Few retired officers from Corps of Engineers of the Indian Army got
together and decided to utilize their vast experience and management
skills for Humanitarian cause.
This resulted in the formation of “HORIZON ASSIGNMENTS
(INDIA) PRIVATE LIMITED”.
The Organization was registered on 23 Oct 2003 under Companies Act
1956: Registration Number 25-18489.
HORIZON Group is now a multifaceted global organization with
projects spanning across a number of countries.

Post Conflict Environment Management
Humanitarian Demining
HORIZON Assignments (I) Pvt Ltd in total carried out seven projects (HIG 1 to HIG 7) in Sri
Lanka from 01 Aug 2009 to 30 Nov 2012 under funding of Government of India. Sri Lanka was
extensively contaminated with mines, UXOs and ERWs resulted from three decades of armed
conflict between the Sri Lankan government and LTTE. The projects were undertaken to detect
and clear UXOs / EODs in Mannar and Vayuniya districts of Sri Lanka. Clearance methods used
were Manual Mine clearance, mine detection dogs and machines.
HORIZON executed one demining project in Jordan in 2006-07 in the area AI Resha near Aqaba.
This was the first time that any Indian demining organisation undertook a demining project in
Middle East. The team cleared around 60,000 sq m and recovered 10,510 anti personal mines and
6,000 anti tank mines. The work was taken under Norwegian People’s Aid (NPA)

Mechanical System
HORIZON has developed its own ground preparation and demining machines based on
excavator cum mechanical rake. These are cost effective, mobile, efficient and easy to operate.
Utilization of these machines in conjunction with manual demining has significantly improved
the speed of clearance.
Explosive Ordnance Disposal
Horizon undertakes EOD projects as part of mine action globally.
Kuwait: Horizon is executing EOD project at SEK fields at Kuwait under the Soil Remediation
project of TERI (India) since 2012 till date.

Stockpile Destruction
HORIZON has the capability to undertake stockpile destruction. Besides conventional method,
HORIZON also can undertake stockpile destruction using eco-friendly methods.
Rehabilitation
Rehabilitation is the process of bringing the victim of mine blast back to a normal living style.
HORIZON has special cells to undertake this task.
Restoration of Infrastructure
HORIZON has cleared 107 KM of disused railway line in Sri Lanka as part of restoration of
infrastructure. HORIZON also has capability to undertake civil and electrical infra projects
towards this goal.
Manual Clearance
Despite a variety of expensive and
modern machines, which have appeared
on the scene of humanitarian de-mining,
manual methods will always remain at
the centre stage as the most reliable,
dependable and indispensable.
HORIZON has pool of 200 well trained
ex-serviceman deminers and has a
potential to train additional deminers
from Indian ex-servicemen within four
weeks.

Victim Assistance
We firmly believe that winning the hearts and minds of the local population is a pre-requisite for
a successful post-conflict management. Special assistance is given to mine victims for their
medical treatment as well as resettlement. HORIZON has also started working in collaboration
with MOTIVATION (India) which is an organization which supports people with mobility
disabilities by providing the right wheelchair in the right way. The idea behind this collaboration
is to provide victim assistance in post conflict areas of the world where HORIZON has an
expertise of working.
Mine Risk Education
Mine Awareness is an educational process of teaching the population about the threat of mines
and munitions, living with the threat that they impose and the changing of behavior. Training
teams from HORIZON tour the affected areas and conduct awareness programmes with posters
and leaflets.
Capacity Development
Capacity building is one of the tenets of HORIZON in the mine affected areas. HORIZON has
trained and employed nationals in all its demining tasks in Sri Lanka and Jordon, aimed at
creating an intrinsic capacity amongst the mine affected countries in demining.
Expertise
HORIZON has over a decade of experience in Mine Action. This includes:
Workable and efficient Standard Operating Procedures (SOP) in accordance with
International Mine Action Standards (IMAS).
Pool of trained Indian Army Veteran deminers.
State of the art demining and safety equipment procured from internationally reputed
firms.
Mine detection dogs to assist manual demining.
On-going R&D to evolve mechanical equipment to assist in manual clearance. HORIZON
Demining Machine (HDM), developed in house based on excavator chassis, has been
employed successfully in Sri Lanka
Well laid down Health, Safety and Environment (HSE) procedures.

Survey
Non Intrusive Geophysical UXO Survey
HORIZON has the expertise to undertake Non Intrusive Geophysical Survey to detect and map
anomalies. These can be in dry as well as wet areas comprising water/oil/sludge. After mapping
the anomalies, reacquisition and intrusive investigation are carried out. The UXO anomalies are
disposed off as per the country specific policies. The survey is undertaken using UPEX 740M
with data logger, EM61Mk2(HP) and EM61S equipment.

Unexploded Ordnance (UXO) Survey
HORIZON undertakes UXO survey prior to Explosive Ordnance Disposal (EOD).
Land Survey
HORIZON has specialized land survey teams equipped with Total Station, Trimble. The
HORIZON Teams of Ex-Servicemen have successfully carried out land survey at the prestigious
construction site of Lavasa near Pune.

Naturally Occurring Radiological Material (NORM) Survey
HORIZON has specialized Radiological Team equipped with IdentiFinder and Dosimeter. The
HORIZON Teams of Ex-Servicemen have successfully carried NORM survey of approximately
350,000 sq m area in Kuwait Oil Company, Kuwait.

Cable & Pipe Locating Survey HORIZON has the expertise to undertake cable & pipe locating survey at the construction sites
to avoid damage to the existing underground network of cables & pipes while excavating.

UXO Anomaly Avoidance Support for Soil Sampling Activity in South East Kuwait Oil
Fields of Kuwait Oil Company (KOC) under AMEC Kuwait Project Management and Contracting Company WLL (AMEC) under Kuwait Environment Remediation Project
funded by United Nations (Nov-Dec, 2014)
204 sample pit located in various features of SEK field required soil sample collection for
Kuwait Environmental Remediation Project. The work involved avoidance of all
electromagnetic (EM) anomalies indicative of ferrous and non-ferrous UXO up to the full
depth of all proposed sample pits through a non-intrusive surface survey in accordance
with IMAS. Project was completed in time as per schedule and without any mishaps.

Radiological Survey and Geophysical survey for UXO/EOD for Soil Remediation
Project undertaken by The Energy and Resources Institute (TERI), India in South East
Kuwait Fields of Kuwait Oil Company (KOC), Kuwait under Kuwait Environment
Remediation Project funded by United Nations (Aug 2012 to Oct 2013)
HORIZON conducted Radiological Survey to locate Naturally Occurring Radiological
Material (NORM) utilizing latest monitoring and detection equipment. Geophysical
Survey for UXOs was carried out followed by their reacquisition and intrusive
investigation. The task has been even more challenging due to the difficulty of working in
the wet portion of the pits comprising thick tar like sludge. However, HORIZON has
utilized all its technical expertise and completed the survey work. In the process,
HORIZON has also recovered few UXOs buried in the pits. Number of Anomalies
Detected : 1,610

EOD / UXO Construction Support
The work involves support to clients for avoidance of all electromagnetic (EM) anomalies
indicative of ferrous and non – ferrous UXO up to the full depth of all proposed
construction work in accordance with IMAS.

Ambiental Soil Remediation of Contaminated Features in Kuwait Oil Company’s SEK
Fields (Lot A) under Kuwait Environment Remediation Project funded by United
Nations (Oct 2016 to July 2017)
Geophysical Survey for UXOs was carried out by HERA and HORIZON conducted their
reacquisition and intrusive investigation. The task has been even more challenging due to
the difficulty of working in the wet portion of the pits comprising thick tar like sludge.
However, HORIZON has utilized all its technical expertise and completed the
reacquisition and intrusive investigation work. In the process, HORIZON has also
recovered few UXOs buried in the pits.

EOD Support for UXO clearance work of Explomo Technical Services Pte Ltd at
Kuwait Oil Company’s Oil Fields under Kuwait Environment Remediation Project
funded by United Nations. (April 2017 onwards)
HORIZON has deployed a team of (01) Senior EOD In charge (with IMAS EOD III
qualification), (14) EODs (with IMAS EOD II qualification) and (15) EODs (with IMAS
EOD I qualification) for assisting Explomo with their UXO/EOD clearance project in
Kuwait.
All the EODs of HORIZON are fully trained into the field of mine & UXO/EOD action
and have worked with HORIZON and various other Humanitarian Mine Action
organizations in the past.
All EOD Level III and Level II technicians of HORIZON are Ex Indian Army Veterans.
EOD Support for UXO clearance work of Alghanim International at Kuwait Oil
Company’s North Kuwait and South Kuwait Oil Fields under Kuwait Environment
Remediation Project funded by United Nations. (March 2017 to August 2017)
HORIZON has deployed a team of well trained and experienced (03) EODs (with IMAS
EOD II qualification) and (30) EODs (with IMAS EOD I qualification) for assisting
Alghanim International with their UXO/EOD clearance project in Kuwait.

HIG 1 to HIG 7 Demining Projects
Horizon started the humanitarian demining work in Sri Lanka in 2003 with the funding
from the Royal Norwegian Government for one demining team. In 2009, three more
teams funded by Government of India were deployed. These teams were named HIG 1
and HIG 2 (Contract period from 01 Aug 2009 to 31 Jul 2010) and HIG 3 (01 Dec 2010
to 30 Nov 2010). After completing the initial contract period of one year, these teams
continued to be funded by the Indian Government as HIG 4, HIG 5 and HIG 6
respectively for the second year. HIG 4 and HIG 5 on completion of its contract period
were de-mobilized in Jul 2011. Only one demining team of Horizon funded by the
Government of India i.e. HIG 6 was in operation since December 2010 and completed the
task in Nov 2011. Each team of HORIZON consisted of 25 expatriates and 24 Sri
Lankans who had been given in-house training in Mine Action by the organization. All
expatriates of HORIZON are ex-servicemen. In addition HORIZON also had employed
EOD experts trained at UN sponsored Training Establishment in Kenya (Africa) and
Kosovo (EU).

Railway Line Clearance Project.
During 2010-11 HORIZON cleared off mines from the 110 Km long Medawachchiya-
Talai Mannar Railway alignment to enable Railways to construct Broad Gauge Railway
Line.

UN) held at the United Nations Headquarters, Palais des
Nations at Geneva, Switzerland, Horizon Chairman, Col

Participation in “FORCE 18” Event
Horizon participated in the Field Training Exercise on Humanitarian Mine Action at the
College of Military Engineering, Pune
The field training exercise 2016 on Humanitarian Mine Action and United Nations
Peacekeeping Operations (HMA & UN PKO) was held at the College of Military Engineering,
Pune, India from 02 to 08 March 2016. The exercise was attended by approx 360 delegates from
18 ASEAN & Plus countries. The exercise imparted HMA and PKO training to the participants
of the entire member Nations. The HMA portion of the exercise covered all aspects of
Humanitarian De-mining, Survey and Recording, Casualty Evacuation, Victim Rehabilitation
and Land Re-use Techniques. In order to add value and purpose to the exercise, display of
various items and equipment concerning aspects of Humanitarian Demining were displayed by
Horizon to various country participants from 5th March till 8th March 2016. The Horizon stall
was visited by approximately 250 participants from ASEAN Plus countries as well as about 100
observers from South East Asia as well as USA, USSR, Japan, South Korea, Australia and New
Zealand.
HORIZON also provided the training of trainers on Humanitarian Mine Action for
FORCE 18 Event at College of Military Engineering, Pune. The training course was done
for 6 days.
