Should TL 9000 mean something to CATV operators? The answer is definitely yes. TL 9000 is a global telecom
industry (and, more broadly, communications industry) quality management system standard. TL 9000, by dramatically expanding on ISO 9001, establishes a model that supports improving performance, better overall product quality, reduced cycle time, and improved customer satisfaction.
A generation ago, companies conducted business with one another on the basis of gut feel, personal chemistry and a firm handshake. Today, circumstances are far more complicated, choices are much more complex, and there’s way too much at stake.
This being the case, solid performance documentation can go a long way in convincing prospective customers in the advantages of relying on one logistics/supply chain partner versus another.

TL 9000 certification is the data-based, tracking-and-measurement stamp of approval. It includes a report card, of sorts, by which individual company metrics can be compared against the industry aggregate to establish a foundation for quality performance and improvement.
Building on the foundation of TL 9000 requirements, KGP Logistics’ quality management system addresses practically every aspect of our business from product and service delivery to management interaction and leadership. In addition, the standard evaluates specific performance aspects of business-critical services such as logistics (where, when and how products are delivered), engineering (advising customers on systems design), installation (field deployment of systems), sourcing (identification and selection of best/lowest cost products), and electro-mechanical assembly (pre-configuration and/or integration of multipart communications systems).
KGP is very proud of its TL 9000 quality performance record. In comparison to companies that compete in our same service categories, KGP has done very well and continues to make improvements through enhanced technology, a focus on best practices in all processes, and a mandate for best-in-class systems.
This pursuit of improvement is not only KGP’s committed objective; the assessment of any progress made is done objectively – meaning it can be reported, rated, investigated and judged within a real-world performance environment.
TL9000 metrics provide a valuable measuring stick for CATV operators.
The biggest advantage to a potential CATV operator, who might consider KGP as a supply partner, is that TL9000 certification provides a “common language” of comparison by which any CATV company can measure KGP against other suppliers with whom they may be doing business.
To put this in actual terms, for example, TL9000 metrics include the number of “problem reports” a member company has. In other words, it looks at how often a company encounters problems, and even more importantly, how quickly and effectively a company responds when a problem arises.
The value of this information should carry greater weight than a business referral or recommendation since everything is founded on a universal set of standards that are very well defined, and the rules applied to the metrics have been developed collaboratively by both suppliers and service companies.
This gives prospective customers a fair expectation of quality level, since there is never any doubt as to what the numbers mean. Hard data equals hard evidence.
KGP will continue to perform monthly measurements to see how the company is tracking to the various metrics. So we know exactly where we stand, and what we stand for – quality; which translates to reliability and customer satisfaction.

The Answer May Hinge on a Willingness to Outsource and Offload Critical Services
Since the CATV industry’s modest beginnings as a regional solution developed to overcome poor TV reception in mountainous terrain, its growth has been dramatic. Huge, cresting wave after wave of new sub-scribers have been propelled by many dynamic forces from favorable deregulation and technology improve-ments, to the evolution of new service offerings, to the bundling of TV, Internet and phone, to higher access speeds at lower costs.
Looking back, cable subscribers in the mid-1960’s numbered a modest 850,000. Barely a ripple in the vast ocean of TV broadcast. But by the end of 2005, cable’s high-speed Internet service, alone, had reached 25 million subscribers, and as of June, 2011 (a mere six years later), basic cable customers numbered 58.9 mil-lion, digital video - 45.4 million, high-speed Internet - 45.7 million (nearly double 2005), and cable phone customers - 24.7 million.*
Telephone companies are recently catching up through the advance of VDSL and the capacity to com-
pete with cable’s high data transmission speeds. Now both are in a heated competition, vying to become the ultimate Big Kahuna by conquering the tsunami-like swell of ever-increasing broadband demand.
The enormous challenges may prove to be more than one industry, or certainly one company, can handle on its own given the substantial cost of fiber deployment and the inescapable goal of future-proofing critical systems.
So how can network operators capitalize on the tre-mendous opportunity that still lies ahead without tying up valuable resources or overextending them-selves financially? One logical answer is to outsource and offload critical services in order to improve effi-ciencies, minimize risks and lower overall costs.Only a handful of companies have the size or capabili-ties to make that kind of significant contribution as a strategic partner. KGP Logistics is one of them.

Best-in-class systems for supply, inventorymanagement, integration and distribution
KGP Logistics is able to leverage its long-standing strengths in deployment services, equipment distribu-tion and logistics to deliver the lowest total cost solu-tion to Customers. In addition, KGP Logistics has seven distribution centers and eight integration centers with convenient locations across the country, which can ex-pedite services and response times for the largest net-work operators.
Each area of specialization and each initiative put forth by KGP Logistics has the potential to bring down ex-penses, streamline logistics, free up labor, and add value to network operators and subscribers. A resource like KGP Logistics could mean the difference between riding the ever-increasing wave of sales opportunities and being swallowed up by it.
Sourcing & Supply – The first step for a cable company is to sit down with operations and logistics experts in order to perform a complete product spend-and-vol-ume data analysis and identify where the greatest op-portunities lie for reducing procurement costs.
“After making our strategic recommendation and getting buy-in from the Customer, we may start with a sourcing initiative as one option to lower costs,” ex-plained Scott Mason, KGP Logistics Director of Client Solutions.
Important sourcing initiatives include product stan-dardization with the goal of reducing product SKU’s; coupled with vendor consolidation to reduce the com-plexity of the vendor base. The emphasis is on sourcing efficiency and risk reduction. KGP Logistics currently sources over 140,000 different CATV and Telco products from more than 1,500 different suppliers.
Inventory Management – KGP Logistics has imple-mented best-in-class systems for inventory strategy, forecasting and planning. Mason further clarified, “We have an excellent inventory and risk management team with extensive experience. We have invested in advanced systems so our Customers don’t have to. That means rather than tying up capital, unnecessarily, in excess inventory, we will consolidate and track the supply for them and make sure the right products are available in the right place, at the right time.”
Another key time and money-saving advantage is the ability to integrate systems making the entire ordering, sourcing, tracking, delivery and invoicing process more efficient, while eliminating manual keystroke time and human input errors.
Integration Services – One important way in which KGP Logistics can decrease labor costs and workload for network operators and optimize productivity of in-stall technicians is by providing pre-engineered solu-tions. “We can handle something as complex as help-ing to design, engineer and install an FTTH network, or as common as designing, configuring, equipping, and delivering remote cabinets, direct-to-site,” stated John Ralston, KGP National Engineering Manager, Integrated Solutions.
KGP Logistics can also reduce the number of truck rolls, technician deliveries and installs by pre-configuring, flashing and kitting subscriber premise equipment for residential fulfillment, such as modems, VoIP tele-phones and cable set-top boxes. These custom labeled packages with a welcome letter and easy to follow set-up instructions printed on the company stationary are shipped directly to subscribers for simple plug and play installation. Network operators then have the ability to remotely access and upgrade these subscriber systems as the need arises. Reverse logistics of returned equip-ment is another capability KGP Logistics offers.

In the struggle for broadband domination – and the enormous profits that will gush forth from escalating Customer purchases of more and more advanced service bundles – the stakes are great and the rewards are even greater.
