Zavidonova UDC 389.0.001.8 Since 1967, the All-Union Scientific-Research Institute of the State Committee on Standards (VNIIGK) has had a branch of the House of Scientific-Technical Propaganda for Standardization-the House for Scientific- Technical Propaganda for Metrology and Measuring Equipment (DNTPIvl). The DNTPM provides aid and assitance to enterprises, design and development organizations, and scientific- research institutes in Moscow and its metropolitan area for improvement of metrological service and the introduc- tion of new progressive methods and measurement means, helps engineering-technical and scientific workers to raise their metrological qualification, and propagandizes, among engineering-technical and scientific workers of Moscow and the Moscow region, the achievements in standardization, metrology, measurement technology, and the problems of quality in the people's economy of the nation. In fulfilling its assigned tasks the DNTPM enlists the active participation leading specialists of the VNIIGK, the metrological institutes of the Gosstandart of the USSR, and scientists and specialists of other ministries and de- partments in the organization of measures and arrangements, and it selects a qualified staff of lecturers, speakers, and consultants. To improve its work the DNTPM has created a scientific-methodological council the staff of which includes leading specialists of the VNIIGK and coworkers of metrological organizations and services in Moscow. The coun- cil organizes the monitoring of the quality and effectiveness of measures of the DNTPM and makes recommenda- tions for improvement of their organization and implementation. The DNTPM organizes scientific-technical conferences, short-term and continuously held seminars, lectures, and individual and group consultations. In 1970-1972 the DNTPM organized and carried out a large number of measures creating signifcant interest among the participants. In February, 1971, there was held the First All-Union Scientific-Technical Conference "Economic Problems of Metrology.* The holding of the conference promoted further increase of the effectiveness of metrological inves- tigations. In August, 1971, in the Palace of Culture of the Fair of Achievements of the People's Economy of the USSR (VDNKh), there was the All-Union Scientific-Technical Conference "Metrological Guarantee of the Quality of Ma- chined Surfaces," organized by the VNIIGK, the Gosstandart of the USSR, and the "Standards of the USSR ~ Pavilion of the VDNKh. Participating in the work of the conference were 350 specialists representing 120 organization enterprises of various branches of the people's economy. The conference considered and discussed the status of measurement affairs in the field of the quality of a sur- face in all its aspects: parameters subject to measurement; technical means and methods of measurement and mon- itoring; and means and methods of guaranteeing unity of measurements. Considering the great importance of the problems discussed a resolution was adopted to hold the Second Con- ference on the QuaLity of Surfaces in 1974. Since 1967, the All-Union Scientific-Research Institute of the State Committee on Standards (VNIIGK) has had a branch of the House of Scientific-Technical Propaganda for Standardization-the House for Scientific- Technical Propaganda for Metrology and Measuring Equipment (DNTPIvl).

The seminar "Methods of Checking Instruments for Measuring the Composition of Gases, ~ organized for enter- prises in Moscow and its region, also caused much interest of specialists in other cities. They presented a large num- ber of papers at the seminar. In all 16 papers were heard and discussed; they considered the following problems: methods of checking industrial gas analyzers under use conditions; the checking of thermal automatic industrial gas analyzers without using certified gas mixtures; methods of testing laboratory gas chromatographic instruments; the prospects of using the "Spektron- standard gas anslysis apparatus in checking work; the checking of the gas analyzers of oxygen meters under industrial conditions; the use of load piston controllers of the ratio of pressures of original components in gas-mixing equipment; and other problems.

In all 150 specialists and scientists took part in the work of the seminar; they were from 60 organizations and enterprises in Moscow, Leningrad, Tol'yatti, Kazan, Kiev, Gor'kii, and other cities.

A three-day seminar was organized and carried out together with the Sverdlovsk branch of the All-Union Sci- entific-Research Institute of Metrology (VNII/vI) on composite standardization of the chemical composition of raw material and materials and methods for testing them.

A seminar was held on the standards "Governmental System for Guaranteeing Unity of Measurements (GSI)" worked out in the VNIIGK.

Taking into account the urgency of the problems considered at this seminar, the DNTPM, in February-April, 1972, conducted 10 seminars devoted to the introduction of the GSI standards. The seminars considered the princi- pal propositions of the Governmental System for Guaranteeing Unity of Measurements and measures for the introduc- tion of GOST 8.001-71 and 8.002-71 put into effect in 1972. Taking part in the seminars were 1100 specialists from 840 organizations of all ministries and departments.

Since the VNIIGK is the principal organization for the metrology of surfaces, the DNTPM organized and held these seminars: "Characteristics and Metrology of Surfaces," "Methods for Monitoring Nonrectilinearity and Non- planarity," "Normalization and Monitoring of the Shape Deviations of Machined Surfaces," and "Methods of Check- ing Feeler Instruments. ~ Taking part in the work of these seminars were more than 400 specialists from Moscow, Sverdlovsk, Leningrad, Tallin, Riga, Kazan, Kiev, Tbilis, and other cities of the Union. Presenting papers were spe- cialists of the VNIIGK, the VNIIM. the Sverdlovsk branch of the VNIIM, the Riga Polytechnic Institute, BV, the "Kalibr" Works, and other organizations, and they gave more than 30 papers.

The DNTPM also held seminars on temperature measurements, on the exchange of experience of the work of metrological services of enterprises of various departments, on problems in governmental surveillance of the intro- duction and adherence to standards, on the introduction of new methods and means of monitoring, etc.

Over the course of several years the seminar ~Increasing the Effectiveness of Governmental Surveillance of the State of Measuring Equipment- has been held.

On Tuesdays and Thursdays (from 9 to 16 o'clock) consultations are held in the scientific and checking lab- oratories of the VNIIGK for speeialists-metrologists of enterprises and organizations in Moscow and the Moscow re- gion.

Taking part in the measures of the DNTPM are more than 1000 leaders of metrological services of organiza- tions and enterprises of Moscow and its metropolitan region.
