There are two methodologies for implementing PMF You can work “top down,” that is, starting with a high-level
strategy which you’ll draw and capture into PMF and prototyping measures.
Or you can work “bottom up,” creating a KPI Dashboard using loaded measures and adding the strategy elements at some later point, or as you go.
