Introduction

The e tymologic o rigin of c risis is tw ofold: the Greek o ne ( Krisis) that means a

 period of e xtreme c onfusion or danger  but, a lso, a c rucial s tage or a turning poi nt 

through out the de velopment of any thing; the Latin o ne ( Crise) th at me ans wind,

individual di sturbance, c hanging phas e, w ithout any pos sibility t o c ome bac k t o

 previous patterns. Briefly, the concept of crisis includes the meaning of changing either at societal level or at individual behaviours and so crisis resolution is a challenge that

implies f ixity o f pur pose, c apability a nd a udacity for s earching n ews a nd i nnovating

solutions. It’s why we can state that the searching of solutions in order to solve crisis

has being the main driving force of the Humanity historic evolution, as it was supported

 by the following statement of Albert Einstein: “Crisis is the best grace that can happen

to people and countries, because crisis brings progress… It’s by crisis that inventions,

discoveries and remarkable strategies are produced… The embarrassment of people andcountries comes from the hope t hat t hey can find easy solutions for crisis… The real

crisis lie s o n in competence2

 

”. A s a m atter o f f act, a long of H uman hi story, c risis

haven’t always led to upper stages of development and several times some civilizations

have got lost due to the incapacity or the impossibility o f their own elites in o rder to

accomplish the required structural ch anges for solving the i nefficiency o f the societal

model that is in crisis.

Brief typology of crisis

According to the objective of the present communication it will be centred on crisis

issues that hit countries and threaten their economic, social and possibly their political

system.

Economic crisis can be cyclical or structural. The resolution of the former follows

cyclical adjustment in the prices of pr oduction factors that can be supported by public

 policies oriented either for supply or for demand. The proportions of structural crisis are

deeper, namely by causing severe damage at social and politic level. Consequently the

resolution of structural crisis requires changes in t he very organizational pattern of the

 productive s ystem, w hich c an i nduce c hanges i n t he s ocial f ramework an d i n t he

 politic/administrative building. Any of that kind of crisis can be confined to one or few

countries, but they can also have a multinational dimension.

Social cr isis ar e f requently d ue t o eco nomic cr isis. In t hat cas e social crisis a re

characterised b y t he em ergence and/or b y the enlargement o f s ocial i nequalities an d

injustices t hat a re of ten a ssociated t o i ntolerance, e xclusion, vi olence and ot her 

antisocial or di sruptive be haviours bot h i ndividually a nd c ollectively. Consequently,

characteristics of social crisis with regard to demographic dimension, spatial amplitude,

duration and intensity, depend on the type of e conomic crisis to which social crisis is

associated. As an example we can state the case of unemployment whose resolution is

highly di fficult i f not i mpossible w hen t he e conomic c risis i s bot h s tructural a nd

multinational, because the possibility of reducing unemployment rates is very limited,

namely by increasing emigration, has i t happens in Portugal during the sixties and the

eighties of the XX century.

Actually, a ccording t o t he minimalist vi ew on t he role of na tional G overnments

their onl y f unctions s hould be t hose i nvolved i n na tional de fence, security and

maintenance o f i nternal order as well as t he administration of j ustice. H owever, t he

analysis of human ki nd historic evolution s hows t hat t he pol itic s ystems of countries

and s ocieties a re onl y enabling t o pe rsist w hen t hey a re a ble t o a ssure t he pr oper 

functioning of t heir own economic and s ocial systems. More precisely, the acceptance

 by people of pol itic power legitimacy, whatever it is, depends on t he effectiveness of 

that power for ruling society in order to ensure enough productivity gains3

for satisfying

the needs of populations, according to the societal statuo quo in terms of the structureand c omposition of s ocial c lasses a nd t heir e thic va lues. W hen t he system, m ore

 precisely t he e conomic system, s tops t o a ssure c ontinuous g ains of pr oductivity t he

 balance of pow er be tween s ocial gr oups br eaks of f t he s ocietal  statuo quo .

Consequently, the politic system is questioned and people claims for a new model with

regards to the redistribution of wealth and economic power. The achievement of such a

movement is e ither a reform of the politic system and, subsequently, of the economic

and social systems or revolts and revolutions whose results are unforeseeable because

they can waver between the increase of the crisis, which can lead to the self destruction

of the system, and the establishment of a new economic, social and politic order.

As a ma tter o f fact, s ince th e beginning o f th e H umanity till th e advent o f th e

consumption society, the main challenge of societies was to obtain gains of productivity

enough f or support de mographic i ncrease. When t his w as not possible, t he future of 

these societies was uncertain; societies could fail even because they were enabling to

resist a gainst c onquests. T he construction of e mpires w as a lways de termined b y t he

objective of appropriating the productivity gains produced by conquered people; so long

course trade and war were, frequently, two faces of the same apiece. As the productive

capacity was increasing the struggle for redistributing the productivity gains spread out.

The r esult was t he en largement o f both t he s ocial classes t hat t ook advantage of the

 produced wealth and the social range of the politic power. Such a p rocess accelerated

when t he technology improvement became the main driver o f economic development

and brought the politic system to representative democracy.

The a cceleration of t he e conomic gr owth, supported b y t he bi nomial technology

improvement and competition led to two main issues: growth rates of productivity gains

as never before; a new and threatening problem to Humanity, i.e. the crisis of the global

environmental system.

Actually, H umanity h as be en a lready confronted t o e cologic c risis i n t he pa st.

Since the glaciation’s period and just as example we can mention the climate crisis that

hard hi t E urope a t t he beginning of t he X IV c entury; t he Irish bi g hu nger a nd t he

filoxera crisis both at the end of the XIX century. Those entire crises had catastrophic

results o n s ocieties b ecause o f t he u nexpected d ecrease o f cap acity f or ach ieving

 productivity gains. However, with regard to the present crisis the question is to know if 

the productivity gains prevailing system is sustainable.

The crisis of the XXI century

To agree that the present worldwide crisis is only caused by the financial crisis that

was deployed because of the USA Mortgage Funds fail and according to consider that

the solution for the crisis consists of injecting f inancial l iquidity into banks and other 

credit institutions that have failed, either it was a technique fail or a real one, is a serious

mistake, which can have tragic consequences to society due to t he dimension and the

deepness of t he c risis. T o pa raphrase i t’s l ike t o pr escribe a n aspirin f or t reating a

 patient headache that has a head cancer.

Actually, according to many studies produced by economists4, since the middle of 

the XX century eighties, it was possible to diagnose that the present crisis is an outbreak 

of epidemics of a systemic problem inherent to the financial globalization process since

that p rocess generates an increase of th e international f inancial liq uidity without a ny

control a nd without ha ving any r elation t o t he r eal e conomy. T he s everity of t hat

 problem c an be s tressed j ust b y t he following da ta: i n 1992, t he d aily average of 

exchange currency transactions amounts to one trillion dollars while the annual value of 

world trade w as less than four tr illion dollars5. The huge difference between the two

types o f t ransactions s hows t he s peculative ch aracteristics o f m ostly ex change

transactions6

The situation didn’t change since 1992, except that the world account of t hat kind

of t ransactions be came m ore a nd m ore di fficult be cause o f t he i ncreasing us e of 

offshore c enters

.

So and because financial system is an economic subsystem, the analysis of both the

causes a nd c onsequences of t he pr esent f inancial c risis m ust be d one us ing a

multidimensional perspective centred on t he evaluation of t he development d ynamics

that led to the globalization of market economy.

. C oncerning t he h ypothesis t hat t he pr esent c risis i s a n e pidemic

outbreak of a s ystemic crisis, it can be sustained by remembering the September 1987

 black M onday, when Down J ones s tock m arket c rashed dow n, t he 19 89 c risis of 

 pension funds and the subsequent 1990-91 economic downturn, the 1992 Mexican crisis

or the 1997-99 Asiatic crisis.

Development dynamics of market economy

Considering t hat m arket c apitalist e conomy i s a s ystem w hose r esolution of 

fundamental economic i ssues ( to pr oduce what, how a nd f or whom) i s s ustained b y

maximizing c apital a ccumulation, i n or der t o f inance t he i ncrease of pr oductive

capacity, a nd b y t he e quilibrium be tween s upply and de mand t hrough pr ices,

globalization r esults f rom t he t wofold de velopment pr ocess of m arket e conomy: t he

geographic en largement o f t he cap italist eco nomy; t he p rogressive en largement o f 

market to any product resulting from human activity, whether material or immaterial.

Some experts consider that globalization process was initiated by Portuguese maritime

discoveries while ot hers a rgue t hat i ts advent w as t he i ndustrial revolution, but bot h

comply with that the g lobalization point of no return was a ttained after the 2nd. World

War, when the most economic developed countries agreed on the reciprocal advantages

of free-trade and, subsequently, on the liberalization of international capital flows.

The de velopment d ynamics of t he c apitalist m arked e conomy i s ba sed on t he

growth or d eath d ilemma8

The consequences of such a model were twofold: concentration of the economic

 power and the internationalization growth of production, whether goods and services.

Multinational a nd tr ansnational f irms w ere th e ma in a ctors o f t hat d ouble-process

namely b y expanding a nd t aking pr ofit f rom t he i nformatics’ r evolution. D uring t he

world race for higher gains of pr oductivity, countries applying social controls to their 

economic models were the losers

, i .e. on t he acceleration of c ompetition between economic

actors s earching f or p ermanent an d ever-higher ga ins i n pr oductivity e nds t o t he

 bankruptcy and to the disappearance of the less efficient.

The lost of State capacity for intervening had heavy consequences concerning the

counteract of negative market externalities, the production of positive externalities with

regard to p romote equity a nd s ocial ju stice as w ell as H uman r ights, n amely

fundamental rights of second and third generation

. As result there was a widespread acceptance of  the 

 smaller S tate th e b est State doctrine, which w as us ed as a pow erful argument f or 

reducing the capacity of public i ntervention either in t he scope of markets’ regulation

and control or with regard to any kind of State intervening economy.

Negative and positive externalities

 Negative externalities ha ppens when bot h the p roduction or t he consumption of 

some good has adverse effects on other producers/consumers or any other stakeholder,

including a ll t he popul ation or c lasses of i nhabitants, a nd t hose e ffects c an’t be

corrected b y t he mechanisms o f m arket p rices11. Besides e nvironmental de gradation,

which i s t he most q uoted m arket negative ex ternalities, w e can r efer o ther examples

such as the use of chemical additives in foodstuff production has a devastating impact to

 public he alth, a s i t is t he c ase of obe sity e pidemics, a nd t he de pletion of na tural

resources. The Balakrishnana Nair’s decision, an Indian judge, taken against Coca–Cola

activities in K erala illustrates well that kind o f negative externalities. As a matter o f 

fact, on D ecember 2003, that judge enjoined Coca-Cola to cease P lachimada pumping

water table, arguing that the importance of natural resources such as air, sea water and

forests i s s o hi gher t o w orld popul ation t hat t heir pr ivatisation w ill be t otally

unjustified12

Positive externalities like negative externalities can’t be accounted by prices and so

the market is not able for assuring either the production or the distribution of goods and

services t hat create positive externalities. As ex ample of positive ex ternalities we can

mention the case of massive programs vaccination because by reducing the numbers of 

 people t hat can cat ch a s pecific i llness p rotect b oth t he v accinated and t he non -

vaccinated pe ople. In t he a ggregate, publ ic po licies f or i mproving citizens’ he alth,

education, s afety a nd s ocial s ecurity p roduce po sitive e xternalities but c an’t obe y t o

market rules. Actually, the pro-privatization movement, which peak was attained in the

eighties and the nineties of the XX century and led to the application of market rules to

health s ervices, reduced t he a ccess of t he poor er a nd t he m ost vul nerable pe ople t o

health cares. Such an evolution conduced to growth inequalities between peoples and

countries

.

 pandemics. An indicator of such a r eality is the increasing numbers of p eople infected

Those examples show also t hat public services privatization options can i nterfere

with f undamental ma tters o f H uman r ights a s th e a ccess to th ese r ights is a p re-

condition for enjoying them.

The fundamental Human rights

Till the b eginning o f t he X X century, F undamental R ights w ere limite d to

individual civil and politic rights. As a matter of fact, this first generation rights were

not universal because they didn’t include most of the people, namely, women15

In t he pr ocess of t he X X c entury t he f irst generation of H uman r ights be came

universal, pr ogressively, a nd ot her f undamental r ights h ave be ing d eployed a ndsanctioned b y i nternational T reaties a nd C onventions a nd t hen t hey ha ve be ing

transposed to most of national fundamental laws. These new rights that are named the

second generation H uman r ights a re, na mely, t he s ocial, c ultural, economic a nd

collective rights as it is the case of the workers fundamental rights.

Later on, as c onsequence of t he de colonization m ovement, of t he t echnologic

revolution on communications and of the awareness on environment threats, emerge the

Human r ights of t hird ge neration t hat c oncern de velopment, pe ace, e nvironment

sustainability, communication a nd t he ow nership on t he c ommon H uman he ritage.

Finally, as a result of t he globalization process, we have the fourth generation Human

rights, which are the rights to democracy, to information and to pluralism16

As Human r ights are sanctioned by both International and National Fundamental

Laws, Governments are in charge of enforcing t hem. However, the realization of that

responsibility i s more and m ore di fficult because of n egative externalities due t o t he

neoliberal economic model that rules the globalization process.

Actually, the deregulation of the global financial market took off Governments the

 privilege to create and to control the creation of money that is now a product issue from

the expansion of credit generated by the financial system17

. So, there is a dilemma that

led to the present crisis and i s undermining the representative democracy s ystem: the

continuous excess of international liquidity produced by global financial markets gives

rise t o s peculative bub bles a s, a t t he same t ime, G overnments f ace a c ontinuous

financial scarcity that hampers them to assure citizens for enjoying social, cultural and

economic Human rights.

The hypertrophy of international liquidity

This subject needs a l arger discussion regarding causes and consequences of that

hypertrophy as it is a main issue and public opinion is not informed enough on it.

At the beginning, i.e. since the end of the sixties till the middle of the eighties of 

the XX century, it was considered that the excessive production of money resulted from

the financing of Government de ficits by C entral Banks. T he main example of s uch a

 policy i s U SA. A ctually, a s t he dol lar w as t he m ost c ommon c urrency us ed b yinternational t ransactions a nd s o c urrency r eserves of m ost c ountries were an d ar e

accounted in dol lars, U nited S tates w as not , and i t i s not yet, s ubject to any kind of 

restrictions i mposed b y the IMF. Meanwhile i t was a huge pr oblem. B y instance, i n

2004, the USA foreign debt reached 7.200 thousand millions dollars18

Critics to S tates’ in debts were sustained by economists of the Chicago School. They

supported that liberalization and deregulation of financial and monetary markets was the

 best way for controlling the increase of monetary mass. That School supported also that

economic development depends on credit banks’ supply. In practice, monetarist policies

allowed securities, bonds and currencies to b e transacted as specific commodities and

that c redit c eased to b e s ubmitted to p rudential r ules

, i.e. 66% of USA

GDP.

One major consequence of the excess production liquidity is the continuous threat

of adrift in i nflation. That threat has be ing conducing to restrictive policies for public

 budget and for wages, aiming at reducing inflation pressure on the demand side.

Budgetary policies

The argument used to justify restrictive budgetary policies is the need to control

 public deficit, which is due to the fact that the growth of public expenditures .is higher 

than the growth of public receipts. Within this context, restrictive budgetary policies are

centred on reducing pu blic e xpenditures w hat ha s be ing p rejudicing t he e fficacy o f 

social p ublic p olicies, n amely those a iming a t i mproving equality of opportunities,

reducing poverty a nd d iscrimination of t he m ore vulnerable s ocial groups. A s r esultthere is a r emarkable increase of social inequalities and even of poverty with dramatic

consequences especially in countries whose economy is weak.

So, the question is why public receipts from taxes didn’t increase, since it’s highly

limited for States to get into debt by fearing inflation22. Consequently, limits to increase

 public income comes from the impossibility or the incapability to increase the basis of 

taxation what can be explained by the fact that the present system of taxation is no more

efficient because it didn’t comply with globalization challenge, namely, the fast growth

of transactions done by web while present taxation systems continue to be based on the

geographic localization of economic activities and agents 23

Due to the dematerialization of companies’ headquarters, the possibility of speedy

delocalization of productive units and t he fluidity of f inancial capital the tendency for 

increasing taxation receipts is on families’ consumption (indirect taxes) and on families’

incomes – mainly w age-earnings

Labour market deregulation

The c ontinuous i ncreasing of t he i nternational competition l ed t o a n e normous

 pressure in favour of labour market deregulation, including the loss of labour rights, the

 proliferation of precarious jobs and subsequently the flexibility of labour market rules. Nordic E uropean c ountries a re the exception to s uch t endency as f or t hese co untries

labour market flexibility was conceived for supporting families, namely regarding the

uses of time26. However, as a general rule, the deregulation of labour market resulted in

discharging em ployees, l owering w ages27

These co nsequences generate o thers w ith h eavy social co sts, b y i nstance, t he

increase o f n on-functional f amilies, youth de linquency, s cholarship f ailure, psychological and psychiatric illnesses, lack of interest on public affairs and politics.

, i ncreasing w orking t ime a nd reducing

families’ time for enjoying their own members.

Discussion on those subjects, namely concerning the issues on the uses of time, are

developing an increasing awareness about societal costs of labour flexibility whenever it

is carried out only to o btain efficient gains b y institutions that a re not concerned b y

families’ w ell-being. S o, s ome i nstitutions a re e ngaged i n a t otal di fferent a pproach

aiming at conciliate families’ well-being with productive efficiency, having reach very

interesting results28

 

What solutions for the crisis?

The complexity of the present crisis, due to the multiple factors that are involved

and to the complicated inter connexions between those factors producing the continuous

reinforcement o f a ll th e c risis p rocess, d emonstrates th at it is a s ystematic c risis.

development pa radigm, ba sed on t he ne oliberal m odel, t o a ne w a nd s ustainable

The c oncept of de mocratic e conomy pr esupposes t he de centralization of t he

economic power as well as a fair distribution of wealth. Although such a concept can be

considered as ut opian, i t’s possible to make i t clear by us ing t he following words of 

Bertrand Russell, written in 1940: we consider as being out of legitimacy that a Royal 

 family t o or der a c ountry or t o gi ve s ome t erritories to a ne phew w ith e verything,

including i nhabitants, h owever w e consider as t o be nor mal t hat a f amily, l ike by

instance the Rockefellers, has an huge economic and pol itic power and that it can use

 just as i t could wish by selling or of fering their ownerships, including people working 

there, as if these ownerships were personal fiefs

Historically, the construction of Human Kind is intrinsically linked to socialization

  by te am – working, w hich a chievement ha s being forever i nfluencing education

 proceedings. C onsequently, t he e xclusion of p eople out o f t he pr oductive pr ocess

generates cas es o f al ienation that can cau se d iverted s ocial behaviours such as : civic

insensibility, dom estic and e thnic violence, de linquency a nd c riminality. B riefly, t he

lack of pe ople pa rticipation i n t he pr oductive pr ocess l eads t o t heir s ocial a nd c ivic

exclusion and so t o the impoverishment of de mocratic life, which major indicator are

the increasing rates of electoral abstention.

Peoples’ integration in the productive process meet the 2nd generation Fundamental

Human Rights, in particular, under the right to work and so their effectiveness is highly

influenced b y a ctive p ublic p olicies o riented f or c reating jo bs. S uch a s tatement is

generally well received by everybody. The difficulty is to move from theory to practice,

especially when technological innovation under the pursuit of organizational efficiency

have led to downsizing with the systematic cutting down of position jobs.

The sharing of working-time with reduction of day’s work and working hours, as a

 public policy, has being tested by a few countries, namely Canada, France (1996 Robien

Law), Sweden and Norway31. The problem regarding such a pol icy i s the increase of 

labour costs to companies. The resolution of t his problem implies a f air share of costs

 between employers, employees and the State, taking also into account the benefits for 

each s ide. O n t he w hole, be nefits r esult f rom t he de crease of une mployment, t he

increase of workers’ time f or attending to their families and themselves as well as f or 

 participating in c ultural, c ivic, le isure activities a nd o thers that c an contribute to th e

improvement of individual capabilities. Workers less stressed and having more time for 

affection are workers happier, healthier 32

At societal level these policies found expression in the development of both human

 potential a nd h uman c apital a s w ell a s in o ther r esults th at ha ve a hi ghly pos itive

impact, as it i s the case for the decrease of demographic aging. As a matter of fact, the

reduction of da y’s work t hat was undertaken un der t he public policies for supporting

families has been contributing to birth-rates’ growth in Denmark and Sweden. Besides,

 public in come is p ositively in fluenced b y p ublic p olicies f or p romoting employment

through the sharing of working-time due to both the increase of taxation receipts, either 

on f amilies’ i ncomes and f amilies’ c onsumption, a nd t he de crease of publ ic

expenditures on s ocial contributions a nd he alth c ares. A ccordingly, t he c ompanies’

labour costs due to sharing working-time can be either compensated by the increase of 

 productivity or s upported b y t he de crease of t heir t ax r ates. M oreover, a f air an d

negotiated d ecrease o f wages c an b e u ndertaking as i t h appens i n F rance b y a 1 %

reduction of wages, under the application of Robien Law.

system, minimum and maximum personal incomes, promotion of fiscal equity both for 

 people and companies.

At present, the setting of a minimum income is performed by many countries as a

way to limit s ituations of extreme poverty. However, if we consider the first pillar of 

democratic economy we can conclude that better than to guarantee a minimum income

is to give people the possibility to get a decent job

supervision.

The third pillar of democratic economy

Access of e verybody t o i nformation, w hich i s t he t hird pi llar of d emocratic

economy, ha s t wo m ain s ides: t he pr oduction a nd di ffusion o f i nformation; t he

capability of people to accede and to understand information.

Concerning the first side, it is required that Governments, Public Administrations,

companies an d any o ther a gent w hose activities h as co nsequences on peoples’ l ife,

 produce and diffuse all and every important information for society, in general, and for  people, i n p articular. T hat i nformation h as t o be obj ective, reliable a nd easy t o

understand. The diffusion has to be wide and attainable by everybody.

Moreover and in order to fulfil the requirements associated to the second side of 

the question, G overnments ha ve t o develop publ ic pol icies a iming a t a ssure the r eal

access to information of people that have problems of illiteracy or due to some kind of 

disabilities, namely by promoting the equality of oppor tunities for people with special

needs, as well as education, culture and life long learning.

The role of Public Administrations

The ma terialization o f p ublic p olicies o riented to th e imp lementation a nd th e

development of t he de mocratic e conomy requires t he w ill a nd t he de termination of 

Governments but, also, public financial capacity and competent, motivated, creative and

responsible Public Administrations.

Will and determination of government rulers are personal characteristics related to

 behaviour c apabilities a nd e motional i ntelligence. H owever, w ithin t he s cope of a

specific pr ogram of r eforms, t he r ight us e o f t hose c apabilities de pends on t he

knowledge that government rules have about the need for implementing those reforms,

the c oncerned s ocial c ontext, c osts a nd be nefits r esulting f rom t he r eforms a nd t he

subsequent s chedules of pr iorities c oncerning t he r eforms a s w ell a s t he r esults

monitoring. A ccordingly a nd w hatever a re t he individual c apacities of g overnment

rulers i t’s p ossible t hat t hey h ave t o receive co mplementary and s pecific t raining f or 

achieving the complexity of reforms under the democratic economy model.

The diagnosis of t raining needs f or government rulers and t he e laboration of t he

required training programs are activities to be undertaken by public institutions that are

in charge of training public officers and managers or by Universities. It must be said

that such kind of practices are al ready being applied by some countries such as Unites

States, Sweden and Brazil38

The increase of financial capacity of States requires the increase of public receipts

and the decrease of public expenses. However, the implementation of reforms leading to

democratic economy is not consistent with blind cut-off public expenditures. To m ake

cuts in public expenses they must be evaluated in terms of cost-benefits and taking into

consideration di rect a nd i ndirect i mpacts on t he obj ectives of t he r eform pr ogram.

Moreover, i t w ill be r equired t o r ationalize pu blic pr oceedings i n or der t o r educe

resources dissipation and to promote a more efficient management.

As it was already referred, the increase of fiscal receipts faces huge difficulties due

to the inefficiency of the present fiscal system regarding the economic globalization. So,

although the drop of unemployment due to the implementation of reforms conducting to

democratic economy could c ontribute t o t he i ncrease in t ax revenues of l abour, i t i s

necessary t o u ndertake a f iscal r eform aiming to a mo re e quitable ta xation. In th is

context w e ha ve t o s tate t he fiscal r eform pr oposed b y P resident O bama39, w hich

supposed the taxation of USA multinational profits obtained abroad, in particular those

made by subsidiaries located in offshore tax havens. As a matter of fact, before in 1972,

after t he e conomist T obin40

concerning the development of their capabilities in large areas of activity. The first one

concerns the ability to inform objectively government rulers on societal context that will

 be af fected b y reforms, ei ther at n ational a nd in ternational le vels. The s econd one

concerns th e d evelopment o f n egotiation c apabilities w ith a ll th e actors th at w ill b e

involved i n t he r eforms, e ither at na tional a nd i nternational l evels. T he t hird one

concerns t he c apacity t o r eport t o t he government r ulers t he r esults of t he r eforms,

including c itizens’ opi nion on t he r eforms. T he f ourth one concerns t he c apacity t o

inform citizens on the reform expected results as well as on the constraints that can

occur during its implementation in order that citizens could contribute to monitor all the

 process. It m ust be poi nted t hat t he c itizens’ pa rticipation is a cen tral issue f or t he

accomplishment of the two main conditions for assuring the sustainable development of 

democratic eco nomy: accountability on t he process of a chieving programs and publ ic

 policies, including public expenses; transparency of all the making policy process.

Consequently, Public Administrations have and will have a determinant role in the

resolution of the present and future crisis, namely by achieving the two main objectives

related to th e public mission th at ju stify its o wn e xistence, i. e. to implement and to

monitor public policies; to report to politic rulers the population’s needs and the results

of public policies on the sustainability of the economic, social and politic system as well

as on the development of human potential.

How can Public Administrations contribute to handle societal crisis?

 Abstract

 Economic crisis give rise to high societal costs but to processes of c hange, too. The present crisis that was engendered by the USA Hedge Funds fail concerns a wide range of factors that self interact and interact w ith o ther c risis which a re o bviously s ystematic, a s it is th e c ase o f th e c limate c risis.

Consequently the efficiency of the present economic development model, which is based on the persistent  prosecution of higher productivity rates, has to be questioned. The analysis of the main characteristics of the pr esent c risis, namely those c oncerning e conomic e xternalities, t he t hreat to f undamental H umanrights, t he hy pertrophy of i nternational l iquidity, t he l ack of f inancial r esources f or St ates and t heincreasing of social inequalities, shows that it is a structural crisis and points to the need of changing the

 prevailing par adigm of t he societal s ystem. O ne pos sibility i s t o unde rtake r eforms l eading t o t heimplementation of t he de mocratic e conomic m odel, but f or t hat i t’s required t o hav e P ublic

 Administrations with specific and wide competences.
