Health and Disability NGO email update for September 2012 Hello everyone! The NGO Desk’s latest update includes information about Ministry of Health and NGO activities, a wide range of up and coming conference and event information and other items of interest to the health and disability NGO sector. This update provides an opportunity to share information with others in the sector and around the Ministry of Health. Health and Disability NGO email update for September 2012

Hello everyone!

The NGO Desk’s latest update includes information about Ministry of Health and NGO activities, a wide range of up and coming conference and event information and other items of interest to the health and disability NGO sector.

New Zealand ShakeOut is an opportunity for you, your charity, family, colleagues and friends to be better prepared for an emergency.

It can be as simple as having your staff and volunteers do the drill at 9:26 on 26 September and practicing the right actions to take in an earthquake (Drop, Cover, and Hold).

Christchurch’s Hospital Redevelopment Partnership Group established Health Minister Tony Ryall recently announced the members of the new Hospital Redevelopment Partnership Group which has been set up to enable a faster build of Canterbury DHB’s $500 million plus hospitals redevelopment project.

Launch of the extension of the Ministry of Health New Model for Supporting Disabled PeopleThe New Model has been in place in the Western Bay of Plenty since 2011. Local Area Co-ordinators are working in communities and with disabled people and their whānau to help develop plans for the future, and build up natural and community support so that they can live the life they choose, a “good life”.

Report of the National Panel to review Breast Biopsy Errors In June 2012 the Ministry of Health convened a Panel of Experts to provide advice after the occurrence of five incidents of serious errors in reporting of anatomical pathology results.

Medical Oncology National Implementation Plan 2012/13 The Medical Oncology Implementation Plan 2012/13 signifies the start of a process for increasing capacity and improving the delivery of medical oncology services in New Zealand.

Evaluation of the Bowel Screening Pilot The Ministry of Health has contracted Litmus and Sapere Research Group to undertake an evaluation of the Bowel Screening Pilot, including a cost effectiveness analysis. These reports summarise the findings from the initial Provider and Population surveys.

2012 Review of the Health Practitioners Competence Assurance Act 2003: A discussion document The Ministry of Health is undertaking a strategic review of the Health Practitioners Competence Assurance Act 2003. The review will assess how the operation of the Act can be improved, including how it continues to protect public safety in a changing health environment, and how it supports the development of New Zealand's health workforce now and in the future.

Report on the Provision and Funding of Specialist Behaviour Support Services The Report on the Provision and Funding of Specialist Behaviour Support Services provides a comprehensive overview of these services to the Ministry, along with recommendations to improve services.

Mātātuhi Tuawhenua: Health of Rural Māori 2012 This report, Mātātuhi Tuawhenua: Health of Rural Māori 2012, provides a snapshot of the health of Māori and non-Māori living in rural and urban areas.

Health Expenditure Trends in New Zealand 2000–2010 The information in this report identifies and measures trends and changes in the patterns of health and disability expenditure in New Zealand. The data is also useful in evaluating policies related to health and disability expenditure levels and patterns, and provides a basis for comparing New Zealand’s expenditure with other nations.

OTHER GOVERNMENT AGENCIESBetter Public Services ProgrammeThe Better Public Services programme is creating a public sector that can respond even more effectively to the needs and expectations of New Zealanders. The programme supports the delivery of the third priority of the Government’s four priorities for this term:

responsibly managing the Government’s finances building a more competitive and productive economy delivering better public services within tight financial constraints rebuilding Christchurch.

The public sector represents one-quarter of New Zealand’s real economy and so has a big part to play in how our society and economy perform. New Zealand’s State Services have been performing well in some areas but there are things that can be done better and opportunities to be more flexible and innovative in how we deliver services to New Zealanders. The Government set ten priority results on issues that matter most to New Zealanders. These require groups of agencies and sectors to work together in fundamentally different ways from how they currently operate, as well as publicly report on their progress towards achieving these goals. This involves concrete actions and targets and a move away from high level outcomes where nobody knows whether or not they have been achieved. Government and Ministers are prepared to put themselves to the test - results, targets and progress against them will be published. The targets are not easy. Results Leadership roles for the Better Public Service results have been assigned to five Ministers with five associated chief executives who will work with Ministers and contributing agencies to drive the delivery of results and give account for cross-agency performance. Targets have been developed for each of the results areas and are publicly reported, so that accountability is clear and as a tangible demonstration of the commitment to achieving the results that the Government has identified as important.

These targets require a stretch beyond immediately deliverable results and highlight opportunities for new ways of working together to deliver better public services to New Zealanders. The work under way in these areas will, in time, demonstrate innovation and improvement across a connected, collaborative public sector. The results cross-agency boundaries and require different behaviours and new organisational arrangements to be achieved. Success will be when New Zealanders see things improve in their local areas. The Government is looking for action and new ways of doing things that improves the lives of ordinary New Zealanders. “Kiwis Count” Survey of Frontline Public ServicesNew Zealanders are increasingly satisfied with the frontline public services they receive according to the latest State Services Commission Kiwis Count survey which measures satisfaction with 42 frequently-used public services. This year, the overall service quality score for public services rose from 69 points in 2009 to 72 points.

Twenty seven services improved since Kiwis Count 2009. Twelve of the increases were statistically significant. Six services recorded decreases in service quality, although only one, “Applying for or receiving a student loan or student allowance”, recorded a statistically significant decrease. Kiwis Count updates are now to be published quarterly. The latest Kiwis Count report is at www.ssc.govt.nz/kiwis-count-update-aug12

Supporting Vulnerable Children: New Action PlanThe Ministries of Health, Education and Social Development, working with the Police and the Social Sector Forum*, have developed a “Results Action Plan” for supporting vulnerable children. The plan sets out how the social sector will deliver better public services for these children. The main proposed actions are: improve the way information to identify vulnerable children is collected; increase information-sharing to locate these children and improve services for them; scale up programmes that support vulnerable children to participate successfully in early

childhood education; gain support from schools to find and connect with vulnerable children under six;

target funding policies to encourage more support for, and participation by, vulnerable children;

improve the way frontline public services and other providers for vulnerable families work in together, using already successful examples of this kind of teamwork; and

introduce new approaches to providing early childhood education that better meet the needs of vulnerable families.

ACC & Privacy: Reports ReleasedA review of the privacy and security of information at the Accident Compensation Corporation (ACC) has been released by the Office of the Privacy Commissioner and ACC’s Board.

The Independent Review Team concluded that the breach that occurred was a genuine human error, but that such an error was more likely to occur because of systemic weaknesses within ACC’s culture, systems, and processes. The review team has recommended that:

ACC puts in place clear policies that create a positive privacy mind-set as part of rebuilding customer trust and establishing a “firm but also seen as fair” image in the minds of the public;

strengthens board governance of personal information management; strengthens privacy leadership and strategy; enhances its privacy programme; strengthens the organisational culture; strengthens privacy accountability; reviews and updates business processes and systems; and provides additional resources to clear backlogs on privacy related processes.

The Auditor-General has also reported on this matter, broadly coming to the same conclusion of the breach having resulted from systemic failure.

Internal Affairs - Review of Seven Community Funding Schemes

NGO INFORMATION The Smokefree Coalition - Plain packaging consultation document Tobacco is unlike any other product sold from behind shop counters – it is the only product which, when used as intended, is a cancer-causing killer.

In July 2012 a tobacco display ban was enforced in New Zealand for retailers and shop keepers. Any visual reference to a tobacco company was removed, and tobacco products were relegated to a closed cabinet behind the counter.

Now the government is looking to introduce further restrictions on the sale of tobacco with a plain packaging regime. This would see all branding stripped from tobacco packs and replaced with a plain green package with health warnings. There are so many ways you can get involved in your community from support groups to exercise and hydrotherapy classes or take an accessible road trip around Northland. National Civil Defence exercise - Operation ShakeOut planned for 29 September!New Zealand ShakeOut, a national earthquake drill coordinated by Civil Defence, aims to have a million people taking part in the first ShakeOut drill held nationwide in any country.Participants at home, work and school will practice “Drop, Cover and Hold” – the right action to take in an earthquake. It could be useful to publicise it on your website to encourage health and disability sector participation.The link is http://www.shakeout.govt.nz/

Alzheimers NZ: New WebsiteThe new website supports people affected by dementia in many ways, from offering advice on obtaining and understanding a diagnosis to information about appropriate residential care options. A section written by people with dementia provides practical tips and advice to help cope with the challenges of the disease from their point of view. The site also includes a section for carers. More is at: www.alzheimers.org.nz

New Meningitis WebsiteKiwis concerned about meningitis now have a place to turn for information with the launch of the Meningitis Foundation Aotearoa NZ website. Meningitis is difficult to diagnose as it presents with flu-like symptoms, but can often strike and progress quickly. If it is not diagnosed early and treated effectively, it can result in death, deafness, loss of limbs, brain damage, or other neurological disabilities.

The website talks about the symptoms of meningitis, the need to urgently seek medical assistance if meningitis is suspected, and the importance of vaccinating against this disease. More is at www.meningitis.org.nz

Community ResearchCommunity Research gathers research about New Zealand’s tangata whenua, community and voluntary sector, shares it with a broader audience, creates a virtual hub for researchers, iwi and community organisations to share their ideas, and advocates good methods in community research. Read more

Consumers Voice WebsiteConsumers Voice NZ (CVNZ) is designed to be an independent, online community feedback forum for people who use NZ social services, e.g., CYF, Family Court, Counselling, Alcohol & Drug, and Mental Health services.

FUNDING, FELLOWSHIPS, AWARD OPPORTUNITIESCommunity Internship ProgrammeApplications for the Community Internship Programme are now being accepted, in the only round for 2012-2013. Grants from the programme allow not-for-profit community organisations to pay the salaries of skilled staff from the public, private or community sector so they can work with their organisation for three to six months. Funding available for community health projectsNew Zealand organisations running programmes that improve the health and well-being of local communities are invited to apply for funding from the Medibank Community Fund (MCF). The MCF supports grassroots initiatives throughout New Zealand and Australia that encourage healthy eating, physical activity or community connectedness. Grants are allocated regionally and vary in value depending on the project.

Medibank Community Fund Ambassador, Anna Soesbergen, says $60,000 in grants was provided in 2012 to six New Zealand projects, ranging from school breakfast programmes and community and school gardens to a horticultural training programme for at risk youth. “The Community Grants programme is all about helping projects improve health at a local level, and we’re delighted to give a boost to projects that are making such an important contribution to their communities.”

For the 2013 funding round, programmes must address at least one of three criteria: healthy eating encouraging greater exercise greater community connectedness.

The Guest Presenter is Ms G M Jegasothy (Jega) a physiotherapist from Royal Perth Hospital Shenton Park Campus WA. Jega will speak at Regional Seminars in Palmerston North, Rotorua, Hamilton, Auckland, Christchurch, Oamaru, Dunedin and Wellington on the subject "The Late Effects Of Polio".

At four of these meetings (Rotorua, Hamilton, Auckland and Wellington) she will be directing her focus to health professionals who provide care and treatment to people with polio, namely physiotherapists, Occupational Therapists, Orthotists, suppliers of mobility aids, assessors and home based care professionals. These seminars offer exceptional insights into the Late Effects of Polio from a specialist who has vast experience and understanding of Post Polio Syndrome.

NGO Social Work Study AwardsThe NGO Social Work Study Awards are aimed at building the capability of people working in community-based social services. Up to 85 awards are offered every year to assist employees of non-government organisations (NGOs) to undertake part time study for a degree level qualification in social work. The awards support employees of NGOs who have previously studied, or who are already studying, and who want to complete a social work qualification that meets the educational requirements for social work registration. These awards are funded and administered by Family and Community Services (FACS), a service of the Ministry of Social Development. Read more

ConsultationPreventing Gambling Harm: Proposed ServicesThe Ministry of Health has published a discussion paper on the services it proposes to buy to prevent/minimise gambling harm over the next few years.

The Ministry proposes spending over $55 million from 1 July 2013 to 30 June 2016 on: intervention services to help people experiencing problems as a result of their own or

someone else’s gambling; public health services to prevent and minimise gambling harm; and gambling research and evaluation.

The main gambling operators (non-casino gaming machine societies, the casinos, the NZ Lotteries Commission, and the NZ Racing Board) reimburse the Government for the cost of the Ministry’s services.

Consultation is required every three years under the Gambling Act 2003. A submission form is at the back of the consultation paper. Proposal to introduce plain packaging of tobacco products in New ZealandConsultation documentThe Government has agreed in principle to introduce a plain packaging regime for tobacco, subject to the outcome of a consultation process.

Part of this consultation process is the Regulatory Impact Statement which was prepared to inform the Government’s decision to undertake this consultation.

The consultation document sets out the Government's plain packaging proposal, gathers the views of interested individuals, businesses and organisations, informs New Zealand's trade partners and invites their comment, and seeks additional information relevant to the proposal.

Good Medical Practice Guide: Medical Council Review“Good Medical Practice” outlines the duties of a good doctor and is intended to help doctors to monitor their own conduct and the conduct of their colleagues. It is also intended to serve as a source of education and reflection for medical students. It is often referred to by patients who are uncertain about the quality of care they have received. The resource is accessible to everyone, and the standards outlined are clear and easy to follow.

Paying Family CarersThe Ministry of Health has begun consultation on options for a new policy for delivering Ministry of Health-funded home and community support to disabled adults that does not discriminate on the basis of family status.

The consultation follows the Government’s decision not to appeal the Court of Appeal ruling in the family carers case (Ministry of Health v Atkinson and Others) in June 2012. This means that the current policy of not paying certain family members for providing home and community support to disabled adults needs to change. This is a complex task and public input, and in particular input from the carers and disability communities, is vital.

The consultation will look at questions including: What to pay family carers for Whether to target eligibility for payment How to pay family carers Should a family carers payment be established through the welfare system What Government and taxpayers can afford

See a MovieThe 19th Wattie’s Cans Film Festival is on.On 7 November, Kiwis around the country can visit their local participating movie theatres and swap a food can for a movie ticket. Wattie’s then matches the number of cans donated with one of their own cans and all cans go to the Salvation Army Christmas Appeal. Last year 45,380 cans were donated.
