Enhancing coordination between MemberStates' actions in the area ofinfrastructure research with a particularfocus on biodiversity and amelioratingenvironmental impacts and fullautomated infrastructure upgrade andmaintenance

Challenge (subtopic 1/CSA):The efficiency of EU funds spent on transport infrastructure development is closely related to the level of use of modern innovative and sustainable solutions and on coordination among Member States. In order to facilitate continuous cooperation and coordination among public and private actors and to improve the uptake of new sustainable solutions, a structured dialogue between relevant stakeholders should be initiated and sustained with the key objective of successful deployment of research results.

Scope: proposals should address all the following:• Include the national transport infrastructure authorities with responsibility for

managing their national networks from at least 10 countries (Member States or Associated Countries)

• Successfully roll-out a Strategic Research and Deployment Agenda (SRDA) endorsed by the national transport infrastructure authorities and the public innovation program owners, taking input from the relevant industry stakeholders, in close cooperation with the research community as well as environmental agencies and developing alternative and more biodiversity-friendly transport modes

• Particularly focus on innovative solutions in the planning and design stage of the infrastructure life cycle as this stage offers the best opportunities for achieving environmentally sustainable transport infrastructure network for Europe’s citizens reducing the harmful impact on the environmental and social sustainability.

Expected impact:• Improved environmental performance of Europe’s transport infrastructure and

networks• Targeted research and deployment actions and efficient use of resources• Strengthened lasting synergies between relevant national, regional (European) and

international innovation programmes and initiatives.• Widespread awareness of European efforts, as well as increased visibility of R&I

outcomes and their contribution to improving environmental performance andbiodiversity in a safe transport infrastructure network.

• Increased take-up of innovation outcomes by market, national authorities andrelevant national platforms, while strengthening the alignment of innovationdeployment of national infrastructure authorities in Europe.

Estimated EC contribution per proposal (sub topic 1) : Between EUR 2.5 and 3.0million only one project to be selected

Challenge (subtopic 2/RIA):Robotised equipment, drones or other (semi)-automated remote-piloted solutions, offer significant potential to reduce workers exposure to live traffic and construction machines, increase the availability of the transport network, to automate and reduce the cost of repeatable tasks and safety upgrades.

Standardising, modularising and industrial prefabricating of large percentage of the infrastructure will ease the way to automate most construction, repair and retrofitting projects

Scope: proposals should address all the following:

• Application of robotics and remote piloted systems to infrastructure upgrade ormaintenance to increase the overall productivity and efficiency of the transportinfrastructure

• Development of robotized equipment to perform routine, periodic or emergencymaintenance works and adequate connections with the structural and functionalmonitoring sensors and traffic management system to deploy automaticinterventions

• Development of robotized equipment for larger interventions of maintenance orupgrading to be remotely controlled

• Foster the development and use of industrial-prefabricated infrastructures andmodularising

• Possibilities for utilising V2I communication for capturing data and processing by AI for predictive maintenance.

• Pilot demonstration in operational environment (minimum at TRL7 level). Testing and deployment on CEF corridors and possible synergies with CEF innovation projects

• Be a follow-up of previous calls on remote sensing, monitoring and decision support to maintenance planning

• Reduction of fatal accidents due to maintenance works of road users and deployedpersonnel by 50%

• Reduction of traffic disruption due to maintenance works by 20%• Reduction of routine maintenance costs by 20%• Improvement of network capacity by 20%, based on the levels measured at the

beginning for the project

Network and traffic managementfor future mobility

Challenge:• Transition to connected/automated mobility needs new network/traffic management (NTM)

Scope: proposals should address at least 6 of the following 9 aspects:• requirements for next-generation multi-modal NTM;• architecture and concept of operations for an efficient multi-modal NTM system;• centralised vs. decentralised NTM• organisational and business models for effective NTM• tools for dynamic transport demand-capacity management• arbitration models for complex NTM scenarios and multi-actor settings• simulations for traffic optimisation under various scenarios• develop and test traffic management systems for connected and automated vehicle fleets• classification index for smart infrastructures to support NTM for connected/automated vehicles

Expected impact: • Accelerated transition to connected/automated mobility; integration of transport modes;

reduced traffic jams; improved safety/security; lower cost of travel

Estimated EC contribution per proposal: EUR 4 – 5 million

Improving road safety by effectively monitoring working patterns and

overall fitness of drivers

Challenge:• Monitoring driver’s fitness and physical state via innovative solutions to improve road safety

Scope: Develop and test in at least 3 different sites innovative technological solutions forevaluating a driver’s fitness. These should include:• Methods and practical solutions for evaluating driver’s performance and cognitive load,

physical fatigue and reaction time; solutions suitable for roadside tests with particular focus on commercial drivers; transitional aspects with regards to automation & training actions for drivers to be considered; interoperable and standardisation possibilities should be considered

• Solutions for detecting impairing psychoactive substances (e.g. alcohol, prescription medicines, drugs, etc) for which driving under their influence poses a safety risk. Solutions should display at least 20% higher sensitivity and specificity than the current state of the art solutions.

Expected impact: • Practical onsite or affordable screening devices that reliably measure the driver’s fitness and

detect the existence of impairing substances.

• Estimated EC contribution per proposal: EUR 3– 3.5 million

Coordination and support for an integrated freight transport and

logistics system

Challenge:Speed up technological and organisational innovation uptake by assessing progress, gapsand barriers in research; Involve and engage end users as both recipients of innovation andkey actors in charge of developing the business cases for new technologies uptake.

Scope: proposals should address all of the following:• Perform a reasoned and detailed analysis of the products, services, solutions for

business applications generated by EU-funded projects (at the level of projects and/or cluster of projects):

• analyse projects funded since FP5, building on previous mapping exercises,• investigate which results have been implemented,• assess the barriers to the deployment of R&I results and propose solutions and

actions to improve the framework conditions and overcome the identified barriers,• assess the impact of EU-funded R&I projects on various areas of freight transport

and logistics (including urban logistics) by establishing possible causal links,• propose sectoral-specific impact Key Performance Indicators (KPIs) and

recommendations to increase the research impact.

Coordination and support for an integrated freight transport and

logistics system

• Identify and prioritise gaps in the research landscape and market needs to be tackled by future R&I actions (best practice at international level).

• Support the wider engagement of the freight transport and logistics stakeholders (reaching out to the ones less familiar with European R&I) and develop an appropriate framework for collaboration at all levels to increase the uptake of research outcomes and innovation by the logistics community at large.

• Engage with relevant sectors beyond freight transport and logistics to support cross-fertilisation and synergies within multidisciplinary projects (e.g. ICT, Circular Economy, …).

Expected impact:• Contribute to achieve the EU policy objectives for freight transport and logistics through an

analysis of the funded activities and their impact;• Support technological and organisational innovation uptake and a more efficient use of the

available research resources by engaging the wider community of stakeholders.

Estimated EC contribution per proposal: Up to EUR 1 million - at least 50% of budget to bededicated to activities described under the first two bullet points

The effects of automation on the transport labour force, future working conditions

and skills requirements

Challenge:Digitalisation and automation effects the labour force, including women and persons withdisabilities. What are the future employment needs and the new set of skills required forautomation for all modes (road, waterborne, aviation, rail) and in the context of urbantransport, logistics and for new forms of work? Strong involvement and engagement of EUstakeholders, including social partners (representing employers and workers) and EU MSrequired for the investigation of gaps, barriers and to develop a comprehensive, action-oriented agenda.

Scope: proposals should address all of the following:Building from past and/or ongoing studies, EU funded projects and activities:

• Assess the impacts of automation & connectivity in all modes of transport on the labour market; focus on the direct effects on the transport workforce andindirect/induced effects in other sectors;

• Review past experiences from other automation-driven transitions to derive best practices and lessons;

• Provide a forum for EU & international stakeholders to exchange experiences & knowledge; organise conference and workshops in this area.

Expected impact:• Demonstrate the expected impacts of automation and connectivity in all modes of

transport on the labour force as a whole;• Inform, mobilise and engage all relevant EU stakeholders in an active dialogue;

minimise potential negative effects of automation on labour force
