– BlueScope has proposed a Product Control Number (“PCN”) coding system to permit the ready identification
of key attributes associated with hot rolled coil steel grades/models produced by Taiwanese manufacturers /
exporters.
– The PCN Coding System permits the ready identification of hot rolled coil steel products taking account of:
Prime/non-prime;
Patterns in Relief;
Grade designation (as per applicable standards);
Thickness (Base Metal Thickness);
Width
Surface Condition; and
Form (coil or sheet).
– Activity: PCN walk-through (refer attached)

Patterns in ReliefThe final rolling process can impart a 'pattern in relief' onto the plate steel - most commonly referred to as
"Floor Plate'

Product Control Number - Coding SystemCategory
Prime / Non PrimeReports whether the product is prime or non-prime (secondary) product. Non prime could also be described as
not meeting the intended or applicable specification.
Surface ConditionReports the final surface finish of the Hot Rolled Coil steel product
- either no further treatment post rolling (As Rolled) or further processing to achieve a Pickled surface.
FormReports of the Form of the product - either supplied in Coil form or in sheets -less than 4.75mm only.
Hot Rolled product in sheet => than 4.75mm in thickness is classified as 'plate steel".
Grade Designation Reports the steel grade of Hot Rolled Coil (HRC). The steel grade determines the guaranteed or typical
mechanical properties of the product. The Australian Standard AS range of steel grades are noted in bold with
the equivalent Japanese standards noted alongside unbolded. The 250 / 300 / 350 type grades are 'Structural'
steel grades, with the XXX defining their minimum Yield Strength. The "W" grades are known as 'weathering'
steels due to the addition of Copper that changes its reaction to the atmosphere. All other HRC steel grades
(e.g. chemistry or hardness grades) will fall into the 'other' category for this investigation.
Thickness (BMT)Reports the thickness of the Hot Rolled Coil steel.
WidthReports the width of the Hot Rolled Coil steel product .
