緒言 Introduction 香港所需的能源差不多全賴外地供應。能源

主要經由直接進口（如油產品及煤產品），

或從進口燃料轉化而成（如電力及煤氣）。

此外，自二零零六年年初開始，香港亦有很

小規模的風力發電。

Hong Kong derives its energy supplies almost entirely from external sources. Energy is either imported directly (as in the case of oil products and coal products), or produced through some intermediate transformation processes using imported fuel inputs (as in the case of electricity and gas). In addition, Hong Kong also has very small scale wind power generation as from early 2006.

除結集其他刊物內有關的能源統計數字外

字），本報告書亦包括從其他途徑搜集的能

源統計數字，資料來源在「能源統計數字的

種類及來源」的段落內說明。

Apart from collating energy statistics published elsewhere (such as those on fuel imports from Hong Kong external trade statistics), this report also provides information obtained from various data sources as mentioned in the Section "Types and Sources of Energy Statistics".

統計季刊外，本處每年出版年刊，提供該年

及過往十年詳盡的能源統計資料。

Besides the quarterly supplements for the first, second and third quarters each year, an annual report is published to provide comprehensive energy information for the whole year and for the preceding ten years.

用的貨值與貨量；以及進口單位價格的統計

數字（表1.1, 2.1-2.3, 3.1-3.3）是根據香港對外貿易統計數字編製而成。進口留用數字是將

進口統計數字減除相應的轉口數字。由於貿

易邊際利潤及其他收費沒有從轉口貨值中減

除，故進口留用貨值較實際數字為低。此外，

在編製進口留用數字時，並沒有考慮貨品進

口及其後轉口之間的時滯。

Statistics on the value and quantity of imports, re-exports and retained imports as well as the unit values of imports of selected oil products and coal products (Tables 1.1, 2.1-2.3, 3.1-3.3) are based on Hong Kong external trade statistics. Retained imports are derived by subtracting the re-export statistics from the corresponding import statistics. Since trading margins and other charges have not been deducted from the re-export figures, the resulting values of retained imports are understated to that extent. Also, the time lag between importation and subsequent re-exportation has not been taken into account in deriving the retained import statistics.

Based on monthly returns submitted by the leading petroleum companies in Hong Kong, the Electrical and Mechanical Services Department (EMSD) compiles statistics on the storage capacity, tank stock and sales of various types of oil products, as shown in Tables 2.4 and 2.5.

Statistics on the local consumption, production, imports/exports, sales revenue and general tariff for both electricity and gas are supplied by the respective electricity and gas companies. They are summarised in Tables 4.1 - 4.3 and Appendices A and B.

1.1 The total value of retained imports of oil products and coal products in Q1 2010 increased by 37.4% over Q1 2009, but decreased by 13.1% when compared with Q4 2009. [Table 1.1]

季比較，二零一零年第一季航空汽油與煤

油，石油氣和天然氣的進口留用貨量均上

升。而車用汽油（無鉛汽油）及燃油的進

口留用貨量則下跌。另一方面，二零一零

年第一季輕質柴油、重質柴油與石腦油的

進口留用貨量較二零零九年第一季上

升，但與二零零九年第四季比較則下跌。

2.1 In Q1 2010, the quantity of retained imports of aviation gasoline and kerosene, LPG and natural gas increased over both Q1 2009 and Q4 2009, while that of motor gasoline (unleaded petrol) and fuel oil decreased when compared with both Q1 2009 and Q4 2009. On the other hand, the quantity of retained imports of gas oil, diesel oil and naphtha increased over Q1 2009, but decreased when compared with Q4 2009. [Table 2.1]

2.2 Compared with both Q1 2009 and Q4 2009, the unit value of imports for all oil products in Q1 2010 increased. [Table 2.2]

2.3 中國內地及新加坡一向是油產品的最大

供應地。在二零一零年第一季，全港

100.0%的天然氣進口、68.4%的石油氣進口和65.9%的航空汽油與煤油進口均來自中國內地，而82.2%的燃油進口、41.6%的輕質柴油、重質柴油與石腦油進口及

32.8%的車用汽油（無鉛汽油）進口則來自新加坡。至於油產品轉口方面，在二零

一零年第一季，中國內地和澳門仍是最主

2.3 The mainland of China and Singapore had always been the largest suppliers of oil products. In Q1 2010, the mainland of China accounted for 100.0% of total imports of natural gas, 68.4% of LPG and 65.9% of aviation gasoline and kerosene,while Singapore accounted for 82.2% of total imports of fuel oil, 41.6% of gas oil, diesel oil and naphtha and 32.8% of motor gasoline (unleaded petrol). Regarding re-exports of oil products, the mainland of China and Macao continued to be the major destinations in Q1 2010. [Table 2.3]

2.4 In Q1 2010, the level of tank stock for most oil products increased when compared with Q4 2009, except motor gasoline (unleaded petrol); and gas oil, diesel oil and naphtha. [Table 2.4]

2.5 在二零一零年第一季，全部石油氣

（100.0%）皆銷售作本地使用，而車用汽油（無鉛汽油）（97.3%）和煤油（92.2%）作本地使用的銷售量亦佔其總銷售量很

高的比例。另一方面，船艙儲存佔燃油總

銷售量的86.6%，而飛機艙儲存則佔航空汽油與煤油總銷售量的97.7%。 [表2.5]

2.5 In Q1 2010, sales for local consumption accounted for all of the sales of LPG (100.0%) and a very high percentage of the overall sales of motor gasoline (unleaded petrol) (97.3%) and kerosene (92.2%). On the other hand, ship stores sales accounted for 86.6% of the overall sales of fuel oil. Aircraft stores took up 97.7% of the overall sales of aviation gasoline and kerosene. [Table 2.5]

3.1 In Q1 2010, the retained imports of coal products weredominated in terms of quantity by steam coal and other coal, mainly for electricity generation. The quantity of retained imports of this type of coal products in Q1 2010 decreased by 37.0% and41.7% when compared with Q1 2009 and Q4 2009respectively. [Table 3.1]

3.2 二零一零年第一季蒸餾煤與其他煤產品的

進口單位價格，分別較二零零九年第一季

和二零零九年第四季下跌12.0%和10.2%。[表3.2]

3.2 The unit value of imports in Q1 2010 for steam coal and other coal decreased by 12.0% and 10.2% when compared with Q1 2009 and Q4 2009 respectively.[Table 3.2]

3.3 在二零一零年第一季，蒸餾煤與其他煤產

品主要進口自印度尼西亞（96.2%），而大部分木炭則從印度尼西亞（35.1%）及馬來西亞（35.1%）進口。 [表3.3]

3.3 In Q1 2010, steam coal and other coal were mainly imported from Indonesia (96.2%), while wood charcoal was mainly imported from Indonesia(35.1%) and Malaysia (35.1%). [Table 3.3]

4. 電力及煤氣 4. Electricity and Gas

4.1 按數量計算，二零一零年第一季本地總用

電量較二零零九年第一季上升3.5%，與二零零九年第四季比較則下跌8.2%。在二零一零年第一季，商業用戶佔總用電量的

68.0%，住宅用戶佔24.4%，而工業用戶則佔7.6%。 [表4.1]

4.1 In volume terms, the total local consumption of electricity in Q1 2010 increased by 3.5% over Q12009, but decreased by 8.2% when compared with Q4 2009. The shares of overall electricity consumption in Q1 2010 were 68.0% for commercial users, 24.4%for domestic users and 7.6% for industrial users.[Table 4.1]

4.2 按數量計算，在二零一零年第一季煤氣總

用量較二零零九年第一季和二零零九年第

四季分別上升0.4%和23.0%。在二零一零年第一季，住宅用戶佔煤氣總用量的

4.2 In volume terms, the total consumption of gas in Q12010 increased by 0.4% and 23.0% when compared with Q1 2009 and Q4 2009 respectively. In Q12010, the shares of overall gas consumption were 58.6% for domestic users, 38.4% for commercial users and 3.0% for industrial users. [Table 4.3]
