HR BUSINESS PARTNER

CHIEF EXECUTIVE’S OFFICE

JOB PURPOSE

To support the business partnership model to ensure the best people solutions to meet the strategic imperatives of

the business. The role encompasses working in areas such as:

HR Strategy Implementation

Strategic Business Partnership

Change Management Initiatives

Project Management

Workforce, Talent and Succession Planning

GENERIC DUTIES

1. Work on a range of projects and areas of work en-

suring outcomes are delivered on time and to a

high standard.

2. Provide partnership services to Services and iden-

tifying and resolving HR issues to drive business

performance.

3. Build and maintain influential relationships with

senior managers, working closely with them to

support the development of solutions to meet busi-

ness needs, and support the delivery of Service

goals and targets as reflected in the Service plan.

4. Support the delivery of strategic people impera-

tives within the Service, eg performance manage-

ment, leadership development, talent manage-

ment.

5. Provide support to identify short, medium and long

term resourcing issues and assisting in building

and maintaining the local workforce plans and con-

structively challenging managers on new roles and

replacement.

6. Support the implementation of employment poli-

cies to achieve a consistency of approach and in-

terpretation.

7. Support the change agenda within the Service,

ensuring organisational change and development

solutions drive business transformation.

8. Identify HR issues for implementation which will

improve organisational and individual effective-

ness.

9. Adopt a positive and respectful working relation-

ship with Officers, Elected Members and other

Stakeholders in the interests of a corporate ap-

proach, partnership working and in accordance

with the principles of We ASPIRE.

10. Develop effective working relationships with Ser-

vice trade union representatives and work in part-

nership with Service managers to maintain excel-

lent communications, constructive consultation,

and to minimise employee relations risk.

11. Develop and maintaining a high level of personal

expertise in employment legislation and core HR

initiatives, policies, systems and processes to en-

sure effective advice to Service managers, em-

ployees, and other key stakeholders to the busi-

ness.

12. Participate, and representing People & Organisa-

tional Development, on any internal working

groups, as directed.

13. As directed, and where appropriate, take responsi-

bility for the preparation and content of reports,

plans, briefings, presentations and FOI requests.

14. Ensure compliance with Council policy, relevant

statutory and legislative provisions, including com-

pliance with the provisions of the Health and Safe-

ty at Work Act 1974.

15. Comply with the Employees’ Code of Conduct,

demonstrating the ethical standards expected of

officials in public service.

16. Undertake such other duties as may be appropri-

ately determined by the Head of People & Organi-

sational Development.

This job outline is intended to indicate the broad range of

responsibilities and requirements of the post. It is neither

exhaustive nor exclusive but while some variation can be

expected in particular duties, the outline is considered to

provide a reasonable description of the post.

The Head of People & Organisational Development shall

have the discretion to rotate and deploy officers within the

Business Partnership across Services in the interest of

their own professional development and /or the interests

of the Council.
