Slide 1How will the Netherlands (try to) implement the new BSS in the NORM and building industry?
Rob Wiegers
Short introduction current Dutch situation Some generic implementation aspects Consequences for the NORM industry Consequences for the building industry Conclusions
Current Dutch situation
EL = CL 1-10 * EL/CL: No permit required; “notification”
New types of NORM depository Blending obligation NORM wastes when reused
Current Dutch situation
Pb-210+ 1E+2 1E+4 Po-210 1E+2 1E+4

Consequences NORM industry
Proposed:
Consequences NORM industry
New Specific application dependend expertise Several levels
Consequences NORM industry
EL Pb-210 and Po-210 Increase waste
> 1000 Mg extra NORM waste up to several M€/a per industry)
Limits existing infrastructure waste processing
Definitions NORM industry NORM material
When it exceeds the EL/CL When it originates from some indicated industries When it belongs to a list of identified materials
Building industry: BSS annex NORM industry
Building industry: BSS annex NORM materials BSS list of types of relevant NORM materials for use in building products Natural materials based on igneous rocks (basalt, lava…..) Materials originating from NORM industry:
Fly ash Phosphogypsum Phosphorous slag Tin slag Copper slag Red mud (from Al-production) Residues from steel production

Building industry: Impact current use NORM
Use of cement clincer for different types of (blended cements). CEM III: BFC CEM V: BF + PFA
Typical CO2 emission per Mg cement: 1,25 Mg Lowest (NL due to use NORM by-products!): 0,75Mg CO2
EU cement industry: 150.000.000 Mg CO2/y Huge potential for further reduction thanks to NORM!
Building industry: Regulatory aspects
demands, certificates) Production related (environmental, workers protection, raw
material status…..)
NORM related legislation and regulation BSS (radon action plans, constrains to use NORM building
materials) Regulation and legislation well established
Both advantage and disadvantage
If so, then the implementation should: be efficient be transparent/enforceable social gain must outweigh the (social) costs (ALARA)
Transparency
Alles over bouwklachten
•vul steeds het onderwerp in;
•vermeld uw naam en adres;
•stel uw vraag of beschrijf zo duidelijk mogelijk uw situatie
•stuur uw e-mail naar [email protected]
U kunt ook het formulier "Bouwproblemen voorkomen en genezen" (DOC, 58 Kb) downloaden en ingevuld opsturen als bijlage in uw mail.

Conclusions building materials
Implementation is complex due to: Complex market with numerous stakeholders Definitions of NORM, building materials… More aspects to be weighed such as C2C, re-use etc.
But also aspects such as: Availability of measuring capacity Required (lack of) know how througout the chain Managing perception issues Integration in (huge) current legislation on building products
Gain is not always clear (in most MS there is not an issue), therefore: Keep it as simple as possible!
Conclusion
Open ends (not limitative): Definition NORM and choice EL/CL Definition Building product RPO/RPE Interaction regulation NORM Building materials and NORM Weighing all involved (social/environmental) aspects
In all cases (NORM industry or building materials): Potentially high impact New approaches Still a lot of work
