Honorable Commissioners;
I offer to you the quarterly report for Precinct 7. In addition to the monthly reports submitted to the County Auditor the following pertains to Precinct 7:
I. Projects and Accomplishments:
Constable Sommers was elected to office and took office on January 1, 2009. Since taking office Constable Sommers has focused on the following areas:
a. Uniforms - Constable Sommers will not permit the wearing of BDU's and t-shirts or Polo's. Therefore, extensive work has been done to locate a uniform that is professional in nature and unique to the Constables office in Pct. 7. In addition, the uniforms that were finally selected were at a savings of approximately $240.00 to the County from the original uniforms selected.
b. Warrants- The deputies of Pct. 7 have worked tirelessly to execute pending warrants. (See warrant section below.)
c. Animal Cruelty - Pct. 7 has begun work with animal rescue leagues and is moving in the direction of working with issues of animal cruelty. In addition, Pct. 7 has a Reserve Deputy who is dedicated to the field of Animal Cruelty and has done extensive research. In addition, Constable Sommers and Reserve Deputy Moore have begun collecting data from puppy sales, usually conducted on the weekends.
d. Vehicles- Prencinct 7 is working in conjunction with all precincts in the direction of marking all the vehicles uniformly.
e. Pct. 7 has increased visibility while assisting other agencies and the public. Deputies from Pct. 7 have assisted not only the Sheriff's Department, but the County Tax Office and with operations with ATF. Furthermore, Constable Sommers and deputies have done patrol work on Sunday, making themselves accessible to the public.
f. Constable Sommers is in the process of creating a Policy and Procedures Manual which is scheduled to be completed by the end of April and presented to The Office of the County Attorney.
11. Expenditures: During the months of January and February, expenditures were minimal.
111. Warrant Revenue: From January 1,2009 -February 28,2009 Pct. 7 has recovered $22,320.10 in
cash warrants, and $26,621.60 in booked warrants.
IV. Racial Profiling
6 traffic stops 4 h/m 1 wlm 1 h/f
Results: no searches, no contraband, 5 warnings, I citation.
V. Training1 Certificates1 Recognition a. Constable Sommers recently attended 40 hours of State mandated training, Newly Elected Constable's School in Huntsville, Texas.
b. Several certificates of award and certificates to include copy of degree from Park University.
c. Chief Deputy Pete Melendez recently attended 40 hours of training in Huntsville, Tx. - Constable Leadership College.
d. Chief Deputy Melendez - several copies of certifications and awards to include a copy of Resolution from County Commissioners in 2006 recognizing Pete Melendez as an "Outstanding Citizen."
e. Deputy Charles Agan - Several letters of Commendation.
VI. Peace Officers License:
As per law, Constable Sommers is presenting to the Honorable Commissioners a copy of her Peace Officer's License to be recognized by the Court.

WHEREAS: Pete Melendez was raised in El Paso's Eastside and attended Burges High School where he played football, baseballi and excelled in tennis and continues to stay active in Tennis and is a member of the United States Tennis Association and still competes regularly.
WHEREAS: Mr. Melendez is also an avid car lover and drag racer who uses his race car to promote safe, legal drag racing at legal venue's to get kids off the street. Mr. Melendez also offers his time to local non-profit organizations and holds an annual toy drive for" Toys for Tot's".
WHEREAS: On March 2002 Pete Melendez was elected Constable to Precinct 4, and was the youngest elected constable in that precinct. He was reelected in 2004.
WHEREAS: Constable Pete Melendez was instrumental in the promotion of the collection of outstanding warrants with the Justice of the Peace Office. Since the program's initiation, it has generated several million dollars for the county's coffers.
WHEREAS: Since taking office, Constable Melendez has continued to promote the growth and to increase the roles of all Constables in E Paso County.

Dear Constable Melendez:
Thank you for showing your commitment to the children of your community by "rounding up" their negligent parents for failing to pay child support. I am grateful to you and your deputies for working on this effort with Special Enforcement Investigator Donald Strup, and for the many hours of careful planning that resulted in a very successful roundup effort.
In recognition of outstanding service and cooperation with the Attorney General's Ofice, I have enclosed certificates of appreciation for you and Sergeant Ruben Anguiano. The work of your office was instrumental in bringing to justice 43 negligent parents who had long evaded their court-ordered responsibility to pay child support.
It is a pleasure to work with the dedicated law officers of the El Paso Constable's Office. I appreciate the tireless contributions that you and your fellow officers continue to make on behalf of the children of Texas.

Prior to becoming the Cowtable I was employed with the El Pnso Police DepaFlrnent for 24 years. sheriffs offices in the United States and one of the only C'LEA-certified slieriffs offices in Texas.
I would like to think that the things I am asking for are as visionary, but unfortunately, they are not.
Before deciding to run for constable, I traveled Texas to sce the difference between El Paso's constables and the rest of the state. I found a huge disparity between larger counties such as Harris or Travis, and a more embarrassing disparity with smaller counties like Laredo or Corpus.
The larger counties' constables were providing services that the police and sheriff do, with officers numbering from 50 to 125. Smaller counties also provided the same services with 25 to 30 paid deputies, not includi~~g their office staff.
El Pasoans have been given the myth that constables are not supposed to do police work. Until 2003 when 1 presented the Paid Deputy Pilot Program for Warrants, we were the only major county without paid deputies. Currently, constables are the only elected officials in El Paso without a secretary or clerk to assist them.
El Paso constables have increased community programs. We are involved with the CARE (Constables Assisting Retired and Elderly), The School Cross Walk Program, and patrolling our precincts while executing court documents or warrants.
These programs have not affected our ability to increase our revenue. In 2002, Precinct No. 4 was at $83,000. In 2003, it increased to $300,000 and in 2004 to almost $500,000.
Most El Pasoans are unaware how understaffed we are. Constables are

The traffic units I proposed would ensure added safety on our streets and generate badly needed revenue for the county.
The idea has met with acceptance from the community, but resistance Cro~n Lhe commissioners. El Pasoans stated, if faced with a tax increase which provides no additional officers or a program that provides additional officers and pays for itselT, they would prefer the additional ofiicers,
They also stated if they are not speeding, if they have their inspection sticker and current plates, they have nothing to worry about. Note: 38 percent of all traffic stops result in a wanted subject being in the car.

1 believe elected officials run for office because they want to improve the quality of life for their comnlunity; this is why I ran for office. As constables, we can only be as effective as the amount of support we receive from the conlmunity.
