    Required Registrations

    ▪ Entities OUTSIDE of the U.S. that wish to conduct business with the U.S. Government, must FIRST request a NATO Commercial and Government Entity (NCAGE) code, followed by a DUNS number and registration in the System for Award Management (SAM).

    REQUEST NEW NCAGE CODES WITH U.S. GOVERNMENT CONTRACTS/GRANTS

    ▪ Entities can request a NCAGE code through the NATO Support and Procurement Agency (NSPA) by selecting the CAGE/NCAGE Code Request link.

    ▪ Search for your company to ensure it isn’t already registered, then if not, select Request New.

    ▪ Complete the registration by following the links in the portal.

    ▪ A validation email message is sent to the POC in the NCAGE Request for confirmation.

    ▪ Confirm the NCAGE request by clicking on the link embedded in the email.

    ▪ When the NCAGE code is assigned, an email message will be sent to the entity POC in the NCAGE Request. The new NCAGE code information is validated by logging into the NSPA web portal.

    ▪ If there is an ussie with the registration and an NCAGE code is not assigned, then the company entity POC will be contacted by email/letter from NSPA or NCB.

    ▪ Once the NCAGE is received in the CAGE Program Office, the NCAGE code is displayed in CAGE Search and Inquiry (CSI).

    ▪ The entity/organization’s Legal Business Name and Physical Address must match exactly in all systems.

    ▪ Access CSI at https://cage.dla.mil/Home/UsageAgree to confirm the NCAGE code data. If the NCAGE does not display in CSI but IS located in the CAGE/NCAGE Code Request, contact the DLA Contact Center at [email protected]. If all information is current in CSI and CAGE/NCAGE Code Request, proceed to obtain a DUNS number.

    ▪ TIMEFRAME: CSI is updated after CAGE Program Office has received and processed the NCAGE data which may be up to 10 business days.

    DUNS Registration

    Before you can register in the SAM system you must first obtain a DUNS number. Go to www.dnb.com

    ▪ Continue registration by following the prompts.

    ▪ Ensure the entity’s Legal Business Name and Physical Address match exactly with what was registered for the NCAGE code.

    ▪ TIMEFRAME: Allow 1 to 2 business days to obtain the international DUNS number

    SAM Registration

    ▪ Once you receive an email from D&B with your DUNS number, wait 48 hours to register this number in SAM. You will need to create an individual account in the SAM system. Go to www.sam.gov and click Create an Account.

    ▪ Once you have an account, sign in and select Entity Registrations, then “Register New Entity.” Click Here

    Helpful Tips

    ▪ On the Business Information page, you will create a Marketing Partner Identification Number (MPIN). Keep this. It is used as a password in some other government systems like Grants.gov.

    ▪ Foreign vendors are NOT required to enter tax identification numbers (TIN) in SAM. If TIN information is entered, the SAM registration will be sent to the Internal Revenue Service (IRS) for validation (which will increase the processing time) before being forwarded on to the CAGE Program Office for final validation

    Helpful Tips

    ▪ On the NCAGE Code page, enter your NCAGE Code. Remember your legal business name and physical address for your DUNS Number and NCAGE Code must match.

    ▪ On the General Information page, only select Foreign Owned if your entity is owned or controlled by a foreign entity. If you are also a Manufacturer of Goods, select that first, then select Foreign Owned.

    Helpful Tips

    ▪ On the Financial Information page, you do not need to provide Electronic Funds Transfer (EFT) banking information. If you do choose to provide this electronic banking information, it must be for a U.S. bank: SAM cannot accept foreign banking information.

    ▪ The remittance name and address are the only mandatory sections on this page.

    ▪ In the Points of Contact section, list the names of people in your organization who know about this registration in SAM and why you want to do business with the U.S. government.

    Helpful Tips

    ▪ When you have entered all information and verfiiedthatit is correct, select Submit after your final review. You will get a confirmation message on the screen. If you do not see this message, you did not submit your registration.

    ▪ Once approved by the U.S. Commercial and Government Entity (CAGE) system, you will get an email from SAM.gov when your entity registration is active.

    ▪ You must prepare, sign, and submit a letter designating your Entity Administrator to the Federal Service Desk within 60 days of activation.

    ▪ Start this process well before your contract submission deadline. Allow up to 12-15 business days after you submit before your registration is active in SAM.

    ▪ Remember, this entire registration process (to include NCAGE, DUNS, and SAM) can take up to around 30 business days.
