CRAA is a Port AuthorityOhio Revised Code (ORC), Port Authority means a body corporate and politic created pursuant to the authority of section 4582.02.

• “Authorized purposes” or “purpose” of a Port Authority means either of the following: – Activities that enhance, foster, aid, provide, or promote

transportation, economic development, housing, recreation, education, governmental operations, culture, or research within the jurisdiction of the port authority;

– Similar activities authorized by Sections 13 and 16 of Article VIII, Ohio Constitution.

• A 2012 study found that the community’s aviation system assets account for more than 54,000 jobs, $1.8 billion in annual payroll and $6.6 billion in total annual economic output.

CRAA Board of DirectorsThe Board of Directors, composed of nine business and community leaders, is the governing body of the Columbus Regional Airport Authority.

• Four (4) members of the Board are appointed by the Mayor of the City of Columbus with the advice and consent of City Council;

• Four (4) are appointed by the Franklin County Board of Commissioners;

• One (1) member is appointed jointly.

Business Diversity ProgramDisadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE)

• As a recipient of U.S. Department of Transportation funds, the CRAA administers a Disadvantaged Business Enterprise (DBE) and Airport Concessions Disadvantaged Business Enterprise (ACDBE) program in compliance with 49 CFR (Code of Federal Regulations) Part 26 and Part 23.

• These programs assist with participation in contracting opportunities for businesses owned and controlled by socially and economically disadvantaged individuals, including minorities and women.

• Overall DBE Goal for FFY 2017-2018-2019 is 23%

• Overall ACDBE Goal for FFY 2015-2016-2017 for Non-Rental Car Concessions is 7%

• Overall ACDBE Goal for FFY 2015-2016-2017 for Rental Car is 1%

• The procedures CRAA uses in determining its overall goal(s) are outlined in 49 CFR Part 26.45 and 49 CFR Part 23.45, respectively.

Business Diversity ProgramDiversity Business Partner (DBP) Program

CRAA’s ability to achieve overall goals in recent years can be largely attributed to the use of contract goals established during the bidding process. Contract goals have proven to be effective at creating positive working relationships between CRAA’s prime contractors and many DBE and/or small business firms. These relationships have even extended to non-AIP assisted projects.

Through these and other initiatives to find new small businesses, and increase utilization of existing DBEs and/or small businesses, CRAA expects to increase the race/gender neutral portion of goal attainment. As a non-certifying entity, CRAA believes it’s critical to continue cultivating strong partnerships with certifying agencies and community business diversity organizations.
