In dirittura di arrivo il ciclo settennale di bandi di Horizon
Main objectives:
To design specific variable geometry instruments and strategies for
cofunding RIs of common interest, strengthen bi-regional RI cooperation and
maximise the impact of the RI collaboration in the construction of the EU-
CELAC Common Research Area.
Main actions:
•identify a number of CELAC RIs that may be considered eligible for the
construction of a bi-regional collaboration. (results of the EU-CELAC JIRI
SOM and RI Working Group plus mapping exercises of previous EU funded
projects).
•map national and regional Research Infrastructure policies, their
corresponding strategies and plans, included funding mechanisms.
•draft a Sustainability Plan, that will include specific actions to support the bi-
regional collaboration in a mid-term perspective.
•show the feasibility of the EU-CELAC RI collaboration through existing
examples -pilots in different scientific domains (INSTRUCT-ERIC,
LIFEWATCH-ERIC, E-RIHS and RICAP).

The EU-CELAC S&T Policy Dialogue
The Bi-Regional Policy Dialogue Process in R&I completed its first decade in 2009.
During that time, it has advanced on the goal of the strategic partnership through policy
dialogue in regular summits of Head of States from the European Union and Latin
America and the Carribean Countries. Since January 2013, the SUMMIT process is
known as EU - Community of Latin America and the Caribbean (EU-CELAC).
Building on existing cooperation, a EU-CELAC Joint Initiative for Research and
Innovation (JIRI) was adopted by the VI Madrid Summit in 2010, aimed to deliver
greater benefits from scientific cooperation between the two regions.
The Senior Officials Meetings (SOM) with EU-CELAC representatives was established as
a regular bi-regional dialogue on Research & Innovation (R&I) to consolidate EU-CELAC
cooperation to implement the JIRI by updating common priorities, encouraging mutual
policy learning and ensuring the proper implementation and effectiveness of cooperation
instruments through biannual Action Plans.
Since the EU-CELAC Summit in 2015, efforts have been stepped up to develop an EU-
CELAC Common Research Area, focusing on three strategic pillars:
-mobility of researchers,
-access to research infrastructures,
-jointly addressing common global challenges.

Health is one of the top societal challenges faced by all communities. While
certainly Health is a complex matter, one key approach to gain information on
the basic principles underline health and disease states is through a
molecular/atomic understanding of the cell. To reach this level of information,
large and varied infrastructures are needed, demanding substantial
investment. In this pilot a set of actions between the European RI for
Structural Biology (SB) Instruct-ERIC and Latin American countries will be
implemented so that an efficient mechanism to access infrastructures will be
jointly developed.
Preservation of cultural and natural heritage is a global challenge. The European
research infrastructure integrates national facilities of recognized excellence making
up a distributed RI with a sustainable plan of activities: joint research, access to a
wide range of high level scientific instruments, methodologies, data and tools. E-
RIHS is building a global dimension via relationship at institutional and ministerial
level.
PILOT
It is the e-Science European Distributed Infrastructurefocused on how to measure the impact of Global ClimateChange issues on Earth Biodiversity and Ecosystem Research(https://www.lifewatch.eu. It is expected to be a structuringtool for the ERA supporting policy decision makingaddressing Societal Challenges which demand scientificknowledge in a Global Climate Change context, includingCitizen Science activities.
RICAP has been working on providing the EUCELAC region with a
strategic infrastructure in the field of High Performance Computing. It
brings together 14 computer centres sited in 9 different countries
(Argentina Brazil, Colombia, Costa Rica, Cuba, Ecuador, Mexico, Chile,
Spain, Uruguay). Several of them use case providers in different
scientific and technological fields, and one of the world's largest
supercomputing companies. A highcomputing power has been made
available as an alternative to proprietary services located outside the
region. This access is for free and made under competitive calls. Among
the impacts: effective interconnection of high performance open services,
the implementation of software-based solutions for the access and
exploitation; the design and development of open source tools

Working Group
• Ris: one of the three pillars of the EU-LAC Common Research Area
• Country representatives from both regions participating in the RI
Working Group meeting showed high interest and commitment to this
WG and its link to the SOM.
• Differences (on both sides - EU and LAC): strengths, experiences and
Research Infrastructures,
• 3 objectives:
Exchange information, focusing bi-regional activities;
Develop early stage partnerships; more concretely: identify RIs of bi-
regional interest;
Re-inforce intra-LAC cooperation
