Summary

This is the senior level in the Human Resources Specialist classification series. Incumbents oversee and administer programs in one or more the following functional areas: benefits, compensation, classification, employee relations, employment, recruitment, leave administration, HRIS, and training. Incumbents serve as a resource to staff throughout the University by interpreting policies and procedures, advising and recommending solutions, and provide guidance to ensure compliance with human resources policies and procedures. They collect and analyze data to determine program effectiveness and recommend changes and improvements in policies, procedures and practices.

Distinguishing Characteristics

The Human Resources Specialist II is distinguished from the Human Resources Specialist I, in that incumbents in level II have experience working in multiple functional areas of human resources as an exempt level professional.

Reporting and Supervisory Responsibilities

Incumbents in this classification may report to either the Human Resources Senior Associate Director or Human Resources Associate Director. This classification may supervise Human Resources Representatives.

Typical Functions

1. Develops, implements, and monitors new and existing programs and processes in the area of specialization (e.g. compensation, classification, employee relations, employment, HRIS, recruitment and training).

2. Serves as a consultant to the human resources team in addressing and resolving issues.3. Interprets existing and recommends new policies/procedures in area of specialization to

effectively administer and improve human resource programs, procedures, and training.4. Collects and analyzes data to determine effectiveness of programs. Disseminates information

regarding new and existing programs or issues to the University. Provides departmental training and develops new training as needed.

5. Ensures departmental and University wide compliance with human resource policies, procedures and practices.

6. Serves as a resource to the University in addressing human resource needs.7. Conducts research and remains current on human resources in the area of specialization to

improve human resources administration at the University.8. Serves on committees or teams to improve university processes or service.9. Researches and drafts policies.10. Performs miscellaneous job-related duties as assigned.

1. Knowledge of human resources principles, procedures, and requirements. 2. Knowledge of federal, state and University laws, guidelines and procedures in specialized area. 3. Knowledge of industry best practices in specialized area.4. Strong interpersonal and communication skills and the ability to work effectively with a wide

range of constituencies in a diverse community. 5. Ability to work effectively as a member of a team. 6. Ability to use independent judgment and to manage and impart confidential information.7. Ability to analyze and solve problems. 8. Ability to communicate effectively, both orally and in writing. 9. Ability to interpret, analyze, and advise on the application of laws related to specialized area.10. Ability to supervise and train other staff. 11. Ability to investigate and analyze information and draw conclusions. 12. Ability to develop and present educational programs and/or workshops.13. Ability to make administrative and procedural decisions and judgments on sensitive and

confidential issues.

Minimum Qualifications

Eight years of experience in human resources (of which two years must have been performing exempt level work); or a bachelor’s degree plus four years of experience in human resources (of which two years must have been performing exempt level work) is required. A professional human resources certification, in addition to the aforementioned experience and education, is preferred.

Work Environment and Physical Requirements

Employees work indoors and are protected from weather and/or contaminants, but not, necessarily, occasional temperature changes. The employee is regularly required to sit or stand at desk and often uses repetitive hand motions. Employees nearly continuously listen, hear, and talk.
