Question:WhenHur-ricane Sandy flooded ourbasement, we had a con-tractor pull up the car-peting and install vinyltiles.
He prepared the con-crete floor by scraping
up the rug glue that re-mained, and used com-mercial adhesive to putdown the new tiles.
Some of the tiles donot lie flat against thefloor; their edges bowslightly, creating a spacethat rises above the ad-joining tile. This looksbad, and I expect that
dirt – or water, when thefloor is mopped – willeventually accumulate inthe spaces.
The contractor saysthe floor is not even. Isthere a way to correct theway this looks? Shouldsome sealant or grout beused to close the spaces?
Answer: I assume you
paid the contractor forthis job.
In its do-it-yourselfvinyl tile installationinstructions, Armstrongsays it all: “Make surethe floor you’re layingover is clean, dry andflat.”
I’ve done laminate,vinyl, wood and ceramic
tile floors and the firstthing I’ve done in eachcase is make sure thesurface on which each isinstalled is level. Other-wise, you are going tohave problems, and youare.
What compounds theproblem is that these areglued-down tiles ratherthan self-adhesive, whichare easier to install and tofix.
With self-adhesive,you simply cut the affect-ed tile, pry it up, and sandthe glue. Glue-downs areembedded inmastic,which is tougher to re-move.
The unevennessshould have been deter-mined beforehand andcorrected with a levelingcompound designed foruse on concrete surfaces.
Vinyl tile is not de-signed to be grouted. Yousnap chalk lines and thenyou butt each tile upagainst the next.
Solution: It is a do-over.
Q:Anything I put onmy back deck gets mil-dew on it every year. Iclean it with ammoniaand water, then put on anew coat of stain aboutevery two to three years.
Just wondering ifthere is anything else todo.
A:You can try a sea-lant, but if your backdeck is on the north sidewhere the sun doesn’tshine verymuch, regularmaintenance is probablythe only answer.
I’ve triedmany thingsover the years, but peri-odic “de-greening” andsealing is usually the bestanswer.
Q: I have a fine diningroom table with a darkstain and the standard, Iassume, urethane protec-tive finish.
Bymistake we placedon the naked wood hotplates without an un-dercover protection. Theresult is a series of threewhite spots. My guess is
that the urethane coatingblistered and turnedwhite.
How do I remove thewhite spots without fur-ther damage and treatthe area to bring back thedark finish?
One suggestion was touse fine-gauge steel woolto remove the white blis-ter finish and treat itfrom there. What areyour suggestions?
A: I’ve had that sort ofproblemwith steam froma coffeemaker putting awhite spot on a cherrycabinet, but what I no-ticed is that more steamremoved it.
But your questionpiquedmy curiosity, inthat we have amission-style oak dining roomtable that could sufferthe same problem ifsomeone is careless.
The solution I’vefound on the Internet is,oddly enough, applyingmore heat to the whitespot created by some-thing hot.

TO RENEW OR NON-RENEW,THAT IS THE QUESTION –Fair Housing Considerations

Hamlet only had to decide how to avenge his father’s death. Youhave to decide whether to non-renew a tenant who has been aproblem during the past year – making noise, paying late, yellingat staff. Although you really want the tenant to be gone, youworry that tenant will think you are discriminating against her.
You have the right to non-renew a tenant at the end of a leaseterm. Florida law does not require that you have a reason for thenon-renewal. Nonetheless, you better have one, and it betterbe documented in your file. Without that documentation, youmay be vulnerable if the tenant later claims you are violating theFair Housing Law. Often, documentation is key to winning a fairhousing case.
It is also a good idea if your office develops a renewal policy.The policy will set the standard for who stays and who goes.Thus the decision about renewal will not be arbitrary.
Such a policy can say a tenant will be subject to a non-renewalif one or more of the following conditions apply:
1. The tenant received one or more 7 day Notices ofNoncompliance within the preceding twelve months.
2. The tenant was late with rent 2 or more months within thepreceding twelve months.
3. The tenant has violated the lease and/or the community rulesfour or more times within the preceding twelve months, andeach of the violations is documented in the tenant’s file.
4. The tenant owes an amount to management for rent, latecharges, repairs, or other amounts, and the debt is more than30 days past due.
5. The owner and/or management plans to use the unit forpurposes other than the rental of a residential unit.
This is just an example. Your renewal policy should reflect yourproperty’s priorities. Of course, your policy is only good if it isconsistently applied.
To be fair, or not to be fair? That’s the real question.

Land manager KeithParker’s day starts atabout 7:30 each morning.Apparently, the same istrue for the turkeys, deerand fox squirrels thatlive at the CentervilleConservation Communi-ty.
The 1,000-acre pre-serve and residentialcommunity blends openspaces, swamp, twostocked lakes and un-touched woodlands tocreate an environmentthat homebuyers arestarting to rediscover.
“There is roughly 680acres just left natural forthe wildlife,” Parker said.“An example – this morn-ing I saw turkeys anddeer while out doing mywork.” Fox squirrels dartthrough the woods andoccasionally, a bald eaglewill visit as well.
Started in 2004 bydevelopers Hurley Boothand Jon Kohler, Center-ville was the first conser-vation community of itskind in northern Florida,with construction tightlycontrolled by variousrules and the oversight ofan architectural reviewcommittee of residents.It is located at the cornerof Centerville and PisgahChurch roads.
The recession and realestate’s collapse, howev-er, brought activity atCenterville to a virtualstandstill and the projectwent into receivership.This past week bankingcompany BB&T closedon a sale of the land,facilities and remaininghomesites to CentervilleGroup LLC, an investorgroup from Jacksonville.
You can hear the reliefin Marie Eddy’s voice.She and Parker bothdecided they would re-main committed to Cen-terville, even when theoutlook wasn’t good.
“We stuck with it andit’s nice to see it finallybeing completed. It’s a
gorgeous neighborhood,”said Eddy, a licensedcommunity managerwith Homeowners Asso-ciation Management Inc.
Even before the newinvestors came along,Eddy said she beganseeing a big increase inthe number of peopleinquiring about the avail-able lots and wanting tobuild in Centerville,which currently has 80remaining homesitespriced from $80,000 to$180,000. PrimeSouthProperties – Fezler, Rus-sell & Ferrie Inc. is incharge of sales.
There has been asmany as eight lot salesrecently, Parker noted.“It seems like the minutethey are sold they have
plans ready for approv-al.”
Custom homebuilderJasonMeadows, presi-dent of White Oak Con-struction LLC, lives inCenterville and has com-pleted three houses todate. He has two homesunder way, as well asplans in the works forthree more. Saxon Han-non, Bridgewater Build-ers LLC and others arebuilding there as well.
The 30 homeownersenjoy 7.5 miles of hikingtrails on the property andhave use of stables andfenced pasture for hors-es. The bass in the lakesare plentiful. “I havecaught some thatweighed 8 or 9 poundsand released them,”
Parker said.To maintain its archi-
tectural standards, Cen-terville is under tightrules on styles of homes,exterior finishes, thehomes’ orientation on thelots and other require-ments.
“They are actuallyvery strict with the ar-chitectural control com-
mittee,” said Meadows.“It’s a process to gothrough. It’s more diffi-cult than any neighbor-hood I have worked in,but I appreciate the valueafter it’s over with.”
To the credit of thereceiver, lender andcourts, there was aneffort to maintain thecommon areas and facil-
ities while the propertyawaited sale.
“We were able toweather the stormthrough the tough times,”Meadows said. “We didn’thave as much work todo.” Still, word of mouthkept them and otherbuilders going.
“We live out here andwe work here, and wereally want it to be suc-cessful,” said his wife,Andrea Meadows, a bro-ker who has sold lotsthere. May begins the peakmoving season when themajority of Americanswho are relocating aremoving short and longdistances. Peak movingseason lasts throughSeptember, with the mostrequested dates occur-ring Memorial Day week-end and the July 4 holi-day.
The 2013 moving sea-son is slightly unusualcompared to years pastdue to the last days of themonth in May, July andAugust falling on Friday,Saturday and Sunday.Consumer demand forthese weekends will behigh and there is a lim-ited supply of industryresources available, in-cluding reputable, li-censed moving compa-nies, truck rentals andshipping containers.Many consumers will becompeting for theseweekends and demandwill push up prices. Youmay want to considermoving during the week-days, if possible.
The majority of mov-ing companies are repu-table businesses, howev-er, as with any industry,there are unscrupulouscharacters. The industryhas seen an increase incriminal activity; muchof this has been fueled bythe Internet, the GreatRecession and manyconsumers basing mov-ing services or products(leased trucks and con-tainers) on the lowestprice available.
The problem has be-come so significant, theAmericanMoving andStorage Association (AM-SA) developed the Pro-Mover program, whichqualifies and confersProMover status on repu-table moving companies.
What’s more, in late2012 the Senate Commit-tee on Commerce, Sci-ence and Transportationconducted an investiga-tion of household goodsfraud in the moving in-dustry. The investigationrevealed Florida is lead-ing the country in thesecases. The majority ofthe fraud is perpetratedonline by move brokersand virtual moving com-panies who quote ex-tremely low prices tolure consumers into theirscam.
In response, the Flori-da Movers andWare-housemen Associationrecently partnered withthe AMSA and in Marchinitiated its own FloridaProMover program.However, many rogueoperators fraudulentlydisplay these emblems aswell as other qualityservice logos to fool con-sumers. It is always wiseto check with the desig-nating entity to ensurevalidity.
Whether you plan onexecuting the move your-self or retaining the ser-vices of a professionalmoving company, now isthe time to start evaluat-ing your options, deter-mine your budget, makethe arrangements andconfirmmove dates, ifknown.
Too often consumerswait until the last minuteto plan, make arrange-ments to pack, and moveall their belongings totheir destination. Thisadds unnecessary stresswhen they encounter alack of available rentaltrucks, shipping contain-ers and reputable mov-ers.
Do-it-yourself movescan save you money, butbe sure you reserve arental truck with a recog-nized brand known formaintaining its fleet.Beware of rental compa-nies with cheap rates;many of them tend tooverbook, meaning
there’s no guarantee thetruck will be availableeven though the truckwas reserved and paidfor in advance.
Beware of hiddencharges; get a clear un-derstanding on what thecost of the rental truckincludes, hours of use,mileage, fuel, equipment,moving pads, etc. Mostimportantly, get the right
size truck for your move.The same process
applies for shipping con-tainers, which have be-come very popular. Dobusiness with a reputablebrand that has the re-sources to ship contain-ers safely and on time.It’s also wise to checkhomeowner associations,local ordinances, or con-dominium/apartment
rules regarding place-ment of containers ontheir property. Somehave very specific rulesregarding placement orthe length of time a con-tainer is allowed on site.
Florida and manyother states regulatemoving companies whoperform intrastatemoves. Just because amoving company has
intrastate authority doesnot mean it has interstateauthority (authority tocross state lines). Movingcompanies who crossstate lines must get au-thority from the U.S.Department of Trans-portation Federal MotorCarrier Safety Admini-stration.

Answer: In a typicalreverse mortgage, home-
owners 62 years or oldercan receive money froma lender to pay off theircurrent loan and supple-ment their retirementincome. As long as theborrowers are living inthe house, they don’thave to repay the loan.But once the borrowersno longer live there, theloan must be paid in full.
Most reverse mort-gages are “non-recourse”loans, meaning that thelender can take back only
the house as repaymentand can’t seek the defi-ciency from the borrow-ers or their probate es-tates.
In your case, youshould review the pa-perwork and confirmthat you have a non-re-course mortgage. If so,you could walk awayfrom the home knowingthat the bank can’t comeafter you for the differ-ence. You do want tomake sure that any asso-
ciation dues are paid inthe interim.
Also, you are respon-sible for the home duringthe foreclosure process,so it makes sense to tryto communicate withyour lender to see if itwill allow you to com-plete a short sale or an-other foreclosure al-ternative.
Reverse mortgagescan be ideal in the rightsituations, but they dohave drawbacks, includ-
ing high upfront costs.They can be great long-term solutions butshouldn’t be used asshort-term Band-Aids.
