Closer Analysis
What it does
• data analysis tool• pre-populated with 3 years’ worth of data* from:
• HSSA• P1E• CIPFA
means you can start straight away!• complemented by user input data (coming soon – early 2008)• comprehensive, reflecting complexity of subject• yet simple, intelligible presentation• facilitates comparisons & intelligent analysis of data• to inform homelessness strategy and improvement action• prototype version so we’d like your feedback to make it better!
*Please note that we cannot accept liability for inaccuracies in data supplied to CLG & CIPFA by local authorities
Built around 6 domains, each reflecting different aspects of homelessness

Breakdowns and valuative polarity• don’t panic! • valuative polarity is simply about whether high/low score is good/bad• in most cases, it is self-evident, eg:
• acceptances per ‘000 households – low = good• % decisions upheld on review – high = good
• and the usual way of displaying performance is:• good = green traffic light or zone on radar chart• poor = red traffic light or zone on radar chart
• but sometimes, it’s not obvious because the result simply reflects local circumstances/profile* rather than performance, so we have adopted the following convention:
• high number or % = red• low number or % = green
• where we have done this, a valuative polarity note is included in the help file
* Also, because our ‘breakdown’ radar charts breakdown a total amount into its component parts, it would be unhelpful if some of those components had a polarity that was at odds with others.
