Invitation to Expression of Interest for the Provision of Lead Interior Design Consultancy Services
for HKSTP’s Robotic Catalysing Centre 2.0E Description The Hong Kong Science and Technology Parks Corporation (HKSTP) is now inviting Lead Interior Design Consultancy (LIC) firms with relevant interior and fit-out experience of robotic equipment workshop to declare interest, in strict confidence, for the provision of Lead Interior Design Consultancy Services for this fit-out project. HKSTP plans to convert the existing tenant units on G/F, Enterprise Place into a new Robotic Catalysing Centre (RCC 2.0E) to supplement the existing RCC facilities in the Hong Kong Science Park. The RCC 2.0E would provide facilities and MEP supports for tenant’s operational requirements. Upgrading of the existing MEP service to cater the needs of the equipment in RCC 2.0E is required. GBP amendment submission service is required for the change of use. The estimated Gross Floor Area (GFA) is about 500m2. The project is expected to be completed in 2Q2021. The estimated total construction cost is around HK$13million. The Lead Interior Design Consultant (LIC) shall comprise of a team of professional interior designers and engineers to cover the overall multi-disciplinary design, design management and coordination, site supervision duties, and the activities as described in the Final Project Brief to be issued to short-listed consultants. The services shall include all work stages from inception through design, documentation, tendering to construction management services, post-handover phases and in settling all final accounts for the works contracts. The LIC will be required to team up with sub-consultants, including but not limited to Structural Engineering Consultant and Building Services Engineering Consultant. Qualifying Criteria
The minimum criteria to be satisfied for short-listing purposes are as follows:-
a) Tenderer shall have completed at least 1 industrial project and 1 renovation project in HK and/or Overseas in the past five years counting from the final date set for the close of tender. Each project shall have a GFA not less than 500m2; and
b) Tenderer shall have completed an interior design and/or renovation project in HK and/or overseas (excluding pure residential) with the contract value not less than HK$7 million in the past five years counting from the final date set for the close of tender.
Avoidance of Conflict of Interest In addition to HKSTP’s invitation for Lead Interior Design Consultancy Services, it is HKSTP’s intent to separately issue Expressions of Interest for the provision of the following Services for this Project: a) Quantity Surveying Consultancy Services In order to avoid any conflict of interest, any company that is awarded a contract for provision of the Lead Interior Design Consultancy Services shall not be permitted to tender either individually or through a related company for any other consultancies or works contracts relevant to this Project. Robotic Catalysing Centre 2.0E in 5W Lead Interior Design Consultancy Services (LIC) Consultancy Agreement No. PD/CA/ 301 (“Agreement”) Invitation for Expression of Interest (EOI) and Shortlisting The Project Brief
1. Background 1.1 The Hong Kong Science and Technology Parks Corporation (hereinafter
referred to as HKSTP) will convert the existing tenant units, Enterprise Place on G/F in Building 5W into a new Robotic Catalysing Centre (RCC 2.0E) to supplement the existing RCC facilities in the HKSTP.
1.2 The RCC 2.0E would provide facilities and MEP supports for tenant’s operational requirements as robotic equipment workshop.
1.3 The construction cost is estimated at HK$ 13 million with money-of-the-day (MOD) (excluding consultant’s fee). The project is targeted to be completed in 2Q 2021 by stages.
1.4 The Employer is desirous of inviting Tenders for the Lead Interior Design
Consultancy Services (hereafter referred to as the “LIC”) for this interior design project.
2. Introduction of Project Brief 2.1 The estimated gross floor area for RCC 2.0E is about 500m2.
2.2 The existing layout and condition of G/F office is not suitable for the
functionality of RCC 2.0E and require an upgrade of MEP services and a revision of architectural layout to fit the repurposing use.
2.3 The existing internal partition as an office was not shown in the current
approved GBP drawings. As the change of use from office to Robotic Centre would require a formal BD submission before the Main Works, a reinstatement works to tally with the current approved GBP conditions is required.
2.4 All works to be carried out in connection with the Project shall comply with the
Buildings Ordinance and Regulations, all relevant/related statutory requirements, guidelines, circulars and/or reports which were issued by the Development Bureau and other government departments.
3. Scope of Services 3.1. The LIC shall provide full range of professional services, including design,
submission, tendering, all statutory supervisions, contract administration, inspection test plans, testing and commissioning, etc. to the Corporation in ensuring that the Project is designed, approved, constructed, commissioned and

handed over on time, within budget and to the agreed safety and quality standards.
3.2. The LIC is required to carry out the duties of Authorized Person, Technical
Competent Persons, Interior Designer, Building Services Engineer and other supervisions where necessary and as required under Buildings Ordinance for the delivery of the Project.
3.3. The LIC shall deliver all required supervisions, testing and commissioning so as
to ensure that the required specification/standards will be achieved for handover to the Corporation.
3.4. The LIC shall undertake all necessary meetings, liaison and coordination work
at all levels with the Corporation and its tenants for this Project, consultants, contractors, suppliers, all relevant government departments, utility companies and other parties as and when directed by the Corporation.
3.5. The LIC shall act as the Lead Interior Design Consultant and provide
comprehensive professional services covering the following major professional services:
Conceptual Interior Design Detailed Interior Design Furniture / Fixture Design Smart Equipment/Facilities Design Building Services Engineering (cum Audio Visual Design) Graphics/Signage and Way Finding Design IT / Telecommunications Systems Contract Administration of Works Contracts, Supply Contracts, etc. Other specialist services that may deem to be necessary Coordination with QS Consultant and representatives of the Corporation
3.6. The LIC shall note that the scope of service includes but not limited to as
follows:
MEP design modification works if required Issuance of EOI and assessment for shortlisting of works contract
tenderers Tender documentation for works contract(s) (one or more contracts) Tendering of works contract(s) (one or more contracts) Construction Site Supervision Contract administration until project completion including defect liability
period
3.7. In order to ensure that appropriate and adequate expertise is available in undertaking the Assignment, the Consultant may team up with consultants in other disciplines from Band 2 or above in the current “List of Consultants of AACSB” and to act as its sub-consultants.

3.8. The LIC shall also be responsible for preparation of all necessary tender drawings, specifications and other relevant documents to facilitate tendering and subsequently contract execution for the works contract(s) at various stages.
3.9. The LIC shall coordinate proactively and work collaboratively with the
representative of the Corporation and QSC at all stages to ensure the Project is delivered on time, within budget and to the agreed quality.

our sub-consultants shall not,
(i) undertake or compete for the role of a contractor or supplier or otherwise be involved as a shareholder of the contractor or supplier, in a subsequent procurement of any services and/or goods arising out of or relating to this Agreement;
(ii) undertake any services for a contractor (including acting as a
sub-contractor) or supplier in respect of a contract between that contractor or supplier and the Employer for which we are providing a service arising out of or relating to this Agreement;
(iii) undertake any services for, including without limitation
provision of advice to, a bidder bidding for a works contract arising out of or relating to this Agreement,
except with the prior written approval of the Employer; (b) we are under an obligation to render advice or recommendations
pursuant to this Agreement to the Employer on an impartial basis without giving favour to any particular product, services or equipment

Annex V- Part 1 in which we have a commercial interest. We also have an obligation to notify the Employer immediately and in writing and keep the Employer notified of any actual, apparent, potential or perceived conflict we or our associated companies, associates or associated persons or any of our sub-consultants may have in, or any association or connection we or the aforesaid persons may have with, any of the services, products or equipment proposed or recommended by us under this Agreement. Each and every one of our directors, employees, agents and sub-consultants who are involved in this Agreement have given a binding undertaking to observe the aforesaid;
(c) our directors, employees, agents and sub-consultants who are involved
in the Agreement are required to declare in writing to us and keep us informed regularly any actual, apparent, or potential or perceived conflict between their personal/financial interests and their duties in connection with this Agreement, including all or any facts which may reasonably be considered to give rise to a situation which the financial interests of such persons, conflict or compete, or may conflict or compete, with our duties to the Employer under this Agreement. In the event that such conflict is disclosed in a declaration, we are under an obligation to forthwith take such reasonable measures as are necessary to mitigate as far as possible or remove the conflict so disclosed; and
(d) our directors and employees who are involved in the Agreement are
prohibited from engaging in any work or employment other than in the performance of this Agreement, with or without remuneration, which could create or potentially give rise to any actual, apparent, potential or perceived conflict between their personal/financial interests and their duties in connection with the Agreement. Our agents and sub-consultants are required to impose similar restriction on their directors and employees by way of a contractual provision.

involved in this Agreement from offering, soliciting or accepting any advantage as defined in section 2 of the Prevention of Bribery Ordinance, Cap 201 when conducting business in connection with this Agreement;
(b) Taking all measures as necessary to protect any confidential/ privileged information or data entrusted to us by or on behalf of the Employer from being divulged to a third party other than those allowed in this Agreement.
(2) We further confirm that we have ensured that our accountants, insurers and legal advisers are aware of the provisions requiring us taking all measures as necessary to protect any confidential/privileged information or data entrusted to us by or on behalf of the Employer from being divulged to a third party other than those allowed in this Agreement. Robotic Catalysing Centre 2.0E in 5W Lead Interior Design Consultancy Services (LIC) Consultancy Agreement No. PD/CA/ 301 (“Agreement”) Invitation for Expression of Interest (EOI) and Shortlisting Requirements of ISO 9001:2008 Certificate to be Submitted (1) The consultant shall submit, together with its proposal, a copy of its ISO 9001:2008
certificate acceptable to the Employer showing the scope of certification and a statement either:
(A) confirming that no area/aspect in the consultancy agreement which its
quality system specifically excludes; or (B) disclosing the areas/aspects in the consultancy agreement which its
quality system specifically excludes. (2) Subject to the following paragraphs, submissions from consultants who have not
obtained ISO 9001:2008 certification on or before the date of this invitation may not be considered.
(3) If the consultant, due to circumstances beyond its control, has not obtained ISO
9001:2008 certification but a full review of the Quality Manual of its Hong Kong office has been carried out in Hong Kong by a certification body acceptable to the Employer and such Quality Manual has been confirmed by the certification body as being in conformity with the requirements of ISO 9001:2008 standard on or before the date of this invitation, the submission by the consultant will still be considered provided that the consultant shall undertake in writing if it is awarded the consultancy agreement, to book within three months of the award of the consultancy agreement, the date of audit for the ISO 9001:2008 certification with the certification body; with detailed documented quality system procedures ready at the time of booking. The booking of the audit shall be a condition precedent to the consultant's entitlement to any payment or any further payment of fees under the consultancy agreement.
(4) If the consultant whose scope of certification excludes site activities service which
is required to be provided by the consultant under the consultancy agreement, its submission will be considered to be non-conforming in respect of the certification requirements. If the consultant can prove to the satisfaction of the Employer that such exclusion is due to circumstances beyond its control, the proposal may still be considered to be conforming in respect of the certification requirements provided that the consultant shall undertake in writing that if the consultant is awarded the consultancy agreement, it shall apply within three months of the award of the consultancy agreement to the certification body for revision of its current scope to cover site activities service; with detailed documented quality system procedures ready at the time of applying for revision. The submission of an application for revision of the scope of its ISO 9001:2008 certification to cover site activities service shall be a condition precedent to the consultant's entitlement to any payment or any further payment of fees under the consultancy agreement.

(5) If the consultant is a joint venture, the consultant shall submit, together with its statement declaring that it shall implement the quality system of one of its participants or shareholders, and specifying which one. The reference to ISO 9001:2008 certificate, ISO 9001:2008 certification and Quality Manual referred to in (1) to (4) above shall refer to that of the specified participant or shareholder. The consultant shall also submit a copy of the written notification to the certification body of the specified participant or shareholder that the joint venture shall implement the quality system by the specified participant or shareholder and the written agreement of all participants, or as the case may be, shareholders of the joint venture that the activities of the joint venture shall be subject to the surveillance of the certification body.
