Satya N. Gupta In 1981, Mr Gupta joined the wireless planning and coordination division of the India’s Ministry of Communication with

responsibility for the Srinagar Wireless Monitoring Station, a position he cumulatively held with secretary of the Regional Advisory Committee of India’s Standing Advisory Committee for Frequency Allocation for the states of Jammu & Kashmir and Himachal Pradesh. From 1989 to 1994, he worked with the Indian Railways Institute as a faculty for signalling, telecommunications, and computing. As a member of the senior management team at IRCON International, he helped deliver major fibre optic network projects within India and abroad. In 2006, he worked as senior advisor at the Telecommunications Regulatory Authority of India where he first headed the fixed network division, and later the converged network division, dealing with the technical and economic aspects of data networks and services such VoIP, IPv6, broadband, e-governance, QoS, and NGN. He chaired various expert groups in the South East Asia and Asia-Pacific regions in the fields of VoIP, Internet telephony, and domain names. He was also deputed as an ITU expert on a UNDP assignment to set up an Internet exchange point and an international gateway for Bangladesh. He was also a member of ITU’s NGN Regulatory Review Group. Presently, he is working with BT Global Services as Chief Regulatory Advisor and Director of Government Affairs for India and the South Asian Association for Regional Cooperation, dealing with regulatory, licensing, public policy, security, competition and government affairs, in addition to being a visiting consultant at CTO’s PDT Partner Eagle Photonics. Mr Gupta holds a degree in Electronic Communications Engineering (National Institute of Technology, Kurukshetra University, India, 1979); a post-graduate degree in Electronics Design Technology (Indian Institute of Science, Bangalore, 1980); and more recently, a master’s degree in Telecommunications Policy and Regulation (University of the West Indies). V.K. Arya Mr Arya started his career at the Indian Telecommunications Service in 1983, and worked since then for a number of organisations in India, including DoT, BSNL, MTNL, TCIL, ALTTC, and TEC. He retired in November 2012 and joined the faculty of CTO’s PDT Partner Eagle Photonics. He cumulates over 38 years of experience in a broad range of areas in telecommunications, from outside plant design and setup, local area networks, and fibre optic communications, to project management, marketing, and security in wireless data or mobile networks. In recent years, he has delivered various training programmes in Sri Lanka, Kyrgyzstan, Malawi, Ghana, Ethiopia, and Zimbabwe. He has also visited Kenya, Nigeria and Chad for projects related to education and telecommunications training. In 1992, he was awarded a UNDP fellowship for 10 weeks in China, where he ranked as number one among 26 participants from 21 South East Asian countries. He was a jury member for the 2011-12 Aegis Graham Bell Awards for Innovation in telecommunications in India. Mr Arya is a Fellow of IETE, a Fellow of the Institution of Engineers of India, and a Member of India’s NGN Forum.
