The A s s o c i a t i o n of S c i e n t i f i c Workers was formed by groups

o f s c i e n t i s t s i n the y e a r 1918. I n World War One groups of

s c i e n t i s t s were formed w i t h i n government s e r v i c e f o r the f i r s t

t ime i n h i s t o r y . No-one i n the Government r e a l l y knew how sc ience

c o u l d he used nor what s c i e n t i s t s should he p a i d . When the

s c i e n t i s t s r a i s e d the q u e s t i o n of reasonable hut h i g h e r s a l a r i e s

t h e y were t o l d tha t the Government on ly n e g o t i a t e d on s a l a r i e s

w i t h a Trade Union and so the s c i e n t i s t s formed such* a Trade

U n i o n .

Prom 1918 to 1939 the A s s o c i a t i o n campaigned c e a s e l e s s l y

f o r s c i e n t i s t s and eng ineers t o r e c e i v e decent s a l a r i e s and

c o n d i t i o n s . . w h i c h they had n o t . . . and f o r i n d u s t r y and government

D u r i n g World War Two the. A s s o c i a t i o n campaigned f o r the use

o f s c i ence i n war and i n the peace t h a t would f o l l o w . Many of the

pos t -war p a t t e r n s i n the development o f s c i ence and t echno logy

f i r s t emerged from conferences organ i sed by the A .s

c . W . I n 1946

the A s s o c i a t i o n produced as a Penguin the f i r s t attempt to prepare

a s c i e n t i f i c p l a n f o r the. development of B r i t a i n combined with

a r a p i d i n c r e a s e i n sc i ence and technology s t u d e n t s . I t may seem

strange i n 1968, t o r e a l i s e , that just* over 20 y e a r s ago there had

t o be a campaign f o r the r a p i d i n c r e a s e i n the number of such

s tudents and for the r a p i d i nc r e ase i n the amount o f money spent

on s c i e n t i f i c researphand development. I t was on ly 10 y e a r s ago

t h a t the f i r s t governmental, surveys were c a r r i e d out t o determine

how much the c o u n t r y was spending on s c i e n t i f i c r e s e a r c h and how

many s c i e n t i s t s1

and* t e c h n o l o g i s t s t h e r e were .

In the past t e n years the A s s o c i a t i o n , w h i l s t d e a l i n g day

i n and day out w i t h the s a l a r i e s and c o n d i t i o n s of s e r v i c e of

mmJAa* numbers, has produced documents on a l l k i n d s o f Science

P o l i c y t o p i c s (Science P o l i c y * - P o l i c y f o r the a p p l i c a t i o n o f the

S c i e n t i f i c Method t o any genera l s o c i a l and economic problem.)

and has made some impact on Government and UriUvers i ty t h i n k i n g .

D e a l i n g s p e c i f i c a l l y w i t h T r a n s p o r t d u r i n g t h i s p e r i o d there

was an' A . S c . W . s tudy group formed i n the London Area which i n c l u d e d

as members. .an a d v i s e r to the M i n i s t r y of T r a n s p o r t , a member of

o f the G . L . C . P l a n n i n g Department, a member from the O p e r a t i o n a l

Research s e c t i o n o f the B r i t i s h T r a n s p o r t Commission, a member

from a N . E . D . C . , a l e c t u r e r i n economics e t c .

I t i s a b a s i c axiom .of the A s s o c i a t i o n that i t e x i s t s as an

we have ach ieved has a r i s e n from the d i s c u s s i o n s and a c t i v i t y of

the Student Group o f the B r a n c h . Our student a c t i v i t y i s

complementary to tha t of the C o l l e g e Student Unionc and only

a t e c h n i c a l d i f f i c u l t y has prevented our Student Group from

becoming, an. I . C . Union s o c i e t y over these many y e a r s of i t s

e x i s t e n c e . Our T r a d i n g scheme o f f e r s wide d i scount f a c i l i t i e s

and membership has o ther advantages*
