OVERVIEWThe IRF Winter Roads Maintenance Workshop will offer participants a unique platform to learn about best practices for winter road maintenance with a focus on managing snow and ice on roadways. Participants will interact and learn from top international practitioners who are currently involved in managing winter road mainteance activities. Currently the Director of Street and Park Maintenance in City of Helsinki. He has been developing winter maintenance process “snow logistics” more cost-effective and reliable solutions in many ways during his career. He started his career as research scientist

in winter maintenance and has been an international speaker at numerous international presentations regarding winter maintenance process development, asphalt technology and road side safety & environment.He is also board member in the International Federation of Municipal Engineering (IFME) and Nordic Road Association (NVF), Secretary General in Finnish Association of Municipal Engineering (FAME) and chairman of the Finnish Asphalt Association (PANK). He has gathered free publication about Best Practices in Winter Road Maintenance for IFME. He has had over 40 oral presentation in international conferences and published over 30 research articles, he has patent for nontoxic de-icing chemical.

JANI ELASMAAHead of Maintenance, Helsinki Airport FINAVIA

Mr. Jani Elasmaa works as Head of Airfield Maintenance with Finavia Corporation at Helsinki Airport, which is the largest airport in Finland. Helsinki Airport serves nearly 18 million passengers per year and is becoming largest hub airport in Asia-EU traffic. Mr. Elasmaa and his

team are responsible of operational runway safety process, including animal control and naturally all snow logistics during the season. Airfield Maintenance employs nearly 200 people combined with outsourced staff. Before joining Helsinki Airport, Mr. Elasmaa held position of Quality Manager with reputable ground handling company, and was responsible of De-icing operations, quality management, ramp training and various other tasks, in timespan of over 20 years. Jani was also lead project manager in ISAGO process, which enabled his represented company to acquire IATA’s quality standard station-wide.

Dr. Ibrahim Sonmez works as Deputy General Manager of ISFALT in Turkey. He was born in Duzce, Turkey 1969. He graduated from Karadeniz Technical University with a degree in geological engineering in 1990, followed by a master̀s degree in Applied Geology from Istanbul

Technical University. He later obtained his PhD degree in Applied Geology from Istanbul University. Dr. Ibrahim Sonmez has 25 years of experience in various sectors and is also a professor at Okan University.

Célia Tavares is a civil engineer with 9 years of experience as a construction manager and has participated in several mega projects such as the construction of the Oporto Airport, the Internship Center of Porto football club (FCP), and of several large motorways. Since 2001,

Tavares has served as the Head of the Assistance and Maintenance Service in two Ascendi concessions ( 300 km of motorways). As part of her duties, Tavares manages user assistance and patrolling teams, general routine maintenance operations, including winter maintenance. She is also an internal trainer and coordinator of several projects related to O&M.

CELAL TOLGA IMAMOGLURoad Safety Projects Manager, WRI Turkey

Celal Tolga Imamoglu is a Road Safety Projects Manager at World Resources Institute Turkey with a focus on public transportation, bus rapid transit (BRT), cycling infrastructure design, traffic safety projects as well as integrated transport. He is currently involved in supporting

efforts related to planning, development and implementation of sustainable transportation projects in Turkish cities and Ghana Accra, Ethiopia Addis Ababa, including road safety inspections, audits. He has conducted more than 50 road safety inspections and more than 20 road safety audits. Tolga is a transportation engineer M.Sc. with a background in civil engineering. He obtained his civil engineering degree from Yildiz Technical University, Istanbul, followed by a master̀ s degree in Transportation Engineering from Istanbul Technical University.

LUÍS SILVAHead of Assistance and Maintenance Center, ASCENDI

Luís Silva is a civil engineer with 5 years of experience as a construction manager, and has participated in the construction of two large motorways: A3 and A4. Silva has 7 years of experience as a construction supervisor of motorways. Since 2000, he has served as the Head of the Assistance and Maintenance Service in two Ascendi

concessions (240 km of motorways). As part of his duties, he manages user assistance and patrolling teams and general routine maintenance operations, including winter maintenance.

MAGID ELABYADVice President, International Road Federation (IRF Global)

Elabyad has been employed with the International Road Federation for the past 12 years. As the Vice President of International Programs, he oversees the IRF’s training programs and regional capacity building efforts around the world. He has been a member of IRF’s Asset Management committee for the past 7 years and he leads the

IRF Committee for Alternative Finance & Procurement. Elabyad is also the program director for IRF’s long running Performance-based Contracting training program which has helped educate over 900 high level officials form over 40 countries in the past 10 years. Elabyad conducted his undergraduate studies at George Mason University and has a Masters in Business Administration from Ohio University. He is also a CP3P foundation certified professional on Public Private Partnerships.
