Filipinos abroad who want to apply for an NBI clearance must fill out a Fingerprint Card form at the nearest Philippine Consulate Office in whatever country they live in. Instructions 1. o 1 Bring two valid identification cards to the office. Fill in the personal data required on both sides of the card. o 2 Have a consular officer help you impress your fingerprints on the appropriate spaces on the card.
