationactivities, such as planting willow wands,planting seed at the streambank or testingfor water quality. Engaging the public in thisproject will best ensure that the watershed ishealthy for generations to come.

Forest Land — Fish Conference II

The Foothills Model Forest in conjunctionwith Alberta Conservation Association,Alberta Sustainable Resource Development,Arc Incorporated, Fisheries and OceansCanada, Millar Western Forest ProductsLimited and Trout Unlimited Canada spon-sored the Forest Land — Fish Conference II:Ecosystem Stewardship Through Collaboration,in Edmonton, Alberta, in April 2004. Over200 participants attended the conference,which presented an opportunity for interestedresearchers, resource managers and regula-tors, industry and special interest groups to share knowledge aimed at improvingmanagement practices at the forest-waterinterface.

Watershed-based woodlot managementplanning in Fundy

In 2002–03, the Fundy Model Forest selectedthe Pollett River watershed to establish apilot project with landowners.The pilot aimsto engage small landholders in landscape-level biodiversity conservation and a localdecision-making process. Property data werecollected and used to prepare management

plans. The project supports participatinglandowners in addressing wildlife habitat,water quality and forest fragmentation withinthe watershed.

Fundy watershed conference

The Fundy Model Forest hosted a confer-ence in June 2004 in Moncton, NewBrunswick, entitled Water Quality andIntegrated Watershed Planning: Charting theFuture. The conference involved participantsfrom the other eastern Canada ModelForests, as well as more than 130 delegates,speakers and partners representing both local

and international organizations.Topics rangedfrom public policy, community programs andcurrent science to best on-the-ground watermanagement practices.The conference facili-tated plans for future collaborative effortsrelated to enhancing watershed planning andmaintaining the delivery of water quality andquantity.

Canada’s forests are home to thousands ofspecies of wildlife. Ensuring that forest man-agement is designed and implemented insuch a way as to protect wildlife, while safe-guarding the complex dynamics betweenwildlife species, is important to all ofCanada’s Model Forests. From habitatresearch on large mammals such as caribou,moose and bears, to projects investigatingthe distribution and abundance of tiny song-birds and amphibians, Model Forests andtheir partners are working to promote for-est management that takes into account theneeds of wildlife.

Understanding caribou habitat in easternManitoba and central Saskatchewan

In 1995, Manitoba Model Forest partners initiated an ongoing integrated forestry/woodland caribou management project.Understanding where woodland caribouoccur in eastern Manitoba, as well as theirhabitat needs, is of critical importance if decision-makers are going to pursue forestpolicy that benefits this threatened species.Recent work concentrates on compilation of habitat information. Data collected in2003/04 have been used to generate coreuse areas, to assess habitat use versus availability and to identify current habitatsupply. These datasets form the basis of aregional conservation strategy and provincial

decision-makers have found the informationgenerated by the Manitoba Model Forestpartnership to be useful in the formulationof caribou-specific programs.

In 2004/05, the partners of the Prince AlbertModel Forest supported research to ensurethat forest management throughout centralSaskatchewan provides for critical habitatand movement corridors for woodland caribou. Researchers fitted twenty caribouwith global positioning system (GPS) collarsto track their distribution and movements on the landscape. An innovative and non-invasive technique using DNA found in fecalpellets was used to provide a measure ofgenetic diversity and allowed biologists to estimate the population size. Analyzingcaribou movements and locations on a digital forest cover map, will help biologistsdetermine what types of forest, how muchforest, and what forest patch sizes and corridors are important to these herds.

Grizzly bears in Alberta

The high profile Grizzly Bear ResearchProgram at Foothills Model Forest is one ofNorth America’s largest, most comprehen-sive and innovative wildlife studies. The goalof the program is to provide managers withthe necessary knowledge and planning toolsto ensure the long-term conservation ofgrizzly bears in Alberta. Forty-seven partnersfrom industry, government, academia, com-munity groups, environmental groups andfoundations have collaborated and investedover $4.5 million in the program since 1999.

While it began with a study area of 10,000 square kilometres in the FoothillsModel Forest landbase, the tremendousexpansion of the Grizzly Bear ResearchProgram is a testament to its success andimportance within the province of Alberta.More than 100 bears have been capturedand collared with global positioning system(GPS) collars in a research area that nowspans 100,000 square kilometres, and thereare plans to expand the study area to thewhole of western Alberta, from theNorthwest Territories south to the UnitedStates border. Data on grizzly bear move-ment and habitat use, population status and trends, and mortality rates have beencollected and have been used to create habitat maps and movement models.Industry partners use these tools and knowl-edge to help minimize their impact on primegrizzly bear habitat.The tools are particularlyuseful as guides for the planning of roads and pipelines.

The application of sound science is guidingdecisions around the management of grizzlybears and contributing to healthy forests andcommunities for generations to come — theessence of sustainable forest management.

Cape Breton Canada Lynx Pilot Project

In late 2003, the Nova Forest Alliance beganassisting the Unama’ki Institute of NaturalResources in a pilot study on the homerange and habitat use of Canada Lynx inUnama’ki (Cape Breton). Once widespreadin Nova Scotia, the current population is

now limited to the Cape Breton Highlands.In 2002 the province declared the lynxendangered. Factors affecting the decline arepoorly understood and this has led to thedevelopment of a five-year study, coordinat-ed through the Nova Scotia Lynx RecoveryTeam in collaboration with several partners.Data from the project will help determinethe dispersal, home range and habitat use oflynx, and will guide future forest manage-ment planning.The project will also enhanceboth capacity within First Nations communi-ties and partnering opportunities withresource management departments andorganizations.

Moose habitat in Eenou Istchee

In 2003, a three-year project to betterunderstand the needs and habitat of moosewas initiated at the request of the Cree peo-ple of Waswanipi, who were concernedabout the decline of moose populations inEenou Istchee (the territory of the Crees).The goal of the project is to integrate Creeknowledge and scientific knowledge in orderto develop moose habitat managementstrategies that are adapted to the socio-eco-logical context of the Cree people.The studyis collecting and analyzing a variety of sourcesof information, including telemetry data from15 radio-collared moose, a habitat inventoryof more than 175 forest stands, and a seriesof in-depth interviews with Cree tallymen1

and moose hunters.

Beaver management in Bas-Saint-LaurentModel Forest

In 2002, Bas-Saint-Laurent Model Forest(BSLMF) initiated a beaver managementpilot project to examine the effectiveness ofexisting beaver management techniques.Thepilot project was conducted in all three ofBSLMF’s territories, as well as several sitesalong the St. Lawrence River. Beaver can substantially change riparian habitat, plug culverts and cause road flooding — all ofwhich can be very costly to repair. Thebeaver management plan created by BSLMFoutlines procedures that will help privatewoodlot owners monitor beaver, preventbeaver damage and mitigate negative effects.BSLMF has taken this project beyond itsboundaries by creating a video on beavermanagement for private woodlot ownersand has set up a series of demonstrationsites in the Bas-Saint-Laurent region to showprivate woodlot owners strategies for prop-erly managing their land for beaver.

Forest-based communities have a big stake inhow forest resources are managed. Theydepend on the forest for jobs, environmentalservices like drinking water, and for recre-ation.The Model Forest partnerships, locatedin forest regions across Canada, reflect thediversity of community interests and con-cerns related to forest management at thestand and landscape level. As a neutralforum, they promote dialogue and consen-sus-building at the community level on forestmanagement issues and undertake research,demonstration and outreach activities toadvance community knowledge, engagementand input to forest management planningprocesses.

McGregor’s Prince George Community Project

In 1999, the McGregor Model Forest committed to developing a healthy forestlandscape within the 32,000-hectare bound-ary of the City of Prince George through the development of an Urban ForestManagement Plan. In 2004, through theirpartnership with the McGregor ModelForest, the City of Prince George was able toaccess the skills and knowledge required tocomplete a plan that provides direction forcitizens and staff when dealing with every-thing from street trees to greenbelts. Citystaff has already put the plan’s principles touse in dealing with the Mountain Pine Beetleinfestation in parks and other lands.

Eastern Ontario Urban Forest Network

The Eastern Ontario Model Forest spear-headed the creation and development ofthe Eastern Ontario Urban Forest Network(EOUFN), a working group consisting oflocal communities, municipal agencies andinterested individuals who promote healthyand sustainable urban forests. In facilitatinglinkages between these urban forest players,the EOUFN helps to share knowledge andaids in the transfer of science between com-munities. It also provides technical guidance,expertise and direction through a steeringcommittee of urban forest experts andpractitioners. For example, the EOUFN hasassisted the Town of Carleton Place in estab-lishing its own urban forest policy by facilitat-ing the transfer of expertise and condensingexisting policies from the nearby City ofOttawa.

An additional and exciting development in2005 was the establishment of a CanadianUrban Forest Network. The EOUFN, as afounding chapter of the national network,has been used as an example for otherregions (e.g., a chapter in southern BritishColumbia was established using the EOUFNframework). The goal is to have ten similarchapters established throughout Canada inadvance of the 7th Canadian Urban ForestConference, which is to be held in QuébecCity in 2006.

Lake Abitibi and Foothills Model ForestEconomic Impact Models

Since the inception of the Model ForestProgram, the Lake Abitibi and FoothillsModel Forests have undertaken the develop-ment of economic impact models. Thesemodels are designed to predict economicshocks within local communities as a result ofevents like the opening of a new mill, changesin government policies or fluctuations inworld markets.

The Lake Abitibi Model Forest led the devel-opment of a set of models, which togetherare referred to as the Regional CommunityConstellation Impact Model, that allows forthe assessment of the socio-economicimpacts of various development opportuni-ties in local communities in and around theModel Forest area. Extensive work wasundertaken to build models that allow forthe assessment of the economic, social andenvironmental impacts of forest manage-ment at local, regional and provincial scales.An integrated model for each of nine regionalcommunities, including two First Nationcommunities, was completed in December2003. The models can assess all aspects ofresource-based economic sectors, includingforestry,mining, hunting, fishing and commercialtourism. Users include local municipalities,the forest industry and provincial agencies.

The Foothills Model Forest has dedicatedresources to designing a highly sophisticatedregional economic model that is able toaccount for impacts to its highly diverseresource economy, which includes forestry,mining, oil and gas, and tourism. The noveldesign of these models has been chronicledin scholarly journals and the approach devel-oped by Foothills Model Forest has beenapplied in other communities across Canada.

FireSmart in Foothills, Prince Albert andManitoba Model Forests

Forest fires act as agents of forest renewaland ecosystem health. The emphasis placedon forest fire suppression over the last 70 years has led to the creation of some forest landscapes with large accumulations ofpotential fuels that are susceptible toextreme wildfires.This, in turn, creates a riskfor people, communities and infrastructure.The national FireSmart program was createdto prompt communities to proactively reducethe risk of losses due to fire and to enhance

safety in the wildland-urban interface.Foothills, Prince Albert and Manitoba ModelForests are building on this program by helpingto create awareness and initiate the use ofFireSmart techniques in their local communities.

The Foothills Model Forest is a key player inthe FireSmart–ForestWise project that is helping to protect people, communities andinfrastructure from severe wildfires in JasperNational Park. The project merges theactions required for community wildfire pro-tection and ecological restoration in theAthabasca Valley of Jasper National Park.Over a three-year period, the project willthin 350 hectares of forest using specializedlogging equipment.

The Prince Albert Model Forest is involvedin assessing FireSmart management strate-gies at the landscape-level in Prince AlbertNational Park and its surrounding communi-ties. New strategies and techniques are beingdeveloped and communicated to local stake-holders to help them reduce their risk oflosses due to forest fire.

In Manitoba Model Forest, a partnershipbetween Manitoba Conservation and thecommunity of Victoria Beach trained univer-sity students to assess fire risks in and aroundrural communities, as well as how to manageand reduce these risks. Students have per-formed risk assessments on 1,200 residencesin and around the community, which are

helping in the development of communitywildfire protection/emergency plans. Theseexamples illustrate how through their part-nerships, Canada’s Model Forests are unique-ly positioned to promote the implementa-tion of a practical program such as FireSmartin local communities.

Canada’s vast boreal forest stretches in abroad belt from the Province ofNewfoundland and Labrador in the east tothe Yukon Territory in the west. The borealregion is home to seven of Canada’s ModelForests, and is of tremendous ecological andeconomic importance to the country. Manyof Canada’s Aboriginal communities arelocated here, and a large segment of thepopulation is employed in the naturalresource sectors.The boreal forest also pro-vides wetlands that are crucial to NorthAmerican waterfowl, intact forests that arethe summer breeding grounds for migratorysongbirds, habitat for migratory mammalslike woodland caribou and other values.

Western Newfoundland Model Forest

Western Newfoundland Model Forest conti-nues work to determine the influence of landscape fragmentation on Newfoundlandpine marten and to predict landscape-scalehabitat occupancy. It is also involved in deve-loping a decision support system to assessdifferent forest management strategies interms of their impacts on biodiversity.Through a special project area, it also supportsa co-management mechanism for forestresources in Labrador between the InnuNation and the provincial natural resourceagency.

Waswanipi Cree Model Forest

Waswanipi Cree Model Forest continues itsmandate of enhancing Cree peoples’ partici-pation in forest management planning. Thisincludes the examination of the demograph-ics and land use of Cree traplines, and thedevelopment of management guidelines forwildlife — such as moose and marten — in forested areas. All of this work is beingconsolidated to produce a forest manage-ment plan that articulates and incorporatesCree needs and values.The integration of allthese elements, called Ndoho Istchee by theCree, will help to sustain the Cree way of lifewhile contributing to today’s economicneeds.

Lake Abitibi Model Forest

Lake Abitibi Model Forest serves as one oftwo national test sites for the carbon budgetaccounting model. A special focus of theModel Forest is examining the ecological andeconomic impacts of a multi-cohort systemfor sustainable forest management in conifer-ous and mixed wood forest types. TheModel Forest has also continued its researchand reporting on socio-economic indicators,demonstrating the importance of the forestto communities in northern Ontario andhelping them to cope with changes in the forest industry.

Manitoba Model Forest

Manitoba Model Forest continues its long-standing work to understand the behaviourand habitat needs of woodland caribou, athreatened species in eastern Manitoba,through active research, monitoring, andmanagement activities. The Model Forest’sStream Monitoring Network and DatabaseProject builds knowledge and understandingof the dynamics of stream water quality andflow in response to short-term disturbances,long-term stresses and landscape features.The project also provides an opportunity forFirst Nation youth, trained as research assis-tants, to learn technical skills related to watermonitoring.

Prince Albert Model Forest

Prince Albert Model Forest completed astudy of how climate change might affect thelevels of sustainable timber harvest in theboreal forest of central Saskatchewan. Thegeneral approach was to use a forest ecosys-tem simulation model to determine forestproductivity under both current and futureclimatic conditions, and then to translatethese results into wood supply impacts. Asimilar project was also undertaken in thegrassland-mixed boreal-boreal forest transitionzone.The Model Forest continues its work inmonitoring and assessing caribou and moosehabitat requirements and management.Theyare also involved in developing Aboriginal-based tourism opportunities and in supportingthe establishment of a community-basedresource management plan in the Athabascaregion of northern Saskatchewan.

Foothills Model Forest

Foothills Model Forest continues its long-standing research on the impacts of industrialdevelopment on grizzly bears and their habitaton the eastern slopes of Canada’s RockyMountains. The organization has wealth ofknowledge on the patterns and processes ofnatural disturbances, and is working withmany partners to integrate this knowledge“on-the-ground”, most notably through theHighway 40 North Demonstration Project.The Model Forest continues to examinepublic values and attitudes about land management activities and ways to facilitatepublic involvement in decision-making.

McGregor Model Forest

McGregor Model Forest continued its strongtradition of research focused on the impactsof natural disturbances on boreal landscapesand communities with the completion of amulti-year study on windthrow risk modelingand of a socio-economic study for communi-ties currently affected by the mountain pinebeetle epidemic. The Model Forest alsofocused on wildlife research on species ofconcern, with projects investigating theimpacts of logging road networks on grizzlybears and the use of habitat by woodlandcaribou in the northern Rockies.

The pursuit of sustainable forest manage-ment requires ongoing assessment ofimpacts and changes resulting from forestmanagement practices and other activities.Criteria and indicators of sustainable forestmanagement allow for the measurement ofprogress at different scales — from local tointernational.

Canada's certified forest area is increasingand a sound criteria and indicators regime isneeded to support forest certificationefforts.The area certified to forestry-specificstandards2 has surpassed 100 millionhectares3, about two-thirds of the area underactive forest management.

Sustainable Forest Certification in theEastern Ontario and Bas-Saint-LaurentModel Forests

The certification of forests as sustainablymanaged, and the subsequent labeling ofwood products from these certified forests is a growing trend. Model Forests have contributed knowledge and tools to the certification efforts of both forest industrypartners and local landowners. In the EasternOntario and Bas-Saint-Laurent ModelForests, two sites with large numbers ofsmall private landowners, the Model Forestshave supported the certification efforts ofgroups of local landowners.

In 2002, the Groupement Forestier du l’Estdu Lac Temiscouata (GFELT), a large group of private landowners working in part-nership with the Bas-Saint-Laurent Model

Forest, achieved Forest Stewardship Council group certification. With a membership of 436 landowners managing 35,000 hectaresof land, this is the largest group certificate inCanada. Since being awarded their certifi-cate, GFELT has continued to make progresson expanding markets for their certifiedwood products and is engaged in buildinglocal capacity for certified wood processing.

Private woodlots comprise more than three-quarters of the forest land in the EasternOntario Model Forest (EOMF) and are a significant source of wood supply. In responseto the growing interest in certified woodproducts, the EOMF established a workinggroup to investigate the challenges andpotential opportunities associated with certification on private forest lands.Throughthe working group, EOMF was the catalyst in assembling a group of landowners nowrepresenting more than 5,000 hectares. In2003, this group was also successful inobtaining certification in accordance with theprinciples and criteria established by theForest Stewardship Council.This process hasdemonstrated the utility of certification as ahighly effective tool in promoting sustainableforest management practices on the ground.

Western Newfoundland Model ForestBiodiversity Assessment Project

Since 1999, the Western NewfoundlandModel Forest has been adapting a suite ofassessment models originally developed inAlberta to the forests of Newfoundland andLabrador.This system assists forest managers

in assessing a variety of management scenar-ios and impacts on future forest conditions.One component examines ecosystem diver-sity and landscape structure indices, andanother focuses on species-specific HabitatSuitability Models (HSMs). HSMs have beendeveloped for Newfoundland pine marten,boreal owl and woodland caribou.Preliminary results show that forest manage-ment actions can have significant impact onvarious biodiversity indicators, depending on the selected management scenario.Biodiversity Assessment Project tools will beadapted to other Newfoundland andLabrador ecoregions so they can be usedthroughout the province. The assessmentmodels have been incorporated into provin-cial wood supply analysis since 2005.

Monitoring understory vegetation in theFundy Model Forest

In 2005, the Fundy Model Forest marked the tenth year of a 12-year study monitoringvascular plants and bryophytes (mosses andliverworts) in the Hayward Brook water-shed. By sampling the forest floor at a finescale, researchers have gained a betterunderstanding of the structure and diversityof understory plants, and a clearer picture ofhow vascular plants and bryophytes respond

to different forest management interven-tions. Results show that there are importantchanges in the species composition of under-story plants in response to forest harvestingoperations, particularly with respect to themost sensitive species, such as bryophytes.When complete, this study will provide recommendations with respect to forestmanagement interventions to ensure thathabitat for vascular plants and bryophytes ismaintained.

Testing Indicators of Sustainable ForestManagement

The Lake Abitibi Model Forest collaboratedwith the Ontario Ministry of NaturalResources (OMNR) to test a variety of toolsdesigned for provincial-level assessment ofindicators of sustainable forest management.Of note, software developed by OMNR wasdeemed to have potential application at thelocal level. These tools perform complex calculations to rank paired indicators, thusfacilitating refinement of indicator suites.TheModel Forest was viewed as an ideal testingground, allowing stakeholders the opportuni-ty to evaluate the software and recommendimprovements before OMNR distributedthe tools to forest industry organizationsacross the province.

Knowledge created in CanadianModel Forests is routinely transferredbeyond the country’s border throughexchanges, projects and joint research activi-ties. Canadian Model Forests are strong play-ers in the international forestry arena andthe Model Forest concept is internationallyrecognized for its leadership in social forestry— the involvement of stakeholders andcommunities in sustainable forest management.

Showcasing a strong international presence

The Canadian Model Forest Network had astrong presence at two landmark interna-tional gatherings — the World ForestryCongress in Quebec City in September2003 and the joint Canadian Institute ofForestry/Society of American Forestersmeeting in Edmonton in October 2004. Atboth events, the Network hosted an excep-tional educational and promotional pavilion,staffed by personnel from across Canada’sModel Forests.

The world visits Canadian Model Forests

Canada’s Model Forests are frequent stopsfor international visitors seeking informationabout sustainable forest management inCanada. From 2002–2005, Canadian ModelForests hosted delegations from Argentina,

Australia, Austria, Chile, Costa Rica, Cuba,France, Ghana, Honduras, India, Indonesia,Japan, Malaysia, Philippines, Russia andSweden. In turn, representatives from ModelForests in Canada have traveled abroad tosupport the continued development ofModel Forest sites and projects in the inter-national arena. Model Forests here in Canadahave also supported international studentsthrough internships and by participating inthe TRANSFOR4 field course.

Continued partnership between Manitobaand Mexico

Manitoba Model Forest’s relationship with theMariposa Monarca Model Forest in Mexicodates from the mid-1990s and continuestoday.The relationship began in response tothe threat to the wintering habitat of themonarch butterfly. Illegal logging, wildfires andland clearing for agriculture are threateningthe habitat and very existence of this won-derful migratory insect.The need to integrateeconomic development with habitat conser-vation continues to drive the partnership.Projects focus not only on reforestationefforts, but also on changing the standard ofliving. The project with Mariposa MonarcaModel Forest stands as a shining example of how ideas and tools for sustainability have gone beyond the boundaries of the Manitoba Model Forest and are nowpositively influencing the lives of others.

Model Forests on the International Stage

Connections to the Russian Far East

Linkages between the McGregor ModelForest and the Khabarovsk Region of far-eastern Russia continue through the CIDA-McGregor Russia Project. Phase 1 of theproject ran from 1999–2004, and was madepossible through a contribution of $3.5 mil-lion from the Canadian InternationalDevelopment Agency (CIDA). Phase 2 of theproject began in 2005 and is again beingfunded through CIDA, which has committedmore than one million dollars to this endeav-our over the next two years. Together withits partners at the College of New Caledoniaand the University of Northern BritishColumbia, McGregor Model Forest is helpingRussia recover more value from its forests byproviding training in Canadian wood-framehousing techniques, local governance andbusiness to college instructors. In turn, theseinstructors are teaching students throughoutthe region.The recent harmonization of theRussian building code to the Canadian woodframe building code means that students canapply their new skills throughout the country.The project is creating jobs and helping com-munities in one of the poorest areas ofRussia use their natural resources efficientlyand sustainably.

Waswanipi Cree Model Forest welcomesinternational students

In August 2004, the Waswanipi Cree ModelForest hosted 100 student delegates fromcountries all around the world who were inCanada to attend the 32nd InternationalForestry Students’ Symposium. In addition toforestry tours and Model Forest information,students were treated to a Cree Cultural Night.

Prince Albert Model Forest links with Samiin Sweden

In March 2004, Prince Albert Model Forest(PAMF) was invited to Sweden to help linkthe Woodland Cree people of Saskatchewanwith the Sami people of Sweden. Subsequently,PAMF participated in an inaugural ceremonyfor the Vilhelmina Model Forest in Sweden,and signed an agreement to work with thatgroup. This was followed by a two-day visit by a Swedish delegation to PAMF and aninformation-sharing tour in Sweden.

Model Forests carry out their work ondefined landscapes. These landscapes are notonly affected by human-induced changes, butare also subject to ecological processes thatshape forests and other natural environ-ments. Understanding ecological processes –such as natural disturbances like fire or wind-throw, or ongoing processes like nutrientcycling or carbon sequestration — is key tothe development and implementation of sus-tainable forest management.

Highway 40 North Demonstration Project

This Foothills Model Forest project seeks tointegrate years of natural disturbanceresearch into a single cross-jurisdictionaloperational plan for a 70,000-hectare area.The area includes portions of the WillmoreWilderness Park and the forest managementareas of Alberta Newsprint Company,Foothills Forest Products and Hinton ForestProducts, a Division of West Fraser Mills Ltd.These lands are under the jurisdiction of twogovernment departments:Alberta Sustainable

Resource Development and AlbertaCommunity Development. The project is apositive step towards ecosystem-based man-agement and a natural disturbance approachto forest management. It is also one of thefirst known attempts in Canada to integratea full suite of natural patterns, those typicallycaused by natural disturbances, into a singleoperational plan that also includes all possi-ble human disturbance activities, for exam-ple, forest harvesting, prescribed burns, roadsand gas exploration.

Windthrow risk modeling

In 2004, the McGregor Model Forest com-pleted a three-year study on windthrow riskmodeling, which is the modeling of the susceptibility of trees to being uprooted bypersistent or extreme winds. This study,which was completed in partnership withthe forest industry and research institutions,investigated the factors contributing to wind-throw risk and then built these factors into acomputer modeling program. This softwareallows forest managers to lessen the risk offuture windthrow by adjusting cutblockshape and orientation.

Forest ecosystem classification in Nova Scotia

In 2004, the Nova Forest Alliance and theProvince of Nova Scotia completed a proj-ect to develop ecotypes for the ModelForest landbase. A resulting publication,entitled Forest Ecosystem Classification ofNova Scotia’s Model Forest, is providinglandowners and forest managers with avaluable tool for planning how best toaddress the operational limitations associatedwith each forest ecotype.The manual is alsoproviding a stepping-stone to a much largergoal by laying the foundation for ecosystem-based management for all of Nova Scotia.The project partners are continuing thiswork by expanding the framework toinclude ecotypes for the entire province.

On average, for each dollar invested by the Government of Canada,Model Forests receive one dollar in cash contributions plus one dollarin services from partners and other sources.

In addition to the core contributions to each Model Forest, Canada’sModel Forest Program has an annual operating budget of approximately$2 million. This is used for program coordination, strategic initiatives,joint activities between Model Forests and Special Project Areas.

The Government of Canada, through Natural Resources Canada — Canadian Forest Servicecontributed $500,000 a year to each Model Forest.These contribution agreements require thatModel Forests secure at least $250,000 per year in additional funds from partners and othersources. Most Model Forests far exceed this minimum requirement. Additional funding fromsources other than the federal government increases the regional influence of each ModelForest, encourages broader and more committed partnerships, and allows Model Forests tooperate on a larger scale.

Model Forests continue to serve as models ofexcellence in partnership, bringing togetherdiverse sets of individuals, organizations andcommunities who work together to tackleproblems and find solutions through a con-sensus-based decision-making framework.

The Canadian Model Forest Network con-tinues to be an excellent vehicle for NaturalResources Canada and the Canadian ForestService to undertake important forestryresearch and scientific inquiry. As living labo-ratories, Model Forests are a natural fit forscientists from the Canadian Forest Service,academic institutions and other research

organizations. In fact, 492 scientists wereassociated with the CMFN between1999–20045.And whether the field of inquiryis ecology, computer modeling or economics,the research facilitated by Model Forests isstrongly supported by their partners. Thissupport is most clearly exemplified by thefunding — for every dollar of governmentinvestment, two additional dollars, in cashand in services, are generated to supportresearch and outreach (see page 21).

The Model Forest concept has now beenembraced world-wide.Canadian Model Forestshelped establish the International Model Forest

Network, and continue to work with individualModel Forests around the world.Model Forestsprovide an exceptional forum to exportCanadian forest policy and innovation.

The eleven Model Forests that make up the Canadian Model Forest Network have worked atthe forefront of innovation, research and implementation of sustainable forest management in Canada since 1992. Model Forests have influenced policy change at the provincial level,effected change in forestry practices and processes, and extended their influence beyond thelocal area.
