2011-EachMPAwasrankedindividuallybyitsmanagingagencyduringtheHondurasEcoAuditnationalworkshop(LaCeibaattheCREDIAFoundation,October18,2011-HN1d.1&HN1d.10).Twentypercent(20%)ofHonduras'MPAshaveup-to-datemanagementplans(HN1d.2(Pg.1);HN1d.5(Pg.1)),whilethemajority(60%)haveonlypartialplans(HN1d.3(Pg.1);HN1d.4(Pg.1);HN1d.6(Pg.2);HN1d.8(Pg.1)).Theremaining20%havenomanagementplans(IslasdelCisneandCuyamelOmoa).TheGovernmentcurrentlydoesnotfinanciallysupportanyprotectedareainHondurasandasaresult,reliesonco-managementschemestoestablishlegallybindingpartnershipswithlocalentities.Thisco-managementallowslocalNGOstolegallymanageprotectedareas,developinguserfeesandotherself-financingprojectsinordertosupportallofitsactivities.Duetothelackofgovernmentalfinancialsupport,mostMPAshaveoutdatedornomanagementplansaswellaslimitedstaffandequipment.Asaresult,manyrelyheavilyonvolunteersandlocalsupport.TheProtectedAreasDepartment(withintheForestryMinistry)iscurrentlypromotinganewefforttoorganizelocalconsultinggroupsforallprotectedareas.Theseconsultinggroupswillactasofficialliaisonsbetweencommunitiesandgovernmentofficialstodraftandapprovenewmanagementplans(Article21/Pg.366/HN1d.9).Thefollowingdocumentswereprovidedasevidenceofmanagementplansandstaff&equipment:HN1d.2(Pg.107),HN1d.3(Pg.1);HN1d.4(Pg.1);HN1d.5(Pg.1);HN1d.6(Pg.1);HN1d.7(Pg.1);&HN1d.8(Pg.1)).

Justification:Effective,integratedland-useplanninginsidethewatershedsoftheMARisessentialtopreventingerosion,sedimentation,andnutrientpollutionintocoastalandmarinewaters.Inparticular,nutrientsareamajorcauseoftheovergrowthofalgaewhichcankillcorals..Nutrientscauseamajordamageinreefsandbenthicecosystems.Highwaterqualitystandardshelptomaintaincoralreefs.Properwatershedsmanagementincludesappropriateland-usepracticesinerosion-proneareasandisessentialforpreservingwaterqualityandensuringthatthetransportofsediment,nutrients,andotherpollutantstocoralreefsisminimized.Ifsoundwatershedmanagementplansareimplemented,nutrientandsedimentdeliveryarelikelytobereduced,promotingrecoveryofdegradedreefs.Watershed-basedmanagementplansfostersustainabledevelopment,andcomplimentsimilarcoastaldevelopmentplansalongthecoastline.Thisindicatormeasuresthespatialextentanddevelopmentofsuchplansorstepstowarddevelopingthem.

2011-TheConventionfortheProtectionandDevelopmentoftheMarineEnvironmentintheWiderCaribbeanRegionisacomprehensive,umbrellaagreementfortheprotectionanddevelopmentofthemarineenvironment.ThisregionalenvironmentalconventionisrecognizedastheparamountframeworkforcooperativeregionalandnationalactionsintheWiderCaribbeanRegion(WCR).Inparticular,theConvention'sLBSProtocol(ProtocolConcerningPollutionfromLand-basedSourcesandActivities)isconsideredanimportantframeworkforcountriesintheWCRtoaddressland-basedpollution(HN4a.1&HN4a.2).AjointinitiativebytheInter-AmericanDevelopmentBank,theUnitedNationsEnvironmentProgramme,andtheGlobalEnvironmentFacilitytofinancewastewatertreatmentmanagementprojectsthroughouttheCaribbeandrawsontheLBSProtocolasthelegalframeworktojustifyitsefforts.PilotprojectsareplannedforBelize,Trinidad&Tobago,Guyana,andJamaica(allsignatoriesoftheLBSProtocol).EachcountryintheMAR,excludingHonduras,hassignedtheCartagenaConvention'sProtocolConcerningPollutionfromLand-basedSourcesandActivities(HN4a.2).However,theredoesexistnationalstandardsthatareaboveClassIIandbelowClassIstandardsfromtheCartagenaConvention(HN4a.3:Table1,Pg.266).ParticipantsduringtheHondurasEcoAuditnationalworkshop(LaCeibaattheCREDIAFoundation,October18,2011-HN1d.1)foundnoevidenceofenforcementofthesestandards,andasaresultHondurasranks2.However,participantsdidpresentqualitativeevidenceofcoastalcontaminationcausedbyuntreatedsewage(HN4a.4andHN4a.5).
