In the coming year, the new Council and I will continue to work on the unfinished tasks in the last year and carry out new activities. For instance, the Institute will complete the corporate project “An overview of the development of landscape architecture in Hong Kong” funded by the Professional Services Development Assistance Scheme for promotion of the landscape profession to the general public. Education Committee will implement the recommendations of the PPE Review Panel. Furthermore, Practice Committee will consider setting up the Complaint Handling Procedure of the Institute. Publication Committee will set up a Design Awards Organizing Committee to organize the biennial HKILA Design Awards in September this year. Prize presentation ceremony of the Awards would be conducted in the Institute’s Annual Dinner to be held in November 2014. Publication Committee will also issue the Institute’s official journal Yuan Lin 2013-2014 in a digital format in order to cut the production cost, reduce the administrative works in distribution and be environmentally friendly.

With our small membership, every member’s contribution and active involvement in various Institute’s functions and committees’ works is essential to the sustainable development of the landscape architecture profession in Hong Kong and daily operation of the Institute.

Finally, I would like to express my grateful thanks to Council members and Committee members for contributing their valuable time and efforts in sharing the heavy workload of the Institute. Without their assistance, it would not be possible for me to maintain the proper function of the Institute all by myself.

“Creation of Graduate Membership”:

Members endorsed the creation of Graduate Membership in the Institute’s Annual General Meeting held on 24 April 2014. In accordance with the updated Constitution and Bye-laws of the Institute:

Item 3.7 of Constitution: Graduate Members shall be persons who have obtained a higher diploma or higher qualification in landscape architectural studies from a university or tertiary institution recognized but not accredited by the Institute. Graduate Members shall not be eligible to vote nor be eligible for appointments tothe Council, but shall be eligible for appointments to committees. Graduate Members shall not be eligible to take the Professional Practice Examination.

Item 1.6 of Bye-laws: Graduate Members Graduate Members shall have obtained a higher diploma or higher qualification in landscape architectural studies from a university or tertiary institution and such other courses which have been recognized but not accredited by the Institute and listed in Article 10 of these Bye-laws.

UNICEF Playgrounds For All

HKILA is a supporting organization of the “UNICEF Playgrounds For All” project. Initiated by Playright and funded by UNICEF, the project advocates the importance of playspace for the enhancement of children’s development and promotes inclusive playspace design. The project includes workshop training, design competitions, and exhibitions to be held this year. Ms. Susan Goltsman, FASLA, and Mr. Timothy Gilbert, ASLA, were invited to Hong Kong through the project and conducted workshops in May this year for both practitioners and students, followed by a play-day held in Tuen Mun Park for the general public.

Our vice-president Mr. Paul Chan is a member of the organizing committee of this project. As well as being inclusive, he believes that playground design should integrate with the surrounding landscape to reflect the character of the place and should offer a diverse range of experiences so as to stimulate the different senses of children. Over 20 of his students at the Technological and Higher Education Institute of Hong Kong (THEi) participated in the workshops and some acted as volunteers on the play-day. Throughout the 4-day training they received technical guidance in designing children’s outdoor play settings, from which they experienced first-hand that the design of a good play environment requires an interdisciplinary understanding of human development and how that development can be stimulated by both natural and manufactured settings.

YLAG Dialogue S: Professional Romance27 February 2014

Our Dialogue S: Professional Romance sharing session was successfully held at HKU. Our special thanks to guest speakers Mr.Dicky Lo (HKIA), Mr.Edwin Tang (HKIP), Ms.May Mok and Mr.Kim Yeung (ICE-HK) for sharing their secrets to both successful relationships and careers with us. Our student audience also enjoyed meeting our young professionals.

Dialogue S is a series of informal guest sharing sessions organised by YLAG in which young professionals are invited to share their experiences with students and young members of HKILA and fellow institutes. It is also a great social opportunity for our audiences to meet other fellow young professionals.

Discussion Forum of Hong Kong Young Professionals with CY Leung 29 March 2014

A Discussion Forum “Let’s build our home – See you and CY” focused on Hong Kong Sustainable Infrastructure Development with a vision to contribute professional knowledge to building a more prosperous, progressive and harmonious Hong Kong. It was organized by the joint committee of young professionals from 19 various professional bodies and trade unions.

Our guest of honour The Honourable Chief Executive, CY Leung shared with us his insights and foresights in leading our home - Hong Kong for the betterment of people, with a sustainable future. It was an honour for YLAG to be on stage and share our concern and vision with the CE and other young professionals.

Organised by 19 professional institutes and trade organizations, “Let’s Build Our Home – See You and CY” discussion forum was successfully held on 29 March, with Chief Executive Mr. C.Y. Leung and more than 200 young professionals from architecture, engineering, landscape, planning, surveying and other sectors met to discuss the industry prospect and the vision of young professionals. We would like to thank all participating members for their support and invaluable opinions.

Young landscape architects had tendered the following comments to the discussion:

Hong Kong has long been tagged as “Concrete Jungle”, for her urban planning largely based on “gray infrastructure” policy and being led by engineers and planners. Landscape architects are often appointed only at the implementation stage, and hence are never been able to tender constructive advice on strategic greening timely. Whilst many major cities of developed countries such as U.S., Canada, Australia, Taiwan, Japan, Korea, Singapore, and even China, have long been advocating “Sustainable Green City Development” as the guiding principle of their planning—to create a green city blueprint through the adaptation of “Green Infrastructure” concept and the emphasis of conservation of urban ecology. Such expertise is indeed possessed by landscape architects who therefore are able to participate in the strategic planning stage and even formulate green planning policies.

由19個不同專業領域的協會聯合舉辦的《青年專業研討會》己於2014年3月29日舉行。 特首梁振英先生與200多名來自建築、工程、園境、規劃、測量等不同界別的年輕專業人士,共同探討業界的現況及年輕專業人士願景;希望集思廣益,用專業知識,共同持續地建設香港這個「家」。再次多謝各青年會員到場支持及提出寶貴意見。

其中青年園境界提出以下意見:

香港的城市發展規劃以灰色基建政策為主導,園境師往往於規劃完成後才被諮詢,以至未能及時於策略性的階段參與規劃並提出意見。環顧全球,如美加、澳洲、台灣、新加坡、中國的主要城市早已提倡以「可持續發展綠色城市」為大方向,將綠色基建及原生生態環境結合,創造綠色藍圖。另一方面香港一直著重於運用土地用途更改來供應土地,並以樹木補償 (Tree compensation) 作為修復原生生態的措施;然而這種單一補償機制過於形式化,似乎已不能有效滿足原有生態環境的修復及持續保育;加上社會公眾對環境保育意識及空間綠化的要求越來越高。園境師正是此方面的專家,可運用生態系統及城市設計的知識,從宏觀的角度、配合綠色基建的政策,制定可持續的土地發展藍圖。

在此引伸出另一個問題──園境師的專業地位。園境師雖然被稱為「朝陽行業」,隨著未來投身業界的新一代以倍數增長,但現時大多數的園境建築項目的設計及申請許可均不需由專業註冊園境師來執行,此舉對公眾利益及業界的專業均欠保障。

就上述兩點,希望政府可以在這方面加強規範園境師的專業範疇,亦希望特首慎重考慮如何將香港發展成真正的綠色城市、以及確立園境師的專業地位。

HKIA Sports and Family Fun Day 12 April 2014

It was a day for sportsmanship and making memories! Thanks to our wonderful members for their support to HKILA and our appreciation to HKIA for inviting us to HKIA Sports and Family Day 2014.

We participated in 4x25m steeplechase and 10-person Tug of War events. After two intensive practices, we would like to give a round of applause to our Tug of War team for being the 2nd runner up in the event.

Thanks again for your participation and look forward to seeing you all in the next biannual sports day.

HKILA Buddy Programme – 2nd Pizza Night 25 April 2014

The 2nd gathering of our HKILA Buddy Programme 2013 was successfully completed on 25 April 2014. The HKILA Buddy Programme bridges young student members of HKILA with experienced HKILA members, not only to give young members guidance in their academic life, but also landscape career guidance. Thanks to all senior buddies: Paul Chan, Ringo Lee, Jacky Chiu, Ken Ng, Francis Chiu, Isabella Tsui, Phillip Tam, Jason Teo and Daphne Koon for your contribution and support.

3rd YLAG Annual Group Meeting 24 May 2014

Our 3rd YLAG Annual Group Meeting was held on 24 May at Energizing Kowloon East! This year we were honoured to have The Hon. Tony Tse (Legislative Councillor), Mr. Tak Wong (President of HKILA), Mr. Patrick Lau (Past President of HKILA), Mr. Raymond Lee (President of HKIP), Ms. Isabella Tsui (Honorary Secretary of HKILA Council) and Uncle Bill coming to our AGM. We also appreciated the great support of representatives of HKIA, HKIP and HKIS.

As part of the 25th Anniversary of HKILA, we had set up a mini exhibition to showcase some of our young landscape designers’ works, of which we had received 18 entries. Two Dialogue S forums were also held with Mr. Patrick Lau moderating a discussion on the future of the landscape architectural profession, and Ms. Isabella Tsui and Mr. Jason Wong sharing their experience on how young HKILA members may contribute to the Institute and the profession at large.

As YLAG steps into its third year, we are happy to announce new chairman Mr. Yin-Lun Chan, and new vice-chairpersons Mr. Carol Ma and Ms. Kady Wong.

MACHINERY ACCESSIBILITY FOR TREE PLANTINGArticle by Lai Sai Hong

Make no mistake; landscape architects are part of the construction industry. Whether you are mostly involved in visual impact assessment or master planning, your projects eventually need to get built. Even after construction is completed and the development is in operation, our design should sustain through a post-construction maintenance stage. Developments with closely packed residential blocks in tight sites, such as those backing against natural terrain, often make machinery access for tree planting or tree replacement difficult. Unless proposed trees are small enough to be lifted manually, we should have the responsibility to ensure our proposed tree planting is implementable and maintainable in a practical manner. Landscape architects are encouraged to work early in the planning stage in conjunction with other construction professionals to assess the situation. This article briefly illustrates items to be considered for developing such assessment.

Tree WeightThe lifting weight of a tree consists of weights from (i) the soil in the rootball, (ii) the tree canopy, and (iii) transplanting container. Consider the following example of a transplant tree:

Height = 8mCrown Spread = 4mDBH at 1.4m from soil level = 0.25m

Rootball Diameter = DBH x 12 = 3.0mRootball Depth = 1.0mRootball Dimension = 3.0 x 3.0 x 1.0 = 9.0 cumSoil Density = 1,753 kg/cumSoil Weight = 15,777 kg = 15.8 tonnes

=> Lifting weight of the tree = (i) + (ii) + (iii) = 17.2 tonnes

CraneTower cranes installed for construction are useful for planting trees in difficult-to-reach areas. But if the trees become dead or unhealthy (for whatever reason) after construction, they maybe irreplaceable. As good practice, any proposed tree planting should be located within the reach of a mobile crane. Currently “200-tonnes” mobile cranes are considered the largest mobile crane “affordable/ practical”, as they can be driven on the road in Hong Kong, with permits. The “200-tonnes” figure is merely a maximum lifting capacity and it drops exponentially as the cantilevered arm of the crane stretches out and tilts down. Take LIEBHERR LTM 1200 5.1 with 72-tonnes ballast as an example: at a horizontal distance of 26m with the crane arm stretched to 35.8m, the lifting capacity is only 20.7 tonnes. Also, a mobile crane may be rather long with large turning radius, and may require relatively flat, solid ground to work on. Catalogues and technical data sheets from mobile crane manufacturers are extremely useful in assessing possible spatial and mechanical limitations.

AssessmentA series of indicative (but accurate) sections should be drawn to verify whether the crane head can reach the airspace of the target tree planting location with sufficient lifting capacity and clearance while making sure the tree avoids all obstacles in its path. If the test fails on paper, it may be time to consider:

• allowing maintenance access for mobile cranes to get closer to the target tree planting locations on the master layout,

• advising the client that some trees may need to be planted in advance of other construction works, and these trees may be irreplaceable once the construction works is completed

• planting smaller trees or trees of a species /condition that the rootball size can be trimmed down without comprising tree health.

From planning to construction, a development project may take many years to be realised. Although the estimation of tree weight is always subject to various assumptions and inaccuracies, an early study of tree planting feasibility, while the master layout is still flexible, will definitely make us a more responsible profession.

HKU Landscape Graduate Degree Show (21 June-3 July 2014)The recent exhibition of thesis projects by Master of Landscape Architecture students at the University of Hong Kong amply displayed the diversity and range of landscape architectural approaches to contemporary issues and concerns. The thesis process challenges students to engage in rigorous design research directed at advancing the field through critical analysis, experimentation, and testing the boundaries of traditional landscape practice. Projects ranged from a critique of Hong Kong’s green belt policies to landscape design solutions for the Territory’s aging population; from harnessing urban infrastructure as a platform for new parkway systems to the rehabilitation of coastal ecosystems; and numerous other themes in between. Also on display were design studio projects from the graduating class in the Bachelor of Arts in Landscape Studies programme, imagining solutions to persistent problems afflicting the Chao Phraya delta surrounding Bangkok. Overall, the exhibition showcased the continuing engagement by the Division of Landscape Architecture at HKU with topical issues relating to landscape in Hong Kong and the region, and its emphasis on sustainable development that balances the needs of communities with their environments.

HKDI HD Landscape Architecture Graduation Show10-15 July 2014Hong Kong Design Institute launched the Higher Diploma in Landscape Architecture in Autumn 2012. 2 Group won best design “SPACE” award for the HKDI DESIS Lab “ Design. Living and Dying Study” – Fine Dying Competition

Fine Dying was a design showcase and the public’s first encounter with the works delivered from the ‘Design. Living and Dying’ study. It was launched during the Halloween party hosted by William Outcast at the HKDI on 31 October 2013. “After seven weeks of designing for death, the Halloween Party enabled students to think about death as something to be celebrated,” explained William on the opening night. As a pop-up showcase, the design exhibition just opened for four days: 50 ‘tables of ideas’ lined up at the Design Boulevard at the Hong Kong Design Institute to share new ideas proposed by students for death rituals and education, sharing with the public to explore the meaning of life (擁抱死亡, 尊重生命).

Visitors were invited to experience and design coffins, design their own obituaries. In order to provoke people into accepting new ideas for more environmentally-friendly death rituals and cause less stress. Additionally, SAGE, the project partner, is keen to award good ideas and promotes them to the real world, by sponsoring six Best Idea Awards across four categories.

The Hong Kong Design Institute have participated in the ArtAlive@Park 2014 event this year, with some of the selected projects which have been built for this event. HKDI Landscape Architecture Higher Diploma students started this project since Sep 2013 in which 3 projects were selected, namely “Raise”, “6 Degrees, and Pipe me not”. The opening ceremony was held on May 19, 2014 this year presented by LCSD, organized by APO, coordinated by Hulu Cultures Ltd with collaboration with HKDI.

HKILA ‘Landscape Without Boundary’ ConferenceNote from Vice President, Paul Chan As part of its 25th Anniversary Campaign, The HKILA launched the project titled “Development of the Landscape Architectural Profession in Hong Kong and its Positioning in the Region”. With the intention to review the historical development of the landscape architectural profession of Hong Kong and to enhance communication and connection with the relevant stakeholders in Mainland China. The project received funding from the HKSAR Government under the Professional Services Development Assistance Scheme (PSDAS), and has three deliverables:

1. A regional conference to be held in Shenzhen2. Two exhibitions, one goes with the conference at Shenzhen and another one in Hong Kong3. A publication on the development of the landscape architectural profession in Hong Kong The Conference, titled “Landscape Without Boundary”, intends to create an exchange platform for professionals, academics, and policy makers on issues related to cross-boundary planning between Hong Kong and Shenzhen. It is a one-day conference to be held on Friday 25 July 2014 in Shenzhen Sheraton Hotel, Shenzhen; and an after-conference tour to selected projects within the city on the 26 July 2014. The conference will cover three main aspects:

1. Landscape & planning policy/ Cross-boundary planning between Hong Kong and Shenzhen2. Professional development and recognition of landscape architect3. Latest development on landscape architectural education and professional examination We are expecting around 250 attendees of landscape architectural and related professionals, government officials, and relevant stakeholders from both Hong Kong and Mainland China. An exhibition of selected works will be attached to the conference to reveal the development and latest trends of the practice.
