Our members often ask us how their legislators vote on business issues, and whether their voting records in Madison match the pro-growth speeches they often give at local chambers or other community events. WMC strongly believes that a well-informed public will make the best decisions, and that’s why we publish our biennial voting record. We feel strongly that employers, employees
and taxpayers should know exactly where their lawmakers stood on the issues that matter most to our economic competitiveness.
Our “How They Voted” scorecard gives an objective measure of whether lawmakers were willing to support legislation to improve our business climate, or whether they took the opposing position. The scorecard lists 33 votes on issues important to the business community, and how lawmakers voted on each issue.
WMC is incredibly pleased that a total of 83 lawmakers had a score of at least 70%, earning them a “Working for Wisconsin” award for the 2017-2018 legislative session. That number includes 64 members of the State Assembly and 19 members of the State Senate.
There were many important victories this session that moved the ball forward on tax and regulatory reform. Very early in the session, Wisconsin became the first state in the country to enact a state version of the REINS Act, which prohibits government agencies from passing regulations that cost more than $10 million over any two-year period, unless the Legislature and Governor approve the regulation. The REINS Act will serve as a strong safeguard against bureaucratic overregulation that pile unwarranted costs on businesses.
The legislature also repealed the Alternative Minimum Tax (AMT), repealed the state portion of the property tax, and passed a personal property tax exemption for machinery, patterns and tools. These and other tax reforms resulted in a net reduction of Wisconsin’s tax burden this session of $394 million.
Unfortunately, the Legislature failed to enact medical cost containment in the Workers Compensation program, leaving Wisconsin businesses to continue to face some of the highest costs in the country. WMC will continue to strongly advocate for needed relief in this area.

NEW FMLA REQUIREMENTSWould require employers to offer FMLA for an expanded list of relatives who are ill, and expands mandatory leave to businesses with 25 or more employees. Also creates an employer-funded insurance program to pay employees wages while they are on family medical leave.

WETLAND REFORMSMakes numerous reforms to exempt very small non-federal wetlands from DNR permitting to align our permitting requirements with those of most other states.

REPEAL RTW This amendment would have repealed the Right to Work law enacted in 2015.

OMNIBUS CIVIL JUSTICE REFORMSReforms civil discovery and class action laws in order to reduce the transactional costs associated with civil litigation. Also places needed limitations of the Wisconsin Department of Revenue's ability to hire outside firms to conduct unclaimed property audits against businesses on a contingency fee basis.

January Special Session Assembly Bill 2:
WELFARE REFORMRequires all able-bodied adults receiving food stamp benefits to work or participate in training programs.

UNEMPLOYMENT LAW REFORMMakes various changes that combat unemployment insurance fraud, including better enforcement tools against employees who conceal wages.
August Special Session Assembly Bill 1:
FOXCONN INCENTIVE PACKAGEProvides “pay as you grow” tax credits to Foxconn for investments in a new manufacturing facility in Wisconsin. The amount of the tax credits is tied directly to the number of full-time jobs created, and the amount of capital investment.

REGULATORY REFORMPlaces significant restrictions on expensive agency regulations by requiring any new regulation that would cost $10 million or more statewide to be approved by the Legislature before it can become law.
