GENERAL RULES 1. MATCHES 1.1. All matches are to be played under the ECB’s ‘Covid-adapted’ protocols, including registration of

all participants and ground visitors. These protocols affect many areas of the game including new penalty run offences for on-field behaviour (see Appendix 1).

1.2. Except as otherwise provided for hereinafter, the MCC code of the Laws of Cricket (2017 Code 2nd Edition – 2019) will apply in all matches.

1.3. The HCPCL Umpires Panel will appoint umpires for all fixtures. 1.4. The Umpires shall be the sole judges of the fitness of the ground, weather and light for play. 1.5. In line with the ECB ACO guidelines only a home scorer is required. If a club can comply the ECB

ACO protocols for social distancing of scorers then they should inform the opposition of the opportunity to attend.

1.6. If no home scorer is available then a player has to be nominated from the home team to take up the duty for the entire duration of the match.

1.7. The League Secretary may approve a change to the scheduled start time of a match where circumstances justify it. Prior to seeking approval there must be mutual agreement between clubs and umpires. In this event all times mentioned in the Rules applicable to the match type must be adjusted accordingly to prevent any change in the planned duration.

2. PITCH & COVERS 2.1. The pitch markings must include the ‘Running Lanes’ described in the ECB protocols. (Appendix 2) 2.2. The pitch will be re-marked and maintained on the direction of the umpires during each interval. 2.3. Clubs must follow the ECB protocols for hygienic handling of covers and roller(s). 2.4. Before the start of play covers shall be used at the discretion of the home club and its groundsman to

protect the pitch. 2.5. Clubs must make covering available throughout match day. The minimum requirements are to cover

the pitch and the bowlers’ run ups for a minimum of 10 metres. 2.6. Once play has started, covers will only be used on the instructions of the umpires. 2.7. Failure to satisfy the umpires on appropriate and timely covering will be reported to the League and

may result in disciplinary action being taken against the club. 3. CLOCK A working match clock will be provided by the home side which can be seen by the umpires and players from the playing square. 4. JUNIOR PLAYERS Any player under the age of 18 playing in any HCPCL match shall be bound by the ECB Directives (see section 19 of the current Non First Class Regulations and Playing Conditions). Note: Age group is defined as follows;-

Bowling - by the age at midnight on the 31st August of the previous year Helmets - the player’s actual 18th birthday.

A copy of the ECB directives must be available at the ground. 5. TEAM SHEETS Team sheets are not to be used for 2020. Captains must advise the umpires at the toss of the names of all of their players who are within an under 19, or below, age group and any player Under 18 on the day of the match. In providing this information, the captains will accept the conditions to be found on the back of the standard ECB Team Sheet and will be deemed to have signed confirming this. (see Appendix 3). 6. MATCH BANS For the purposes of the HCPCL Disciplinary Regulations a match shall be defined as any scheduled HCPCL fixture in either the League or T20 competitions. This shall include, for the avoidance of doubt, any HCPCL matches that are abandoned and/or cancelled but not matches that are rescheduled. No other fixtures of any description shall count towards service of any HCPCL ban.

7. CHANGE OF VENUE In the event of extreme weather or other extenuating circumstances preventing the use of the designated ground the League Management Committee will consider changes to the venue as follows;- 7.1. The League Secretary (or other committee member if he is unavailable) should be informed by

telephone by noon on the Wednesday before the match that the designated venue is unfit and given details of the proposed alternative venue.

7.2. The League will arrange to inspect both venues for their suitability for HCPCL cricket within 24 hours. 7.3. If it is agreed that the designated venue is unfit and the alternative is acceptable, the home club shall

inform the away team, umpires and League Secretary of the changes. 7.4. Where a field contains multiple pitches only the main pitch is be considered an approved venue.

Clubs may apply to the League Secretary for approval of additional pitches, for use only subject to the other clauses of Rule 7.

8. FACILITIES MARKING There is no need for captains or umpires to submit facilities marking reports for 2020. 9. UMPIRES MARKING There will be no marking of umpires by captains for 2020. 9.1. Umpires should report poor pitches to the Umpires Committee. 9.2. Umpires will report any instances of misconduct as soon as possible after the match to the

Disciplinary sub committee Chairman and Secretary. 10. OVER RATE PENALTIES There are no over-rate targets for 2020 due to the frequent breaks for hand cleaning. Umpires are however encouraged to ensure there are no undue delays. 11. LEAGUE POSITIONS Positions in the pooled division will be determined by the total number of points gained. In the event of clubs finishing on equal points positions will be determined in the following order:-

i) most wins ii) fewest defeats iii) highest total bonus points iv) least penalty points v) Net Run Rate, as calculated by and displayed on Play-Cricket

12. PROMOTION AND RELEGATION There is no promotion or relegation in 2020. 13. WITHDRAWAL OF CLUB(S) Should a club withdraw form the League during the 2020 season then the Management Committee will recommend a plan for replacement, subject to a vote by the remaining member clubs. 14. DISCIPLINE Umpires will complete an ECB disciplinary report in any case of penalty runs being awarded and/or poor player behaviour. The captain of the offending team must be informed promptly and reports submitted as per section 9.2 of this document. Captains are reminded that they are responsible for team discipline and ensuring that play is conducted within The Spirit of Cricket as well as within the Laws of the game. 15. DUCKWORTH-LEWIS-STERN (DLS) PROTOCOL AND MANAGER 15.1. The Home Team should have a competent Duckworth Lewis Stern (DLS) nominee for the duration of

EACH match.The DLS nominee, ideally the scorer, shall be identified to the Umpires and the Captains before the start of the game.

15.2. If the home club is unable to provide an on-ground DLS manager the scorer(s) should contact Eric Davison who will provide a remote service.

15.3. The nominated DLS person must follow the current version of the DLS Protocol. 15.4. DLS Par-Score sheets must only be distributed via email/messaging. 15.5. Scoreboards must show the DLS par score at the end of each over and be updated at the fall of a

16. RESULTS (see table for deadlines) 16.1. The Captain of the home side is responsible for posting the result of each match, including cancelled

and abandoned matches, by 22.00 on the day of the match on Play-Cricket. a) Failure to do so by the due time will be subject to fine R-RES. b) The result submitted on the match day must have the correct final scores and bonus points,

including any penalty deductions applicable. 16.2. The final scorecard must be posted on Play-Cricket by 23.00 on the deadline day (see table)

following the match. Failure to do so will be subject to fine R-RES. The following all apply;- a) Entries flagged by Play-Cricket as not matching registered players or as text-only names must be

corrected to a valid Play-Cricket registration. b) No ‘Unsure’ entries should exist in the scorecard. c) All partnership entries should be completed. d) No errors should exist in the card - i.e. the scorecard entries in each section must add up to the

totals shown and also match the summary result. 16.3. Both home and away clubs must confirm the scorecard (or notify any errors to the League and the

other club) by 23:00 on the deadline day (see table). Failure to confirm the result or confirmation of an incorrect scorecard will be considered as a failure to approve with fine R-APP.

16.4. If the home team is late in submitting the scorecard the away team will be given a grace period of 24 hours from home team submission for verification and approval.

16.5. Should the result not be posted or confirmed within a further seven days a further fine P-LATE will be levied.

PLAYING CONDITIONS

1. START TIMES 1.1. Matches on 18th July through 8th August will start at 12.30 1.2. Matches from 15th August will start at 12.00. 2. DURATION 2.1. Each match shall consist of a maximum of 40 overs per innings save where time is lost after the

scheduled start time due to inclement weather or other unavoidable cause, when the number of overs shall be reduced as hereinafter provided.

2.2. There will be two sessions of play, separated by an interval of 30 minutes. The length of the interval can be reduced at the discretion of the umpires with agreement of both captains.

2.3. The interval must be taken between innings, unless the first innings is disrupted in which case it may be taken time remaining for the first innings. In order to minimise loss of overs.

2.4. All participants must provide their own food and drink for the interval. 2.5. Unless bowled out earlier, the team batting first shall bat for the full number of overs available to it;

declarations are not permitted. 2.6. Should the side batting first be dismissed before the overs to which it is entitled have been bowled,

the team batting second shall be entitled to bat for no more than the full number of overs or as reduced due to inclement weather or other cause.

3. CLOTHING All limited over matches shall be played in coloured clothing. 3.1. All players on a side should wear the same coloured clothing, except for pads and gloves. 3.2. The batsman’s pads (or cladding) and batting gloves must not be of a colour that conflicts with the

pink ball. Umpires have the discretion to insist on a batsmen changing to an appropriate coloured item in this situation.

3.3. Substitute fielders, where allowed by the Laws, should wear the same coloured kit as the fielding side. If this is not possible then the umpires may decide to restrict the fielding position of the substitute fielder in order to limit confusion to the batsmen.

4. CANCELLING A MATCH 4.1. No match shall be cancelled due to impact of the weather without the explicit agreement of at least

one of the appointed umpires or an appointed local deputy. 4.2. If a match needs to be cancelled for any other reasons the club involved must contact the League

Secretary for approval. 4.3. Any club who fails to fulfil a fixture without prior approval will be deducted 20 points. 4.4. If the cancelled match was due to have been played on the opponents ground, the cancelling club will

be liable for reimbursing the home club for any costs involved in preparing for the match to be played (e.g. ground preparation, supplying food and umpires costs if they were not informed of the cancellation and travelled to the ground).

4.5. Should a club fail to fulfil a fixture without approval for a second time in any given season, in addition to the foregoing, the HCPCL Management Committee will consider the situation and decide what further action should be taken. This further action could involve expulsion from the League.

5. DRINKS INTERVALS 5.1. Drinks may only be taken during designated ball cleaning intervals. 5.2. Players must provide their own drinks , these must be fetched individually as per the ECB protocols.

6. SHORT PITCHED BOWLING 6.1. A short pitched delivery is defined as one that passes or would have passed over shoulder height of

the batsman standing upright at the crease, irrespective of whether the striker has made contact with the ball with his bat, person or equipment.

6.2. Any delivery in violation of Law 21.10 will be considered as a short pitched delivery. 6.3. Any delivery considered Dangerous under Law 41.6.1 will be considered as a short pitched delivery.

Any award of No Ball and the warning sequence in Law 41.6.3 and 41.6.4 shall also apply. 6.4. The umpire at the bowler’s end will make it clear to both the bowler and the batsmen at the crease

whenever such a delivery has been bowled. 6.5. The limit for short pitched deliveries is 1 per over. If this is exceeded then the Umpire shall call and

signal No Ball with the sanction appropriate for the match type. 6.6. The warning/sanction process for Short Pitched Bowling is independent of that for Non Pitching

Deliveries. 7. NON PITCHING DELIVERIES 7.1. For any non-pitching delivery under Law 41.7 [i.e above the waist whilst upright at the batting crease]

will also be called a No Ball with the sanction appropriate for the match type. 7.2. The umpire at the bowler’s end will make it clear to both the bowler and the batsmen at the crease

whenever such a delivery has been bowled. 7.3. The warning/sanction process from Law 41.7 shall apply if the umpires consider that there was any

risk of injury to the striker. 7.4. The warning/sanction process for Short Pitched Bowling is independent of that for Non Pitching

Deliveries.

8. NO BALLS & FREE HITS 8.1. For a No Ball, awarded for any reason, the subsequent delivery shall be called a Free Hit for

whichever batsman is facing it. 8.2. The penalty for any No Ball shall be 2 runs. 8.3. After the normal No Ball signal the Umpires will signal a free hit by extending one arm straight

upwards and moving it in a circular motion. 8.4. If the delivery for the free hit is not a legitimate delivery (any kind of No Ball or a Wide ball) then the

next delivery will also be a free hit as immediately above. 8.5. For a free hit the striker can only be dismissed under the circumstances that apply for a No Ball, even

if the delivery is called as a Wide ball. 8.6. Field changes are not permitted for free hit deliveries unless:

a) there is a change of striker, save that in all circumstances any fielder within 15 yards may retreat to a position on the same line no more than 15 yards from the striker, having notified the umpire of such movement.

b) the No Ball was the result of a breach of the fielding restriction in which case the offending fielder may be moved to the minimum extent of correcting the breach.

9. WIDE BALL Law 22 shall apply. Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law in order to prevent negative bowling wide of the wicket. 9.1. An additional crease marking shall be made 17” inside each Return Crease and between the Popping

and Bowling creases. Please note that the crease is the inside edges of both these new markings and the Return Crease markings. A diagram of these markings is available on the League website in the Documents section.

9.2. A leg side wide shall be called if, irrespective of where the ball pitches, it passes outside the line of the batsman and the leg stump, despite his movement.

9.3. A ball that passes between the batsman and the leg stump shall not be considered a wide. 9.4. An off side wide shall be called if the ball passes outside the line of the 17” marking unless the

batsman has significantly has moved towards the off side and, in the opinion of the umpire, has thus brought the ball into play. Any delivery passing outside the line of the return crease on the off side shall always be called wide, regardless of the batman’s movement.

10. THE BALL 10.1.All matches shall be played with a pink ball and white sightscreens. 10.2.Matches will be played with two new balls of the type approved by the League Management

Committee. All balls are to be supplied by the home club. 10.3.One new ball will be used from the commencement of each innings. 10.4.Clubs must ensure that spectators are made aware that they must not handle the ball. 10.5.n the event of no suitable replacement pink ball being available the umpires may allow the game to

continue with a red ball of similar condition. This shall be reported on the League Secretary after the match. Failure to provide sufficient replacement before the next match will be subject to disciplinary sanction.

10.6.Home clubs will ensure that a selection of at least six good quality spare balls (of the league approved type) of varying ages and wear are available to the umpires prior to the start of the match. These balls are the only ones that may be used as a replacement, except with the agreement of the umpires and both captains.

10.7.The umpires may delay the start of a match if the spare balls are not provided or not suitable. Any delay shall be reported to the League Secretary after the match.

10.8.Two new ball spares (of type as per 3.1) must also be available at the start of the match. The use of these is at the judgement of the umpires alone and is covered by the following;-

10.8.1. The new ball spare may only be used if all following conditions are met;- a) The original ball is lost or otherwise damaged at or before precisely 10% of the overs available at

the commencement of the innings have been completed. Only legitimate deliveries are to be counted towards the 10%, with any fractions of overs to be rounded to the nearest whole number (with ½ over being rounded up).

b) The umpires agree that genuine concerted efforts to find the original ball have been made without undue delay.

c) There is no used spare ball available in a condition more in keeping with the original ball. 10.8.2. If a new ball spare is used, then no further new ball spare may be used in the same innings. 10.8.3. Re-use of the original ball if found is covered by the following;-

a) If a new ball spare is in use and the original ball is made available within 6 completed overs (i.e. no more than 36 legitimate deliveries from the loss) then the original should be reused unless it is deemed to be in a significantly better condition that the current ball.

b) If the replacement was a previously used ball (as per 3.5.1 c) then the original ball i) Should be reused if made available within 6 completed overs (i.e. no more than 36 legitimate

deliveries from the loss). ii) May be reused if the umpires deem the replacement unacceptable and the original is made

available within 8 completed overs (i.e. no more than 48 legitimate deliveries). 11. NUMBER OF OVERS PER BOWLER 11.1. No bowler may bowl more than one fifth of the total overs allowed. 11.2. In the event of any reduction in overs where the total number of overs is not equally divisible by 5, an

additional over shall be allowed to the minimum number of overs per bowlers necessary to make up the balance.

11.2.1.If a reduction in overs means that on resumption a bowler has already exceeded the revised maximum allocation then the bowler is counted as one of those allowed the extra ‘odd’ overs.

11.2.2.If an interruption occurs mid over and on resumption the bowler has exceeded the revised maximum allocation then the bowler is allowed to complete the over.

11.3. In the event of a bowler being incapacitated or suspended and being unable to complete an over, the remaining balls will be bowled by another bowler providing that bowler did not bowl the previous over or part thereof. Such part of an over shall count as a full over only insofar as each bowler’s limit is concerned, so the replacement bowler must not have already exceeded their own limit.

11.4. The table at the end of this section contains full details of maximum overs per bowler.

12. POWERPLAYS 12.1. Three (3) Powerplay phases are allowed with the first commencing at the start of each innings. The

table at the end of this section contains full details of the number of Powerplay overs. 12.2. At the instant of delivery, there may not be more than five fielders on the leg side. 12.3. Two semi-circles shall be marked on the field of play with their centre as the middle stump at either

end of the pitch. 12.3.1.The radius of each of the semi-circles shall be 30 yards. 12.3.2.The ends of each semi-circle shall be joined to the other by a straight line marked on the field on the

same side of the pitch. 12.3.3.The fielding restriction area should be marked by ‘dots’ at five-yard intervals, each ‘dot’ to be

covered by a white plastic or rubber (but not metal) disc measuring seven inches in diameter. 12.4.The following fielding restrictions shall apply to certain overs (the Powerplay phases) in each innings.

The overs during which they shall apply are defined in the table at the end of this chapter. 12.4.1.Powerplay 1 - only two fielders shall be permitted outside this fielding restriction area at the instant

of delivery. 12.4.2.Powerplay 2 (if applicable) - only four fielders shall be permitted outside this fielding restriction area

at the instant of delivery. 12.4.3.Powerplay 3 (if applicable) - no more than five fielders shall be permitted outside the field restriction

area. 12.5. Whenever the number of overs is reduced, the length of each Powerplay phase shall be reduced in

accordance with the table associated with the relevant match type. The table applies to both innings of the match.

12.6. If play is interrupted during an innings and on resumption the revised overs mean that a Powerplay phase should be active the appropriate Powerplay takes immediate effect. This applies even if the interruption has occurred mid-over.

12.7. At the commencement of the middle and final Powerplay phases of an innings (if applicable to the match type), the umpire shall signal this to the scorers by rotating his arm in a large circle.

12.8. Any violation of the Powerplay fielding restrictions shall result in the award of a No Ball. 13. DELAYED OR INTERRUPTED MATCHES 13.1. The umpires shall use the value of one over for every completed 4.1 minutes of time lost. 13.2. Time for the interval must be allowed for in the calculations. 13.3. Overs only begin to be deducted from either innings once more than 30 minutes of cumulative

playing time has been lost. If part of the 30 minutes occurs in the second innings, then the total of the overs available will only apply to the team batting second.

13.4. If the start of the match is delayed by more than 30 minutes or play is interrupted during the 1st innings then the number of overs shall be calculated so that an equal number of overs are available to both teams.

13.5. Should the loss of time result in less than 10 overs being available to EITHER team then the game shall be abandoned.

13.6. In the event of ANY reduction in the number of overs available in either innings the DLS Protocol must be followed to produce adjusted scores at each interruption.

13.7. In the event of a suspension occurring in the middle of an over, the number of full overs to be bowled after the interruption will be calculated and any balls remaining to be bowled in the over during which play was suspended, will be added to the calculated value.

13.8. The number of overs to be faced by the team batting second will never be increased after an interruption.

13.9. Powerplay phases will be adjusted as described hereafter at any reduction in the number of overs available to either side.

OVERS AVAILABLE AFTER DELAY OR INTERRUPTION This table shows the effect of interruptions or delays beyond the allowed maximum on the various aspects of the game. Appendix 1 - Discipline changes

The following additional items are added to the ECB Disciplinary Code (2019).

At the Toss

Captains will be advised of their responsibilities for directing their team on and agree the following;- 1. No sweat or saliva on the ball is allowed. 2. Players to maintain social distance at all times. 3. Ball to be returned directly to the bowler (on the full or rolled along the ground). 4. Not to remake the wicket once the ball has become dead, this is the role of the umpire. 5. Players to ensure that any drinks, sweaters or other paraphernalia to be placed at least 1m from

boundary edge where at all possible. 6. Players understand the batting lines. 7. Hygiene breaks will take place every 6 overs or 20 minutes whichever is sooner. (A wicket break can

be used to restart the process). Captains should be made aware that any breach of the above could result in a first and final warning and that any subsequent transgression will result in the award of 5 penalty runs.

During Play Umpires will not deliberately come into contact with the ball. Any breach of 1-7 above, will result in a first and final warning, under Law 41. If deemed Unacceptable Conduct, penalties under Law 42 shall apply.

• A player intentionally moving within 1 metre of anyone else for non-cricketing purposes will be treated as a Level 3 offence.

• A player intentionally spitting or coughing at and within 2 metres of, another person will be treated as a Level 4 offence.
