Many of the past Legislative sessions have been successful for housing advocates
thanks to the hard work and strong coalition represented by the HousingAlliance! The Housing Alliance raised the profile of affordable housing in theLegislature and cultivated legislative champions in the Capitol. Here is a recap ofwhats been accomplished:
2014: Short SessionPrevent and End Homelessness by Increasing Emergency HousingAssistance and State Homeless assistance Program resources by $2 million.Guarantee manufactured home park residents an opportunity to make anoffer when their parks go up for sale, through HB 4038.Preserve Existing Affordable Housing. We secured $2.5 million in LotteryBacked Bonds to fill financing gaps and preserve existing affordable homes.
2013: Regular SessionCreate Housing for Veterans. Through HB 2417, we added an additional$5 to the document recording fee to fund housing for veterans.Protect Oregonians from Foreclosure. SB 558 expands mediation tohomeowners facing judicial foreclosure. We were also able to secureadditional funds for counseling and legal assistance.Preserve Existing Affordable Housing. We secured $5 million in LotteryBacked Bonds to fill financing gaps and preserve existing affordable homes.Remove barriers for tenants with Section 8 vouchers to renting homes intheir preferred communities. HB 2639 included multiple strategies to
ensure tenant success and clarifies that receipt of federal rent subsidies andother housing assistance is not grounds for denying tenancy.The Housing Alliance also helped support other victories including:
Extending the sunset on the Agricultural Workforce Housing Tax Credituntil 2020, a key tool for housing development.Helping to preserve manufactured home parks as affordable housing.Additional fixes to the Senior & Disabled Property Tax Deferral Program.The extension of critical property tax exemptions for affordable housing.Protections for families through additional funds for TANF, and theextension and expansion of the Earned Income Tax Credit (EITC).Expansion of asset limits for the Oregon IDA Initiative.
Expansion of the Oregon Domestic and Sexual Violence Services Fund. We are so excited and grateful to have been a part of such significant change thislegislative session. We must continue to work to protect critical programs forOregonians that need assistance.
2012: Short SessionWe helped to pass monumental legislation to stop the overwhelming tideof foreclosures in Oregon and protect homeowners from the worstpractices by banks. We worked to ensure that the first allocation ofnecessary financial resources were dedicated to this critical effort.
