How to Progress Monitor Behavior Goals

• The purpose of the listserv will be to inform special education teachers of upcoming trainings, upcoming webinars, and other resources provided by MDE.

This training is designed to provide classroom teachers with practical strategies for progress monitoring Measurable Annual Goals and Short Term Instructional Objectives for Behavior.
The use of these strategies is aligned to the Mississippi Department of Education (MDE) Strategic Plan.

Why do we progress monitor?
1.) We want to ensure the instructional methods that are in place result in mastery of the Measurable Annual Goal.
2.) If progress toward the Measurable Annual Goal is not being made, we want to know in a timely manner so the BIP and/or the goal can be revised.

Steps to Progress Monitoring Measurable Annual Goals for Behavior
1.) Determine the most appropriate method for assessing and reporting a student’s Current Level of Progress (CLP) toward the measurable annual goal.
2.) Calculate the expected Rate of Improvement.
3.) Progress monitoring data must be collected and examined.
4.) At the frequency specified in the Notification of Progress Provided to Parents/Guardians the student’s performance on all of the STIOs must be assessed.

Identify the Method of Measurement for the Annual Goal• OBS = Observation

Identify the type of data collection that will be used. Make sure the type of data collected measures progress toward the annual goal and reflects the method of measurement indicated on the IEP.

will complete the assignment 95% of observed instances with no more than two
verbal prompts to do so.
The method of measurement is observation. The best data collection method for this would be to
collect data based on the number of opportunities the behavior of raising hand could occur vs. the
number of times the student actually raised her hand.
In order to determine if progress is being made, we need to understand what the expected Rate of Improvement (ROI) is.
The ROI is simply the average data points that must be gained each week in order to meet the STIO:

9 weeks= 55 percentage points of improvement /9 weeks= 6.1 percentage points of improvement per week
6.1 percentage points is the expected number of percentage points per week. However, we
know that skills do not always increase at a steady rate. Therefore, the goal is to see
consistent progress. You can use the expected percentage points to gauge whether or not it
is going to be possible to meet the mastery criteria.
At this point, instruction will begin to teach the skill in acquisition and the teacher will begin collecting data.
Each week, the teacher will review the collected data to ensure that progress is being made toward mastery of the STIO. When reviewing weekly data, the teacher will need to look at the ROI, and the overall progress toward mastery.
It is highly recommended that progress monitoring of data be graphed.

The student’s performance on all of the STIOs must be assessed.
The statement of the student’s Current Level of Performance (CLP) toward his/her measurable annual goal should identify:
(a) Any STIOs that have been mastered;
(b) Any STIOs that have not been introduced;
(c) The student’s current level of performance on any STIOs that have been introduced, but not yet mastered.
