Complaints about Hoover:

1. He was not helping the American people enough

2. His statements (bootstraps) were not popular with the people

3. He kept promising things to get better but under his presidency, they never did.

Complaints about Roosevelt:

1. Too many programs that cost too much money

2. People didn’t need to be as accountable for their own actions.

3. Some liberals believed he wasn’t doing enough.
