The Current PPP Process

• Maximizing efficiency

• Meeting requirements without excess procedure

Identifying where the PPP can be streamlined

• Shortening amendment time

• Appropriate length of public review period

SACOG’s Example

• Public review period can often be as little as 7 days

• SACOG model separates amendments into 5 types

Type 1: Administrative Modification

• No public review period required

• Requires only manager approval

Type 2: Formal Amendment due to Funding Changes

Funding change is greater than allowed per Caltrans’ administrative procedures.

• Public review period required is 7 days

• Requires manager approval only

Type 3: Formal Amendments of Exempt

ProjectsAmendment of an exempt or non-

capacity increasing project• e.g., add/delete exempt or non-

regionally significant project or project phases to/from the FTIP.

• Public review period is 7 days

• Requires manager approval only

Type 4: Formal Amendment requiring a

conformity determination

These amendments require conformity determination but rely on a previous Regional Emissions Analysis

• Public review period is 7 days

• Public hearing is required

• Require Board approval

Type 5: Formal Amendment requiring a

conformity determination and new

Regional Emissions Analysis

• Public review period is 30 days

• Requires a public hearing

• Requires Board approval

Interagency Consultation

• Circulate preliminary draft

• Federal and state agencies

• Keep in touch with stakeholders

Implementing Change• Amend your PPP (following public

outreach requirements)• Decide on a spectrum of options

with varying public review• Delegate approval as much as
