Message from the Board Chair and the Chief Executive Officer

The Foundation for Educational Exchange between Canada and the United States of America, and, in particular, the Canada-U.S. Fulbright Program, now in its 20th year, plays a key role in identifying and supporting leading edge research while promoting a new generation of leaders. The quality of our scholars, the commitment of our partners, the support of the two governments, the dedication of our staff, and the vision of the Board of Directors have allowed us to expand significantly in the past number of years.

It is with great pleasure that I welcome to our Board the new Ambassador of the United States to Canada, David Jacobson, and the new Canadian Ambassador to the United States, His Excellency Gary Doer. I would also like to welcome our most recent board members: Mr. Daniel McCarthy, Vice Chairman, CIBC World Markets; Mr. Ashif Ratanshi, Senior Vice-President, Financial Services, RBC Financial Group; Ms. Gloria Larson, President, Bentley University; Ms. Penelope Kyle, President, Radford University; and, Mr. Jack Curtin, Chairman, Goldman Sachs Canada. Each were tireless advocates of the Foundation, giving selflessly of their time and their considerable talent. It is with much pleasure that I present the annual report of the Foundation for Educational Exchange between Canada and the United States of America for FY2009. The Foundation’s story is one of pride, purpose, and commitment: to a new generation of scholars, to enhancing and growing our collective research and productive capacity, and to a secure and prosperous relationship between our two great countries. Our various programs, led by our flagship Canada-U.S. Fulbright Program, play an important role in promoting international academic exchange and encouraging leadership and mutual understanding.

The Foundation experienced considerable growth and much success in 2009. I would like to personally congratulate our grantees, encourage more students and scholars to engage, and thank my colleagues at the secretariat, our partners throughout the academic community, our private sector supporters, our support network at the Department of Foreign Affairs and International Trade Canada, the U.S. Embassy in Canada, and the United States State Department. I would also like to offer a special thank you to the dedicated and selfless members of the Foundation’s Board of Directors. Their leadership and their vision are much appreciated.

Celebrating 20 Years of Excellence

History and Mandate

The Foundation for Educational Exchange between Canada and the United States of America was founded in February 1990, as a private sector-public sector partnership, through an executive agreement between the Government of Canada and the Government of the United States of America.

Established with a mandate to enhance mutual understanding between the two countries, the Foundation engages Canadian and American students, researchers, teachers, and scholars in high-level academic exchange; it encourages scholarship on issues of primary importance to the two countries; it promotes and supports public discourse and public participation; and, it facilitates the development of long-term institutional partnerships. The Foundation encourages scholarship in all fields of academic inquiry (exclusive of medical training) and prides itself on the depth, diversity, and reach of its various programs.

Since its inception in 1990, the Foundation has administered the prestigious Canada-U.S. Fulbright Program. In 2003, the Foundation launched the Killam Fellowships Program, an undergraduate exchange program in line with the Fulbright mission. In 2004, the Foundation in conjunction with COMEXUS, offered the first Fulbright-Hays Summer Seminar in Canada and Mexico. And, in 2006, the Foundation launched the Network on North American Studies in Canada. In 2009, more than 100 awards were offered by the Foundation in all categories and countless supporting activities were undertaken. The Foundation is driven by the principles of the Ful-bright Program and by the priorities established by the board of directors and the two governments.

Long regarded as the world’s premiere academic exchange program, the Fulbright Program attracts exceptional students and scholars from more than150 countries. Among the fastest growing of the bilateral exchanges is the Canada-U.S. Fulbright Program.

The first cohort of Canada-U.S. Fulbright award recipients was named in 1991. Since that time, some one thousand distinguished students, scholars, and professionals have participated in this educational exchange program. Canada-U.S. Fulbright students and scholars conduct research, teach, or study in their host country for either one semester or a full academic year.

The Canada-U.S. Fulbright Program is generously supported by Foreign Affairs and International Trade Canada, the United States Department of State, and a number of businesses, organizations, universities and individuals. Close to 70 individuals received scholarships or fellowships in 2008–09. Of this group, most were traditional Fulbright student grantees or Fulbright Visiting Research Chairs.

The Traditional Fulbright Awards for Students and ScholarsThe Traditional Fulbright Awards for students are intended for graduate students, prospective graduate students, and junior professionals who wish to enrol in a graduate studies program, continue their current course of graduate study, or conduct an independent research project for a period of nine months in the host country. The Traditional Fulbright awards for scholars enable emerging and established scholars, post-doctoral researchers, and experienced professionals to conduct research, teach, or undertake a combination of both activities for one semester or a full academic year at a university or research centre of their choice in the host country.

We attended two symphonies, visited museums and science centers, toured public art works, went downhill and cross-country skiing, and ate meals at every sort of ethnic restaurant we could find...My kids learned that trying new things, while sometimes challenging, can lead to great discoveries.”

The Canada - U.S. Fulbright Program

The Visiting Research Chairs ProgramThe development of long-term partnerships between Canadian and American scholars and institutions is a priority of the Canada-U.S. Fulbright Program. In support of this aim, the Foundation has developed a series of Fulbright Visiting Research Chairs at institutions in Canada and the United States. In 2008–09, 27 Chairs were appointed, and agreements were concluded for additional Chairs in 2009–10.

The Fulbright Specialist ProgramThe Canada-U.S. Fulbright Program welcomed four Senior Specialists to Canada this year. The goal of the Fulbright Senior Specialists Program is to promote exchanges that go beyond the traditional Fulbright activities of lecturing and research. This program is designed to provide U.S. and Canadian faculty and professionals with opportunities tocollaborate on curriculum and faculty development, institutional planning, and a variety of other activities. A roster of American faculty and professionals is continually expanding in a variety of fields through a rolling application process. Canadian academic institutions may request a Fulbright Senior Specialist for a short term visit of two to six weeks.

The Foreign Language Teaching Assistant (FLTA)The Foreign Language Teaching Assistant Program provides an opportunity for francophone Canadian students and teachers to teach French language and culture and to study at select universities in the United States.

Fulbright Canada Mobility ProgramCurrent U.S. Fulbright students and scholars in Canada are provided with a number of specific enrichment opportunities. In addition to encouraging them to take on a much broader and more visible public profile in the national community, the Mobility Program seeks to provide U.S. Fulbright students and scholars with the opportunity to expand their network of professional contacts beyond the immediate setting of their Canadian host institutions. The most prominent enrichment activities are the Annual Orientation Program, the Student Professional Development Program, and the Visiting Scholar Speakers Program.

Fulbright Canada Eco-Leadership Program


The Fulbright Canada Eco-Leadership Program provides small grants to current and recent Fulbright Canada grantees to engage in environmental action in their community. Fulbright students and scholars are natural leaders. This program provides additional financial resources to these leaders to make a more significant positive environmental impact in their community.

Over the past few years, we have become more aware of the challenges we face in preserving our environment and limiting our impact on the sensitive eco-system that makes up our planet. Many have observed that travel, particularly air travel, has a pronounced negative effect on the environment. The Fulbright Canada Eco-Leadership Program reflects a forward-looking approach to overcoming these challenges while encapsulating the energy and focus of the Fulbright Program. The mandate of the Fulbright Program is to foster mutual understanding between the people of the United States and the people of other countries to promote friendly, sympathetic, and peaceful relations. The program achieves these goals primarily through student and scholar mobility programs. As awareness around the environmental impact of travel grows, more students and scholars will no doubt seek to offset this impact by contributing in some way.

The Fulbright Canada Eco-Leadership Program offers a unique opportunity to Fulbrighters to take action to reverse the impact of their travel, and develop new roots within their community.

The Killam Fellowships Program, supported by theAmerican Killam Trusts, is designed to develop a cadre of young leaders committed to enhancing mutual understanding between Canada and the United States. The Killam Fellowships program provides exceptional undergraduate students from universities in Canada and the United States with the opportunity to spend either one semester or a full academic year in the other country during the third year of their undergraduate career.

These awards are the first of their kind between Canada and the United States. In its inaugural year, the Killam Fellowships Program engaged 13 American and Canadian undergraduate students in educational exchange. In 2008–09, awards were granted to 30 students.

Discussing politics and other national and international issues with my Canadian friends has been extremely stimulating and has given me the impetus to consider my northerly neighbors more in regards to international matters.”

The Mobility Program

The Killam enrichment activities, allowing for both professional and personal growth, while promoting fellowship among the participants, are an integral part of the Killam Fellowships program. Fulbright Canada, in conjunction with the American Killam Trusts, is pleased to provide current Killam Fellows with a number of specific enrichment opportunities, including Fall Orientation in Ottawa and the Spring Seminar in Washington, DC.

The Cultural Awareness Program provides Killam Fellows with funds to undertake an academic and/or cultural activity in a city or region other than the location of their host university. While the activity does not have to be directly related the student’s program of study, its objective should be to broaden the student’s understanding of the host country and expand his or her horizons.

It is through additional benefits, such as the mobility program, that Fulbright Canada differentiates itself from other scholarship-granting Foundations, allowing the Killam fellows to develop the requisite personal and ambassadorial skills.

Western Hemisphere Fulbright Executive Directors’ Meeting

On May 19-22, 2009, the Canada-U.S. Fulbright Program hosted the Western Hemisphere Fulbright Executive Directors’ meeting in Vancouver, “home of the 2010 Winter Olympics”. Meeting with the program executives from the United States Department of State, the Fulbright Foreign Scholarship Board, the United States Embassy in Ottawa, the Institute of International Education, the Council for International Exchange of Scholars, and LASPAU, the Executive Directors discussed all aspects of the Fulbright program, ranging from programming priorities to competition from other international scholarship programs.

The three day meeting also featured remarks from Adam Clayton Powell III, Vice Provost (Global Engagement) at the University of Southern California, who delivered a very informative lecture entitled ‘Perspectives on U.S. Higher Education’. These discussions around international scholarship were enhanced by the presence of Fulbright alumni, who shared their inspiring stories and illustrated the long term multi-faceted impact of taking up a Fulbright award. The meeting was complimented by various cultural activities, including a guided tour of the Dr. Sun Yat-Sen Gardens, the University of British Columbia, and the

Museum of Anthropology.

Network on North American Studies in Canada


The Network on North American Studies in Canada (NNASC) is an initiative of the Foundation for Educational Exchange between Canada and the United States of America, in partnership with leading Canadian universities, government agencies, think tanks, and civil society. The network addresses all aspects of scholarly research, along with the relevant policy implications, that matter to the citizens of North America. In connecting leading-edge researchers from universities and think tanks across North America with key policy makers, practitioners, and other consumers of knowledge and information, the network is committed to the promotion of multi-disciplinary research, to supporting and identifying the next generation of scholars, and to promoting the interests and the output of the research community in Canada.

Over the past year, the NNASC has engaged in a number of very successful events. On September 30, the NNASC co-hosted a lecture and reception at the University of Prince Edward Island. This

event featured Dr. Stephen Casper, an associate professor at the Keck Graduate Institute in Claremont, California and the (inaugural) 2008-2009 Fulbright Visiting Chair at UPEI, and Dr. Harold Bathelt, a professor and Canada Research Chair from the University of Toronto. Dr. Casper and Dr. Bathelt addressed questions relating to technology clusters and networking within the business community.

With the pivotal U.S. presidential election taking place during the fall of 2008, the NNASC used the opportunity to address the importance of the Canada-U.S. relationship and the impact of politics in the United States on policy in North America. On October 24, 2008, the NNASC co-hosted the ACSUS Enders symposium on ‘Canada-U.S. Relations in Transition: The U.S. Election and Future Prospects’ at Carleton University. This one-day event featured local and international scholars exploring the potential implications of an election on policy issues such as the environment, the economy, the borders, and race relations.

Conference presenters and participants continued their interesting discussions at a reception kindly hosted by Ambassador Wilkins at his home.

The NNASC co-hosted a second election related conference at the Université de Montréal on October 30-31, 2008. Entitled “Choices for the New President: issues and implications”, this event also brought together an extensive group of scholars to address policy questions in post-November 4 North America. A highlight of the event was remarks given by David Mendell, author of ‘Obama, from Promise to Power’, on the potential next president of the United States.

During the spring, the NNASC began developing two separate partnerships relating to Canadian and American health policy. The NNASC signed an MOU with the National Aboriginal Health Organization (NAHO) with the intention of working together to promote research relating to aboriginal health policy from both sides of the border. The NNASC also signed an agreement with the McMaster Health Forum to partner with McMaster University to host a day-and-a-half high profile event on comparative Canadian and American health policy that will feature renowned speakers from both countries.
